Deschenes RESOLUTION: WHEREAS, 2440 Village Lane, Orient,NY, is on the Town of Southold Registry of Historic Landmarks; and WHEREAS, as set forth in Section 170-6 of the Town Law(Landmarks Preservation Code)of the Town of Southold, all proposals for material change/alteration must be reviewed and granted a Certificate of Appropriateness by the Southold Town Historic Preservation Commission prior to the issuance of a Building Permit; and WHEREAS, on November 17, 2025, the applicant submitted a proposal for approval to install solar panels upon the roof of an existing single family dwelling; and WHEREAS, during a public hearing on February 26, 2026, the applicant's representatives, Tyler Cirincione, of Harvest Power, appeared before the Commission to describe the proposed improvements; and WHEREAS,the improvements are depicted on Architectural Plans (PV-0, PV-1, PV-1A, PV-2 thru PV- 11), prepared Michael K. Dunn, Architect, last revised December 19, 2025; and WHEREAS,the Commission determined that the installation of roof mounted solar panels upon a flat. roof of the home will not be visible from the street and will not alter the appearance or historical character of the dwelling; and WHEREAS, the applicant shall submit to the Commissioners photographs of the finished improvements upon completion; and WHEREAS, the Commissioners may conduct a site inspection of subject premises once improvements are completed. Deschenes SCTM No. 1000-26-1-17.1 Page 2 NOW THEREFORE BE IT RESOLVED, that the Southold Town Historic Preservation Commission determines that the proposal for roof mounted solar panels as depicted in the Architectural Plans (PV-0, PV-1, PV-1A, PV-2 thru PV-11) prepared Michael K. Dunn, Architect, last revised December 19, 2025, meets the criteria for approval under Section 170-8 (A) of the Southold Town Code; and BE IT FURTHER RESOLVED, that the Commission approves the request for a Certificate of Appropriateness, subject to approvals by all involved agencies; and BE IT FURTHER RESOLVED,that any deviation from the approved plans referenced above may require further review from the Commission. First,during your working session you will consider the replacement of deteriorated interior wood studs as part of our previously permitted renovation of a pre-existing 1940s-era addition to the home. Upon opening certain wall sections,our contractor discovered that several original studs are significantly rotted and no longer structurally sound. Based on this condition,replacement is necessary to ensure the safety and integrity of the structure. These studs are entirely internal and will not be visible from either the exterior or interior once construction is complete. They do not constitute character-defining historic features,and their replacement will not alter the appearance or historical character of the house. Addressing this deterioration now allows the renovation to proceed responsibly and avoids the likelihood of future structural remediation that would be more disruptive to the building. Second,during your public hearing,you will consider our request to install roof-mounted solar panels. The panels would be installed on the flat roof of the home and will not be visible from the street or surrounding public viewpoints. We view solar as the most appropriate option for providing limited backup electricity, particularly as an alternative to a gas-powered generator.Solar panels operate quietly,produce no on-site air emissions,and can be removed in the future without permanent alteration to the structure. More broadly,we believe that discreet residential solar installations support community-wide sustainability goals and may reduce the long-term need for additional energy infrastructure elsewhere on Long Island,while remaining compatible with the preservation of historic neighborhoods. Require building sections showing the angle of the panels. 3. Require a "sky angle drawing" to confirm the visibility of the solar panels, to clarify its purpose. 4. Cross-section showing the proposed installation method and a sky angle drawing to confirm the solar panels' visibility (or lack thereof) from the street and the water. 5.
