Southold Planning Department Staff Report Lot Design & Layout The yield is four residential lots, and the required 60% open space, which is 4.75 acres of farmland for this parcel. A typical cluster is difficult to achieve with this active farm due to the existing circumstances and development pattern, and small overall size. This parcel has some unique circumstances that lead to the proposal for a split cluster, and using individual driveways instead of a new road. The farm is located on the corner of Rocky Point Road and Rt. 25. The property has a small house, and a large farm building in the southwest corner, and a farmstand on the south border against Rt. 25. A previous setoff approved by the Planning Board created a house lot in the northwest, with a driveway to Rocky Point Road. Although proposed Lot 1 contains a large barn, it is not proposed to be the future homestead and reserve area for the farm. Instead, it is proposed to be a separate lot from the farm, so that it could be sold if the need arises, and the rest of the farm would remain intact with the new reserve area for farm activities outside of what is permitted on open space being Lot 3 (mainly a house). Proposed Lot 2 contains the existing farmstand, which is necessary because this area is also developed and would not qualify for open space. It is being deliberately separated from the farm, again, for future planning purposes. It could potentially be a farm stand for a larger farm operation that might not have land on Rt. 25, and thus has value as a stand-alone parcel. An alternative reserve area is being planned on the farm parcel (Lot 3). Due to the very small size of the remaining farm {4.75 acres) should Lot 1 and the farm stand be sold separately, the 1/2acre reserve area is large enough for future use. The location of Lots 3 and 4 as proposed create potential for farm/residential conflict in their current configuration. A more farm-friendly design would have the farm lot reserve area where Lot 4 is proposed currently, and Lot 4 moved to the west also against the northern property line. It also takes up less of the currently-tilled farmland. The flag necessary for Lot 4 to reach Rocky Point Road can be taken from Lot 1 Access for Lot 3. This access should just be made part of Lot 3, and can count as open space because it is access for the farm. The current driveway is not located on it so the easement won't affect it. Then lot 4, though it will have its own flag because it must, can potentially share the driveway with the setoff lot with a common driveway. And Lot 3 would have its own driveway. A net increase of just one driveway. An alternative, at the applicant's request, would be to have Lot 4 remain at the road, and move the Lot 3 reserve area to be between Lot 4 and the western property line. Therefore, a new road, required for most subdivisions, isn't necessary in this case to achieve less curb cuts. Also, a new road would not be practical here given the small amount of farmland and its configuration on the corner of two streets, as well as the existing development on the parcel. V1.
