Callis, , Director of the Plum Island Animal Disease Laboratory, and his colleague, Dr. Jerry Walker, -appeared before the Board at the request of Supervisor Martocchia as a result of a letter from Edward Schwindt, Jr. relative to the conceria of a group �of local citizens about plans by Plum Island to begin research on Rift Valley FPv.p-r- Dr. Callis stated that since the inception of the laboratory facilities in 1954, their mission has been diagnostic and research work on any animal disease which occurs anywhere in the world. Rift Valley Fever is a disease which has been on their list to work with since Plum Island started. Rift Valley Fever has, moved from Africa, its usual haunt, to Sudan, to Egypt, and is now in the Nile Delta bordering on the Meditteranian. Since it has moved from Africa, they find it a threat to U.S. livestrock. There have been three things determined which must be done to protect U.S. livestock: 1. they must develop diagnostic competency, an antigen and anti- serum must be produced on Plum Island. 2 . capability of vaccine for immunizing livestock must be developed. There is a vaccine which has been used widely to protect man, but has never been tried in live- stock. 3 . Determine the roll- of the horse, is it susceptible to Rift Valley Fever? Since plans have developed to work on Rift Valley Fever over a period of several months, employees who will in any way work with it are being vaccinated. . Twenty have already been vaccina- ted and 70 more are being vaccinated today. The vaccine is not FDA approved because there has never been a demand for it by the public. The vaccine was developed by the military for troops who would be stationed in foreign countries . There will be many safeguards taken in working with Rift Valley Fever; it will be worked on only under hoods, and the people working with live animals will have stringent safeguards. The work will take about 90 days , commencing in January and should be completed by the first of April. Plum Island has informed local municipalities, local medical people, the Suffolk County Medical Society and the New York State Medical Society of their plans . The incident on September 15, 1978 involving an o t reak of foot and mouth disease is presently being investigated, There should be an answer to the cause by this coming Friday. However, they think it is in someway connected with the construction program where normal working procedures must be changed to accomodate the construction. -----(Dr. Callis will speak further at the open meeting.) A regular meeting of the Southold Town Board .was held on Tuesday, September 26, 1978 at the Southold Town Hall, Main Road, Southold , New York. Tasker On motion of Justice, Suter, seconded by Councilman Homan, it was RESOLVED that the minutes of the .Southold Town Board meetings of _September 5 , 1978 and September 19, 1978 be and hereby are approved as submitted. Vote of the Town Board: Ayes: Councilman Pell, Councilman Drum, Councilman"Homan, Justice Suter•, Supervisor- Martocchia . - Absent: Justice Doyen, This resolution was declared adopted . On motion of Councilman Homan, seconded by Councilman Pell, it was RESOLVED that the next regular meeting of the Southold Town Board will be held at 3: 00 P.M. , October 10, 1978 at the Southold Town Hall, Main Road, Southold, New York; and the Budget Presentation meeting will be held at 2: 30 P.M. , Tuesday, October 3 , 1978 at the Southold Town Hall, Main Road, Southold, New York.. Supervisor Martocchia stated he has the Auqu.,sntmonthly report of the Routhold Town Trustees to be placed on file. Supervisor Martocchia then stated he wished to digress from the agenda for a period of time to allow Dr. Jerry J. ' Callis., Director of th imal Disease Laboratory to address the audience relative to Rift Valley Fever. The invitation of Dr . Callis to be at this meeting came about because. of a letter received by--Supervisor Martocchia from Edward Schwindt, JR. , as he did not feel qualified to answer Mr. Schwindt' s questions . . .Dr. .Callis ' .statements .were much the same as stated at the executive session' . -. .that Plum Island has been doing the same thing today they. started .,out t,o do 25. years ago. Basically they do two things . They operate a diagnostic:; laboratory which is the first part, of their mission, ,..and in that since t ey­a`i'-"a reference .laboratory -for- --the :rest. of the United. States. They operate a diagnostic laboratory and must be qualified and capable and have the materials with which -to diagnose an animal disease that might -occur anyplace in the world. That has been their mission since 1954 and remains their mission. There is: a listing of about 40 animal diseases with which