A regular meeting of the: .S.outho.ld Town Board was held on Tuesday,
May 10, 1977 at the Southold Town Hall, Main Road, Southold, New
Yokr. Supervisor Martocchia opened the meeting at 3 :00 P.M. with
the following present; :

On motion of Justide Demarest, seconded by Councilman Rich, it was
RESOLVED that the minutes of Southold Town Board meetings held on
April 26, 1977 and May 2, 1977 be and the same are hereby approved.

Rich, Councilman Homan, Justice Suter, Justice Demarest.
This resolution was declared duly adopted.
On motion of Justice Demarest sedonded by Councilman Rich, it was
RESOLVED that the next regular meeting of the Southold Town Board
will be bald at 3'�:00 P.M. , Tuesday, May 24, 1977 at the Southold
Town Hall, Main Road, Southold, New York.

On motion of Justice Demarest, secohded- by Councilman Homap, it was
RESOLVED that the following audited bills be approved for payment:
General Fund bills in the amount of $44, 113 . 73 ; Highway Department
bills in' the amount of 1$15, 962. 34; Fishers Island Ferry District bills
in the amount. of $53, 009. 57.

Supervisor Martocchia :
1. The board is in receipt of the reports of the Supervisor,
Town Clerk, Justice Suter, Building Department and Dog Warden for
the month of April 1977 . Building Department report indicates
$496, 259.00 consisting of 12 new dwellings, 18 additions to
dwellings, 1 business addition and 32 miscellaneous and accessory
permits.
2 . Letter from Joseph Fanning relative to thedrainage problem
on Marlene Lane, Mattituck. This matter has been referred to the
Highway Department.
On motion of Councilman Rich, seconded by Councilman Homan, it was
RESOLVED that ' Supervisor Albert M. Martocchia be and he hereby is
authorized to enter into a contract with John G. Scott III, Oyster

Bay. for the purchase of 600 bushels of spawning uncertified clams
at a fee of $5. 00 per bushel'.

(Supervisor Martocchia stated that in connection with the clam
transplant, an application has been submitted to the New York State
Department of Environmental Conservation for Permit to Harvest and
Relay Shellfish from Uncertified Areas for Transplanting Purposes.)

3. Receipt of a letter from the Cleaves Point. Property Owners
Association, Inc. , East Marion, relative to the possibility of making
Maple Lane into a Town Road. At present considerable work must be
done on the road to make it acceptable to the Town. Highway Superintend-
ent Dean will survey the road and draw up figures to determine
the cost and submit them to the property owners in that community to
study. and make a determination is they wish to go into contract with
the town for a road improvement district:
4. Request from George Glew, St , asking if the Town Board would
consider hiring an extra crew of dispatchers for .the radio room at
police headquarters to handle. all the fire calls for the Town, of
Southold as well as police calls, from one central point. --this is
being done at the present time.
On motion of Justice Doyen, seconded by Justice Suter, it. was
RESOLVED thqt the Town of Southold submit a petition for Moratorium
Permit for Alteration of the State of Tidal Wetland or Adjacent Areas
to the New York Stye Department of Environmental Conservation for
the removal of..rocks - from the beach no.rth..of ..South..Beach, Block
Island Sound, Fishers . Island, ..to allow drainage for mosquito control
and clean up of the beach.

5. Request from a local drum and bugle corp for financial
assistance.--Before action is taken on this request, there are other
drum corps . in the community, and a survey will. be taken. of them .to
determine if they also want financial help.
6. . Notification .from the New York State .Deparmtnet. of Environmental
Conservation transmitting a map of'�lands located .at Laurel _
Lake which have recently been acquired by that department.---The
towniis not_happy_about .this acquisition, Laurel Lake ..prop.erty
owned by the town has been _a setiou�; problem._to the town . for many
years.---Justice Suter requested-that a letter be sent to the N.Y.S .
Dept. of Environmental Conservation asking that the .Town..be . sent
a copy._of ..the ..impa.ct..sta.tement_which _was ..made .up before, .the_property
was purchased_tby_-,the State.... . The _town' s :first knowledge :was when they
read about it in the newspapers a -few weeks ago. Also, if they are
going to put a ramp in there, -who is going. to police it?
7. Thank you letter from Troop 51, Greenport, Boy Scouts of
America, for Southold Town Board making.,their recent. trip..to New
York City: to receive an award. from..the Freedoms Foundation at Valley
Forge, possible.
On motion of Councilman. Homan, seconded by Justice Suter, it was
RESOLVED that the Southold Senior. Citizens be and hereby are gaanted
permission to contract for one bus to hold 41 passengers at accost of
$120.00 to' $135. 00 for a trip. to Westbury, New York on August 25 , .1977 .

