ORGANIZATION MEETING
January 4, 1977
The organization meeting of the Southold Town.. Board was held on
Tuesday, January 4,' 1977 'at the office.' of 'the Supervisor, 16
South Street,. Greenport, .New York. Supervisor. Martocchia° opened
the meeting at 3:OO. P.M. with the. following present:

RESOLVED that the next regular meeting of the Southold Town Board
will be held at 3:00 P.M. , Tuesday, January 11, 1977 at the office
of the Supervisor, 16 South Street, Greenport, New York.

of Southold in the amount of $4,000.00; and Bond No-. 73 5-12374 BCA
issued by The Aetna Casualty and Surety Company in the name of
Alfred R. Grebe, Jr. , Town Constable, Town of Southold in the
amount. of. $4,000.00; and Bond No. 73 S8818 BCA issued by The

Moved by Councilman Hach, seconded by Councilman Homan,
WHEREAS Section. 22B of the Town Law allows the Town Board of any
town having more than one assessor to establish the office of
Chairman of the Town Assessors, who in addition to his regular
duties shall perform such services in connection with assessment
and taxation of property for State, County and Town purposes as
the Board shall direct, now, therefore, be it
RESOLVED that Edward W. Fox be and hereby is designated to hold
the office of Chairman of the Board of Assessors until the first
day of January next succeeding such designation, at the pleasure
of the Town Board, unless otherwise provided for by law; all in
accordance with Section , 22B of the' ,Town Law, and be it further
RESOLVED that the compensation for such appointment be fixed at
$900.00 per year payable, in regular ,semi-monthly payments.

Supervisor Martocchia:
1. Receipt of a letter from George E. Baumann, Mattituck,
with a copy to Assemblyman Duryea and Senator LaValle protesting
binding arbitration with respect .-to the police, and requesting
that the town`,maintain a. firm position on this matter.
2., Notification from the U,. , S. -'Department of Commerce that
the town's. •application for a' grant of $712,000.00 for road improve-
ment in the Bayview, Southold area was denied, and the town's
application for a .grant of_$267,99.0,0.0 for municipal building at
Southold was denied.
On motion of Councilman Homan, seconded by. .Justice Demarest, it was
RESOLVED that Deborah Scott, ..Greenport, New .York:nbe and_her-eby
is appointed by the Southold .Town' Board..to,.represent the. Town of
Southold in the CAST program.

3. There .will be a _meeting on -January _129 .1977 ,at 200' P.M.
at the Town Attorney's Office, Main Street, Greenport relative
to the . Flood Insurance Study ,of the. Town of .Southold. The p�xrpose
of this meeting is .to present.- the results of HUD' s Flood Insurance
Study to the .community in draft form, and to solicit comments on
the study's findings 'from community officials and interested citizens
The Supervisor, Planning .Board Chairman, .Building Inspectors and
anyone..,els.e who. wishes to play a -part in hearing the .officials
who will be present are welcome. A representative of the Department
of Housing_ and..Urban Development,, .Federal Insurance Administration
will also.` be there.
4. Request -for the .return of a,.bond at Petty' s Bight Subdivision,
Orient. The report of the .Superintendent of Highways and Highway
Committee is needed before ;the release- can be made.
5. Letter from the Suffolk County Department of Environmental
Control relative to a gas well monitoring system at the town
disposal area. Several weeks ago a letter was received indicating
four wells were needed, now they state they have sited in the
locations of 15 wells. The cost per well is $46.00 which.makes
a total of $690.00 for 15 wells. The board does not agree -with
the map submitted by the DEC as . several wells appear to be on- the
property of -an adjoining owner, therefore, the board must discuss
this further with the DEC.
6. The board had planned appointments this date to the
Conservation Advisory Council, however-, they would .like to have
one more name submitted. The appointments will be. made on January
llth.
7. The Henry Smith application for a wetland' permit'.is being
held until the Highway Superintendent has decided whether another
ring, is ,needed at the site.
8. Notice of hearing by the Department of the Army, Corps
of Engineers, application of the County of Suffolk for maintenance
dredging and beach nourishment at Gull Pond, Greenport---objection
dat.e ,January 30, 1977.

