SUPERVISOR COCHRAN: As always from time to time we have special presentations, and I am very pleased tonight that we will be recognizing Older Americans Month. I am afraid that includes me now, too, Arbor Day, and we also have presentation to the North Fork Environmental Council. Would the Board like to help me with this? Why don't you come down? Moved by Councilman Richter, seconded by the Entire Town Board, WHEREAS, one of the Town's greatest and underutilized natural resources is our Seniors, and WHEREAS, these citizens are a bridge to our heritage and an invaluable segment of our society wherein they contribute their knowledge, experience, service and economic benefit to our community, and WHEREAS, these citizens are an indispensable part of our lives with their sense of community spirit and willingness to give back through volunteering, mentoring and sharing of their life experiences,now therefore be it RESOLVED that the Town Board of the Town of Southold in recognition of the important role that these citizens play in our community proclaim the month of May 2000 to be "OLDER AMERICANS MONTH". SUPERVISOR COCHRAN: It is presented on behalf of the Town Board. Would you like to say something? ED SEIGMANN: I think we talk enough. SUPERVISOR COCHRAN: I didn't want you to miss the opportunity. Thank you for all that you do. Brian, you can present this one. Mike, is co-chairman, both Mikes, these gentlemen are co-chairman of our Tree Committee. Perhaps some of you have noticed the lovely carving out in the hall. That is our tree memorial, and with Arbor Day coming up we felt that it was appropriate to recognize the Tree Committee. Moved by Councilman Murphy, seconded by the Entire Town Board, WHEREAS, a special holiday, to be known as ARBOR DAY, was set aside in 1872 to recognize the value of trees in the lives of Americans; New York State celebrates Arbor Day on the last Friday in April. Today not only is Arbor Day celebrated in the United States but in many other countries of the world; and WHEREAS, with the daily destruction of our rainforests, the Town recognizes that it is even more imperative that we do everything in our power to preserve and protect our natural resources; and WHEREAS,the Town Southold, recognizing the importance of trees for both beautification and utility, established a Tree Committee in 1987 to care for and preserve the trees of the Town; and WHEREAS, of eight trees on Long Island listed in the New York State Historic Registry, one of these trees,the Great Buttonwood, is located in the Township of Southold; and WHEREAS, there was a time when the sidewalks of all Southold hamlet were dotted with classic trees such as American Elms, but over the years many of these trees succumbed to disease and were destroyed. Recognizing the need to replace the lost trees Town of Southold Tree Committee established a Memorial Tree Program as a way to replenish street trees; now, therefore,be it RESOLVED that the Town Board of the Town of Southold, in conjunction with the'Southold Town Tree Committee, hereby proclaims April 30, 2000 to be celebrated as ARBOR DAY. This resolution was ADOPTED. SUPERVISOR COCHRAN: Congratulations. You are doing a good job. You were all over town this past week planting.trees. Thank you very much. We have one more presentation. As you may or may not be aware the Town Board just received a water plan, which we had put out to a consultant to do in relation to preservation of our water supply. Part of that, which is very important to the community is the education, and the informational process, and the North Fork Environmental Council presented what they felt could be a good series of programs, 'and the grant from the Water Authority paid for this, and there was enough funding that it was approved by the Water Authority and also approved by our Board that we would give a check to North Fork Environmental Council to help them with the ongoing education of the community. We thank you very much. Is there anything you would like to say, Deb? You might as well do a commercial. DEBBIE O'KANE: I just want to say we are very, very grateful to the Town and to you,.Madam Supervisor, also to the Suffolk County Water Authority, and we are hoping that with this program we can get a lot of people in town on board, and understand there are alternatives to pesticides that are applied to lawns, applied in their landscaping practices, and we can contribute to keeping our groundwater drinkable, and you know, it is a wonderful, precious natural resource. We have an Organic Resource Directory. Your funding has certainly helped us produce that, and I understand that they are kind of flying out of Town Hall. We keep