Services program at the Southold Town Human Resource Center:

Permanent Appointment Account Clerk
WHEREAS the Town Board of the Town of Southold has appointed Joanna Pontino to the
position of provisional Account Clerk effective May 8, 2025, and
WHEREAS Joanna Pontino has taken and passed the Civil Service examination for
Account Clerk and is reachable on the Suffolk County Department of Civil Service List of
Eligible's for the competitive position of Account Clerk, and
WHEREAS the Town Board of the Town of Southold has determined that it is in the best
interest of the Town to appoint Joanna Pontino to the permanent position of Account Clerk
from said List of Eligible's, now therefore be it
RESOLVED that the Town Board of the Town of Southold hereby appoints Joanna
Pontino to the position of Account Clerk from the Suffolk County Department of Civil
Service List of Eligible's effective immediately with no salary change.

Cornell Cooperative Extension—Horseshoe Crab Monitoring
RESOLVED that the Town Board of the Town of Southold hereby approves parking
permits for Cornell Cooperative Extension to conduct nighttime surveys at South Harbor
Beach and parking at the end of South Harbor Road, Southold on approximately 12
evenings between May and June around the new and full moons (see attached schedule).
Cornell Cooperative Extension, NYSDEC, and trained citizen volunteers will be collecting
data on horseshoe crabs at this site. Nighttime surveys start at various times, and typically
take less than 2 hours. Horseshoe crabs are counted, measured, and tagged; and nothing is
removed from the beach. The surveys often occur during the late evening/early morning
hours. Cornell Cooperative is to set up a Dashboard Plaque and share it with the Police for
their approval.

RESOLVED that the Town Board of the Town of Southold does hereby elect to reopen
Section 384-d of the Retirement and Social Security Law,pursuant to Chapter 555 of the
Laws of 2025 and hereby authorizes and directs Supervisor Albert J. Krupski, Jr. to
execute documents in connection with state legislation allowing the Town of Southold to

Uncollectable debt-Department of Solid Waste
WHEREAS, the Department of Solid Waste has identified an account(212) with an
outstanding balance of$73.88, that has been deemed uncollectable; and
WHEREAS, the debtor is deceased and accordingly, it has been determined that further
attempts to collect the debt would be futile and not cost-effective; and
NOW, THEREFORE, BE IT RESOLVED by the Town Board of the Town of Southold,

2026 Island End Golf Rates
WHEREAS, on December 6, 2019, the Town of Southold acquired conservation
easements on the four(4)properties comprising the operating golf course that is open to
the public and known as Island's End Golf& Country Club; and
WHEREAS, it is stated in Section 6.11 of the recorded easements that"The parties wish
to provide affordable public recreation opportunities to residents of the Town of Southold
who are not current members of the Island's End Golf Course."; and
WHEREAS, a requirement of the recorded easement, as stated in Section 6.11 is that
"Grantor shall provide at least annually to Grantee and at least sixty (60) days prior to the
effective date, a proposed schedule of rates or fees for each of the recreational activities
provided to the public. Said schedule must be approved by the Town Board prior to
enactment if said schedule of rates or fees include an increase which does not exceed 10%
of the previous schedule amounts. Notwithstanding this required approval, if sixty (60)
days have expired, said schedule of rates or fees shall be deemed approved. The Town
Board will consider proposed increases greater than 10% and will not withhold approval if
Grantor provides reasonable evidence of the need for such greater increase to cover an
extraordinary out-of-pocket expense or an extraordinary increase in its cost of doing
business"; and
WHEREAS, on December 17, 2025, the Club provided the Town with its proposed 2026
rate schedule; and
WHEREAS, the proposed 2026 rate schedule increases rates and fees by less than 10% of
the previous scheduled amounts; now, therefore, be it

Jean Cochran Park Grant Application
WHEREAS the Town Board of the Town of Southold is considering improvements at Jean
Cochran Park, in the Hamlet of Peconic, in the Town of Southold, which includes removal
of an existing ice-skating ring, the installation of permanent bathrooms, paving the
existing parking lot, and installing outside exercise equipment at the Jean Cochran Park in
the Town of Southold; and
WHEREAS these improvements will better serve the public and will offer more
opportunities for outside recreation; and
WHEREAS: a funding opportunity is available through the New York State Office of
Parks, Recreation and Historic Preservation; and the Bond Act Environmental Bond Act
Municipal Parks and Recreation Grant Program, which could defray costs to the Town of
Southold for the abovementioned projects: and
RESOLVED that the Town Board of the Town of Southold authorizes the Department of
Community Development to submit an application to the Environmental Bond Act
Municipal Parks and Recreation Grant Program for the improvements at Jean Cochran
Park.
