Minutes & Discussion Notes from Meeting held
Tuesday, October 28, 2025 at 7:00 p.m.
This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold
Town Hall Annex, 54375 Route 25 (Main Road), Southold, New York.
The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did
not have access to a computer or smartphone, there was an option to listen in via telephone.
Comments from the public may not be solicited nor received without an appointment. It is expected that
the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the
purpose of discussing applications regarding proposed acquisitions of real property where publicity
would substantially affect the value thereof. The public is not allowed to attend, view, or listen to
Executive Session.

Committee Minutes and Administration
• Acceptance of LPC meeting minutes from September 30, 2025
MOTION made by Anne Murray, seconded by Eric Keil, to accept the September 30, 2025 LPC
meeting minutes.

Tabled until a quorum of Committee members eligible to approve these minutes is achieved.

SCTM# 1000-108.-4-1.4— Easement Violation Remediation
Lilly reviewed the previous owner's easement violations, the new landowner's proposed plan to
remediate these violations, and the relevant easement language. The previous landowner mined
top soil and created a recreational pond unrelated to agricultural production, in violation of the
development rights easement terms.
A representative of the current landowner and their counsel stated they met with the Suffolk
County Soil &Water Conservation Service to develop a remediation plan. They intend to drain
the pond, remove the clay lining, and replace as much of the excavated topsoil as they can
using the soil onsite to make the grade consistent with the surrounding topography. Once the
soil and topographical conditions are remediated, the landowner will revegetate the swale area.
The Committee agreed that the proposed remediation was consistent with the easement. The
Committee determined that the landowner could proceed with the remediation plan and will
contact the Committee for inspection when remediation is complete.
MOTION made by Eric Keil, seconded by Anne Murray, that the Land Preservation Committee
reviewed the landowner's restoration plan, and discussed it with the owners, and determined the
plans are consistent with the terms of the easement.

Land Preservation Applications & Potential Applications -OPEN SESSION
• MOTION made by Sam McCullough, seconded by Eric Keil to recommend that the Town extend
a proposed purchase offer to the landowner, as discussed while in Executive Session, for a
development rights easement acquisition on a certain parcel of land at a price supported by the
Towns commissioned appraisal. The proposed offer is a recommendation to the Town Board
and subject to the Town Board's direction to proceed. The offer letter to the landowner will be
valid for 30 days.