getting calls from the Town Clerk's Office asking for more, and more, and more. We do have them available at the local libraries, from our office and here in Town Hall. Anyone that would like them we certainly have them available. Thank you again. I. REPORTS. SUPERVISOR COCHRAN: As you know the Town Board receives Reports from the different departments and the committee heads each month. They are listed on the front of your agenda. None. SUPERVISOR COCHRAN: We have no public notices. III. COMMUNICATIONS. SUPERVISOR COCHRAN: We have had some communications. We had a letter from Paul Calabro from the North Fork Italian-American Club, a thank you, and we had a letter from Tracey Lutz, The Retreat, re programs and services. We also had a letter from New York Marine SOUTHOLD TOWN BOARD APRIL 25, 2000 195 Trades Association in relation to the Water Boat Show, a letter from Geraldine Sheridan in relation to the Census, and while this mentions the Census I would like to also bring attention to the residents of Southold Town that those of you that have not returned your forms they will be beginning this week to go door to door to all of those persons. I can only stress once again how important it is for you to fill out your census form, so when they come back the second time, please, if you deposited it somewhere, or feel that you don't want to, it ties into funding with the Federal government for our schools, for your municipal government, and we certainly would appreciate it. The information you give is confidential, and it certainly makes a difference when people are looking at the town, and their statistics, so we encourage you as they come back to you to, please, cooperate. Also, we have a letter from Stanley Klimberg, LIPA, in response to a FOIL request, and a letter from.John Wiltse, Connecticut Office of Emergency Management, and we just recently had a Millstone test run for Fishers Island, and they will be doing a recap on that. None SUPERVISOR COCHRAN: We have no public hearing's:' V. RESOLUTIONS. SUPERVISOR COCHRAN: At this point we go into resolutions, which, many times are a result of the work we have done during the day, and as always we ask if there is anyone that would like to address the Town Board in relation to the resolutions. After the passage of the resolutions we also give time at the end of the meeting for you to address the Town Board on any Town Board business. At this time we will just take comments in relation to any of the printed resolutions. Sir, go to the mike, and state your name, and address the Board, because we have to be able to record it, and transcribe it. We need your name,because all voices sound the same. FRANK SCHIRALLI: Thank you, Supervisor Cochran, and the Board. Thank you for this opportunity to speak. My name. is Frank Schiralli. I am a Suffolk County Attorney from Northport,New York, and I am here on behalf of Resolution#29, and I support the resolution to hold a public hearing on the acquisition of the property of John Kowalski, the six acres of land that surround Custer Institute in Southold. I respectively request, however, I see that the meeting is set for 5:07 P.M. Is that an actual time? SUPERVISOR COCHRAN: Yes, it is. We alternate every other two weeks our Board meetings. Tonight happens to be 7:30. Two weeks from now it will be at 4:30. FRANK SHIRALLI: Is it possible then to schedule the meeting at such a time and place where other interested parties might find it a bit more convenient. A number of people I know, in fact I represent close to 130 interested parties, none of which can be here tonight because of time constraints involved, and the distance to come at 5:00 o'clock in the afternoon. It is rather an inconvenient time to want the most input with respect to your decision in regard to this property. If it is inconvenient I understand. SUPERVISOR COCHRAN: I would say I prefer not to change the time, and I don't want to hold it any longer than two weeks. I would like it to be on the next Board's agenda. What you can do is have those that can not appear put something in writing, and they will be entered into the record along with any oral positions we may get from the public, so at least it gives them still 196 APRIL 25, 2000 SOUTHOLD TOWN BOARD the opportunity to respond and the Board reads them. They do. They are pretty good people. Thank you. Yes, sir? DOUGLAS GILLEN: Good evening. My name is Douglas Gillen, and I am Secretary to the Board of Custer Institute. I understand that resolution 29 is to acquire the property, the property that exists around the Custer Institute. I am not sure if the Board recognizes that the Custer Institute is a national treasure in the fact that