MEETING OD JUNE 129 1956.
The Southold Town Board met at the office of Supervisor Norman E.
Klipp at Greenport, on Tuesday, June 12, 1956. The meeting was called
to order at 1:30 P.M. with the following present: Supervisor Klipp;
Councilmmn Albertson; Justices Tuthill, Clark, Demarest and Edwards ;
Superintendent of Highways Price, Town Attorney Terry and Town Clark
Booth.
Moved by Justice Clark; seconded by Justice Demarest:
RESOLVED: That the minutes of the previous meeting be and hereby are
duly approved as read.
Vote of Town Board : Ayes-Supervisor Klipp; Justices Tuthill, Clark
and Demarest and Councilman Albertson.
Moved by Justice Clark; seconded by Justice Demarest:
RESOLVED: That the regular, monthly meeting of this Board will be held
at the office of Supevvisor Norman E. Klipp at Greenport, on Tuesday,
July 101 1956, at 1:30 P.M.
Vote of Town Board: Ayes-Supervisor Klipp; Councilman Albertson; Justices
Tuthill, Clark and Demarest.
Moved by Justice Clark; seconded by Justice Tuthill:
RESOLVED: That Supervisor Norman E. Klipp be authorized to enter into
a contract with the Village of Greenport for the renewal bo furnish
fire protection to the Greenport East-West Fire Protection District A .
for a term of five years , beginning July 19 1956.
Vote of Town Board: Antes-Supervisor Klipp;Councilman Albertson;
Justices Tuthill, Clark and Edwards .
No- Justice Demarest.
Moved by Justice Edwards; seconded by Justice Demarest:
RESOLVED: That the street lighting contract between the Town of South-
old and the Fishers Island Electric Corporation covering the Fishers
Island Lighting District for a period of five ( 5) years beginning
January 1, 1956 and terminating on December 31, 1960, be and the same
is hereby approved by the Town Board.
Vote of Town Board: Ayes-Supervisor Klipp; Councilman Albertson;
Justices Tuthill, Clark, Demarest and Clark.
Moved by Justice Edwards; seconded by Councilman Albertson;
RESOLVED: That the Southold Town Board approves the action of the
Commissioners of the Fishers Island Ferry District setting the annual
compensation of the manag.er of the District, Wilfred C . Sinclair, at
4800.00 per year, effective as of May 16, 1956.
Vote of Town Board: Ayes-Supervisor Klipp; Councilman Albertson;
Justices Tuthill , Clark, Demarest and Edwards.
Moved by Justice Tuthill; seconded by Justice Clark:
RESOLVED: That Richard Manwaring be and he hereby is appointed Life
Guard at the Southold Town Bathing Beach, he to act in such capacity
seven days a week from 1:00 P.M. to 6:00 P.M. and be it further
RESOLVED: That Richard Manwaring be com pensated for such service at
the rate of $1.45 per hour , and be it further
RESOLVED: That compen sation for such service be made in gegular
monthly payments , he to serve at t easure of the Town Board.
Vote of Town Board: Ayes-Supervisor;) uncilman Albertson; Justices
Tuthill , Clark and Demarest .
Moved by Justice Clark; seconded by Councilman Albertson;
RESOLVED: That Ricard Cowan be and he hereby is appointed assistant
Life Guard at the Southold Town Bathing Beach, he to act in such
capacity Saturdays , Sundays and Holidays from 1:00 P.M. to 6:00 P.M.
and that he be compensated for such service at the rate of $1. 25 per
hour , and be it further
RESOLVED: That compensation for such service be made in regular
monthly payments , he to serve at the pleasure of the Town Board.

the Town Board.

RESOLVED: That the street lighting contract between the Town of
Southold and the Long Island Lighting Company covering the Peconic
Lighting District for a period of one year, beginning with the first
day of July 1956 and terminating on the 30 day of June, 1957, be and
the same is hereby approved by the Town Board:

