SOUTHOLD TOWN BOARD
April 26 , 1977
A regular mle@tinq of the Southold Town Board was held on April 26_, ,
1977 at the off ice of the Supervisor, 16 South Street, .Greenport,
New York. Supervisor Martocchia opened th'e . meeting at 3 :00 P.M.
with the following present:

On motion of Councilman Rich, seconded by Councilman Homan, , it was
RESOLVED that the minutes of-the-, Southold Town .Board meeting held
April 12, 1977 be and hereby are approved as submitted.

RESOLVED that the next regular meeting of the Southold, Town Board

Town Hall, fain Road, Southold, New York. __

Reports of Committees::
1. Highway Superintendent Raymond Dean states that bids are
out for the new 'sanitation facilities to be installed at the Goose
Creek Beach, Southold.
2.Specif ications are being prepared by Town Attorney Tasker
and Councilman Homan for additional street lighting equipment.
3. The Supervisor is moving from his office on Friday, April
29th to the new quarters at the Town Hall, Southold. The building
should be operational May wnd. There will be a 30 'day delay before the
dedication, to provide time for a "shake-down" of' the' new quarters.
Little in the way of new office furniture has been purchased. The
only thing new at the present time ' is 112 chairs for the auditorium,
14 new conference chairs; 7 for the dais and 7 for the conference
room, a series of waiting room chairs and tables, and two chairs for
the Supervisor's Office.---It appears -to be a very satisfactory build-
ing; 'downstairs are three very large complete rooms, a storage room,
vault room, lounge, with restroom facilities.'. there is a coeapact
kitchen in the lunch room . area of the lounge. The town has great
hopes for the future in receiving another grant which would enable
them to remove the old present historical building and replace it
with new quarters. . On the' main . floor of the new building is a
reception desk,_ auditorium,.to seat 125 to 150, the building is
air conditioned. This is the third new building in the history of
Southold Town, The police building being the first, the dog pound
the second and now the town hall. In the building will be located
the Town Clerk and her staff, Supervisor and his staff, Tax Receiver
and his staff, Planning Department, there are also restrooms for the
general public.

On motion of Justice Suter, seconded by Justice Demarest, it was
RESOLVED that the Southold Senior Citizens be and hereby are granted
permission to contract for three buses, one 49 passenger at $98.00,
and two 41 passenger at $94.00 each, to take them to the Bayard
Cutting Arboritorium, Oakdale on June 9, 1977.

permission to contract for one 49 .passe.nger bus at $145.00 to take '
them ''to' Westbury ' on June 14; 1977.

to Westbury- on July 14, 1977.

hereby are awarded the 'contract as `the lowest" responsible,' ,and only,
responsible bidder for lavatories, with . fittings,, 'closets,. urinal and
mirrors for the `new sanitation facility in the "amount -of $.2 , 39$. 00.

hereby is .awarded the contract as the lowest responsible bidder -
for the lumber , for the new sanitation facility in the amount of

Supervisor Martocchia explained that over the past several years
the town ,has leased ,property_ from Ethel Wortis at the foot of 'South
Harbor Road, .Southold for. a swimming beach.` Mrs.. Wortis_ 3s now
interested in s.elling :.this ,property to the town,; .however the ,town
is not interested as 'the SoutholdaPark District has a beach and park
at' that site which' is sufficient...
On motion of Justice Demarest, seconded by Councilman,-- it was
RESOLVED that the 'Supervisor ' be and hereby is authorized to :advise
Mrs. Ethel ,Wortis .that the Town of S.outhold' is not interested in
purchasing her- .property at the foot of South Harbor Roa d,' Southold,

Association, Inc. , Cutchogue,. New York opposing the .proposed establish-
ment- of a restaruant on West Creek Avenue, Cutchogue, There. will be
a hearing -on this proposal and they. will have an opportunity to voice
their objections.
2.Receipt of a letter from Stanley V. . Becker requesting
consideration as asammer police officer again this year.

RESOLVED that Stanley Becker, Mattituck, New York, b-e and he hereby
is appointed as, a summer police. officer at begin work the.. last week
of June through September 6., . 1977 at $3. 50 per hour...