they are concerned. They .are concerned on Plum Island. with- domestic animals , but their primary mission is foreign animals:. _ They are concerned about domestic animal diseases only as they relate to. _the:, foreign ones and to. be - able -to differentially diagnose them. - When- they started ,in 1954, they perhaps got three samples a year.,. this year they are probably going to' receive one a working day or- _five a -week or about 220. to 250 per yea.r. That is an indication of how this phase of what they do has changed. Rift Valley Fever, which they have become concerned with, has been listed in booklets describing Plum Island since 1956; the first addition in 1963 , the second addition .and the most recent one 'published in 1976 . They bought about_ 10, 000 of them and most of them are gone. They list the animal diseases with which they are concerned, which they have to be capable of-.diagnosing. Rift Valley Fever is right-on page one. They have not worked with all 40 animal diseases which are in their charter and with- which they. are, concerned because they have not had time in the 25 years they- have been in existence to work with all 40. They have worked with approximately 24. The diseases on .the list of which .they are going to work: and at which time varies from time to time- depending upon many - factors;=-.the primary factor being what are the hazards. or . risks-,today of Rift- Valley Fever coming into the United States and. infecting our 200 .million livestock. There is 116 million .cattle, 60 mi'llion pigs, 108 'SEP :2 61-0- 8 million horses, mules, asses and donkeys, 20 million sheep and goats. Of those species , the cattle, sheep and goats are susceptable to Rift Valley Fever. Rift Valley Fever is an animal disease, the virus also infects man, but it is an animal disease: They work with many diseases , agents which infect nian; - this is really,'nothing new. Dr. Callis spoke about many diseases which infect man and which are studied in the United States . The disease with which they work on at any given moment varies depending upon their assessment of the risk that that disease poses to our valuable livestock industry. How do they assess and evaluate that? Many methods . First of all they read scientific journals, all of this information is published in the open literature. They get information from animal disease movements by people in the State Department, primarily the Agricultural Attache which we. have in every Embassy around the world . They attend meetings and talk to their colleagues and there are international organizations that make a business of disseminating the information; they also get information on animal movement 'from `the 'United Nations . Why did Rift Valley Fever move up on their priority? Very simply. In their assessment of Rift Valley Fever 25 years ago, they put it in the lower 25/: Rift 'Valley Fever gets its name from the fact it .. is a disease first described in animals in the Rift Valley which is a valley which goes up and down' the east coast of Africa right on into the Middle East, formed millions of years .ago during. the glacier periods . The disease has traditionally gone back and forth between South Africa and Kenya . Never been' 'further nor,=h than Kenya until 1976 . For some unknown reason, in 1976 this disease went into the Sudan, in 1977 it went to Egypt, and at this moment, it `is all the way to the Mediterranian in the Nile Delta, the Nile Valley. So, eyes, they are now concerned about Rift Valley Fever, whereas pre- viously they were not. The Israelis are very concerned about Rift Valley 'Fever, they get one or two telephone calls a week from their colleagues in Israel who want to know about sampling techniques and they say they are sorry, they never worked on Rift Valley Fever, call South Africa . Well, their relations with South Africa are not very good so they call Kenya where their relations, thankfully, are good. The opinion is expressed in Mr . Schwindt' s letter that Plum Island should do their work in Egypt. They are working in Egypt, they have a cooperative agreement with the Ministry of Agriculture in Egypt.', The person on their staff responsible for that is Dr . Walker. There are three things that they have determined should be done on Plum Island which cannot be done in Egypt. 