RESOLVED that the Town of Southold enter into the 1977 Clam
Transplant Program with the New York State Department of
Environmental Conservation.

On motion of Justice Demarest, seconded by Justice Suter, it was
RESOLVED that .the Town Board of the Town of Southold reject the
one and only bid for the computerization of tax rolls, tax bills
and -tax records of the Town of Southold by Parity in the amount
of -$36,000.00 as it is considered to be too high.

RESOLVED that the application of Maddie. Miles �datea December 24,
1976 for the renewal of a 'single family trailer on`-p`rivate "road
off of the north side of Main Road; Mattituck, New_ York, be and
hereby is renewed for a period of six (6) mon.ths.

the computerization of tax rolls, etc.
1O. - Receipt of application for a cluster concept subdivision
from John Fellinger-Ihar at Duck Pond Road,' west of ODugon Road,
Cutchogue is. being held for study �as' it was just received at this
meeting.
On motion of Justice 'Demarest, seconded by Councilman Homan, it was
RESOLVED that the December reports and 1976 yearly reports of the
Supervisor, . Town' -Clerk-'arid Building In�tppetor be accepted and placed
on file.

Supervisor- Martocchia:
(. 11. •- Receipt of report from- the 'Southold. Town Planning Board
relative to the formation of an independent Suffolk--Nassau: regional
planning-,group, rather than Suffolk: County being. a member of the
Tri=State Planning Region. This matter will b-e brought up ' at the
January llth meeting)for a,•..,resolution.
On motion of Councilman Homan, seconded by Justice Suter, it was
RESOLVED that Mary Dawson be and hereby is appointed permanently
as, Stenographer for the Board of Appeals and Building', Department.
Miss Dawson-has- completed her six month probationary'appointment
and -i's highly recommended for permanent appointment -by -the Chairman
of the Board' of Appeals and Building Inspector.

12.- Receipt .of a copy of a letter from Supervisor of Shelter
Island .Leonard. Tr Bliss to County Executive Klein -and Congressman
Pike expressing his objection to the injustice shown _the towns of
Suffolk County under the distribution of funds- through applications
to the Economic Development Administration and suggesting a meeting
with' all ten supervisors and the� County to see if something can be
done to rectify this .horrendous mistake.
13. A settlement has been arrived at with the CSEA. The
tentative agreements have been signed and everything is in order
for the contract to be drawn up. The agreement provides 300 per
hour increase for the personnel and a change in retirement to '
Plan 75-i .which allows- 40% 'of their_ salary upon 20 years retirement
and 2% each year for the ne ,t, five years. ---Another condition in
the agreement is that .for .thase employees who work 30 hours per
week, there is no time and a half allowable until after eight hours
have been,.worked. ---This is ;a two .year contract, the second year
all wages will be increased b th.e .percentage change of the C.P.I. ,
N.E. Metropolitan Region (BLS for the period from September 1976
to September 1977, however, in no case shall this increase be less
than 4-% nor more than -6%.
14. At this time the. salaries will be set, however, the police
are still in negotiations and do ,not have a contract, therefore,
their salaries remain the. same as last year.
On motion of Justice Demarest, seconded by Councilman Homan,
WHEREAS it is required by .Section 27, Subdivision 1 of the Town
Law that the Town Board fix,- from time to time, the salaries of
all. officers and employees of the Town, whether elected or appointed,
-and determine when the same shall .be payable and that the salaries
of the members of the Town Board and elected Town ,Clerk and an
elected Superintendent of Highways ,shall not be fixed in an amount
in excess of the amounts respectively specified in the notice of
hearing on the preliminary budget published pursuant to Section
.108 of, the Town Law,
NOW; THEREFORE, BE ,IT -RESOLVED that the ,salaries for the following