3. Receipt of a letter from the Southold Town Fire. District
Officers Association. requesting that. the town delay any action on .
establishing a fire code for the Town of Southold as the New- York
State Fire Code is presently under study and they would like time
to review any changes that may be made.
On motion of Councilman Homan, seconded by. Councilman Rich,. it- was
RESOLVED that -the Town of Southold participate in the. dredging
project at Boatman's Harbor Marina on a fifty-fifty. basis, to.tal..
town participation -not to exceed $475. 00 provided .the necessary,
permits have been obtained by the Boatmen 's Harbor Marina for this
work.

Supervisor Martocchia stated, with reference to the Dog Pound,
that it ha,a now been placed. .under the jurisdiction o.f. the Police
Department. A sergeant. has been ass:igned, to supervise the operation -
of the pound, meetings have been held with the wardens, the Supervisor
and Highway Superintendent Dean.. . Consid.erable: improveme.nt .'shou"ld be
noticable.

Supervisor Martocchia stated that" there are numerous groups interested
in receiving support for their leagues and it will be necessary
to study the requests and .try to satisfy each group fairly.
Judy Thilberg, - Mattituck presented to the board a request for funds
to support .the Mattituck Women 's Softball League.---Supervisor.
Martocchia stated .it. would be incorporated into-. the -group he. now
has for prorating_ the funds.
Supervisor Martocchia:
8. The Board met with Marythe- DiPiero of the East End Arts'.
-Council this morning relative to the architect design contest proposed
by the Council for the design of the Senior Citizen-Youth Center at
Peconic. The Board must study this contest proposal further.
9. The Town has just received notification that a second grant
to be used for the Center at Peconic in the amount. of $52 , 000.- plus.
The town would .be allowed to:draw, on this money- on a two week basis
when .the building. floes int6..design.,-..
10. Response from L.I. Cablevision Corporation relative to_
addition of Channel 21 in this area. . The :.signal isn'.t strong. enough
to reach this area ..at the present time but. they .are making moves to
extend into Nassau and Suffolk and at that time it will be: hooked-up. '
They are also considering a system modification .which would allow them
to carry over twenty channels, at .present they carry only; twelve.
11. Request to review a cluster concept subdivision in - -Southold.
submitted by ..James Bitses known" as "Old Towne Park". . The
Town Attorney is studying it at the present time.
12 . Notification has been-. received that a group of Danish
businessmen and professionals. guided by Rotary International will ,
visit the Southold Town Hall .on. Tuesday, May 17th at 3 :OO to 4 :45 P.M.
This visit was arranged by Dr. Maurie Semel, Itinerary Coordinator
Group Study Exchange.
13 Decisions on the Schriever change of zone application- and
Hutter change of zone. application are-.being -held .for further study.
Wetland application decision-(Harriet- Spillman) will be made at the
next board meeting. . . . . -
14 - The town .has received- another- share of Revenue Sharing
money .in the amount of $34, 000. 00 -.and ,Anti-Recession money in. the
amount of $22,.000. 00
15. Town Beach concession did not receive .any bids, applications
are being taken for anyone in the town ,who wishes to rent. this
concession.

authorized to sign an agreement between the Town of Southold and

17. The town. it entering into a clam transplant program. Bids
will be in the paper this week. The, town plans to buy. 600 bushels
to ,be transplanted into Dam Pond-. and Town Creek. It is ,:planned to
begin getting -the -clams on May , l--lth, and . the board will discuss closing
the creeks for 30 days as these will_ be uncertified. clams and that
time allowance is needed.

