SCTM# 1000-26-1-22 Owner: Christopher and Alyssa Constant RESOLUTION: WHEREAS, 2655 Village Lane, Orient, NY, is on the Town of Southold Registry of Historic Landmarks; and WHEREAS, as set forth in Section 170-6 of the Town Law (Landmarks Preservation Code) of the Town of Southold, all proposals for material change/alteration must be reviewed and granted a Certificate of Appropriateness by the Southold Town Historic Preservation Commission prior to the issuance of a Building Permit; and WHEREAS, on July 30, 2025, the Town of Southold Building Department issued a Notice of Disapproval for non-conforming construction of additions and alterations to a single family dwelling; and WHEREAS, the applicant submitted a proposal on September 26, 2025, for approval to construct additions and alterations to the existing single family dwelling; and WHEREAS, on November 25, 2025, an Amended Notice of Disapproval was issued for the demolition (per Southold Town Code definition) and construction of a new single family dwelling; and WHEREAS,the applicants, and the applicant's representatives, Martin Finnegan, Attorney at Law, and Kate Samuels, Architect, appeared before the Commission at a public hearing on December 11, 2025 to describe the proposed improvements to single family dwelling located on property depicted in a survey, prepared by Kenneth M. Woychuk, L.S., last revised November 1, 2024; and Certificate of Appropriateness, Res.#12.11.2025.1 HPC,Christopher Constant—SCTM No. 1000-26-1-22 Page 2 WHEREAS,the proposed improvements consist of, but not limited to, adding an extra bedroom on the second floor, raising the structure to be compliant with FEMA, installing new Hardie Clapboard exterior siding, a new cedar roof, and new Anderson 400 Series Woodwright Window. Furthermore, the porch railings, stairs and decking will be replaced, all as depicted in the Architectural Plans (Sheets A-000 thru A-002, A-010, A-011, A-100, A- 300 thru A302, A-350 thru A-352, A-600, A-700, and A701) prepared by Katherine Jean Samuels, Architect, last revised October 27, 2025; WHEREAS, the applicant's representative affirmed that the proposed demolition, as indicated in the amended Notice of Disapproval, refers only to interior space; and WHEREAS, the applicant shall submit to the Commissioners photographs of the finished improvements upon completion; and WHEREAS, the Commissioners may conduct a site inspection of subject premises once improvements are completed. THEREFORE, BE IT RESOLVED that the Southold Town Historic Preservation Commission determines that proposed improvements to the single family dwelling as depicted in the Architectural Plans (Sheets A-000 thru A-002, A-010, A-011, A-100, A-300 thru A302, A-350 thru A-352, A-600, A-700, and A701) prepared by Katherine Jean Samuels, Architect, last revised October 27, 2025, meet the criteria for approval under Section 170- 8 (A) of the Southold Town Code; and BE-IT FURTHER RESOLVED, that the Commission approves the request for a Certificate of Appropriateness, subject to approvals by all involved agencies; and BE IT FURTHER RESOLVED, that any deviation from the approved plans referenced above may require further review from the Commission.
