This resolution was..declared, duly adopted. Councilman Homan reported on his. attendance at a meeting ;on Thursday, February loth called by Sea Grant. Present at the meeting'were­the U. S. Department of .Corps of Army Engineers, New .York State_ Department of Environmental Conservation, , several "representatives from.-Suffolk County. The meeting concerned the erosion problems in Mattituck; and the Southold-Peconic area. . Theydiscussed the ,cause of the ,problem and possible solutions the h-me' r's . might take. There were no funds promised, nor were there -_any seeming ''t9 be available f3'om either federal, state or county or town ".sources. The people of the area, approximately- 20 of whom were present, received some very good suggestions. One thing that disappointed Councilman Homan was the fact that even though they told the people they had a problem, they knew they had problem, they did not give them or offer them any assistance in the area of getting them emergency permits or anything.;o•f that nature and he felt under the circumstances some promise or suggestion of help along that line would be very much appreciated by the residents.---The Town of Southold will help them all they legally can, but he is afraid that isn 't very much. Supervisor Martocchia: 1. Receipt of a letter from the Suffolk County Department of Environmental Conservation relative to a reevaluation of the classi- fication of saline surface waters. The State has asked Suffolk County to do it, but they do not have sufficient time or money; therefore they are asking the respective towns to do it.---Super- visor Martocchia will consult with the firm of McLendon and Murrell and James Monsell of the Village of Greenport to determine what is involved and what approach should be taken. 2. This r'esolut on was declared duly' adopted. _ Supervisor Martocchia : - 3: Receipt of a letter from the Suffolk Regioiial -Off-Track' Betting Corporation enclosing a prefiled "bi'll which cjgives local legislative •bodies thb power' to approve or' disapprove of: the establishment of-'an 'OTB branch in that -body's jurisdiction. -The bill indicates that the -legislative' body must hold a public-hearing and then must act within thirty,. days as to our application, and should they fair to act within that time; =approval shall -'be--deemed granted. A hearing will be held at the proper time. 4. "Rece'ipt'-of a"letter from -East End"'Arts -and' Humanities Council stating the New. York State `Council on the Arts- offers grant support for design -competitions for public-buildings with - a' budget'over' $100,000;00. Supervisor Martocchia,-asked-.Mrs. Barbara: Schriever, --Orient, -to elaborate on. her proposal fora -Town Meeting which is proposed for March 12,, 1977 from 9:00 _.A:M.: to 5:00 P.M. at the -Southold,-.School.--- Mrs. Schriever stated. .the meeting is:. part of the Bicentennial, Horizons Program. A couple of years ago the Institute• of- Cultur.al Affairs, a research, demonstration and training group based in: Chicago, ,but with centers all over -the country, orae being in- Queens; New. York. There have been 700 of these -one-day-community forums all over the -U.S. and Canada. Most recently there was :one in Bay Shore in December., . one last May.- in Riverhead It.--is- an -opportunity for the grassroots people -to -come together,..and .discuss . what. they think the. issues -ar.e facing Southold Town as ,we start:-,into, the third centuryof our country. This cannot be col:lected,.until. after the acre 55. jT8's 45 1977 183 On motion of Justice Suter, seconded by Justice Demarest, it was RESOLVED. that the Southold Town Board of the Town of Southold does hereby elect to provide the benefits of Section 75-i of the Retire- ment and Social Security Law as presently or hereafter amended; and BE IT FURTHER RESOLVED that this election shall become effective with the payroll period beginning on the first day of January 1977. On motion of Councilman Rich, seconded by Councilman Homan, it was RESOLVED that the Southold Fire Department be and hereby is granted permission to use town roads for the conduct of a parade on August 4, 1977, rain date. August 5, 1977 at approximately 7:00 P.M. , pro vided the necessary insurance is secured to hold the Town of Southold harmless. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. This resolution was declared duly adopted. On motion of Councilman Rich, seconded- by Justice Demarest, it was RESOLVED that the Southold Fire Department is hereby granted a special license to hold a carnival on the fire department grounds, Main Road, Southold, New York from August 2, 1977 through and including August 7, 1977. This special license is granted in accordance with Article XI, Section 100-114, Subsection C of the Code of the Town of Southold, provided the Southold Fire Department secures the necessary approval from the Southold Town Board of Appeals. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the Superintendent of Highways of the Town of Southold be and he hereby is authorized to advertise for bids for one (1) 1977 1/2 ton pickup. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the Superintendent of Highways of the Town of Southold be and he hereby is authorized. to advertise for bids, for one (.1) 1977 3/4 ton 4-wheel drive pickup. Lundberg, Esq. , Riverhead, New York, be and he hereby is. appointed to represent the Town of Southold in the Notice of Petition to the Supreme Court of the State of New York, County of Suffolk by Eleanor L. Ruch, as Executrix of the Este e •Of Valentine_. Ruch' IV, deceased, Petitioner, against the Town Board of the Town of Southold and Howard Terry, Building Inspector of the Town of 'Southold, Respondents. Receipt of a letter from the North Fork Environmental Council. Supervisor Martocchia asked Mrs. Merlon. Wiggin to explain the intent of the letter.---Mrs.' Wiggin stated the NFEC, Farm Bureau and Eastern Suffolk for Safe Energy has invited Mr. John. Loupos from Plymouth, - Massachusetts to come down' to speak and answer questions on the effect to the community if a nuclear power plant is built in a- small cohUnunity. This meeting will be at 8:00 P.M. in the Southold Presbyterian Church on February 23rd. They welcome anyone to come and ask questions, and have invited the Long Island Lighting Company representatives to be present to give: their views as well. At noon on the same day he is speaking to the Riverhead Rotary Club. The main purpose for the letter is that between the Rotary Club and the evening meeting Mr. Loupos would like to meet with members of the Southold Town Board and Shelter Island Town Board and anyone else that would be interested.---Supervisor Martocchia stated that unfortunately the Board members of Southold, Shelter Island and Riverhead will be out of town to the Association --Justice of Towns meeting in New York City on that date, February 23rd. ffB 1 5 1977 Demarest stated he will participate in this meeting with Mr. Loupos as he will be available on that date.---Nis. Wiggin stated Mr. Loupos is very knowledgable, he. has .a cabinet level. appointment with the Massachusetts State Executive Review Board, is the coordinator,-on the Board of Directors of the. -Massachusetts State Department of Environmental Management,, and is advisor. to the Office of State Planning, plus many others.- Mr. William Pell asked about the Ruch appeal.---Supervisor Martocchia stated it is property diagonally across. from the Southold Town Beach where Mr. Ruch filled wetlands. He was advised to cease and file, but his attorney filed against the Town of Southold.---Mr. Pell asked if they were using Mr. Lundberg, the same person that represented the town on the Norris property?---Supervisor Martocchia stated they were. Mrs. Csajko asked what action the Board took relative to, transferring revenue sharing funds after the recess at the last meeting of Feb- ruary 8th?---Supervisor Martocchia stated the town now has two accounts for revenue sharing which have to be kept separate. The new one which was picked up this year is called anti-recession funds. One payment was received for $22,995.00 and another for $16l000.00. The thought is that now we have expended the $50,000.00 that we got for street lighting fixtures; we are preparing to go into stage two, which means expending more money for brackets, fixtures, lamps, photo-electric cells, and so forth. It. is quite a capital outlay. The Board decided, rather than go into a bond issue, there are certain things . that can be done with the new revenue sharing funds that cannot be done with the old funds , therefore through our accountant, he instructed them to shift the funds. In the main revenue sharing account. _there is. $60,000.00 for the three new police officers' salaries. The board _was instructed to take $30,000.00 from that account and put it into the street lighting account. The new anti-recession funds.. are more liberal and there is $39,000.00, we were instructed to take $30,000.00 from there and pay it back to the other revenue sharing account for the personal services of the police officers.---Mr.. .William Pell asked when the board first became aware of these new funds, andwhen were. they received, he never heard.. of them before.---Supervisor Martocchia stated he received a form for the funds, which is based upon the unemployment rate, anything over 71 the town qualifies. He felt it was another gimmick for money, the town has filed numerous forms for money, but received none, so he .destr©yed, it. Soon after- that one of the town' s constultants -asked if- it had been filed, so Super- visor Martocchia did file after securing a new form from Washington. Within a few days he received $22,995.00. The instructions .stated they would receive three additional payments; the first. .was a double payment. About a month later he received $16,000.00. The fifth payment may not be a full amount, since it is based upon the un- employment ratio.---Mrs. Csajko asked what the anti-recession funds can be. used for?---Supervisor Martocchia . stated they can be used for things which presently exist. The old revenue .sharing funds were for 61d ,projects, capital- construction, and so forth.---Mr. Pell indicated that if all goes well, we should end up with about $70,000.00.---Super- visor Martocchia stated. that based upon about $11,500.00, there should be at least $60,000.00. The first payment was received 2 to 2,1 months ago.---Mrs. Csajko asked if plans -uere., being made to use the $6,000.00 - t:: which is left over at the .present. time from the antii*recession funds?--- _ Supervisor Martocchia stated there are no definite plans at the present. On motion of Justice Suter, seconded by Councilman Homan, it was . RESOLVED that there being no further business to come before this Town Board meeting, adjournment be called at 4:15 P.M.
