Chairman Rich: Good evening and welcome to the Public Meeting for Monday, November 3,
2025 for the Southold Town Planning Board. This meeting is public. The Planning Board may
add or remove applications from the agenda upon its discretion, without further notice.
Applications may not be heard in the order they appear on this agenda.

FINAL PLAT DETERMINATION
Chairman Rich: Evans Woodhull Resubdivision —This resubdivision proposes to
transfer ± 9,722 sq. ft. from SCTM#1000-122.-6-35.7 to SCTM#1000-122.-6-35.5
resulting in the decrease of SCTM#1000-122.-6-35.7 from ± 80,664 sq. ft. to ± 70,744
sq. ft. and the increase of SCTM#1000-122.-6-35.5 from ± 22,331 sq. ft. to ± 32,053 sq.
ft. in the,General Business Zoning District. The property is located at 7217 & 7255 Main
Road, Mattituck. SCTM#1000-122-6-35.7 & 35.5

WHEREAS, on February 23, 2023, the applicant submitted a Resubdivision application
for review by the Southold Town Planning Board; and
WHEREAS, this proposed resubdivision application is to transfer ± 9,722 sq. ft. from
SCTM#1000-122.-6-35.7 to SCTM#1000-122.-6-35.5 resulting in the decrease of
SCTM#1000-122.-6-35.7 from ± 80,664 sq. ft. to ± 70,744 sq. ft. and the increase of
SCTM#1000-122.-6-35.5 from ± 22,331 sq. ft. to ± 32,053 sq. ft. in the General Business
Zoning District; and
WHEREAS, at their work session on December 18, 2023, the Southold Town Planning
Board found the Resubdivision application complete; and
WHEREAS, pursuant to §240-56 Waivers of certain provisions, the Southold Town
Planning Board shall have the authority to modify or waive, subject to appropriate
conditions, any provision of these subdivision regulations, if in its judgment they are not
requisite in the interest of the public health, safety and general welfare, except where
such authority would be contrary to other ordinances or state law; and
WHEREAS, the Southold Town Planning Board has determined that the following
provisions of the Southold Town Code §240 Subdivision of Land are not requisite in the
interest of the public health, safety and general welfare because this Resubdivision

does not create any additional residential building lots, and the amount of land being
transferred from one lot to the other is small, and therefore are eligible for a waiver:
a. Sketch Plat Review;
b. Existing Resources Site Analysis Plan (ERSAP);
c. Yield Plan;
d. Primary & Secondary Conservation Area Plan;
e. Preliminary Plat Review;
f. Public Hearing on Preliminary and Final Plats; and
WHEREAS, pursuant to the Resubdivision policy set by the Planning Board on
February 2011, this application is eligible for a decision from the Planning Board prior to
receiving approval by the Suffolk County Department of Health Services (SCDHS) as it
meets the following criterion set forth in that policy:
• Where no new development potential will be created in the parcel to which the
land is transferred; and
WHEREAS, this application is EXEMPT from review by the Local Waterfront
Revitalization Program as no new development potential will come as a result of this
Resubdivision; and
WHEREAS, the Southold Town Planning Board, pursuant to State Environmental
Quality Review Act (SEQRA) 6 NYCRR, Part 617, has determined that the proposed
action is a Type II Action under SEQRA according to 617.5(c)(16) "granting of individual
setback and lot line variances and adjustments;" therefore be it
RESOLVED, that the Southold Town Planning Board, pursuant to §240-56 Waivers of
certain provisions, hereby waives the following provisions of subdivision:
a. Article V: Sketch Plat Review;
b. §240-10 (A): Existing Resources Site Analysis Plan (ERSAP);
c. §240-10 (B): Yield Plan;
d. §240-10 (C): Primary & Secondary Conservation Area Plan;
e. Article VI: Preliminary Plat Review & Public Hearing;
f. Article VII: Public Hearing on Preliminary and Final Plats;

