On motion of Councilman Homan, ,seconded-.by. Councilman Rich, it was
RESOLVED that the Senior Citizens be 'and hereby are allocated the
sum of $900. 00 for two buses to go to the Philadelphia area on May
17 and 18, 1976, said money to be drawn from the Adult Recreation fund.

Mr,. Walter .Connelly asked if any group can come to the Town Board for
an appr.op.riat.ion, ,or is . it .discr-im:inatory?--Justice Demarest- stated
the...on.ly:group. who has asked- for .such an .appropriation has ,been. the
senior citizens, but if any other group: made such a,,request they would
consider it. Mrs. Sherley Katz and Mrs. Phyllis Hald and Mr. William
Pell further questioned the•. use of the Adult Recreation Fund. -- Mr.
Walter Connelly stated .he personally does not see ,why .these people
should be subsidized to take bus- trips,, most, of the people are very
affluent people. If you have .people . who, cannot afford it he can see
them coming to the Town -for the money. If this is for people who have
waterfront property a.nd .Cadillacs he .does -not thinkit is fair to use
taxpayers money for this..puvpose.,---Mrs. Mabel Lytle stated her original
understanding when she was president of the organization some years
ago was that the money wa:s appropriated .for recreation, so that those
who might not be in a position to afford these things would be sure
to make the trips, and the idea was they went on one day trips and
maybe they took their lunch so there would be, no expense for the day.
Over-:recent ..years.- it ,has ,changed, but- as: far as the taxpayers were
concerned it was the original thought. ---Justice Demarest stated,-.he
.is ,personally happy to see a couple, of senior citizens get up and,
protest the spending of this money this way, because - the Board ha-
thought about it quite a bit. Justice Demarest stated that. .in,...most
cases, and this is the first overnight to his knowledge, even if the
bus. did- stop- for lunch;, those: ,kho_ wanted could take their lunch in a
bag. LJustic.e Demarest_ cited the youth ski trips-which were -discontinued
because mostly those who could afford it were .the,. only ones-who took
the..-,trips,..- Cou.nc.ilman Rich. stated: the - Board ,discussed, 'the matter
before the meeting, and felt. .the.re- are. people who, like. to .take. these
trips just couldn't affoeid:. the,m., therefore- the Town-, is. doing.. nothing
for them.
The . resolut-ion for a senior citizen bus trip to Philadelphia., .made
,by Councilman Homan, and seconded by Councilman Rich; but the vote
Trot having been completed, . Co,unci.lman Homan withdrew his motion, and
Councilman. Rich withdrew.his: second to , the.. motion.
Bonnie Gordon asked if the. account •is used for. anything. e.ls.e but bus
trips?---Deputy Supervisor Demarest stated it is also used for member-
ship cards. sand certa.in-,other expenses.- -Mrs. Gordon asked. about the
Nutrition .Program:.---Deputy Supervisor Demarest stated- .that- .i-s- funded
through-. the County,. through the State, through the. Federal Gov.ernment;
and the only part the Town has in it is a certain amount of .the, money
budgeted. to .pay ,the-.bills . is -.there,; as ,there is a time., lapse before
the Town is funded by the Federal Government.

WHEREAS,, -legislative- authority for federal general. revenue sharing
pursuant to. the:. State and Local ,Assistance Act of,� 19.7,2,,wi-1l--expi.re
December. 31,. 1976, and
WHEREAS, , funds provided in the form of federal- general .revenue sharing
from 1972„through .1976 have. assisted.. the Town- of. Sputhold . and- other
units of-local government throughout. .the State and nation in providing
necessary and appropriate services to the citizens of- their respective
jurisdictions, and
WHEREAS, the Town of Southold and other units of local government

NOW, THEREFORE, BE- IT RESOLVED: .that
THE TOWN BOARD OF THE TOWN OF SOUTHOLD HEREBY REQiTESTS' that members
of the • Subcommittee -on Intergovernmental Relations and Human. Resources
of the House. of Representatives ' Committee on- Government Operations
draft and approve, and members of the Congress of theUnited States,
enact, legislation continuing federal general revenue sharing in
1977, providing :
1. Multiple year approprationIs at least at the level of
assistance now provided to participating units of local government
under the State and Local Assistance Act of 1972,
2. Regular. increases in the level of assistance corresponding
to increases -caused by: inflation in the cost of providing government
services,
3. Maximum flexibility in the ,use. of federal general `revenue
sharing by, units of local _government, . and
BE IT RESOLVED, that the Town Board requests that memberso'f said
Committee approve. and Congress enact this legislation -pro mptly' -to
permit adequate time for units ' of local government tb plan and

RESOLVED that the Town of Southold grant the• South-old Town Bicentennia
Committee the necessary permits to 'use roads in the town, along"heir
parade route on July 10, 197611 providing they secure- the n-e' ces-sary
permits for the use of 'roads from 'Highway Superintendent Raymond Dean,
who is hereby empowered to issue .these permits at his discretion; and
further provided the 'Bicen"tennial Committee 'secure- the'necessary
insurance covering the 'Town bf' Southold.

