En-Consultants on behalf of TEAMC99A PROPERTIES, LLC, c/o CHRISTOPHER JOSEPH, MEMBER requests a Wetland Permit to demolish and remove existing dwelling, and construct a new two-story, approximately 1,289sq.ft. single-family dwelling with approximately 309sq.ft. of waterside deck with 4'wide steps, an 89sq. ft. side deck; and a 90sq.ft. front entry deck; install drainage system of gutters to leaders to drywells; raise existing grade within Chapter 275 jurisdiction with approximately 15 cubic yards of clean sand fill to be trucked in from an approved upland source (additional 149 cubic yards of clean fill to be placed outside Chapter 275 jurisdiction); and contain fill with a 12"wide by 70' long by 3.5' high (max.) retaining wall on east side of the property, and a 12"wide by 35' long by 5' high (max.) "L"shaped retaining wall on west side of property; proposed septic system, pervious gravel parking area, and railroad tie landscape steps to front entry deck to be located outside Chapter 275 jurisdiction. Located: 980 Oak Avenue, Southold. SCTM# 1000-77-1-6 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the LWRP policies and therefore CONSISTENT with the LWRP provided the following is considered meet Policy 6. 1. Require that the non-turf buffer is vegetated. 2. Require the installation of an I/A OWTS. 3. Verify that the retaining wall on the east side of the parcel will not adversely disrupt or alter storm water drainage patterns. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. INSTRUCTIONS l, All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt. minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area (which includes all of Southold Town). If any question in Section C on this form is answered "yes" or "no", then the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, each answer must be explained in detail, listing both supporting and non- supporting facts. If an action cannot be certified as consistent with the LWRP policy standards and conditions, it shall not be undertaken. See LWRP Section III - Policies Pages 16 through 21 for evaluation criteria ®Yes ❑ No ❑ Not Applicable The site is presently characterized by a single family dwelling with an enclosed porch located approximately 67 feet from the seaward face of an existing bulkhead,which is equipped with an antiquated septic system and has no drainage system to collect roof runoff. The proposed dwelling has a larger footprint but is located approximately 74 feet from the bulkhead with a deck located approximately 6 inches farther landward than the existing porch. The new dwelling would be equipped with a drainage system of leaders,gutters,and drywells to collect and recharge roof runoff,and an upgraded sanitary system will be located farther landward than the existing septic system,at least,120 feet from the surface waters of Goose Creek and outside Chapter 275 jurisdiction. And the existing 20'wide,approximately 1,400 sf non-turf buffer will be maintained adjacent to the bulkhead to provide a permanent sink and filter for potential upland contaminants before they can enter Goose Creek. Therefore, consistent with Policies 5 and 6,the proposed site redevelopment and its incorporated mitigation measures will protect groundwater quality and supply and will not adversely impact the quality or function of the surrounding surface waters of Goose Creek or associated tidal wetland ecosystem.