1. They do run a diagnostic laboratory and they'must work with an 'animal disease in order to be qualified to diagnose it. They took the position a good many years ago that they were- not qualified to diagnose an .animal disease until they worked on it in their facilities 'on Plum Island and until they produced the necessary' diagnostic materials, antigen and anti-serum, standardized those products , safety tested them and put them in the refrigerator or deep freeze and have them available at a moments notice not only for use in their laboratory, but in the event that Cornell or the University of California or the University of Florida might request this diagnostic material. They have to have to have it ready and available to send out at a moments notice and it must be done safely, so they changed their emphasis on Rift Valley Fever due to the fact the disease has moved, the picture has changed . In the past twenty-five years , they had concluded it. wasn' t much ' of a risk, right at the moment 'and over the last two years , they think it is quite a risk. ' He does not think that Rift Valley Fever, if it 'gets into the United States , is going to get here by way of an animal. If Rift Valley Fever gets into the United States it is going to get here by way of somebody getting off of an airplane at Kennedy Airport. This disease can' be transmitted by man and the virus in the blood stream. So they have concluded that they must work on Rift Valley Fever to protect our livestock industry. They have to know how to diagnose, have to produce diagnostic materials . They have been in the planning stages of this for some time and are still in the SEP 2 ,6 19,78 planning stages of it. The first thing they must do is immunize the people. It is an animal disease but it can infect man, so .the people who are going to be exposed .to.- the virus on Plum Island must be pro- tected. :- Some of them..have �already been immunized, he has been., Dr. Walker has been, -- and over the . las.t :severa-1 months , .they have identi- fied 90 people on Plum Island who should be immunized, who have any reason whatever to' go into the building called Diagnostic Investiga- t-ions. The submission- to the immunization process with this vaccine is ,voluntary on the part of the .P.lum Island employees . They indica- ted there are 90 people who should- be immunized. Information on the disease was disseminated on Plum Island, Dr . Walker and or Dr. Callis spoke to every person on Plum Island and fully informed them about what they were doing. They disseminated all the information that - is available to them, about the disease, about the vaccine and they received back 90 slips indicating that the 90 people were willing to take the.- immunization. This is .a voluntary immunization because of . the fact- the vaccine is not approved by the Food .and Drug Administra- . . tion.. The reason the vaccine is not approved by the Food and Drug Administration is because there has never -been a need for this . faccine on a wide sca.le use in the United States. This .vaccine was developed by -the military to protect _troops who may have to go any- - ;place in the world to protect U.S . citizens for U-.S.. interests. It has been used however, in literally thousands of people and .he does - . not think he has ever had an= immunization or inoculation that was so innocuous , he simply forgot he had it, :a nd it has- been the experience of all of the people who have had it. Dr . Callis stated that- .in their .latest planning believe that .the work on Rift Valley Fever can begin approximately the middle of December or January and there is no reason whatever why it cannot be finished by the first of April; or 90 days after they begin. It- shouldn' t take any longer to do the three things which he mentioned. This will be a time when mosquitoes are not very viable on .Long Island. .This is not . the first disease with which they have worked which is.. transmitted by mosquitoes . They have been working with African orse Sickness onPlum Island- for ten-years . African Horse Sickness virus can be transmitted, by mosquitoes . As some people may know, Dr . Callis is a. horse lover. He gave up horseback riding because they-.work on Plum Island on a horse disease that does not occur in the United States. . There are other diseases with which they have worked- which are transmitted by mosquitoes . Duck Plaque is a disease they have. worked with on Plum,- Island since . 1967; they made the diagnosis of the prob l.em . in the .d.uck- industry right- on Long Island .- They worked on it quite safely for a number of years. During that time they samples many species of wildlife, birds that inhabit Plum Island.- They-,did- this in collaboration with .the Fish -and Wildlife Service and: they found no antibodies in those- species whatever. - ; Dr. -,Callis sincerely believes that the precautions which- they-have taken. to work on Rift Valley Fever on .Plum Island_ are adequate to -sustain this=virus in the facility in-which - they plan to work on it which is .not going to be the whole Island., one laboratory-building..