A regular meeting of the Southold Town Planning Board
was held on March 12, 1975 at 7:30 p.m. Present were
Chairman John Wickham, Vice-Chairman Henry Moisa, Henry.44rynay,
Frank S. Coyle arrived at 9:15 and Supervisor
Martocchia arrived at 10:00 p.m. Alfred Grebe was unable
to attend because of inclement weather. Also attending
was Thomas Reeve representing the North Fork Environmental
Council.
Greton Estates. David Horton, Jerry Horton, William. Grefe VZ
appeared.
Mr. Raynor read the Notice of Hearing.
NOTICE IS HEREBY GIVEN that pursuant to Section 276 of
the Town Law, Public Hearing will be held by the Southold
Town Planning Board at the Town Clerk' s Office, Main Road,
Southold, New York, in said Town on the 12th day df March,
1975, on the question of the following:
7:30 p.m. Approval of the preliminary map of plat of
property owned by Peconic Homes Corporation entitled "Greton
Estates" consisting of a parcel of land situate, lying and
being at Mattituck, Town of Southold, County of Suffolk and
State of New York, bounded and described as follows:
BEGINNING at a point on the southeasterly side of Grand
Avenue where the same is intersected by the westerly side
of land now or formerly of Otto L. Anrig; running thence
along said land (1) S. 13o 42' 10" E. 452.05 feet and (2)
S. 140 23' 20" E. 742.65 feet; thence S. 610 54' 10" W.
299.84 feet; thence S. 590 36' 10" W. 205.97 feet; thence N.
110 51' 10" W. along land now or formerly of Michaleck6 1034
feet to the southeasterly side of Grand Avenue and thence N.
420 47' 20" E. along the southeasterly side of Grand Avenue
534.22 feet to the point or place of BEGINNING.

Proof of publication was presented from the Suffolk
Weekly Times and the Long Island Traveler - Mattituck Watch-
man.
Mr. Wickham read the following letter under date of
January 27, 1975 from the Town Highway Department.
Gentlemen:
A meeting to review several subdivisions was held at
the office of Superintendent Raymond C. Dean, Peconic Lane,
Peconic, at 10:00 a.m. on January 23, 1975. Present were
Superintendent Dean, Justices Louis Demarest and Martin Suter
of the Highway Committee and Mr. L. Tuthill, P.E.
It was agreed by all that the revised profile of Greton
Estates is acceptable. It was noted that the developer was
to include a drainage easement along the property of Otto
Anrig.

Disclosure of ownership was presented naming David Horton,
President; John Grefe, Vice-President; William Grefe, Vice-
President; Gerry Horton, Secretary-Treasurer; and Eugene
Horton, stockholder.
Mr. Wickham: Does anyone wish to speak in opposition to this
subdivision? Hearing none, is there anyone who would like to
speak for it?
David Horton: The reason we are in favor of it is we are
primarily in the building business and we are looking out
for our own interests. We have done a development like this
before and we have done well and don't think it is a detri-
ment to the Town at all.
Mr. Wickham: If there is no one else wishing to speak, I
will declare the hearing closed.
Mr. Raynor made a motion, seconded by Mr. Moisa and
carried that the minutes of the special meeting of February
3, 1975 be approved.

Mr. Moisa made a motion, seconded by Mr. Raynor and
carried that the minutes of the regular meeting of February
24, 1975 be approved.
On motion made by Mr. Raynor, seconded by Mr. Moisa,
it was
RESOLVED to grant a three-month extension for the
time for filing the final map with the Planning Board for
the subdivision known as "Orient Point" , at the request of
Richard Cron, one of the owners.
Vote of the Board: Ayes: Wickham, Moisa, Raynor.
On motion made by Mr. Moisa, seconded by Mr. Raynor,
it was
RESOLVED to ratify the resolution of February 3, 1975
recommending approval of Local Law No. 2-1975.
Vote of the Board: Ayes: Wickham, Moisa, Raynor.
Amari. Rudy Bruer, Esq. appeared.

