SCTM# 1000-74-1-35-56 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is CONSISTENT with the LWRP. Traditionally, beach stairs in this area are at risk of loss due to the high erosion of the bluff and the action is recommended as inconsistent. The bluff restoration and stabilization plan mitigates loss concerns. It is recommended that the 25' Non-disturbance buffer is shown on the survey and that the use of CCA treated materials be minimized. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. We have amended the scope of the project which triggers the requirement of a Coastal Zone Erosion Hazard permit.We are proposing to cut back a small portion of the top of the bluff, hence reducing that angle of repose of the bluff from about 42 degrees to 35 degrees. We will add limited retaining structures in the area and plant the area with cape American beach grass. These efforts will support the growth of vegetation, hence stabilizing the bluff to allow for the installation of beach access stairs. We have included a non-disturbance buffer and access path.