it has some very, very rare telescopes. We think we also have the east coast's largest pair of binoculars, and every Saturday night we are open to the public, and we draw sometimes hundreds of people to come out to Southold, and to enjoy the beauty of the sky that we have, because of our dark skies. If housing is permitted to be built in the land surrounding the Custer Institute it will seriously curtail the effectiveness of the equipment that we have. I think that I am very pleased that this Board will consider purchasing this property, and I think you are going to have the opportunity to have a tremendous political legacy as being known as the people who saved Custer Institute, and not as the people who allowed Custer Institute to be destroyed, so I urge you all as you go forward I am going to start notifying the people in the community that I know to telephone and to write, and I hope that you would also all come out on a clear Saturday night, or if you would like, we try to schedule some alternative nights, and have you see the equipment, because if you haven't seen it you can't truly appreciate what a treasure the institute is, and what it does for the community. We are having our Astronomy Jamboree coming, and we are partnering with the vineyards to have a wine tasting, and we have also sent our members of our institute out to the vineyards to do astronomy lectures for the people who come out here. So, in addition to being an educational institution it is also an economic generator for the town of Southold. I hope that you all will realize how important this is, and you won't take this resolution lightly, so thank you very much for the opportunity tot speak. SUPERVISOR COCHRAN: Anyone else like to address the Town Board? DEBBIE O'KANE: I just have a quick question about resolution #1 regarding the Orient Mosquito Control District. I notice that the legislation doesn't include a proposal for increasing the budget from $50,000 to $80,000, the maximum annual budget for the Mosquito Control District, and I was just wondering how will be increase be funded, the $30,000 increase. COUNCILMAN ROMANELLI: By the specific tax district. DEBBIE O'KANE: So, it is funding by the residents of Orient. I see. COUNCILMAN RONL NELLI: This piece of legislation you have to go to Albany to get it approved each year,because the towns have no authority. DEBBIE O'KANE: Does that go to a vote then in Orient, for the Orient residents to vote on the tax increase? SUPERVISOR COCHRAN: I am quite sure they are working with our Assemblywoman on getting more funds. I believe the funds come from New York State, do they not? Who can answer me? It tells us right here that when A4883 S2760 is enacted it will increase from $60,000 to $80,000 annual budget appropriation. They support it in the legislation. I know Pat, our Assemblywoman is helping them with something. This is at the request of the Orient district, and the only two places in town we have mosquito districts is Orient and Fishers Island. JUSTICE EVANS: Actually ours is the Conservancy. SUPERVISOR COCHRAN: Yes, because I don't think you ever had the law by the State enacted. JUSTICE EVANS: The Conservancy does it. SUPERVISOR COCHRAN: Right, so Orient is the only one.that is enacted by a special law of New York State. SOUTHOLD TOWN BOARD APRIL 25, 2000 197 Q DEBBIE O'KANE: I know we do pay taxes in Orient for the mosquito district, but I was wondering if that tax will increase as result of the increase in the budget. SUPERVISOR COCHRAN: I would say to the district it would. If there is an increase in the budget you have to have to get the money somewhere. JUSTICE EVANS: What this is doing is allowing them to budget up to $80,000. Then it would probably have to be approved by the voters. DEBBIE O'KANE: That was my question. SUPERVISOR COCHRAN- I am sorry I can't help you with anymore than that. Like I say Assemblywoman Acampora is working with them on funding somehow, but that is the State. Anyone else like to address the Town Board? GEORGE DELAUGIS: I am George Delaugis from Mattituck. I would like to speak to the issue of item #29. How certain are you that resolution will pass, that we would be able to have a hearing? The only reason I address that is because we have a lot of members here, and I want to be certain that we will have an opportunity on that day. SUPERVISOR COCHAN: We will be voting tonight on whether or not we should hold a public hearing. GEORGE DELAUGIS: Are there questions the Board members might have of us, so we could have a favorable vote for that Tuesday? JUSTICE EVANS: I think everyone is willing to have a hearing. SUPERVISOR COCHRAN:"I think so too. GEORGE DELAUGIS: That is