WHEREAS, the Town Board of the Town of Southold adopted a 2025 Capital Budget
which includes the purchase of a Payloader for the Solid Waste Department, and
WHEREAS the Town's Capital Budget process requires a resolution to formally establish
Capital Budget items in the Capital Fund, now therefore be it

Field Use Fall 2025 Soccer Shots
Resolved that the Town Board of the Town of Southold hereby grants permission to Soccer
Shots of Stony Brook to conduct a soccer program on Sundays from September 14 —
November 2, 2025, from 9: 00 a.m. - 12: 00 p.m. at Tasker Park, Peconic. The applicant
must file a Two Million Dollar Certificate of Insurance naming the Town of Southold as
additional insured. Fees for use of the field will be charged as per the rules and regulations
listed on the application for use of parks facilities.

NYPF Long Island Training School- Deputy Town Attorney
WHEREAS, the New York Planning Federation(NYPF)will host a Training School in
Long Island at Hofstra University on October 21, 2025, designed to enhance knowledge and
skills in matters of planning, zoning, land use and related municipal law; and
WHEREAS, the Deputy Town Attorney's attendance at this training will benefit the legal
and planning functions of the Town by increasing familiarity with current best practices,
statutory frameworks, and case law applicable to local land use and planning matters; and
WHEREAS, the Town Board finds it in the public interest that the Deputy Town Attorney
be authorized to attend such training to better serve the Town; and
WHEREAS, the Town has available funds in Town Attorney Meetings and Seminars,
budget line A.1420.4.600.200 and Town Attorney Travel Reimbursement, budget line
A.1420.4.600.300 to cover the registration fee, travel, meals, and incidental expenses related
to attendance, in accordance with applicable Town policies and General Municipal Law;
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Southold
hereby authorizes and directs the Deputy Town Attorney to attend the NYPF Long Island
Training School on October 21, 2025; and be it further
RESOLVED, that the Town Clerk is hereby directed to forward a certified copy of this
resolution to the Town Attorney's Office, the Deputy Town Attorney, the Comptroller, and
the Budget Officer.

Supreme Court Review CLE Program at Touro Law Center, Deputy Town Attorney
WHEREAS, the Town Board recognizes the importance of continuing legal education for its
attorneys in order to remain current with developments in constitutional, statutory, and
federal case law; and
WHEREAS, the Touro Law Center will be presenting its Thirty-Sixth Annual Honorable
Leon D. Lazer Supreme Court Review CLE Program on Friday, October 24, 2025, from
8:00 a.m. to 3:00 p.m. at the Touro Law Center in Central Islip,New York; and
WHEREAS, the program will address critical topics including an overview of the 2025
Supreme Court Term, a preview of the 2026 Term, civil rights litigation, immigration law,
criminal litigation, executive power, and First Amendment issues, among others; and
WHEREAS, attendance at this program will provide 7.0 NYS CLE credits and is directly
relevant to the duties and responsibilities of the Deputy Town Attorney in advising the
Town Board and representing the Town; and
WHEREAS, the registration fee for government employees is $85.00, which includes
program materials, breakfast, and lunch; now therefore be it
RESOLVED that the Town Board hereby authorizes the Deputy Town Attorney to attend
the Touro Law Center's Thirty-Sixth Annual Supreme Court Review CLE Program on
October 24, 2025; and be it further
RESOLVED, that the Supervisor is authorized to approve payment of the registration fee
and related expenses from budget lines A.1420.4.600.200 and A.1420.4.600.300.

Resolution Number 2025-077of the Fishers Island Ferry District adopted September 29,
2025, which reads as follows:
WHEREAS the Ferry District requires additional Deckhands (FIFD);
Therefore, it is RESOLVED to appoint, with effect October 9, 2025, Quinn McGregor as a
Part-Time Deckhand (FIFD) at a rate of$17.00 per hour.

RESOLVED that the Town Board of the Town of Southold hereby grant permission to
Mattituck-Cutchogue Teachers' Association to use the following route for its 2025 Turkey
Trot in Mattituck, on Thursday,November 27th, 2025: beginning at Mattituck High School,
head South on Maple Avenue, cross Route 25 to Reeve Avenue-heading south; left on to
New Suffolk Avenue -proceed east; right onto Marratooka Road—proceed south; Loop left
on Center and Bungalow back to right on Marratooka; Cross New Suffolk onto Marratooka
Lane; left on Route 25- heading west; Right on Wickham Avenue,proceed north, right onto
Pike Street, finish at the school;provided they follow all the conditions in the Town's Policy

Cutchogue FD Stuff the Sleigh
RESOLVED that the Town Board of the Town of Southold hereby grants permission to the
Cutchogue Fire Department to use the following route: New Suffolk Road, Grathwohl Road,
Fanning Road, 5th Street, King Street, 4th Street, and Orchard Street to hold its Annual
Sleigh 5K in Cutchogue, on Sunday, December 7th, 2025 beginning at 9:00 AM,provided
they adhere to the Town of Southold Policy for Special Events on Town Properties and

