Regular Meeting Minutes
TOWN HALL ANNEX CONFERENCE ROOM
Thursday, October 23, 2025 at 3:00 PM
Attendees: Commissioner Mammina(Chairperson), Commissioner Wexler, Commissioner de Conciliis,
Commissioner Woodhouse,and Commissioner Sardar-Afkhami.
Commissioner Surchin appeared on Zoom,Commissioner Ketcham Absent
Also Present: Kim Fuentes, Coordinator,Julie McGivney,Assistant Town Attorney and Jill Doherty,Town
Board Member
3:10 P.M. A Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners
Mammina,Wexler, de Conciliis,Woodhouse, and Sardar-Afkhami. (This Resolution was duly adopted 5-0).
WORK SESSION: 3:10 P.M.
Review Applications:
CBMSTOPHER AND ALYSSA CONSTANT-(by Martin Finnegan)for a Certificate of
Appropriateness under Section 170-7(b)of the Southold Town Code at a registered landmark property to
construct additions and alterations to an existing single family dwelling; located at 2655 Village Lane,
Orient,NY. SCTM# 1000-26-1-22. (DM)
• The Commission received an application,dated September 26,2025,requesting a Certificate of
Appropriateness to construct additions and alterations to an existing single family dwelling.The
proposed plan adds an extra bedroom on the second floor.
• The applicant's Representatives,Martin Finnegan,Attorney and Kate Samuels,Architect, appeared
before the Commission and detailed improvements to consist of raising the structure to be compliant
with FEMA, new Hardie Clapboard siding,new cedar roof,new Anderson 400 Series Woodwright
Windows, etc. The porch railings, stairs and decking will be replaced.
• Additional improvements to include exterior lighting temperature(2,700)to be Dark Skies Compliant,
roof eave trim profile to be shown accurately,brick veneer for exposed areas of foundation(red brick
white wash)with further discussion about"split sill"foundation detail. (Note: it was later stated that
"split sill"is deemed unnecessary.) The chimney, if not demolished, shall remain red brick.
• The Commission agreed that the material schedule was complete,but requested more information on
window profiles.

REGULAR MEETING: Called to Order: 3:40 PM
Commissioner Mammina, seconded by Commissioner Ahmad made a motion to Close the Work Session and
Open the Regular Meeting.Vote of the Commission: Ayes: Commissioners Mammina, Wexler, de Conciliis,
Woodhouse and Sardar-Afkhami. (This Resolution was duly adopted 5-0).

APPROVAL OF MINUTES:A Motion was made to approve the prior meeting minutes of September 25,
2025 by Commissioner Mammina,seconded by Commissioner Woodhouse. Vote of the Commission:
Ayes: Commissioners Mammina, Wexler, de Conciliis, and Woodhouse and Sardar-Afkhami. (This Resolution
was duly adopted 5-0).
CHRISTOPHER AND ALYSSA CONSTANT for a Certificate of Appropriateness under Section 170-7(b)of

Commissioner Mammina voted to move this matter(reviewed during Work Session)to a Public Hearing,
scheduled for November 13,2025,seconded by Commissioner Sadar-Afkhami. Vote of the Commission:
AYES: Commissioner Mammina,Wexler,De Conciliis,Woodhouse;Sardar-Afkhami(5-0).
OLD BUSINESS:
1) Hardcopies of Part 1 of the Commission Handbook was distributed to all members. The Coordinator
forwarded digital copies of the Handbook to members in Word Format. Editing will be done by
Commissioner Surchin,then Commissioner Mammina and lastly Commissioner de Conciliis, and all edited
versions will be emailed back to the Coordinator. Commissioner Surchin will continue to complete her
edits while adding references to the draft
2) There was no further discussion regarding granting acknowledgements/proclamations to owners of
historical properties.
3) Awarding Historic Landmark Plaque, Letter and Certificate to Claudia Ramone, 130 Village Lane, Orient.
A congratulatory letter will be written(Commissioner de Conciilis).It will be signed and presented with the
Certificate and Plaque by Commissioners Woodhouse and Wexler.
NEW BUSINESS:
The following applicants have requested that the Building Department issue a Certificate of Occupancy
for work approved by the HPC. Photographs of the completed work was forwarded to the
Commissioners via email: '
JOTAS Corp/Joan Turturro, 1000 Village Lane, Orient,NY. SCTM# 1000-25-1-18. Certificates of
Appropriateness were issued on February 24,2022 and June 22,2023. Commissioners
Mammina and Woodhouse will conduct a site visit.

Darien Leung,265 Orchard Street,Orient,NY. SCTM# 1000-25-2-11.1. Certificates of Appropriateness were
issued on April 25,2024 and May 22,2025. The Commissioners deemed the completed work
satisfactory, and a Building Permit may issue.
Meeting Adjourned: 4:10 P.M.
Motion to adjourn the meeting was made by Commissioner Mammina,seconded Member Sardar-
Atkhami. Vote of the Commission: Ayes: Commissioners Mammina,Wexler,de Conciliis,Woodhouse, and
Sardar-Afkhami. (This Resolution was duly adopted 5-0).
Next HPC work session and regular meeting,with Zoom access, scheduled for November 13,2025 in the
Annex Building, Second Floor Conference Room at 3:00 PM.