- They are going to- take-.a series of .precautions in the .laboratory. building,. they will work on. it only within enclosed hoods and in the animal rooms they will--wear masks and will be provided with an outside- supply of air. They are protecting the workers on Plum Island; those who are going to be expo,sedi.>>but there are in excess of 200 people they do n' t , think it is necessary to immunize., All 3.20- of them live on the North Fork, they .have families too, do we think- they -would not be con- ..I cerned-about their .loved ones. Dr. Callis assured. . s- that he is just- as concerned about his family as anyone else..-on the North Fork ,and he has no- intention of -doing anything that:would . endanger .their health or anyone elses life. The other item Dr. Callis- wished to discuss was the incident on. September 15th when; they- diagnosed Foot- and, -Mouth- Disease in their normal animals in-, their animal holding-.facility on. Plum- Island. This to them was a difficult thing. to. face but they quickly. made the diagnosis in a matter of two and a half hours and without 110 $.gip 2'.:6 978' determining just how many animals- were- infect-ecl," they were all' moved to the inside of the laboratory where they can take care- of -such, things and/or were -slaughtered. In the meantime, they have de- c.ontaminated;.the facilities- on the Island which may have been* con taminated with the virus. They now- looking into just'-how- the' virus escaped from the laboratory building. Their investigation Is :.•not.-finished. They expected it to :be finished .by- this Friday, " but they are led to the- conclusion that it is most likely in some way- associated with the construction program which i.s 'under- way on Plum Island at one laboratory ,building _or-some operating procedure which was changed to accommodate the construction program. Obviously, if you are going to add on to a building you have to let the con- tractor get next to the building and- do the new construction and then add on to it. They, fortunately, had plans for this eventuality and were able to implement those -at a -moments notice and he feels quite certain that the 'virus was contained within that one small group of- animals- on Plum Island and that the virus -di'd not get off the- Island to the livestock on Long Island or Connecticut or Rhode .Island. To make .sure that ,that. didn' t happen, .some of the livestock on the North Fork have- been examined over the last two weeks just to make certain that they are free of any sign of Foot and Mouth Disease and the same precautions are being taken in ConnectiTh& �Rg Rhode Island. - They have every belief they will be able - to/cause and must find the cause so they can get on with their mission. Supervisor Martocchia stated they will come back- to this following a short public hearing, legally advertised for 3: 30 P.M.-- On. motion of Justice Suter; seconded by- Councilman Drum, it wa,s RESOLVED that a recess'. be called at this time, _3: 30 P:M. for a ' public hearing on '.the matter of the proposed use of Revenue haring Funds for 1979. The regular meeting reconvened at 4: 00 P.M. Mr. Nelson Axien posed several questions of Dr. Callis. One was whether Rift .Valley Fever is an RA or DA virus, giving' a lengthy list of side effects of RA and DA virus-- and the effects of Rift Valley Fever as published in several different crovernment and- medical publications . -Dr. Callis stated it is RNA Miss Hatfield, sitting with Mr. Axien also read several- lengthy excerpts from various medical and governmental journals. Dr. Callis :Mated that Dr. -Wa.lker was in Egypt and saw first hand the effects of Rift Valley Fever. It seems to affect the young of the sheep family, wiping out the. entire crop of young sheep while the adults live! through it. . Dr . Callis stated that in '-man, Rift Valley Fever cau-ses a mile influenza like symptoms. In many countries of the world, there is large pop- ulations and 'very little food, consequently, there are people of all ages who- are under-nourished: They don' t have enough- protein, either plant or-animal, and mostly they 'don' t get much animal pro- tein, =let alone plant protein. Therefore, a disease like Rift Valley Fever, -which normally does not cause 'a, high incidence of even adverse illness, but complicated by the fact the population is and er-nourished .then the disease incidence and the mortality is higher. That seems to' explain what is happening in Egypt. Dr. Callis stated it -is not a slow virus, -it manifests symptoms within a matter of,-four or five days. Mr. Axien continued to read several symptoms of Rift Valley Fever; as did Miss Hatfield. Mr. Axien spoke about the high inci-' Bence of mosquitoes in 'recent years and the possibility of them carry 'rig- Aift Valley-Fever because we don' t have` the� 'ust1al controls we had several years ago. Miss Jo'dy :Adams spoke about the high SEP,,2� ;�97 . 