my concern. SUPERVISOR COCHRAN: To go this first step to give the public and community the opportunity for input. GEORGE DELAUGIS: The concern is I don't want to take your time tonight, and Doug spoke up, and Frank spoke. There are a number of members that can not make it tonight, because it was a short notice. I would just like to make you, Jean, aware of one item. Your son went through my program, was my student and he did attend Custer Institute. I teach at Suffolk Community College, so the benefit is, I would just like to make a point. Dark skies are a rarity. Educationally they are hard to find so I hope at least everyone has the opportunity to listen to us on Tuesday. SUPERVISOR COCHRAN: Was it my son or my husband? GEORGE DELAUGIS: Your son. He did very well. I was wondering if he had a telescope of his own now. SUPERVISOR COCHRAN: Which son? GEORGE DELAUGIS: The policeman. SUPERVISOR COCHRAN: I feel comfortable that the Board will support having a hearing, and allowing me to sign an option of purchase. At least it will give us the time we need to investigate some other direction. GEORGE DELAUGIS: I think we should all be aware, as Doug said, what we have out here, and if we could preserve it, it would be great. Thank you. 1 9 8 APRIL 25, 2000 SOUTHOLD TOWN BOARD SUPERVISOR COCHRAN: Would anyone else like to address the Town Board? (No response.) If not, we will begin the resolutions. 1 .-Moved by Justice Evans, seconded by Councilman Moore, it was RESOLVED that pursuant to Article IX of the Constitution, the Town Board of the Town of Southold hereby requests the enactment of Senate Bill No. S. 2760-A and Assembly Bill No. A. 4883-A, entitled "AN ACT to amend Chapter 246 of the laws of 1916 relating to the extermination of mosquitoes and the establishment of districts therefore, in relation to authorization for the amount of the annual appropriation by the Town of Southold for.the Orient Mosquito District." It is hereby declared that a necessity exists for the enactment of such legislation, whereas the Town Board does not have the power to enact legislation by local law. 1 .-Vote of the Town Board: Ayes: Councilman Richter, Councilman Murphy, Councilman Moore, Justice Evans, Supervisor Cochran. I seem to recollect that at budget time we discussed the possibility of starting Life Guards at $10.00 an hour, because we were having difficulty in getting them. COUNCILMAN MURPHY: And all the jurisdictions around us were up in that area. SOUTHOLD TOWN BOARD APRIL 25, 2000 199 SUPERVISOR COCHRAN: They were all $10.00 or better. It is more than I make today, so lets not dissect all of this. Let's go ahead and advertise but may I have a motion to table for two weeks? 4a.-Moved by Councilman Murphy, seconded by Councilman Moore, it was RESOLVED that Resolution #4, authorizing and establishing a pay schedule for the 2000 Recreation Department's summer staff be HELD. 4a.-Vote of the Town Board: Ayes: Councilman Richter, Councilman Murphy, Councilman Moore, Justice Evans, Supervisor Cochran. This resolution was ADOPTED. 5.-Moved by Councilman Murphy, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby grants permission to the Griswold-Terry-Glover Post #803, Southold American Legion, Southold, New York, to use the following town roads for a Memorial Day Parade to begin at 10:00 A.M., Monday, May 29, 2000, provided they file with the Town Clerk a One Million Dollar Certificate of Liability Insurance naming the Town of Southold as an additional insured: Boisseau Avenue and Tucker's Lane, Southold,New York. 5.-Vote of the Town Board: Ayes: Councilman Richter, Councilman Murphy, Councilman Moore, Justice Evans, Supervisor Cochran. This resolution was ADOPTED. 7.-Moved by Councilman Murphy, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby sets 5:00 P.M. Tuesday,May 9, 2000, Southold Town Hall, 53095 Main Road, Southold, New York, as the time and place for a public hearing on the question of acquisition of certain parcel of property from Ann Marie Goerler, for purchase of development rights in agricultural lands under Chapter 25 and Chapter 6 of the Town Code. Said property is identified SCTM# 1000-96-3-5; 1000-96-2-11 comprising approximately 56.9 acres, at a price of$11,600.00 per acre. Said property to be purchased either outright by the Town of Southold, or acquired under the Suffolk County Preservation Partnership Program whereby Suffolk County may appropriate-an amount equal to 50% of the total cost of acquisition; or under the Suffolk County Greenways Program whereby Suffolk County may appropriate an amount up to 70% of the total cost of acquisition. 7.