While the NYSDEC is the agency responsible for the SWPPP/SPDES review for this project, the Town Engineer will need to confirm the amended site plan's compliance with Chapter 236. Several changes have been noted from the previously approved plan and merit further review. 5) Landscaping: The amended planting plan reflects a shift from the previously approved design, which included a mix of native trees and grasses, to a revised plan that focuses on ornamental shrubs and plantings. The irrigation system for the approved landscaping plan was planned to run off of well water. The revised plan reduces the overall representation of native species and introduces plantings that require greater irrigation and maintenance than the previously approved plan (i.e., sod lawn areas, Japanese Andromeda, Upright Japanese Holly, Endless Summer Hydrangeas, etc.). The amended landscaping plan does not align with the primarily native and drought-tolerant landscaping that was previously approved by the Planning Board. Staff: The proposed privet (ligustrum ovalifolium) is listed on Suffolk County's "Do Not Sell/Transfer List" of invasive plants and should be removed from the amended site plan. The amended plan may result in higher water demand than previously anticipated and merits review by SCWA to confirm adequacy and consistency with prior water conservation considerations. 6) Exterior Lighting: Ten (10) exterior light fixtures were shown on the approved site plan along walkways, in the parking area, and wall-mounted on the production facility and existing house. A photometric plan with foot candle diagrams was previously reviewed and approved. The amended site plan notes that lighting fixtures and locations will match the previously approved plan; however, the approved plan included ten fixtures of three types, while the amended plan depicts only three fixtures of a single type (Selux Lighting Down Light, Model # MELD-SD-W-MP325-30-BK-UNV) in similar locations around the production facility. No additional fixtures are shown. Staff: Clarification is required as to whether the originally approved lighting plan remains in effect or if revisions are proposed. Our landscape architecture firm was hired to make aesthetic and functional improvements to the approved site plan originally prepared by Joseph Fischetti, PE. Our modified site plan scope does not propose any new structures or changes to the approved use or function of the property or its approved structures. We have proposed changes to the layout of the parking while not proposing any changes to the approved number of spaces, necessary turning radiuses or passage widths and we revised drainage calculations accordingly. We have proposed changes to the 20' min. fire lane shape and material with a product that exceeds the minimum load capacity requirement of 75,000 Lbs. We have added a small on grade patio and gravel pad, redesigned masonry walkway locations, size and materials to work better with the new parking layout while reducing impervious surfaces. We've also reduced the concrete surrounding the production building. We have added a 6' Ht.-dumpster enclosure and increased the amount of open-air mechanical space as needed to support the needs of the operation, with proposed hedges to screen them all. Lastly, we have substantially increased the proposed vegetation that will help to soften the building height and obscure the structures from the road, screen off parking/mechanical areas and beautify the site with layers of large and small frees, shrubs, grasses & perennials.
