Introduction The Town of Southold is seeking proposals from qualified vendors to provide a comprehensive technology solution to manage and ensure compliance with local regulations regarding transient rentals. This solution will help streamline the enforcement of regulations, enhance monitoring capabilities, and facilitate easier management of rental properties within the municipality. Background: Southold, NY, located on Long Island's North Fork, is celebrated for its picturesque vineyards, historic charm, and approximately 210 linear miles of stunning coastline. Traditionally shaped by agriculture and maritime industries, Southold's character today is defined by its scenic rural landscapes and waterscapes. To address the complexities introduced by the rise of Short-Term Rentals (STRs), the Southold Town Board recently established a Short-Term Rental Task Force. STRs, typically defined as stays of less than 30 days, present both opportunities for homeowners and challenges for the community, including potential housing shortages and neighborhood disruptions. Currently, the Southold Town Code does not specifically define STRs but does prohibit "transient rentals" of less than 14 nights, while rentals of 14 nights or more are allowed with a rental permit. Page 1 of 5 j Y Southold Town is facing several key issues related to the growth and impact of Short-Term Rentals (STRs). Here is a brief overview: • Per data from airdna.co, as of March 2024, Southold Town has over 980 active STRs, representing roughly 6%of the town's total housing units. This marks a significant increase from the 730 STRs reported in February 2023. • Despite relatively low average occupancy rates, high daily rates during peak seasons contribute to substantial annual revenues, highlighting the seasonal and tourist-driven nature of the STR market. • The rise in STRs has exacerbated the issue of affordable housing in Southold. By converting potential long-term rentals into transient accommodations, STRs further strain the local housing market. • Property management companies and corporations frequently convert multiple properties into STRs, prioritizing revenue over long-term community investment. This commercialization reduces the stock of available long-term rentals. • The transformation of residential properties into STRs disrupts neighborhood cohesion, as these companies are less invested in the local community's social fabric. With properties primarily serving as transient lodging, there is diminished community involvement and cohesion, leading to a sense of disconnection among residents. In August 2024, the STR Task Force presented its findings to the Town Board. The Board is now evaluating these recommendations, focusing on understanding the current STR landscape and identifying a technological solution to better monitor and manage these rentals. Effective regulation of STRs poses challenges, particularly concerning enforcement and compliance. Advanced technology could assist in mitigating non-compliance risks, reducing the enforcement burden, and minimizing the need for additional staffing. The Town Board is committed to leveraging technology to enhance compliance and streamline local regulation management. 2. Objectives The primary objectives for this technology solution are to: • Automate Compliance Monitoring:Track short-term rental properties and ensure they adhere to local regulations. • Facilitate Reporting: Provide tools for residents and staff to report non-compliance issues easily. • Enhance Data Management: Offer a robust system for managing, storing, and analyzing data related to short-term rentals. Page 2 of 5 S • Improve Communication: Enable effective communication between the municipality, property owners, and renters. • Generate Reports: Produce reports and analytics to assist in decision-making and regulatory adjustments. 3. Scope of Work The selected vendor will be responsible for delivering a technology solution that includes the following components: • System Capabilities: o Property Registration: An interface for property owners to register and update their short-term rental properties. o Regulation Compliance: Features to track and ensure adherence to local regulations regarding transient rentals. o Monitoring and Alerts: Tools for monitoring rental activity and sending alerts for potential violations. o Reporting Tools: Capabilities for generating compliance reports, violation notices, and other relevant documentation. o Integration: Ability to integrate with existing municipal systems, including paper- based forms and data/document managements systems (e.g. Municity & Laserfiche). o User Access: Different access levels for municipal staff, property owners, and residents. • Implementation: o System Configuration: Initial setup, configuration, and customization to fit local requirements. o Training: Provide training for municipal staff on system usage and management. o Support: Offer ongoing technical support and maintenance post-implementation. 4.
