Also Present: Kim Fuentes, Coordinator, Julie McGivney,Assistant Town Attorney 3:04 P.M. A Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners Mammina,Wexler, Surchin,de Conciliis,Woodhouse,Ketcham,and Sardar-Afkhami. (This Resolution was duly adopted 7-0). WORK SESSION: 3:05 P.M. Review Applications: 3:05 P.M.-ASIP HOUSE—RICHARD B. SACHS—8255 Bridge Lane—(Representative: Daniel Butler)for a Certificate of Appropriateness under Section 170-7(b)of the Southold Town Code at a registered landmark property concerning the installation of a sauna, fencing and entry gates surrounding the in-ground swimming pool upon the subject property; located at 8255 Bridge Lane, Cutchogue,NY. SCTM No. 1000-84-1-4.6. (MD)(Adjourned from November 13, 2025) • The applicant's representative, Daniel Butler,described the new front fence measuring four(4)feet in height and a second pool fence. The gate along the road will be at least six(6)feet back from the property line and the sauna 'Will.be the size of a shed. • The applicant Richard B. Sachs was also present. • During the Regular Meeting,the Commission will vote to schedule a public hearing. 3:20 P.M.-2440 VILLAGE LANE,LLC-P.J.DESCHENES—for a Certificate of Appropriateness under Section 170-7(b)of the Southold Town Code at a registered landmark property concerning the installation of roof mounted solar panels upon a single family dwelling; located at 2440 Village Lane, Orient. SCTM No. 1000-26-1-17.1. (ASA) • The applicant's representative,Tyler Cirincione of Harvest Power, presented the plans for roof mounted solar panels and described the proposed project. • Below are the comments from the Commission for requested edits to the architectural plans for the solar panel project: a) Update North Elevation,proposed Tesla Battery to place on an H Frame,as an alternative. Update the elevation to show the removed window and new location/height of Tesla power wall in between the equipment enclosures in a way that makes in invisible from the road(with or without the use of Page 2, Minutes of Meeting of the Historic Preservation Commission December 11,2025 an H frame). The suggestion for the H-frame option was to show the Tesla power wall affixed to an H-frame in order to pre-empt any objection raised during the hearing by someone wary of fire risk. b) Site Plan to show equipment enclosure. Show location of Power wall in between the two equipment enclosures. c) Correct Location of solar panels—right side elevations on Sheet PV I of Elevation Views.The current drawing shows the panels affixed to the gutter; it needs to be moved up to the roof. • The applicant's representative also spoke of a deadline,December 31, 2025,to have this project approved, so that the applicant can receive grant funding. • During the Regular Meeting,the Commission will vote to schedule a public hearing. REGULAR MEETING: Called to Order: 3:45 PM Commissioner Mammina, seconded by Commissioner Ahmad made a motion to Close the Work Session and Open the Regular Meeting.Vote of the Commission: Ayes: Commissioners Mammina, Wexler, Surchin, de Conciliis,Woodhouse,Ketcham, and Sardar-Afkhami.(This Resolution was duly adopted 7-0). Pledge of Allegiance APPROVAL OF MINUTES:A Motion was made to approve the prior meeting minutes of October 23, 2025 by Commissioner Mammina,seconded by Commissioner Woodhouse. Vote of the Commission: Ayes: Commissioners Mammina,Wexler, Surchin, de Conciliis,Woodhouse, Ketcham, and Sardar-Afkhami. (This Resolution was duly adopted 7-0). ASIP HOUSE—RICHARD B. SACHS—8255 Bridge Lane Commissioner Mammina voted to move this matter(reviewed during Work Session)to a Public Hearing, scheduled'for January 15,2026,seconded by Commissioner Sadar-Afkhami. Vote of the Commission: Ayes: Commissioners Mammina,Wexler, Surchin, de Conciliis,Woodhouse,Ketcham, and Sardar-Afkhami. (This Resolution was duly adopted 7-0). 2440 VILLAGE LANE,LLC-P.J.DESCHENES Commissioner de Conciliis voted to move this matter(reviewed during Work Session)to a Public Hearing,scheduled for January 15,2026,seconded by Commissioner Sadar-Afkhami. Vote of the Commission: Ayes: Commissioners Mammina, Wexler, Surchin, de Conciliis,Woodhouse,Ketcham, and Sardar-Afkhami. (This Resolution was duly adopted 7-0). PUBLIC HEARING: (1) 3:30 P.M.-CHRISTOPHER AND ALYSSA CONSTANT for a Certificate of Appropriateness under Section 170-7(b)of the Southold Town Code at a registered landmark property to construct additions and alterations to an existing single family dwelling; located at 2655 Village Lane, Orient,NY. SCTM# 1000-26-1-22. (DM) • The Commission received an application,dated September 26,2025,requesting a Certificate of Appropriateness to construct additions and alterations to an existing single family dwelling. The house 12/23/2025 Page 2 Page 3, Minutes of Meeting of the Historic Preservation Commission December 11, 2025 is known as the King House. The proposed plan adds an extra bedroom on the second floor. Asbestos will be removed and the proposed improvements include a modest addition. • The applicant's Representatives, Martin Finnegan, Attorney and Kate Samuels,Architect, appeared before the Commission and detailed the improvements • Karen Constant was also present. More than 20 letters were received in support. • The improvements will consist of raising the structure to be compliant with FEMA(approximately 2 feet), new Hardie Clapboard siding,Azek trim, new cedar roof,new Anderson 400 Series Woodwright Windows, etc. The porch railings, stairs and decking will be replaced in kind. The Height of Railings will conform to Code and the original door will be reclaimed. • Downspouts will be half round in white aluminum. The chimney brick will match—brick veneer. • The Commission agreed that the material schedule was complete,but requested more information on window profiles. OLD BUSINESS: 1) Hardcopies of Part 1 of the Commission Handbook was distributed to all members. The Coordinator forwarded digital copies of the Handbook to members in Word Format. Editing to be done by Commissioner Surchin. 2) Awarding Historic Landmark Plaque, Letter and Certificate to Claudia Ramone, 130 Village Lane, Orient. This has been completed. 3) JOTAS Corp/Joan Turturro, 1000 Village Lane, Orient,NY. SCTM# 1000-25-1-18. Certificates of Appropriateness were issued on February 24,2022 and June 22, 2023. The Building Department awaiting the HPC approval before issuing a Certificate of Occupancy. Commissioners Wexler and Woodhouse has indicated their satisfaction with the completed work. Meeting Adiourned: 4:22 P.M. Motion to adjourn the meeting was made by Commissioner Mammina,seconded Surchin. Vote of the Commission: Ayes: Commissioners Mammina, Wexler, Surchin, de Conciliis, Woodhouse, Ketcham, and Sardar-Afkhami. (This Resolution was duly adopted 7-0).
