Also Present: Kim Fuentes, Coordinator 3:10 P.M. A Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners Mammina,Wexler, Surchin, de Conciliis,and Sardar-Afkhami.(This Resolution was duly adopted 5-0). WORK SESSION: 3:10 P.M. Review Applications: a) 3:14 P.M. -HUGH AND LEAH MCBRIDE - 1180 Navy Street, Orient (Representative Meryl Kramer)—for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property concerning the installation of a generator and of screening surrounding a generator upon the subject property; located at 1180 Navy Street, Orient. SCTM No. 1000-25-4-4. (JW) • Applicant's representative,Meryl Kramer,Architect,appeared to describe the proposed generator installation which will be screened by a fence and landscaping. • During the Regular Meeting,the Commission will vote to grant a de minimus approval. b) 3:50 P.M. -2440 VILLAGE LANE,LLC -P.J. DESCHENES—AMEND the Certificate of Appropriateness under Section 170-7(b).of the Southold Town Code at a registered landmark property concerning the partial demolition(attached garage), alterations and additions to a single family dwelling; located at 2440 Village Lane, Orient. SCTM No. 1000-26-1-17.1. • The applicant's representatives,Peter Marren,Architect, and Wayde Bennett of Even Keel Home Services, appeared to describe and explain the reason for the demolition of the garage portion of the dwelling,which was not the approved scope of work. • The Commission and the applicant reviewed the current photographs with the approved architectural plans and found some discrepancies. Deviations in details were perceived by the Commission Members. • The Commission requested that the applicant amend the plans to reflect the demolition of the garage and return to the work session scheduled for February 26, 2026. (This Resolution was duly adopted 5-0). Pledge of Allegiance APPROVAL OF MINUTES:A Motion was made to approve the prior meeting minutes of December 11, 2025 by Commissioner Mammina,seconded by Commissioner Surchin. Vote of the Commission: Ayes: Commissioners Mammina,Wexler, Surchin, de Conciliis,and Sardar-Afkhami. (This Resolution was duly adopted 5-0). HUGH AND LEAH MCBRIDE - 1180 Navy Street, Orient(Representative Meryl Kramer) ✓ The Commission has determined that pursuant to Chapter 170-4(E)(2)of the Southold Town Code,the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing,as the proposal is de minimis in nature; and ✓ The Commission has determined that the subject application for the Certificate.of Appropriateness is de minimis in nature and therefore does not require a Public Hearing. RESOLUTION#01.15.2026.2 The Commission approves the request for a Certificate of Appropriateness,subject to approvals by all involved agencies. Vote of the Commission: Ayes: Commissioners Mammina,Wexler,Surchin,and Sardar-Afkhami.(This Resolution was duly adopted 4-0). (Commissioners Woodhouse and Ketcham Absent,Commissioner deConciliis Recused) PUBLIC HEARING: (1) 4:10 P.M.-ASIP HOUSE—RICHARD B. SACHS—8255 Bridge Lane—(Representative: Daniel Butler)for a Certificate of Appropriateness under Section 170-7(b)of the Southold Town Code at a registered landmark property concerning the installation of a sauna,;fencing and entry gates surrounding the in-ground swimming pool upon the subject property; located at 8255 Bridge Lane, Cutchogue,NY. SCTM No. 1000-84-1-4.6. • The applicant's representative, Daniel Butler, presented photographs and described,window detail,the new front fence measuring four(4)feet in height and a second pool fence. The gate along the road will be at least six(6)feet back from the property line and the sauna will be the size of a shed. • The applicant, Richard B. Sachs,was also present. RESOLUTIONS #01.15.2026.1: A Motion was made by Commissioner Mammina and seconded by Commissioner Surchin to Close the Public Hearing. 02/09/2026 Page 2 Page 3, Minutes of Meeting of the Historic Preservation Commission January 15, 2026 A Motion was made by Commissioner Mammina,seconded by Commissioner de Conciliis to approve the request of a Certificate of Appropriateness for the improvements for aforementioned improvements, conditioned upon approvals by all involved agencies. Vote of the Commission: Ayes: Commissioners Mammina,Wexler,Surchin,and Sardar-Afkhami. (This Resolution was duly adopted 4-0). (Commissioners Woodhouse and Ketcham Absent,Commissioner deConciliis Recused) 4:15 P.M.-2440 VILLAGE LANE,LLC-P.J.DESCHENES—fora Certificate of Appropriateness under Section 170-7(b)of the Southold Town Code at a'registered landmark property concerning the installation of roof mounted solar panels upon a single family dwelling; located at 2440 Village Lane,Orient. SCTM No. 1000-26-1-17.1. (ASA) The applicant's representatives failed to follow instructions and procedures to prepare for a Public Hearing. The Public Hearing is rescheduled for February 26,2026. OLD BUSINESS: 1) Hardcopies of Part 1 of the Commission Handbook was distributed to all members. Meeting Adiourned: 4:27 P.M. Motion to adjourn the meeting was made by Commissioner Mammina,seconded Surchin. Vote of the Commission: Ayes: Commissioners Mammina,Wexler, Surchin, de Conciliis, and Sardar-Afkhami. (This Resolution was duly adopted 7-0). Next HPC work session and regular meeting,with Zoom access, scheduled for February 26,2026 in the Annex Building, Second Floor Conference Room at 3:00 PM.