-Vote of the Town Board: Ayes: Councilman Richter, Councilman Murphy, Councilman Moore, Justice Evans, Supervisor Cochran. This resolution was ADOPTED. 8.-Moved by Councilman Richter, seconded by Councilman Murphy, it was RESOLVED that the Town Board of the Town of Southold hereby terminates the employment of Harold Walters from the position of School Crossing Guard, effective April 11, 2000. 8.-Vote of the Town Board: Ayes: Councilman Richter, Councilman Murphy, Councilman Moore, Justice Evans, Supervisor Cochran. This resolution was ADOPTED. 25.Moved by Councilman Richter, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Jean W. Cochran to execute the Declaration and Agreement with Peconic Landing at Southold, Inc. with regard to the payment of real property taxes. COUNCILMAN MURPHY: Before I cast my vote on this I would like to just say that the Supervisor really deserves a lot of credit for this one. This was something that was going back and forth for quite awhile, and you brought the parties together, and I think beat the two heads together, and they came up with an agreement, that protects not only the school district, but also the town in receiving tax payments on this, and it will not become tax exempt at any point, so I want to thank you. SUPERVISOR COCHRAN: Thank you for those kind words. I know we haven't finished the vote, Betty, but we have a project that is taking place in Southold down at the old Brecknock Hall property, that was slated for, I believe, five hundred houses, condominiums in a subdivision kind of thing, and then a health service organization came along, where it is supported living or life care, and it cut the density down to three something, I think it is three, and these people will be building this in the Town of Southold. When they first came to see me I felt very strongly that it was good for Southold, and still believe that, but there is some question because we had a ruling against us as a township in relation to the nursing home that is here, that is that is put in the category of a hospital, so we lost that decision by a Judge: We have never felt that it is a hospital, but many residents were concerned that this would happen also in this instance. It would effect more than the town, but it would also affect the Greenport School District, so they were very concerned, and from day one the gentleman doing this project said they would pay PILOTS. PILOTS is Payment In Lieu of Taxes, so if they are not paying income tax they are obligated to still pay an amount. We have worked. We have been negotiating back and forth. It has been a long hard row, but we have reached the point now where this resolution gives me the authority to sign the agreement with Peconic Landing, and they will forever henceforth pay taxes for PILOTS, which are payments in lieu of taxes. So, we are delighted. We are pleased. We think it is good for the community, and it will add to our tax base. COUNCILMAN MOORE: I just want to say one thing. This is like wearing the belt with suspenders. We were given assurances by Assessors that this project is taxable, and to allay any concerns this is the belt that goes with the suspenders. If the law changed or something changed down the road these folks have lived up to an agreement that they made to the community which is that they would continue to.pay taxes, but from the get-go,this was a taxable project, and that was what it made it kind of exciting for the town. It is one of those taxable projects that brings revenue to the community, aids the school district, and in this kind of community is a senior community, so we don't expect the residents there to be providing children to the school district. It is a win-win situation, and it is great that they kind of wrapped it up with PILOTing, so that is terrific. SOUTHOLD TOWN BOARD APML 25,2000 2. 13 COUNCILMAN RICHTER: I would like to say a few words about Peconic Landing. Over the the last two years on this project with the payment for the taxes, I would just like to say that first of all Peconic Landing, as Tom said and the others, the gentlemen were very nice people. I think the project is great for Southold Town, and I really appreciated what they have done. The Assessors, they also, have put a lot of time in on this, and they did a good job. Thank you. SUPERVISOR COCHRAN: It is a big step. It is great. Anyone like to address the Town Board? Mr. Williams? JACK WILLIAMS: Jack Williams from East Marion. I would like to commend the Board for it's work over the months in preparing, and getting in better shape the Jones Report, now the Voorhis Report, now the Water Preservation Strategy, and I think that we are moving on toward a point where there can be significant discourse on the subject. I wanted to