Martocchia, 16 South Street, Greenport, New York, at 3:OO P.M. , Tuesday, February 27, 1973 , with the following present: Supervisor Albert M. Martocchia , Councilman James H. Rich, Jr. , Councilman James F. Homan, Justice Martin Suter, Justice Louis M. Demarest, Town Attorney Robert W. Tasker, Superintendent of Highways Raymond C. Dean, and Town Clerk Albert W. Richmond. Absent: Justice Francis T.` Doyen. Moved by Justice Suter, seconded by Councilman Homan, it was RESOLVED that the minutes of February 13, 1973 be and they hereby are approved. Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter,_ Justice Demarest. Moved by Councilman Homan, seconded by Councilman" Rich, it was RESOLVED_ that the next meeting of the Southold Town Board will be held at 3 :00 P.M. , Tuesday, March 6, 1973 at the office of Supervisor Martocchia, 16 South Street, Greenport, New York. Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman Homan, seconded by Justice Suter, WHEREAS the Nassau Point Lagoon Association, Cutchogue, New York, applied to the Town Board for financial assitance in dredging the entrance of the Lagoon, NOW, THEREFORE, BE IT RESOLVED that Supervisor Martocchia be and he hereby is authorized to contribute half of the total cost up to but not to exceed the sum of $475. 00 toward the cost of dredging the entrance of the Lagoon, Nassau Point, Cutchogue, New York. Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter , Justice Demarest. Moved by Justice Suter, seconded by Councilman Homan, WHEREAS Edmund Bokina has applied to the Town Board for a single trailer permit for housing farm labor, NOW,,- THEREFORE, BE IT RESOLVED that the application of Edmund •pokina, Laurel, New York, to locate a single trailer on his property at Main Road, Laurel, be and hereby is Denied, as the proposed location is next to 'the Laurel School on the Main Road, Laurel, New York, and in accordance with the Building Zone Ordinance, this trailer, to be used for housing farm labor, would be nearer to other residences than it is to the residence of Edmund Bokina, and would therefore constittte a violation. Vote of the Town Board: Ayes : Supervisor Martocchia , Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman Homan, seconded by Justice Suter, WHEREAS, the term of Alexander Bogan, a member of the Board of Assessment Review of the Town cif Southold expired February 22, 1973, and WHEREAS Alexander Bogan has rendered a most valuable service as a member of the Board of Assessment Review of the Town of Southold, NOW, THEREFORE, BE IT RESOLVED that Alexander Bogan be and he hereby is appointed to the Board of Assessment Review for a term ending December 31, 1978. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. I 31.9 Moved by Justice Suter, seconded by Councilman Rich, it was RESOLVED that the following proclamation be adopted: WHEREAS, the American Red Cross has given round-the-clock service to our sons in Southeast Asia and stands by the world over, to assist military personnel and their dependents; and WHEREAS the Red Cross stands ready to come to the aid of people stricken by flood, fire and storm, and WHEREAS the American Red Cross' provides to hospitals , health agencies, and physicians more whole blood and blood derivatives than any other organization, thus greatly contributing to the health of the American people, and WHEREAS our Red Cross here helps keep our families safe and healthy through its courses in first aid, water safety, and home nursing, and WHEREAS all of us here can at all times help support our Red 'Cross with our money, volunteer service and blood, NOW, THEREFORE, I, Albert M. Martocchia, Southold 'Town Supervisor, do hereby proclaim the month of March as RED CROSS MONTH in Southold and urge all citizens to join me in supporting our Red Cross. Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Councilman Rich, it was RESOLVED that a transfer of money in the amount of $447 .80 be made from Item IV, Workmen ' s Compensation to Item III, Workmen ' s Compensation. Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman Rich, -seconded by Councilman Homan, WHEREAS Isadore P. Krupski applied to the Town Board for a single trailer renewal permit dated January 29, 1973, NOW, THEREFORE, BE IT RESOLVED that the application if Isidore P. Krupski to locate a single -trailer on 'his property at the north side Main Road, approximately 1000feet east of Bay Avenue , Peconic, New York, be and hereby is granted for a period of six (6) months. Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Suter, seconded by Justice Demarest, WHEREAS George A. McCarthy applied to the Town Board for a single trailer renewal permit dated January 15, 1973 , NOW, THEREFORE, BE IT RESOLVED that the application of George A. McCarthy to locate a single trailer on his property on a private road, Laurel, New York, be and hereby is granted for a period of six- (6) months . Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Suter, seconded by JLz tice Demarest, WHEREAS Zdzisl''aw Mikolajczyk applied to the Town Board fora igingle trailer renewal permit dated February 16, 1973 , NOW, THEREFORE, BE IT RESOLVED that the application o,f Zdzislaw Mikolajczyk to locate a single trailer on his property at the south side of a private road (John' s Road) off east side Main Road, . Mattituck, New York, be and hereby is granted for a six (6) month period. Vote of the Town Board: Dyes : Supervisor Martocchia, Councilman Rich, ,Councilman Homan, Justice Suter, Justice 'Demarest. Moved by Justice Demarest, seconded_ by Councilman Homan, it was RESOLVED that Virginia Tabor, Orient, ' New York, be and she hereby is appointed School Traffic- Officer, Town of Southold, effective February 26, 1973 at the daily wage of $10.80 'per day for each day worked, and she is to serve at the pleasure of the Town Board. Vote of the Town Board: Ayes : Supervisor Martocchia , Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. 320 Moved by Councilman Homan, seconded by Justice Suter, it was RESOLVED that a recess be called at 4: 15 P.M. to reconvene at 4 :45 P.M. Vote of the Town Board: Ayes : Supervisor Martocchia , Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. The meeting reconvened at 4 :45 P.M. Moved by Justice Demarest, seconded by Councilman Homan, WHEREAS the Southold Town Little League has requested financial aid, and WHEREAS financial aid is available for recreatiop, NOW, THEREFORE, BE 'IT RESOLVED that a total of $1, 000.00 be made available for Little League in the Town of Southold. Vote of the Town Board: Ayes : Supervisor Martocchia, .Councilman Rich, Councilman Homan, Justice Suter, ,Justice Demarest. Moved by 'Justice Demarest, seconded by Councilman Homan, it was RESOLVED that the Southold Town Board release the bond in the amount of $18, 000.00 on subdivision known as Core'y' Creek Estates, developed by South Fork Development Corp. , as recommended by the Southold Town Planning 'Board and Superintendent 'of Highways. Vote of the Town Board: Ayes : Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice 'Suter, Justice Demarest. Mr. Winston Davidsand -Mr. Angelo Petrucci appeared before the Board requesting information on the requirements to fill wetlands. Supervisor Martocchia explained the requirements to them. Mrs. Gladys Csajko requested that she be supplied an agenda of Town Board meetings prior to the meeting being held. ° Mrs. Jean Tiedke requested an updated survey of wetlands and wood lands. She also spoke about private wells near the town disposal area where tests show the water to be undrinkable. Highway Superintendent Dean stated that he had requested the Suffolk County Department of Health to test these wells. Mrs:" Tony Norkelun stated to the Town Board that she felt the Town should have authority to issue licenses, such as plumbing, heating, electrical, rather than the County of Suffolk. A petition was received from Mattituck Estates Property Owners requesting an ordinance requiring the leashing of dogs. There were 33 signatures on the petition. A letter was received from Teves Realty offering 6 acres of land with 200 ft. frontage at Horton's Lane near the L.I.R' .R, at a- cost of $54, 000. 00 for the location of the proposed Town Hall. The additor ' s report for the year 1972 was received and placed. . on file. A11 other reports from various town officers were received for the year 1972 and are on file in the Town Clerk's Office. , The following letter was received from CAST, Inc. , Greenport, New York: "Hon. Albert Martocchia and Members of the Southold Town Board. Sirs : We, the' undersigned members of the CAST Board of Directors, do not accept Sherley Katz as Town Board representative to the CAST Board. In our last letter you were informed that it was the sense of the CAST Board that "Supervisor Martocchia serve as the Town Board representative to CAST. Furthermore, the minutes of our February 1st CAST Board meeting show that Sherley Katz withdrew her name as the Town Board designee. 321 "Therefore, we respectfully request that the Town Board designate Supervisor Martocchia as the Town Board representative to CAST, effective immedately. We realizethat the Supervisor is a busy man, however, we believe that the elimination of poverty in Southold Town is a priority issue which deserves the maximum attention of the Supervisor. Furthermore, ke is also the Town Welfare Officer, as well as a person who has a reputation of being able to find jobs-and -transportation for people. -- -Last but not least, he •issmuch '-inore personable than Mrs. Katz. For all of these reasons, and more, CAST needs Mr. Martocchia 's direct participation. We hope that he will honor our request that he serve as Town Board Representative to CAST.