11 incidence of. ticks, , and added that she: feels: a public- hearing -.should be held on the- matter of gift Valley Fever . Mr. '-Henry.-Lytle also stated there should be a separate hearing on the matter ,and the- Town Board cannot do anything about, it.. legally, it- is- something that is- done from a federal level all the way down the line. Supervisor Martocchia stated that- the Board felt they had enough interest_- in: Rift Valley. Fever and the stir it has-- caused in: the: community to.. invite Dr. Callis over: to-- properly bring us up--to- date. . Miss Hatfield continued to read from certain publications,, at which time, Supervisor, Martocchia stated he .will try to make arrangements with Dr. Callis and members of his staff for a meeting -,at.-another date..----The Board,-returned to the .regular agenda: of the meeting at 400 P.M. Supery sor- Martocchia: 1. Receipt of a letter- from. the North-:Fork. Bank &, Trust Company to• a,llow .parkinc_ in restricted-.areas by bank personnel :during.: flooding- conditions in their. regular parking lot.• . They parked in. the ,_railroad ,parking area .and. received. tickets.. The - - Board has discussed- this matter and will advise the bank. that they cannot sanction .parking in, the •restricted .areas, .however, they do- suggest-.that the employees avail themselves of , the public park ing area on Pike-Street which, is inclose proximity to the bank. The Board is concerned about a project at ,New London, Co�inecticut: at, the ,Fishers --.Island• Ferry District terminal, where urban ,renewal is ,projected. ..An- article--in-.the Norwich. Bulletin stated that AMTRAK wishes to buy a tKtact of land near- C! ty Pier . and will begin talks with the Fishers ::Island. Ferry District which_ lies- in the area planned for a sprawling waterfront complex. The Board will take precautions in this matter. On motion of Councilman Homan, seconded by Councilman- Drum; it was RESOLVED that: the?+Town .of•,Southold participate in a dredain2 -Program with the Wunneweta Pond Association .-for dredging through the entrance channel to Wunneweta Pond from Cutchogue Harbor in an amount of one half the: cost .of the project up to $475.90. The Board discussed this today and have agreedito-reapply: 7. -Comment's received during the �surramer; and'-a petition containing several hundred names asking for ng-tz--to contain the -jelly fish has'- been 'reviewed. - Supervisor :Martocchia checked with the Town of Islip who have placed - nets at the swimming beaches, -thee-Town' of- Brookhaven, who have also done the- same- thing,= and-requested Corbett Jones; 'Ta''local. net-maker, -to develop some costs: Islip states it '"3 costs between $20, 000 to. $25, 000 a year; -Brookhaven states-it costs about $185.00- for"" each 50 ft. by "6 ft. section.'- -`Mr`. Jones estimates it will cost about $6.80 a running foot, ready to set. This cost does not include anchoring and setting. The other towns stated "the netting worked well- up to •this , year when- the jelly-fish were" heavier . This matter will be studied further over the-- fall- and winter. - 8. Request' for street lights at Sunset Lane, -Mattituck and Delmar Drive; Mattituck. These requests have been turned over to Councilman Homan, Chairman of the Street L aiming Committee 9. On motion of Councilman Drum, seconded by Councilman Homan, it was RESOLVED that application of Martin Sidor, dated September 20; 1978 for the location of a single trailer on the -south side Oregon- Road, Mattituck, New York,be and- hereby--is granted for a six month period under the following conditions: (1) That the same be used for the' housing of not more than two trainees -under the National 4-H- Agricultural Trainee- Program. 1. (2) That the trailer -be removed from the -premises - at the termination of the 4-H program. Some time after that, they did break the group and the Mattituck Club was formed. Basically the reason was the quarters =were too - crowded, and so that club was recognized. Your group, even though we read your letter at the last meeting:, is not recognized 'as a Southold Town group with Town Board acceptance.----Mrs. Lytle stated this is a new organization formed of new people coming into the Peconic-Southold area, and as the 'tbwn enlarges , there are going to be more groups. The new so-called, 'senior-citizens building will not hold large organizations , they will have to have small groups . ----Supervisor Martocchia stated to Mrs . Lytle that she knows how he stands, he would not mind one bit sharing the funds with another group.---Mrs .
