(attached), which recommends the upgrades be_approved as proposed,. In addition, the proposal is.in compliance with the General Requirements of§280770, complies with §280-71 (A)(2)(b) as it causes essentially no visible change to the exterior,'and the base station equipment conforms with §280-71(A)(2)(a)[2]. Therefore, site plan review by the Planning Board is not required. We recommend a Building Permit be issued for-'this application as soon as possible to meet the Federal shot clock for approvals of wireless facilities. ("CityScape"), in its capacity as telecommunications consultant for the Town,has considered the merits of the above-referenced application submitted on behalf of T-Mobile ("Applicant") to modify its equipment on an existing one hundred eight-foot, eleven-inch (108' 11") monopole tower(126' 5" at top of highest appurtenance). The tower is owned by Crown Castle and located at 21855 Country Road 48, Cutchogue,New York,see Figure 1. Support Structure&Equipment Per the submitted construction drawings (CDs)' the Applicant proposes to remove six (6) antennas and three (3) tower mounted amplifiers and add six (6) antennas and three (3) remote radio units (RRUs) as detailed in the table below. All work will be done at the ninety (90) foot (centerline of the antennas) elevation of the tower,see Figures 2 and 3. All other ground work is minimal and any equipment connections will take place within existing cabinets in the existing lease area,see Figure 4. Structural Analysis The Applicant submitted a Structural Analysis Report prepared by Morrison Hershfield, dated September 6,2023. The report used TIA-222-H,Risk Category II and Exposure Category C standards and concluded,the tower and its foundation have sufficient capacity to carry the existing and proposed load configuration without modification. The max structure rating is 79.3% out of an allowable 105%which is determined to be structurally compliant,see Figure 5. It is shown that all lines for this proposed modification are inside the monopole, however it is noted that lines to the one hundred seven (107) foot level are shown to be outside the monopole but those are not related to this application,see Figure 6. RF Exposure Safety To verify RF exposure safety, a Radio Frequency-Eletromagnetic Energy (RF-EME) Compliance Report, prepared by Pinnacle Telecom Group, dated December 4, 2023 was submitted, see Figure 7. The report is an analysis of the predicted RF exposure levels of the existing providers on the tower. This analysis takes into account the RF effects of the Applicant's along with AT&T, Metro PCS and Verizon Wireless showing existing antenna operations at the site. At street level, at the site, the maximum RF calculations is 27.9859% of the FCC general population MPE limit which is well below the allowable limit for compliance. The results of the FCC RF compliance assessment in this case are as follows: ❑ At street level,the conservatively calculated maximum RF level from the combination of proposed and existing antenna operations at the site is V.9859 percent of the FCC general population MPE limit—well below the 100-percent reference for compliance. In other words, the worst-case calculated RF level — intentionally and significantly overstated by the calculations—is still more than three times below the FCC limit for safe, , continuous exposure of the general public. ❑ The results of the analysis provide a clear demonstration that the RF levels from the combination of proposed and existing antenna operations will satisfy the criteria for controlling potential human exposure to RF fields,and the antenna operations will be in full compliance with the FCC regulations and limits concerning RF safety. Moreover, because of the conservative methodology and operational assumptions applied in the analysis, RF levels actually caused by the antennas will be even less significant than the calculation results here indicate. The Easement Area shall be used for constructing, maintaining and operating communications facilities and energy generation facilities for energy to be used on and off the Easement Area, including without limitation, tower structures, antenna support structures, cabinets, meter boards, buildings, antennas, cables, equipment and uses incidental thereto including those necessary for Grantee's compliance with its obligations under the Lease Agreements (the "Permitted Use").