bring to the Board's attention two questions, which as far as I can tell are not yet resolved in any of the documents that have been brought forth up until now. You may recall that at the dog and pony show two weeks ago there was a section where Mr. Voorhis said that there were two options for bringing water to Southold, and one of them was bring it from the west, and the other was to pump it up out of the ground. Then he kind of dismissed the first idea, and said, let's talk about the second. I know that there are opponents of the Jones Report who are going to be vocal in this situation, and one of the questions they will ask, I believe, is who says you can't get water from up west? If you can, then there is certainly a good deal less urgency to the subject matter of the Jones Report, and the strategy. If Pine Barrens water, in deed, is available then it can just flow up the North Fork all the way to my house in East Marion, and we need not concern ourselves about the aquifers to such a great extent. Now I happen to believe that not much Pine Barren water will be available for the North Fork, but that is just my feeling about it. I haven't seen anybody who has said authoritatively that the option of bringing water from the Pine Barrens to the North Fork is not a viable alternative, and I believe that the opponents of the Jones Report are going to ask that, and ask it, and ask it, and the Board, I would hope, would have some sort of answer, and some sort of authority that they can say on that subject. The second question is, how soon does the crisis come? We are all talking about now, we are all saying, well, the aquifer will support a population of 30,000, and if we build out on the current zoning we will get to a population of 63,000, but it is always left up in the air as to when will that happen. What is the flash date on this catastrophe? I don't think that any of us can answer that exactly, but I would recommend to you a procedure by which it might be possible to get somewhere near an answer to that. The amount of draw on the aquifer is directly related to the population. The population, it seems to me, or at least the expansion of the population is more or less directly related to the number of building permits that are issued. It seems that it would be possible to erect a kind of a matrix, or a curve, which would show that if there are 500 building permits issued every year for the next five years, that at the end of nine years we will have exhausted the ability of aquifer to support itself. On the other hand, if there is a lower number of building permits it might take longer, and if there were even less than that, even longer. What I am saying is we can't get to an exact enumeration of when the catastrophe will come. The catastrophe, of course, is when even with the recharge that we ordinarily get here in winter, fall and the spring, when those times are not sufficient to recharge the aquifer. When we reach that point that is the other side up towards the 63,000 figure. So, what I am saying is that if it is possible to chart a kind of a time line on this stuff then I think it should be done, because that is probably as close as you get to an approximation of when the crisis will occur. Now, there are two other factors that you could put . into it, and one of them is the weather that nobody knows anything about, and the other of the availability of mortgage money, and those both of those do enter into the equation, but I don't know exactly how you put that kind of a term together. What I do know is that the closer you can get to having a specific answer, and the answer may not be just one date, you know. You will say, when is the catastrophe going to occur? Well, say, 2009. If you say at the current rate of building permit issuance the catastrophe may occur in 2023, and/or something of that type. If the ' number of building permits increases then sooner. Now, the Suffolk County Water Authority is a major utility, and as a major utility I am sure it has planning people on it's staff,who do a lot of this kind of consumer projection, and it may be that what I am suggesting here is already available to you, or at least available to Mr. LoGrande, and if that is the case I would hope that before we get too deeply into the debate over this thing, if we had that information available to us. Thank you very much. L 1 4 APRIL 25, 2000 SOUTHOLD TOWN BOARD SUPERVISOR COCHRAN: Thank you, Mr. Williams. Anyone else like to address the Town Board? (No response.) If not, I will call on the Board anything they might have to share with the public. COUNCILMAN MOORE: I will share with the Board. We had a good Code Committee on Monday morning