Box 1179 Southold, NY 11971 F so tfi: '7�n:n Board effrusfees _ e_ RE: CONKLIN POINT BEACH—SOUTHOLD NY—REPLENISHMENT The Island View Lane Home Owners Association, LLC is hereby proposing a beach replenishment project for CONKLIN POINT BEACHin the Town of Southold, New York(just west of Greenport, NY). In recent years(the last 10-12),the referenced barrier beach (see attached Figure 1,which forms Conklin Point and is now owned by the Island View Lane Home Owners'Association, LLC(HOA), has experienced more frequent "wash-overs" at Spring (i.e., full moon) and storm tides when accompanied by strong, easterly winds. The wash-overs have increased both the volume and velocity of waters on the interior portion of the barrier beach.The peak tidal velocities in the adjacent Shelter Island Sound north can reach 6 to 7 knots. The wash-overs have resulted in "smothering"of some of the vegetated marsh(IM and HM), erosion of some of the vegetated marsh (HM and IM)and erosion of the shallow marine sediments(SM), erosion of Endangered and threatened species' nesting habitats (i.e., significantly lowering the elevation of same) and eroding beach itself((i.e., significantly lowering the elevation of same) in several locations. The wash-over of the easterly beach (owned by the HOA) has occurred at an area several hundred feet south of the most southerly house (readily identified as being on pilings). If the wash overs continue,the area of beach will likely transition to an inlet of some size. Flows will then transit through the interior of the now quiescent marsh to existing inlet on the western side of same. Even greater erosion and loss of wetlands and endangered species' nesting habitats is anticipated to occur if no action is taken to replenish the easterly beach. The objective of the project will be to add "replenishment"to the wash-overs area of the eastern beach to a height which minimizes or eliminates the current and future"wash-overs." The replenishment should be as gravel (3/4") placed above cobble-sized (4") native stone in 12" deep Gabion mats. The re- established gravel will re-set the natural condition of the eastern beach and the Gabion blanket beneath the replenished materials to allow it to last (and perhaps accumulate sand) for some time'. The final 1 If the HOA were to use ONLY sand,then there will be a much greater and more rapid tendency for this replenishment to erode and dissipate into the adjacent waters. Further,simple revegetation is also untenable as the tidal velocities(approaching 7 knots IVLHOA01-01 Cover Report Trustees e process will be to add a planting of American beach (Ammophilla brevigulata) grass plugs down into the replenished sands/gravels. This will help to stabilize the area as they will encourage the accumulation of wind-blown sands and the roots extend downward into the mesh of the Gabion mats. Materials: Temporary Construction Access Matting 20 -3,OOOsq. ft.:: Cobble, Gravel and Sand 600 cu. yd. over 15,500 to 16,000 sq. ft. (up to 300 cu.yd. may be recovered from the westerly, beach surface):: 45 Gabion Cages (12" by 36' 144"each)to cover an area 180 feet north to south and 9 feet wide(west to east):: Beack► rass Planting' 00,2 4 on the peak and westerly slope of the replenished sand and gravel:: Withdraw construction mats and place 3" gravel on private lane. Withdraw construction staging area. The constructio s pticipat equire 2 months(possibly 3 months)and will occur between September 30 and pril 15 o t ' alendar year(2023 to 2024 anticipates at this juncture). This means more erosion and, in some cases, sedimentation of the vegetated marsh (dominated by Spartina spp.). Per the Town of Southold Chapter 275, these areas are designated as Wetlands and Shorelines. They are further designated as High Marsh (HM), Intertidal Marsh (IM) and Littoral Zone (LZ) per Title 6 NYCRR Part 661 (New Yok State's Tidal Wetland, Land Use Regulations). Finally, they are also defined as Estuarine Wetlands per the US Army Corps'40 CFR Parts 320,et seq.