Supervisor Martocchia reported the goals of ,thie Southold Town
Board for the year 1977 as follows; .
1. The financial stability of Southold. Town.. ' (The only
money the town owes is.. $50,000.00 for- the street lighting
program. )
2. The second stage of the lighting program is to be
started, and possibly the third stage. (The third
stage is .quite expensive..)
3. Completion of the new Town Hall. (Projected opening
date is spring.
4. More sanitation facilities at the public beaches. (There
will be either a new facility at Goldsmith' s Inlet or.
Goose Creek Beach. )
5. . Continuation of micro-filming the town records. (There
had been a contract with the County of Suffolk, but it
was necessary to stop as the employee doing the work
was unable to . continue due to civil service requirements,
so the board decided to wait until the town hall .is
completed and continue on with the remainder of the job. )
6. Continuation of the clam transplant program
7. Continued progress on the new recrreation project at Peconic
for the senior citizens and youth. If everything goes
well the second allotment is due us ($52,000.00) in late
January or early February. )
8. New monitoring system at the Town Disposal Area.
9. New joint study on waste water between the Village of
Greenport and the Town of Southold. (Study to be
conducted by McLendon, Holzmacher & Murrell. )

WHEREAS, the year 1976 was d elebrated as the birthday of our
country, with appropriate celebrations, and
WHEREAS, the Bicentennial Committee of the Town of Southold,
and its supporting committees and our Historical Societies worked
long and hard to make the celebration in Southold Town memorable,
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town
of Southold expresses its deep :appreciation .to the Bicentennial
Committee, the supporting committees, 'the Historical Societies,
and .all the interested townfolk who participated in the many and
varied activities of the year 1976. All of you made the celebration
a fine and memorable one.

Supervisor Martocchia opened the floor to the public.
Mrs. Gladys Csajko questioned whether she heard correctly that
outside of Mrs. Grigonis who works 372 hours per week, the other
clerical employees work 30 hours -per week?---Supervisor Martocchia
statecE that most of the clerical staff work 6 hours per day, 30
hours per week. Mrs. Grigonis is the only clerk at the Highway
Department and she is needed the additional 72 hours.---Mrs.
Csajko asked how long it has been 30 hours?---Supervisor Martocchia
stated that it has been as long as he has been with the town--
Justice Demarest said it always has been 30 hours - 9 AM to 4 PM.
Supervisor Martocchia stated the three building inspectors put -in
35 hours per week, the police department 40 hours and highway
department 40 hours.---Mrs. Ronnie Wacker asked if the 30 hours
was part of the negotiations?---Supervisor Martocchia stated that
the negotiations were based on 30 hours, and if they worked
additional hours they would have to be paid as such if the contract
were based on additional hours.
Mr. Joseph Hataier, Town Trustee, asked the Board to consider
placing one trustee on a full time basis, and if they do, to
have that individual make his own hours because of the large
increase of summer people, .and much work would have to be done
on weekends.---Mr. Hataier also asked the Board to consider
adopting an ordinance to prevent the dredging or combing. of eels
.under power.---Supervisor Martocchia said they would take the
suggestions under advisement.
Mrs. Csajko asked what time the Board' s working sessions start,
what time to they break for lunch., and what time do they .start
again?---Supervisor Martocchia stated it is a matter of definition
regarding working sessions. If. it is a meeting where resolutions
are adopted, those aren't working sessions. The Board does- not
generally have that type of meeting. General discussion is held
at the working sessions. . The door was open this morning, the
lights were on. Mr. Hataier was there and a newspaper reporter
was there. The actual business takes place at the open meeting
. at 3 PM.---Mrs. Csajko asked if the working meetings would be
open to the public?---Supervisor Martocchia stated he is still
reading the "Sunshine Law" , and the Town Attorney is still
researching, however,.' if someone wants to come in, they are
welcome, 10 AM. If this is to be continued, they will know
before the next meeting. Supervisor Martocchia stated that
they do not have to open up. this general meeting to the public,
inviting the public to speak and ask questions.
Supervisor Martocchia asked if anyone else wished to speak?--
Not hearing any, he wished everyone a. Happy New Year and invited
them to return often to the meetings.
On motion of Justice Suter, seconded by Councilman Homan, it was