Supervi.sor Martocchia stated a' Prodlatnati6n calling attention to
Law Week May lithrough May: 6, 1977 and signed by Hon.- Martin Suter,
Hon. Louis Dem' ares't, Hon. Francis Doyen be published underhis
name in the local newspapers ' next .i8sue.
Justice Suter commented on the request of the Mattituck Women' s
Softball League;
in whichrequest' they: state' that "Southold Town has
no recreation department and has deftly skirted any responsibility to
its youth. " He requested the Supervisor to explain what the town has
done and is ' doing 'for the'.youth: of the community- ---Supervis6k -
Martocchia stated that if they were to analyze the budget, $200, 000. 00
a year Is - tied into recreation, -.such as ;:management of the .many beaches
in the town with li'feguards,. beadh -attendants, cleaning, insruance.
There is another program of -$12,1:000. 00: which. goes to' the schools to
extend their recreation program into the summer rather than stopping
in June. The town gets three times the value of our money by giving
to the schools rather than trying to do it ourselves, which would be
a duplication. The schools havethe. equipment, qualified personnel,
etc. If the town were to do .itithey would have to hire a recreation
director at an approximate $15, 000. 00 -salary, an,.assistant, typewriters,
telephone, stationery, car, and ..it would run between $40, 000. 00 and .
$50, 000. 00. Right now the equipment is in the schools and available
as well as the professional directors at the schools. --The Town does
co-support many leagues and .the cost is higher than the '$12, 000 in the
budget, $4, 000.- for the youth and $5, 000. for the senior citizens, it
is far above" that. ' The town would like to' do much more for ..recreation,
but they must answer to the . taxpayers.---Miss*. Thilberg -asked- when they
may expect an :answer?—Supervisor Martocchia, stated he -just' teceived
approval today to dispurse the money as fairly as possible. .He will,
make the apportionment shortly.
Mrs. Dorothy Robohm spoke to -Ehe*_--Boatd-about the hazardous condition-
at the post office crosshg in Southold, Would it be possible to get
a four-way stop sign or light or pedestrian crossing sign; stop for
pedestrians? , She doesnot feel a traffic, officer is sufficient.- She
was : under'.the, impression that when the, road was' :.res'urfaced . the State.
promised'.-Ehey - 'woti'ld -turn *it over to the town, apparently they never
did. The parking field is in very bad*-condition, it was 'not plowed
correctly this past winter, it 'was difficult to walk-, .the sid6walk
was never -cleaned. -Mrs. - Robohm-.feels this - situation .is something
that should be' corrected .by 'next winter. She . asked. if the 'merchants '
could be purauaded to leave their cars in ,someother 'parking. lot -
than the post office, o'ne. .' Th6re is ' insufficient parking without .'
the merchants parking there,"-- ..Supervisor- Martocchia stated the
town is aware thit -, is a bad crossing, extra lights have been put in
to illuminate the area better. . For the .purpose of 'relieving. s6me of
the traffic in the parking area: the 't'own is renting quite , a* large
parking field 1-2- a block away, and nd the merchants are the- biggest -_
violators in not using this parking. A little more cooperation is -.
needed. The parking lot across fromthe --post office is jDintly
owned by the Town -and Park District. It was thoughtthe post office
was going to move out of that area, but they.-have signed -a new lease .
and they are going to stay where they are. The town tries to keep
traffic officers there as Much as possible. - He will talk to

Councilman Rich who is familiar, with the- area to see ifhe. has .any
suggestions for relieving eving the situation.--.-Cou.ncilmaa .Rich -stated he is
disappointed the post- office did not move,; .17kowever .we are stuck with
it where it is, and .something must_

Robohm suggested a possible button-.type activator fora light on 'a pole;
however, Supervisor Martocchia stated this could be a dangerous situation.
A study of the situation will be made.

RESOLVED that Supervisor Albert M. Martocchia be and he hereby is
authorized to send a- hardship letter to the New York State Department
of Environmental Conservation requesting maintenance dredging of
Cedar Beach Harbor. Inlet, Southold, to maintain a free flow of water
and thereby insure the development of a productive marsh complex.
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest.
This resolution was declared duly adopted.
On motion of Justice Demarest, seconded by Councilman Homan, it was
RESOLVED that the cluster concept map submitted by James Bitses for
a subdivision to be known as "Old Towne Park" be 'returned to the
Southold Town Planning Board instructing them to recalculate the
area of unusable land by excluding therefrom unbuildable land.
Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman
Rich, Councilman Homan, Justice Suter, Justice Demarest.
This resolution was declared duly adopted.
On motion of Justice Suter, seconded by Justice Demarest, it was