FINAL PLAT DETERMINATION EXTENSIONS
Chairman Rich: Zupa & Paradise Point HOA Resubdivision —This Resubdivision
proposes to transfer 5,240 sq. ft. from SCTM#1000-81.-1-16.7, the residential parcel, to
SCTM#1000-81.-3-29, the road parcel, in order to provide one contiguous common
access to the docks owned by the Paradise Point Association. As a result of this re-

subdivision, SCTM#1000-81.-1-16.7 will decrease from 75,533 sq. ft. to 70,293 sq. ft.,
and SCTM#1000-81.-3-29 will increase from 20,512 sq. ft. to 25,752 sq. ft. The Zoning
Board of Appeal approved of the undersized lot area in variance File: 7186. The
properties are located on Basin Road, +/- 500 ft. west of Paradise Point Road, in the R-
80 Zoning District, Southold. SCTM#1000-81.-3-29 & 81.-1-16.7

1-16.7, the residential parcel, to SCTM#1000-81.-3-29, the road parcel, in order to

2.2 (Lot 2). Following the transfer Lot 1 would equal 1.83 acres, and Lot 2 would equal
7.21 acres in the R-80 Zoning District. The property is located at 5615 Soundview

created by subdivision in 1989 transferring 1.07 acres from SCTM#1000-58.-1-2.1(Lot
1) to SCTM#1000-58.-1-2.2 (Lot 2). Following the transfer Lot 1 would equal 1.83
acres, and Lot 2 would equal 7.21 acres in the R-80 Zoning District; and
WHEREAS, the Conditional Final Plat Approval upon the map entitled "Subdivision
Jeremy Armstrong, Lot Line Modification" prepared by Young Associates, last revised
September 3, 2024, expired on August 11, 2025 and the applicant is requesting more
time to complete the conditions; therefore be it
RESOLVED, that the Southold Town Planning Board retroactively grants an extension
of the Conditional Final Plat Approval for this application from August 11, 2025 to
August 11, 2026.

Chairman Rich: McBride Standard Subdivision —This proposal is for the standard
subdivision of two parcels equaling 30.82 acres into three lots, where Lot 1 equals 1.83
acres. Lot 2 equals 1.01 acres, and Lot 3 equals 27.98 acres with a 4.271-acre reserve
area and 23.755 acres of development rights sold land. Proposed Lot 2 is a
Resubdivision of existing parcel SCTM#1000-83-2-15 to reconfigure the lot lines to
avoid encroachment on existing agricultural buildings. Both parcels are located within
the Agricultural Conservation Zoning District. The property is located at 10625 & 10725
Oregon Road, Cutchogue. SCTM#1000-83.-2-15, 16.1 & 16.2

inclusive of a 0.20-acre flag and Lot 5 is 13.68 acres and includes a 3.05-acre

PUBLIC HEARINGS
Chairman Rich: 5:01 p.m. -Zuhoski Nursery Agricultural Storage —This agricultural
site plan is for the proposed construction of a 4,800 sq. ft. agricultural storage building
(no basement) and 2,400 sq. ft. asphalt area, located on 8.0 acres in the A-C Zoning
District. The property is located at 27500 CR 48, Cutchogue. SCTM#1000-85.-1-3
Anyone wishing to address the Planning Board, please step forward and state your

Caitlin Westerman: For the record, the sign posting and certified mailings were done
correctly.
Patricia Moore: Thank you, Patricia Moore, on behalf of Ian Zuhoski, who is here and
he is the principal of Zuhoski Nursery and additional entities that are here on this
property are Costal Plantings and this parcel includes, it's eight-acres, which includes
certain acreage of nursery stock. This proposed building is a dry building for the storage
of equipment associated with the landscaping and plant nursery operation and to do
mechanical repairs for their equipment so it's to maintain existing equipment that they
have. It is an agricultural site plan in part because the property also is supported by the
Costal Nursery's business, which is, in total, 190 acres. 120 acres of it are on either side
of North Road, its 60 acres on the north and 60 acres on the south side, all of that land
is nursery stock. Also, Zuhoski farms, which has been on Oregon Road, the family has
reacquired some acreage that they've had since the 1920's. So, all of the acreage, the
agricultural acreage is maintained, the equipment will be maintained in this building for
all of the—the equipment that's necessary throughout all of these particular farming
operations. If you have any questions, I'd be happy to answer them, but as you pointed
out, this is an agricultural Site Plan and it is a storage building. So... unless there's
somebody on Zoom?
Caitlin Westerman: Is there anyone on Zoom that would like to comment on this
project?