New York, in said Town on the 21th day of March, 1975, on the
question of the following:
8:00 p.m. Approval of a minor subdivision of property
owned by Vito W. Amari consisting of a parcel of land situate,
lying at Southold, in the Town of Southold, County of Suffolk,
and State of New York, bounded and described as follows:
BEGINNING at a point on the southerly side of North
Road about 1380 feet westerly along said southerly side from
Middle Road (said point being the northeasterly corner of the
premises herein described and the northwesterly corner of
land now or formerly of Grigonis) ; running thence along said
land now or formerly of Grigonis, two courses as follows:
(1) S. 40 29' 10', W. 435.50 feet to a corner fence post; (2)
N. 760 27' 20" W. 296.97 feet; running thence along land now
or formerly of Clement W. Booth on a line parallel to the
first course hereinabove described, N. 40 29' 10" E. 458.80
feet to said southerly side of North Road; running thence
along said southerly side of North Road, two courses as follows:

Proof of publication was presented from the Long Island
Traveler - Mattituck Watchman.
Mr. Wickham read over the proposed covenants and restrictions.
Mr. Bruer said to the best of his knowledge and belief Vito
and T.er:esa Amari are the sole owners of the property.
Mr. Wickham: Does anyone wish to be heard in opposition to
this minor subdivision? Hearing none, I will hear from those
who are in favor of it.
Mr. Bruer: I believe everything has been said at the last
meetings where the subdivision has been presented to the
board. I think the lots are good lots, they more than meet
the requirements of the town for a minor subdivision. These
two back pieces are wooded nice pieces. I would assume it
will be kept nice. It is in a residential area. He hopes
to keep in the fruit trees when fixing his right-of-way.
There being no one else wishing to be heard, Mr. Wickham
declared the hearing closed.
Norkus site plan.
On motion made by Mr. Raynor, seconded by Mr. Moisa,
it was
RESOLVED that no action be taken on the site plan of
Norkus because there was an incomplete amount of material ✓
presented, including no front, rear and side profiles and
elevations of the buildings; no planting and lighting schedules;
no ingress or egress is down; changes contemplated being
made in the appearance of the buildings.
Vote of the Board: Ayes: Wickham, Moisa, Raynor.
Luce and Penny minor.
The Planning Board will want the road paved for 150 on lot
number 1 and at least 20 feet wide. Covenants and restrict-
ions are needed for no future subdivision.

On motion made by Mr. Moisa, seconded by Mr. Raynor,
it was
RESOLVED to hold a public hearing on the map of the minor
subdivision of Luce and Penny to be held March 31, 1975.
Vote of the Board: Ayes: Wickham, Moisa, Raynor.
On motion made by Mr. Raynor, seconded by Mr. Moisa,
it was
RESOLVED to hold a publia hearing on the preliminary map
of Peconic Knolls to be held March 31, 1975.
Vote of the Board: Ayes: Wickham, Raynor, Moisa.
Highland Road. Mr. Alden Young appeared.
Mr. Alden Young is preparing another sketch to be mailed to
the Planning Board. These should be reviewed by Mr. Lark,
the attorney, to find out what they are going to present the
night of the hearing.
On motion made by Mr. Moisa, seconded by Mr. Raynor,
it was
RESOLVED to hold a public hearing on the preliminary map
of Highland Estates to be held March 31, 1975.
Vote of the Board: Ayes: Wickham, Moisa, Raynor.
Syloret.
Mr. Wickham reported that he had spoken with the Town Board
and wanted a letter written to Mr. Hochman asking if it would
be agreeable to the developers to have the park and playground
combined with a park and playground on the adjacent property
if this property should be developed.
On motion made by Mr. Raynor, seconded by Mr. Moisa, it
was
RESOLVED to authorize the chairman or vice-chairman to
sign the map of the subdivision known as Syloret when notice
is received from the Town Clerk that the bond has been presented
to the Town Board and the inspection fee has been received.
Vote of the Board: Ayes: Wickham, Moisa, Raynor.