RESOLVED: That General Bills in the amount of $19,003 .09, Lighting
District Bills in the amount of $1 ,481. 93 , Fishers Island Ferry Dist-
riot Bills in the. a ount of 68,072. 29 be and the smae are hereby
ordered paid.
Voted bf Town Board: Ayes-Supervisor Klipp; Councilman Albertson;
Justices Tuthill , Clark and Demarest.
William Wickham, Esq. appeared before the Board on behalf of the
Mattituck Park District , for approval of a bond issue to Finance
the purchase of the W. R. Gildersleeve property on Peconic Bay
in said district. Mr. Wickham filed with the Board a certified
copy of the resolution of the Commissioners of the Mattituck Park
District, dated May 29, 1956.
At a regular meeting of the Town Board of the Town of Southold, Suffolk
County, New Y rk, held at Greenport in said Town, on the 12th day of
June, 1956, at 1:30 P.M1. Eastern Daylight Saving Time.
The meeting was called to order by Supervisor Norman E. Klipp and the
roll being called , tere were present: Supervisor Norman E. Klipp;
Councilman L §ter: Ni. Albertson; Justices Ralph W. Tuthill, Henry A .
Clark, Louis M. Demarest and E. Perry Edwards . Absent: None.
The Following resolution was offered by Ralph W. Tuthill, who moved
its adoption, seconded by Councilman Lester M. Albertson, to-wit:
BOND RESOLUTION DATED JUNE 121 1956.
A RESOLUTION .AUTHORIZING THE ISSUANCE OF $45,000 SERIAL B014DS OF THE
TOWN OF SOUTHOLD, SUFFOLK COUNTY, NEW YORK, TO PAY A PART OF THE COST
OF THE ACQUISITION OF CERTAIN REAL PROPERTY IN AND FOR THE MATTITUCK
PARK_ DISTRICT IN SAID TOWN.
WHEREAS , the Board of Park Commissioners of the Mattituck Park Histrict
in the Town of Southold, Suffolk County, New York, duly adopted a resr;o
olution on the 25th day of May, 1956, authorizing the acquisition of cert-
ain real property, as therein described, in' and for said Park District,
at a maximum estimated cost, including incidental expenses , of $64,000,
which resolution requests this Town Board to authorize the issuance
of $45,000. serial bonds of laid Town to pay a part of said maximum
estimated cost;
NOW, THEREFORE, BE IT
RESOLVED: by the Town Board of the Town of Southold, Suffolk County,
New York, as follows:
Section 1. For the specific object or purpose of paying a part of the
cost of the acquisition of the real property referred to in the preambles
hereof in and for the.Mattituck Park District in the Town of Southold,
Suffolk County, New Y rk, there are hereby authorized to be issued
$45,000 serial bonds of said Town.

Section 2. The maximum estimated cost of such specific object or purpose,
including incidental expenses , is $46,000, and the plan for the financing
of such maximum estimated cost is as follows:
a) By the issuance and sale of $45,000 serial bonds of said Town herein
authorized; and
b) By the expenditure of $1,000 current funds of said Park District to be
appropriated thereof.
Section 3. It is hereby determined that the period of probable usefulness
of such object or purpose , pursuant to subdivision 21 of parpgraph a of
Section 11.00 of the Local Finance Law, is thirty years , and that the
maximum maturity of the bonds herein authorized will exceed five years .
Section 4. The faith and credit of the Town of Southold, Suffolk County
New York, are hereby irrevocably pledged for the payment of said bonds and
the interest thereon. To pay said bonds and the interest thereon, there
shall annually be levied and assessed against the taxable real property
of said Park District, and collected in the same manner, at the same
time, and by the same officers as the taxes of said 'Town ane levied asseds-
ed and collected, an amount sufficient to pay such principal and in�erest
as the same respectively become due and apyable, but if not paid from
such source, all the :taxable real property within the Town will be sub-
ject to the levy of ad valorem taxes to pay said bonds and interest there-
on without limitation as to rate or amount.
Section 5. Subject to the provisions of the Local Finance Law, the power
to authorize the issuance of and to sell bond anticipation notes in anti-,
cipation of the issuance and sale of ,the serial bonds herein authorized
including renewals , of such notes , is hereby delegated to the Supervisor,
the chief fiscal officer. Such notes shall be 'of such terms , form and
contents , and -shall be sold in such manner as may be presecribed by said
Supervisor, consistent with the provisions of the Local Finance Law.
Section 6. The validity of such bonds may be contested only if:
1. ) Such bonds are au.-horized fou an object or purpose for which the .
Town of Southold is not authorized to expend money, or
2. ) The provisions of law which should be complied with at the date of
publication of this resolution are not substantially complied with,
and an action, suit or proceeding contesting such validity is com-
menced within twenty days after the date of such publication, or
3 . ) Such bonds are authorized in violation of the provisions of the
Constitution.
Section 7. This resolution, which takes effect immediately, shall be
published in full in the Long Island Traveler-Mattituck Watchman, a news-
paper published at Southold, Town of Southold , New York, and in the .
SuffolR Times , published at Greenport , gown of 6outhold, New York, both
papers having a general circulation within the Town of douthold, together
with a notice of the Town Clerk in substantially the form provided in
Section 81.00 of the Local Finance Law.
The question of the adoption of the foregoing resolution was duly put to
a vote on roll call, which resulted as follows:
