HomeMy WebLinkAboutLP-11/25/2025 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, November 25, 2025 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25 (Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session. Committee Minutes and Administration • Ongoing Cyber Incident [Add-On] Lilly advised that the Town was dealing with an ongoing cyber incident that has eliminated access to Town emails, calendars, and files saved on the Town's shared network. She explained that Committee members will likely need to pick up printed materials in advance of the next meeting. • Acceptance of LPC meeting minutes from October 14, 2025 Tabled until a quorum of Committee members eligible to approve these minutes is achieved. • Acceptance of LPC meeting minutes from October 28, 2025 MOTION made by Anne Murray, seconded by Sam McCullough, to accept the October 28, 2025 LPC meeting minutes. Motion carried: 5/0 • Next LPC Meeting Date: December 9, 2025 • Committee Chair and Deputy Chair Recommendations MOTION made by Sam McCullough, seconded by Anne Murray,that the Committee recommends that the Town Board designate Sam McCullough as Chairperson and Anne Murray as Deputy Chairperson of the Land Preservation Committee for the 2026 calendar year. Motion carried: 5/0 • 2026 Meeting Schedule Lilly reviewed the proposed 2026 meeting schedule with the Committee and planned to distribute copies of the schedule once printer access was reestablished. General Preservation • None Inquiries/Applications for Uses or Structures on Preserved Property • None Stewardship and Management • Riverhead Construction Financing, LLC SCTM# 1000-108.-4-1.4— Easement Violation Remediation [Add-On] Committee members stated that they observed ongoing remediation work as discussed at the October 28, 2025 meeting. Land Preservation Applications & Potential Applications: • EXECUTIVE SESSION- Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof MOTION made by Sam McCullough, seconded by Anne Murray, to enter into EXECUTIVE SESSION. Motion carried: 5/0 The LPC members entered into EXECUTIVE SESSION at 7:30 p.m. Meeting locked. o Lillian McCullough, Land Preservation Executive Assistant— Inquiries, new applications, appraisals and current applications MOTION made by Sam McCullough, seconded by Anne Murray, to exit Executive Session. Motion carried: 5/0 EXECUTIVE SESSION ENDED at 8:18 p.m. Land Preservation Applications & Potential Applications -OPEN SESSION • MOTION made by Kim Krupski, seconded by Doris McGreevy to recommend that the Town agree to partner 50-50 with Suffolk County and extend a purchase offer to the landowner, as discussed while in Executive Session, for purchase of a certain parcel of land known as Project 2024-2, at a price supported by the Town's and County's authorized appraisals. The proposed offer is a recommendation to the Town Board and subject to the Town Board's direction to proceed.