Greenbriar Acres. Werner Adel, Jr. and Alden Young appeared.
The Board reviewed this proposed subdivision. They would like
the road relocated in the present lot #32 to be compatible
with the subdivision to the :east if those roads are ever made
public. It is also suggested that the road ending in the area
now shown as lot 27 be made a cul-de-sac.
Suter minor.
On motion made by Mr. Coyle, seconded by Mr. Moisa, it
was
RESOLVED to hold a public hearing on the map of the
minor subdivision of Alma Suter known as "Tut' s Acres" to be
held on March 31, 1975.
Vote of the Board: Ayes: Wickham, Coyle, Moisa; Mr.
Raynor abstained.
On motion made by Mr. Coyle, seconded by Mr. Moisa, it
was
RESOLVED that the chairman or vice-chairman be authorized
to sign the map of the subdivision known as "Oregon View
Estates" upon receipt of notice from the Town Clerk that the
Town Board has received the bond and upon receipt of the
inspection fee.
Vote of the Board: Ayes: Wickham, Moisa, Coyle, Raynor.
Bagshaw site plan. Harvey Bagshaw, Terry Woodhull and Philip
Ofrias, Esq. appeared.
Mr. Wickham reviewed the letter from the building inspector
dated February 26, 1975. Mr. Ofrias said he had presented
five copies of the plot plan, 3 copies of the architectural
drawings showing elevations from all 4 sides. The well and
cesspools will be in accordance with the rules of the Suffolk
County Dept. of Health. The only outside lighting will be
the two colonial-style lamp fixtures.
Mr. Raynor: You don't expect any external lighting in the
rear of the building?
Mr. Ofrias: No, it will be all internal lighting.

Mr. Raynor: You have the requirements for the dimensions
and type of ground sign.
Mr. Ofrias: We do not have that solidified. It will be
some sort of sign so people know where it is.
Mr. Coyle: It doesn't give the width, only the length of
the building.
Mr. Ofrias: It is sixty foot square.
Mr. Moisa: The front will be wood and all the rest concrete
block?
Mr. Ofrias: Yes.
Mr. Wickham: The thing I object to is the wrecks get parked
out in front. I wonder if we couldn't put this parking lot
all in the rear.
Mr. Bagshaw: How about if we put a chain across?
Mr. Wickham: We have one chance now to tell you how we think
we should protect the interests of the town. We want to be
assured the town will be protected. When you have a parking
lot in the front, you can take it down but you can't alter the
site plan. If we say he can't have a parking lot out front,
he can't have a parking lot out front.
Mr. Ofrias: You are really talking about the appearance.
Mr. Wickham: I am concerned about storage of stockpiling work.
Mr. Ofrias: You can provide that there can be no storage of
wrecked vehicles.
Mr. Bagshaw: My whole theory is if I have a building that
the front looks like that and the grounds look like that, it
will generate alot of business for me. Going through this
expense I do not want to jeopardize the whole expense by
leaving a junk out front.
Mr. Raynor: We usually run into more of a problem with devel-
opers that come in and end up leasing all the buildings out.
When we have somebody that is the proprietor it makes a
difference.
Mr. Moisa: You may find you want to sell it and how do we
control the one who follows.
Mr. Wickham: If we had a covenant from you saying no 'disabled
vehicles in the front parking area, can you send some sort of
covenant to the office. I want it to go with the property so
that if you sell the property there are still no disabled
vehicles there.

Mr. Goodale made a lengthy objection to the action of the
Board of Appeals and Mr. Wickham informed him that the Planning
Board is only concerned with the site plan if he had any
objections to that.
Nathan Smith minor.
Mr. Raynor will come down to the office during the week and ✓
look over this minor subdivision.
McCari subdivision.
The secretary was to inform Mr. Olsen, the attorney for the
developer, of the remarks of Mr. Tasker concerning this
subdivision through which the expressway may run. He can
contact Mr. Tasker if he wants further information.
Greton Estates.
On motion made by Mr. Raynor, seconded by Mr. Moisa, it
was
RESOLVED to grant approval of the preliminary map of
Greton Estates subject to an easement being placed along the
property of Otto Anrig.
Vote of the Board: Ayes: Wickham, Moisa, Coyle, Raynor.
Amari minor.
On motion made by Mr. Moisa, seconded by Mr. Raynor,
it was
RESOLVED that approval be given the map of the minor
subdivision of Amari.
Vote of the Board: Ayes: Wickham, Moisa, Coyle, Raynor.
Bagshaw site plan.
On motion made by Mr. Coyle, seconded by Mr. Moisa, it
was
RESOLVED to approve the site plan of the Bagshaw property
subject .to screening required in the town regulations, receipt
of covenants in form acceptable to the Planning Board and the
Planning Boar -9- !larch 12, 1975
Town Attorney and the placement of low ground covering shrubs
around the sign.
Vote of the Board: Ayes: Wickham, Moisa, Coyle, Raynor.
Motion was made by Mr. Coyle, seconded by Mr. Moisa and
carried to adjourn the meeting. Meeting was adjourned at
11:00 P.M.
