HomeMy WebLinkAbout1000-114.-11-2 (2) MEMORANDUM To: Donald Wilcenski, Chair Town of Southold Planning Board From: Mark Terry, Assistant Town Planning Director LWRP Coordinator Date: March 29, 2020 Re: Mattituck-Laurel Library Amended(Parking Lot) Location: 13900 Route 25, Mattituck,NY SCTM#: 1000-114-11-2 Zoning District: RO and R-40 This proposed amended site plan is to increase the existing parking area by 24 spaces,from 34 spaces to 58 spaces(including 5ADA)on 1.5 acres in the RO/R-40 Zoning District. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of, Southold Town Code and the Local Waterfront Revitalization Program (LWRP)Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, the proposed action is CONSISTENT with the LWRP Policy 2.2. Protect and preserve archaeological resources. A. Conduct a cultural resource investigation when an action is proposed on an archaeological site,fossil bed, or in an area identified for potential archaeological sensitivity on the archaeological resources inventory maps prepared by the New York State Department of Education. 1. Conduct a site survey to determine the presence or absence of cultural resources in the project's potential impact area. The Town's ArcGIS identifies the parcel as within an archeo-sensitive area. The NYS CRIS system was also referenced to determine if the parcel is archeo-sensitive or contains historic structures. There are no New York State indicators that the parcel contains archeo-sensitive areas or structures; however, local,historical knowledge identifies the parcel as a potential location where the British Army camped during the American Revolutionary War. To meet Policy 2.2 an archeological investigation is recommended. Policy 3. Enhance visual quality and protect scenic resources throughout the Town of Southold. E. Preserve existing vegetation and establish new indigenous vegetation to enhance scenic quality: The Plant List table shown on the Landscape Plan dated December 6, 2019 includes species that are not indigenous or on the Southold Town Planning Board Native/Natural Buffer Plantings Specifications. It is recommended that the Board further this policy by included a greater number of native, drought tolerant plants while recognizing that the proposed area where the plantings would be located is a desi9gned to be a public open space Pursuant to Chapter 268, the Board shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action.