nice and early. Brian was there. The main topic of discussion being on Orient involving the ATV and off road vehicle, the noise, and whatnot. We had a good turnout, because the school was closed, so we had some young people here, and their families, and we had some of the affected neighbors there, and we actually had quite a good dialogue and some good idea sharing, so we may have some solutions that are not ideal, but we are heading in the right direction. We took more time with the agenda than we expected, but that was okay. We set aside other items. We have some things to bring to the Board to talk about. I was just happy to see that we did agree with Peconic Land Trust, two important resolutions today. We don't always explain what we are doing here. We get criticized for that, but in doing that agreement with them for $30,000, and doing the property owners guide in trying to make known, and better known. A lot of good stuff is going on here. We want to get the word. There are programs for conservation that are out there. Good stuff. COUNCILMAN MURPHY: I would just like to, as you say, many times we don't explain some of our resolutions, but on resolution 18 today, where we accepted and approved a conservation easement for the Tuthill Family Limited Partnership on thirty-four acres along Orient Harbor. The very interesting thing about this piece, not only is it a piece that is very valuable to the town in that this piece of property has been in the same family since 1640, has not changed hands, and the family is committed to keeping it that way, and this is why they have asked us to go into this easement agreement with them. I think it is one of the most important pieces we have, and one thing I have asked of them, and they supposedly had it, is a copy of that original deed. SUPERVISOR COCHRAN: I know we have to find proof that we were here before 1640, so I said I want a copy of his deed, a map. Maybe we can finally prove to Southampton, Supervisor Cannuscio that we can finally prove that we were here first. I have a few things I would like to share. May 13th at 9:00 a.m. is clean up for the entire town, so we are looking forward to people coming out, and helping us. We will collect at each of the three schools at 9:00 o'clock in the morning, Mattituck School, Southold School, and Greenport School, and go from there. We have been getting some complaints, and we get them this time of year before the greenery comes back on the trees, and the bushes, and the weeds, and you can see the ugliness of the litter along the highway, and we are hoping to pull the plastic bags out of the trees up by the Landfill one way or another. Number two; we are going to begin to enforce the house numbers. This law you had kind of grace period, and I believe that ended January 1, 2000, so we implore you to please put your house numbers out on the front of your house where they are visible. This is very important. This is requested by your fire departments and your emergency people. Southold Fire Department alone last year had over 500 emergency calls. They can't find you if you don't have your house number out there. I understand it is on your tax bill, so that if you check your tax bill you should see your house number. But, we would like compliance. If not we are going to begin to begin to enforce. Another thing you notice in Town Hall, if you have been in the building, that we have a display of artwork. If you haven't been in the building, please, stop and come in and see because it is done by young people. It is sponsored by the Long Island Woman's Agenda. They have displays in all the Town Halls throughout Suffolk County possibly Nassau, too, but I know at least through Suffolk County, so we encourage you to come in and see what the young people have painted or drawn. Also, on Wednesday at 4:15 we are fortunate that the Health Department will be coming out to do a meeting. At 4:15 they will be doing a meeting on the West Nile Virus. We feel, and the Health Department feels that one of the key things is information and education in relation to the possible disease affecting our residents. There are some dos and don'ts that you can do. In addition on April 29th, which is this Saturday, we have a Youth Conservation Jamboree, which is sponsored by Southold Town. It is from 10:00 a.m. to 4:00 p.m. Nine o'clock is registration. It is for ages 7 through 16. The activities and exhibits include construction of bird and bat houses, fishing, archery, kayaking, canoeing, fly tying. Southold Indian Museum will be showing crafts, nature crafts, and Cornell Cooperative Extension will have a touch tank exhibit. SOUTHOLD TOWN BOARD ' APRIL 25, 2000 2 15.