WHEREAS,the County of Suffolk, under the Suffolk County Drinking Water Protection
Program— Open Space, is introducing a resolution(s) to initiate the appraisal and acquisition
process for the 54.13± acre parcel of land located at 2955 Albertson Lane, Greenport, more
particularly described on the Suffolk County Tax Map as 1000-44.-3-4.3; and
WHEREAS,the County of Suffolk has asked the Town of Southold to commit to partner
with the County of Suffolk for 50% of the cost of the acquisition and any associated soft
costs, including but not limited to appraisals, title searches, surveys, and environmental site
assessment reports; now, therefore, be it
RESOLVED that the Town of Southold is willing to commit to partner with the County of
Suffolk for 50% of the cost of the acquisition and any associated soft costs, including but
not limited to appraisals, title searches, surveys, and environmental site assessment reports;
and be it further
RESOLVED that the purpose of this resolution is to commit to a 50%/50%partnership for
purposes of initiating the appraisal steps and potential acquisition process, and that no
interest or rights shall be acquired by the Town of Southold until a public hearing is held for
the purpose of electing to purchase the property.

County Request for Partnership - Southold
WHEREAS, the County of Suffolk, under the Suffolk County Drinking Water Protection
Program- Open Space,has adopted resolution(s)to initiate the appraisal and acquisition
process for a conservation easement on the 13.65± acre parcel of land located at 11535
North Bayview Road, Southold, more particularly described on the Suffolk County Tax
Map as 1000-81.-1-25; and
WHEREAS, the County of Suffolk has asked the Town of Southold to commit to partner
with the County of Suffolk for 50% of the cost of the acquisition of the conservation
easement and any associated soft costs, including but not limited to appraisals, title searches,
surveys, and environmental site assessment reports; and
WHEREAS, the County of Suffolk's and Town of Southold's joint acquisition of a
conservation easement shall be contingent on Peconic Land Trust's acquisition of and
commitment to manage the underlying fee title; now, therefore, be it
RESOLVED that the Town of Southold is willing to commit to partner with the County of
Suffolk for 50% of the cost of the acquisition of the conservation easement and any
associated soft costs, including but not limited to appraisals, title searches, surveys, and
environmental site assessment reports; and be it further;
RESOLVED that the purpose of this resolution is to commit to a 50%/50%partnership for
purposes of facilitating the potential acquisition process, and that no interest or rights shall
be acquired by the Town of Southold until a public hearing is held for the purpose of
electing to purchase the conservation easement.

WHEREAS, the County of Suffolk, under the Suffolk County Drinking Water Protection
Program— Open Space, is introducing a resolution(s) to initiate the appraisal and acquisition
process for the 10.06± acre parcel of land located at 2450 Route 25, Laurel, more
particularly described on the Suffolk County Tax Map as 1000-125.-3-18.1; and
WHEREAS, the County of Suffolk has asked the Town of Southold to commit to partner
with the County of Suffolk for 50% of the cost of the acquisition and any associated soft
costs, including but not limited to appraisals, title searches, surveys, and environmental site
assessment reports; and
WHEREAS, the County of Suffolk has asked the Town of Southold to commit to
undertaking the maintenance in the form of a stewardship management agreement; now,
therefore, be it

Suffolk for 50% of the cost of the acquisition and any associated soft costs, including but
not limited to appraisals, title searches, surveys, and environmental site assessment reports;
and be it further
RESOLVED that the Town of Southold is willing to commit to manage the property in the
form of a stewardship management agreement, terms of which shall be determined at such
time that the Town and County enter into contract to purchase such property; and be it
further
RESOLVED that the purpose of this resolution is to commit to a 50%150%partnership and
to commit to manage the property for purposes of initiating the appraisal steps and potential
acquisition process, and that no interest or rights shall be acquired by the Town of Southold
until a public hearing is held for the purpose of electing to purchase the property.

Authorizing the Town Supervisor to execute an agreement for professional services -
Objective Design Standards Support
WHEREAS, the Town of Southold issued a Request for Qualifications ("RFQ") for
Professional Services in support of Objective Design Standards for Zoning; and
WHEREAS, in response to said RFQ,Nelligan White Architects PLLC submitted a
Statement of Qualifications, dated October 1, 2025, outlining their professional experience,
proposed staffing, and service approach; and
WHEREAS, the Town Planning Department has reviewed the submission and
recommended that the Town engage Nelligan White Architects PLLC to provide said
professional services; now therefore
BE IT RESOLVED, that the Town Board of the Town of Southold hereby authorizes the
Supervisor, Albert J. Krupski, Jr., to execute an agreement with Nelligan White Architects
PLLC for Objective Design Standards Support, consistent with the terms set forth in their
Statement of Qualifications, for a total contract amount not to exceed Twenty-Five
Thousand Dollars ($25,000.00), subject to approval as to form by the Office of the Town
Attorney, budget line B.8020.4.500.500.
