Who 19 would like to read the noticing for the 20 final public hearings . 21 COUNCILMAN GREG DOROSKI : I think 22 that is our Town Clerk ' s purview . 23 TOWN CLERK DENIS NONCARROW : So 24 the final public hearing is on the 25 community development Block Grant NOVEMBER 5, 2025 REGULAR MEETING 1 Funding . This advisory public hearing 2 seeks to elicit comments from the 3 public on local housing and community 4 development needs that can be addressed 5 with approximately $ 100 , 000 in 6 Community Development Block Grant Funds 7 that the Town expects to receive in 8 2026 . Legal notices for this public 9 hearing are published no less than 10 10 days prior to the public hearing in an 11 legible newspaper . The Town Clerk ' s 12 office has received the Affidavit of 13 Service from that newspaper indicating 14 that notice was published . The Town 15 Clerk file also includes the Affidavit 16 of Posting that the public notice of 17 the Town Clerk is put on the back 18 bulletin board of Town Hall . Would anyone like to speak to 2 this public hearing, the Community 3 Development Block Grant? 4 ERICA STEINDL : Thank you . 5 Hello, I ' m Erica Steindl , the Executive 6 Director of CAST, and I want to thank 7 Southold Town for the CBDG funding 8 support we ' ve received in the past . 9 Thank you so much, and request renewal 10 of that support in the coming year . 11 I ' d like to highlight some of CAST ' s 12 contributions to supporting Southold 13 Town residents in need . We ' re 14 currently serving more than 1 , 400 15 families consisting of 3 , 500 , more than 16 3 , 500 individuals in this community . 17 And that equates to 15% of the 18 population of Southold Town overall , 19 and approximately 35% of the children . 20 So more than a third of the children in 21 Southold Town . We provided last 22 year -- we topped off at over 470 , 000 23 meals . And this year, we ' re on track 24 to surpass 480 , 000 meals provided to 25 our Southold Town community members . NOVEMBER 5, 2025 REGULAR MEETING 9 1 So we ' ve seen, you know, a lot of need . 2 There ' s a lot of need out there . And 3 we ' ve seen this need grow continually 4 over 2025 . It doesn ' t -- you know, we 5 expect the need to continue as 6 evidenced by our current situation . So 7 we ' re experiencing severely high rents . 8 Food is very, very expensive . And 9 year-round jobs are limited . Most of 10 the people that we serve work multiple 11 jobs in order to make ends meet, and 12 they are the workforce behind our 13 farms , our restaurants , our vineyards , 14 our supermarkets , construction, and 15 other essential industries in our North 16 Fork community . The fact is that they 17 can ' t afford to live and work here in 18 our community without CAST support and 19 our essential services . So we need and 20 we really appreciate the funds we ' ve 21 received in the past and we appreciate 22 the support of the unseen community in 23 need here in Southold Town . Thank you . 4 Tom, go right ahead . 5 TOM STEVENSON : Hello , Tom 6 Stevenson, Orient . Can you guys hear 7 me? 8 SUPERVISOR AL KRUPSKI JR . : We 9 can . 10 TOM STEVENSON : Excellent . Thank 11 you . I know you had a long day . I ' ve 12 spoken in the past as school board 13 president at Oyster Ponds School for 14 the use of the Block Grant Funds for 15 the partnership that the Town and the 16 School District have in East Marion at 17 Schoolhouse Park . As you know, we have 18 a gravel parking lot that is not ADA 19 compliant . And I think it would be 20 useful to address that . And also 25 21 years ago when the agreement was first 22 inked, the playground was put in, the 23 tennis courts were put in, and the 24 basketball courts were put in, the ball 25 field was put in . And, you know, NOVEMBER 5, 2025 REGULAR MEETING 11 1 according to the Comp Plan, maintaining 2 those parks is , you know, is one of the 3 priorities in the comp plan . I 4 wouldn ' t be asking to add, but the 5 playground equipment is 25 years old . 6 Some of the pieces are broken and 7 unsafe . And I think it ' d be worthy to 8 look at those and also looking at maybe 9 making it handicap compliant . I just 18 wanted to say thank you for approving 19 the changes to 275 . I know you had a 20 lot of feedback, and it ' s really 21 appreciated . So thank you so much for 22 protecting the wetlands . 23 SUPERVISOR AL KRUPSKI JR . : Thank 24 you . 25 TOWN ATTORNEY PAUL DECHANCE : NOVEMBER 5, 2025 REGULAR MEETING 12 1 Just for the record, Tammy, that was 2 premature . 3 SUPERVISOR AL KRUPSKI JR . : We 4 didn ' t vote on it yet .