Supervisor Martocchia :
8. The main payloader' at the disposal area has been sent away
for a complete overhaul, which will take from four to six weeks. Now
the backup machine is out of service. The Board feels a machine must
be leased for th6'-time the machines are out of service.
On motion of Justice Suter; seconded 'by Councilman Rich, it was
RESOLVED that Highway Superintenent Raymond Dean be and he hereby
is authorized to lease a payloader for the disposal area for the
length of• time' necessary to continue work at the disposal %area until
the present payloaders are repaired

at a salary of $3: 50 per hour as Summer Patrolman, Appointments to
be effective May 39, 1977 through and 'including September 5, 1977 :

9.The allotment 'set asd.de for the recreational leagues,
including an additonal $2, 000.00 set aside 1at the last meeting
has been apportioned in the majority to the leagues that have
requested support. I There is' still some money left which the
Supervisor will apportion to those requesting it. The Mattituck
Slo Pitch League will get $600.00, to the Greenport S10 Pitch League
$700. 00 plus $400. 00 for flood. 'lights; Cutchogue-Mattituck- Youth
League $1, 200.00, Southold, Greenport, East Marion, Orient Youth
ej�jjo ��'600. 00 ($400. 00 of this pays expenses of new fields being
in Pec nic. ) This will cover 600 to 700 individuals in the leagues.
10.z ''The Board has received a copy of the proposed wastewater
facilities study prepared by Holzmacher, •MdLendon, and Murrell, P.C.
This firm has been retained by the Village Of Greenport and Town of
Southold. They are applying for grants to make the study. One grant
has been approved to make the study.

RESOLVED that the Fishers Island"Ferry 'District be and hereby is
authorized to advertise "for- bids for 'a completely installed' 'radio
communication system for the M/V Mystic Isle' and M/V Olinda.

with Bernard J. Annabel, Cutchogue, - New York, as a part-time bay
constable, for .the purpose of•. patrol_ing the waterways in- and about
the Town of Southold for the summer -season ending September 6 , 1977
for a total sum of $800. 00; said Bernard J. Annabel agreeing to
supply a :suitable -boat, equipment, and be responsible for the repair
and maintenance: of said. equipment; the Town of Southold to supply a
gas credit card.

Mrs. Gladys Csajko complimented-. the Board on the beau.tiful ' new.
town hall building.
Supervisor Martocchia complimented-Mr. .- Sewnson-- the architect for
the design of .the .building, . the . time he has spent supervising the
building of it and the careful.-way he,has..scrutiniz.ed..its completion.
Justice Suter stated the Supervisor_ should.. get..credit" because." he.. - '
has lived with the job from the-.beginning--and it reflects--his personal
interest in a lot of the small details that people miss. He also
extended credit to Building Inspector Howard Terry-who.:supervised
the job. along- with the Supervisor and they have kept it within the
money- allocated .and it - is worthy of.-note—
Mrs. Csajko ask ed,if .they had been-able to find out..what -happened
to the over two dozen dogs that were missing as cited in the
report: she to the Board. some time" ago.---Supervisor.'..
Martocchia . stated they accepted one of her recommendations by
placing- the pound under the control of the Chief. of Police. They
have had numerous meetings-. with - the,-,wardens. - Chief. Cataldo appointed
Sgt. . Santacroce and he has set up many strict guide lines and is.
working very hard -with it and :there should be numerous changes for
the good.. Sgt. . Santacroce is researching. the,missing dogs ,and .
should have a 'report soon after he--returns from vacation.--=Justice
Demarest is of the -opinion some of"the dogs may 'not be.. lodated; they
may have-"picke'd up a- dog. and'. p'lacod_ it, and not going exactly by
the rules they should have at'-the time'; gave ,the"dog away without
making a report of it.

RESOLVED that there being no further business to. c.ome before, th.is