6. .Certain changes, have .been. made. in speed zones, :one , in Nassau
Point; one=New Suffolk Lane, Westphalia Road at Factory Avenue, . etc .
in Greenport, Southold, New. Suffolk. --Justice Suter recommended that
each of the newspapers be given a copy- of the .changes.
On motion of Councilman Homan, seconded by Just ce - Suter, it was
RESOLVED that the Southold Little League be and hereby is allocated
$474.00 for the purposes of -building backstops at. their new field
at' Peconic said field. to provide. space for eight teams, and it is
further
RESOLVED that the bill for $474. 00 be placed on a. proper voucher
for payment.

7. The Town of Southold• •has a very good. chance of having':a.
Coast Guard boat stationed in Mattituck Creek this summer, with .
three or four men, which would give the Town a great deal more
protection along the Sound shore, a matter which is very difficult
for the bay constables who have to launch a boat at times' of emergency
and_at. those. times the water is generally very rough. The .Coast Guard
has made arrangements for the Mattituck Inlet Marina to g.ive. them dock
space and make water and electricity available.
On motion of Councilman Rich, seconded by Councilman Homan, it was
RESOLVED that the - Town Board of; the. Town of Southold wishes to ratify
and confirm the decision made by the Town Board on April 2 , 1976
relative to disciplinary proceedings against James P.. Mellas, a copy
of -which determination shall .be filed in the office of the -Town -Clerk.

.9.. ; For.,information--the Mattituck .Inlet is beginning to; get a
bar across it, becoming quite .,shoal and it is a federal project.
The Supervisor has contacted:.the Corps, of. Engineers and . they. will
make a survey in the near future.
Mrs. Sherley Katz asked if someone who is shut-.in ,can receive , a -meal?--
Deputy Supervisor Demarest stated it is part of the nutrition program
that they would deliver. meals.
Mrs. Joyce Terry reminded the ,Board that at the ..meeting two weeks
ago she asked if they could have an agenda prior to the meeting. She
has called seven townships and they arll have some sort. of arrangement,
such as mailing list, posted in libraries, posted in the town hall.
She- requested Southold to have an ,a.vailable, agenda prior to the .
meetings. ---Deputy ,Supervisor Demarest stated he is sure such an
agenda is possible, however -on today ' s agenda four different items
were added ,just prior to the meeting.---Mrs. Terry suggested a
cut-off date for items.
Deputy Supervisor Demarest stated .that the town wE-,l not. become
involved in the $200, 000.00 ,grant to Cross. Sound Ferry, ,it,will be
done without town assistance. ---Mrs. Hope Whitsit requested a hearing
by the State on the $200, 000. 00 subsidy. Kr. William .Pell : concurred,
as did others. present. ---Mrs.. .Whits.it asked if . Kings. Highway has been
declared . an historical corridor?--.-Deputy Supervisor Demarest stated
the town., has not been notified.

tri-state ferry study.'?---Deputy, Supervisor Demarest stated it was

Mrs. Lytle asked if the Board had received a letter from the Civio
Association. relative; to. the..leash law? . 20. .in. attendance. at a. recent
meeting of the Civic Association were unanimously ,in favor of the
leash law. ---Deputy Supervisor Demarest stated. he was not- aware - of
such a letter.
Mrs. Sherley Katz asked if the Board was aletted to the fact that the
Long Island Farm Bureau would like ra resolution in support re : the
nuclear plant?---Deputy Supervisor Demarest stated they were, Supervisor

Martocchia met with them the previous Wednesday; two -members of the
Board and Deputy -Supervisor ' Demarest met- with them on Saturday afternoon;
and they were in this morning for an hour and one half.- The Boardstill

General Fund- 'bills in' the-' amount' of $28, 974:33 ; Fishers Island- Ferry
District-: bills in the amount- of $22 , 292. 18; and Highway Department
bills in the amount of $5 , 890. 97 .

Moved by 'Councilman Rich, - seconded by Justice Suter,
WHEREAS, -this Board heretofore advertised for bids for' the
in-sta'-Ila-tion of - approximate-ly 250 high' pressure sodium luminaires
in conjunction with the construction-' and maintenance of the street
lighting system of the ,Town of Southold, and
WHEREAS; -Pallen Industries, Inc. ' submitted the -lowest responsible bid
which said bid was- accepted by the Town Board and a' 'contract was
hereafter entered into- with Pallen Industries, Inc. , and
WHEREAS, in discussion with a representative of Pallen Industries,
Inc. questions arose as to the extent of the work to be 15erformed
under said contract and in view of the fact that the specifications
therefor ' did not specifical-ly- require-° the contract to replace wiring
from the luminaire to the fuse nor to install new- fuses on- each pole
and the contractor, assued that such work was to be performed� by others
and therefore did ' not include such work when submitting his bid, and
WHEREAS, by reason of the foregoing Pallen Industries, Inc. has agreed
to the cancellation of the contract in� order that the work may be
rebid to- include- said- -items, '
NOW, THEREFORE, IT IS RESOLVED-, that the agreement heretofore entered
into between the Town of Southold and -Pallen Industriesj_i!Inc. is,
hereby cancelled and deemed null and void, and it is further
RESOLVED that 'the Supervisor be' and- hereby is authorized and directed
to' advertise ' for bids for ,the• installation of approximately 250 high
pressure- sodium luminaires-' the -specifications for which are - to include
the installation of appropriate fuses in- each installation and the re-
wmring of each fixture from the luminaire tothe fuse all in accordance
with the rules; - regulations ' and requirements of the utility companies
who are the-' owners- of the poles on which said fixtures are installed.

construction and maintenance of a street lighting system for the
Town of Southold.
