This audit provides information gathered during a site visit to make measurements of conditions after the American Tower Corporation facilities began operating and includes photographs and annotated architectural drawings, where required. Site mitigation options have been assessed and recommendations made where the Maximum Permissible Exposure (MPE) could be exceeded in accessible areas. SITE AND FACILITY CONSIDERATIONS Site 373337 Orient Point is located at 23300 Main Rd. in Orient, NY, at coordinates 41.142631, -72.299489. The structure is a 99' stealth canister pole. METHODOLOGY TEP personnel conducted field verification of existing antenna locations and made site measurements of all existing RF contributions to the site on April 14th, 2026. Measurements were performed using a NARDA model 550 broadband field meter, serial number F-0223, with a shaped isotropic probe, model EA5091, serial number 01150. This system is considered an "industry standard" for making EME measurements. Measurements were taken as a percent of MPE for the Occupational/Controlled standard. The FCC guidelines define two separate tiers of exposure limits. As defined by the FCC, these limits are: General population/uncontrolled exposure. For FCC purposes, applies to human exposure to RF fields when the general public is exposed or in which persons who are exposed as a consequence of their employment may not be made fully aware of the potential for exposure or cannot exercise control over their exposure. Therefore, members of the general public always fall under this category when exposure is not employment related. Occupational/controlled exposure. Structural Anna The Applicant submitted a Structural Analysis Report prepared by A.T Engineering Services, PLLC, dated July 3, 2025. The analysis is based on TIA-222-I, Risk Category II and Exposure Category C standards and the 2020 New York State Uniform Code (2018 International Building Code). The report concluded that the tower and its foundation have sufficient capacity to support the existing and proposed loads without modifying the structure. The maximum tower rating is 41.8%of capacity out of an allowable 105%,and the maximum foundation rating is 60.5% of capacity out of an allowable 110%;thus, the facility is determined to be structurally compliant after the equipment modifications, see Figure 5. Since the antennas will be directly attached to the pole inside the concealment shield rather than on external mounts, a mount structural analysis is not needed. FCC Compliance To verify human RF exposure safety, an Electromagnetic Energy (RF-EME) Compliance Report,prepared by TEP RF Design and Services,dated April 14,2026,was submitted. The report is from a site visit with measured RF exposure levels from to the existing providers operating on the tower. Their measurements take into account the RF effects by the Applicant(Verizon) along with Public Safety LMR,T-Mobile and AT&T.According to the report, at ground level at the site (0 to 6 feet above surface),the measured maximum composite RF exposure level due to emissions from all three carriers is a maximum of 0.078% of the FCC general population MPE limit (0.0 15 6%of the occupational MPE limit)which is well below the allowable limit for compliance, see Figure 6. The report does not recommend signage or any mitigation measures. Summary _ Mi•a al Recomniended CityScape verified this application to be an eligible facilities request and meets the definition of a non-substantial change ("substantial change" being defined in 47 CFR §1.6100(b)(7) of the FCC Rules). Therefore, this application qualifies for streamlined processing at staff level under 47 CFR §1.6100(c) and CityScape recommends approval of the application.