(pursuant to Clean Water Act Sections 401 and 404). These types of vegetated wetlands are considered to have an especially high environmental value. So, with this action there is a dramatically increased chance of successfully maintaining these wetlands and endangered species'nesting habitats and preserving those environmental "values." at peak tide in the adjacent Shelter Island Sound North)have caused the beach at this location to be denuded and remain as such for some time. IVLHOA01-01 Cover Report Trustees Erosion Controls: Since the project will include the deposition of native sand,gravel and cobbles,erosion control is not deemed necessary. Only very limited excavation (and then replacement) of beach gravel to implant the Gabion mat 6" into the existing surface will be needed. Further, a small portion of the paved, Island View Lane roadway will be used as a construction staging area. The staging area will be only used for gabion baskets, truck-transit matting and equipment storage overnight. The equipment will travel down the private, gravel accessway and then, from the southern edge of the private gravel lane to the "work surface'via wooden construction "mats." No deposition of sand or gravel materials will occur until the trucks reach the "working face"on the beach proper. The HOA and I would request that I be present at any field inspection and meeting on site. I have known this beach intimately for some 35 years and I am a professional wetland scientist practicing for some 43 years on Long Island(with nation-and world-wide experience). I know that I could provide valuable insight into the existing and proposed beach conditions and further re-enforce my conviction in this case that the Proposed Action is the proper course to take at this time for numerous reasons. Bontje,Senior Scientist Certified Professional—Erosion and Sediment Control#5347 IVLHOA01-01 Cover Report Trustees The permitting process will only require approval for transit and excavation, gabions, re-filling/covering, and planting of beach grasses in Adjacent Area to Tidal Wetlands (Title 6 NYCRR Part 661.4).Thus, permitting will be required by two Agencies: I. New York State Department of Environmental Conservation (NYSDEC) and II. The Town of Southold,Trustees. The wash-over area several hundred feet south of the most southerly house (readily identified as being on pilings) house is an urgent and "important" locations. If the "wash-over"can be stopped at location 1 it will also reduce the flow and velocity at the beach just northeast of the current Conklin Point inlet(the "Sage" beach). This project is readily accomplished. The HOA owns this property. The easterly beach extending south to the "wash-over" area is currently NOT wetlands as it is gravel with American beach grass, maritime rose, "wild" bush clover, etc. The "wash-over" area is currently above the mean spring high water line and unvegetated. The project site has a road/graveled access right up to the beach. The remaining area will be accessed by use of wooden or composite matting,as it can stay just to the west of the red maple tree next to last house's deck). The site is readily accessible by smaller(5 to 10 cubic yard) trucks and a tracked piece of excavation equipment for spreading the cobble, gravel and sand in the replenishment area. The travel-way from the south end of the gravel area to the beach replenishment could be accomplished with "minimal" disruption using temporary truck matting'. The HOA apparently has a(2020) recent Young and Young survey of the entire property it owns and the project location and accessway in particular. This survey included placing know corner pins with known elevations. This information allowed B. Laing Associates, Inc. and Registered Architect Gary Mingus to accurately measure out and create a project "base" map for the permitting Agencies (See Sheet 1 attached). In October 2022, "topographic" data was collected to illustrate the decline in the height of the beach south of the most southerly house. The wash over area is evident in the 12-14" rapid decline in beach elevation beginning some 250 feet south of he most southerly house and then continuing to the beach's"shoulder"as it turns westerly to from Conklin Point itself. The same data above were then also used to create the proposed replenishment plan shown on Sheet 2, attached. Alternatives: The project has been designed to use existing paved roads to access a gravel-packed private lane. A small portion of the paved, Island View Lane roadway will be used as a construction staging area. The equipment will travel from the southern edge of the gravel lane to the "work surface' via wooden construction"mats." This is the only land access to the over wash location and is to be located on Adjacent Area to wetlands. The eastern beach's shorelines are extremely shallow and so, marine deliveries of equipment and materials would occur directly in SM wetlands. This would have a greater impact than the proposed mats. ZB.Laing Associates,Inc.has proposed and contractors have used this method many times in the past 43 years and it has worked well,even on much softer beach surfaces than occurs here.
