MEETING OF JANUARY 10-9 1956.
The Organization meeting and the regular monthly audit meeting of
the Board was held at the 6ffice of Supervisor Norman E. Klipp at
Greenport, on Tuesday, January 10 1956. The meeting was called
to order at 1:3O P.M. with the following present: Supervisor Klipp;
Justices Tuthill, Clark and Demarest; Superintendent of Highways
Price and Town Attorney Terry and Town Clerk Booth.
The Board sat at once as' a committee on audit, to examine claims
against the Town concluding the audit work at 2 o 'clock P.M.

RESOLVED: That the minutes of the previous meeting be and hereby
are duly approved as read.

RESOLVED: That the regular monthly meeting of this Board will be
held at the office of Supervisor Norman E. Klipp at Greenport,

RESOLVED: That the Town Clerk be and he hereby is directed to re-
quest the Long* Island Lighting Company to remove five (5) aerial
street lights from poles # 4409 4439 446,449 and 452, on the
old state highway in the eastern section of the Southold Light-
ing District and relovate the lights to the new state highway
and install one additional aerial street light on Pole #439 as per
L. I.L.C. map, dated December 20, 1955.

certificate with the proper parties ad is required by Section 30,
Subdivision 3 of the Town Law.

This appointment expires on December 31, 1957.

is appointed to -fill the office of Town Trustee until January 1, 1957
and be it further
RESOLVED: That at the next annual election a qualified person shall
be elected to fill the unexpired term of Lyle F. Tuthill, and be it
further
RESOLVED: That this appointment take effect immediately.

pursuant . to Section 6 of Article 111 of the -Constitution and By-Laws
of said Association and . that Justice Henry A. Clark be designated
as Alternate to casi the vote of said Town in the absence of Supervisor
Klipp.

RESOLVED: That the necessary expenses incurred while attending said
meeting is a legal charge against the Town.

WHEREAS, the Town Superintendent of Highways did, on the 6th day of
December, 1955, duly recommend the purchase of certain equipment
pursuant to the provisions of Section 142 of the Highway Law,
NOW, THEREFORE, BE IT RESOLVED: That pursuant to Section 142 of the
Highway Law the Town Superintendent of Highways is hereby authorized
to purchase, in accordance with the provisions dd .Article 5-A of the
General Municipal Law, with the approval of the County Superintendent
of Highways, the following:
One (1) New Caterpillar D-6 Diesel Crawler Tractor, 74" gauge, 75
Drawbar H.P. , with 40 sections of 20" pads , Large fromt Idlers , Five
forward and five reverse speed transmissions Hour meter, Independent
Gasoline starting motor with Electric starter, exclusive OilType -
clutch, and mounted thereon -one New Caterpillar Bulldozer, straight
blade and Caterpillar $64 Hydraulic .Control Unit, including pump,
radiator guard and Canopy Top.
for a maximum price of Fifteen Thousand Four Hundred Fifty-five
Dollars ($1 5,455.00) , delivered at Peconic, N.Y.. and to be
delivered on or about March 1, 1956.
The Town Superintendent of Highways is hereby authorized, subject to
the approval of the County Superintendent of Highways, to surrender to
the vendor
One Allis-Charmers Diesel Tractor Bulldozer
as part payment for the above equipment to be purchased.
The terms of payment will be as follows:
Trade-in allowance--------------- $3,190.00
Check drawn on Machinery Fund---- 12 26 .00
Total 159455.05
A contract of purchase for the &tem purchased shall be duly executed
between the Town Superintendent of Highways and such vendor , and when
duly approved by the County Supt. of Highways , it shall become egfective.
When such contract has been duly executed and approved, the Supervisor
is authorized to complete such purchase upon delivery of theitem pur-
chased in accordance with the terms of such resolution and such contract,
and to pay the above amount specified to be paid by check drawn on the
Machinery Fund for $12,265.00

deemed it advisable to enter. into a contract with the , Sishers Island
Farms, Fishers Island, .N.Y: , for the purpose of U. S. Mail transfer
and haulage from the Fort H. G. Wright Dock and the Fishers Island
Post Office in the amount of $100.00 per month, now, therefore, be it
RESOLVED: That the Town Board of the Town of Southold approves this
action of the Commissioners of the Fishers Island Ferry District.

transfer and haulage from the U. S. Post Office and Railroad Depot
and Government Dock, ' foot of John Street, New London, Connecticut,
in the amount of $45.00. per month, now, therefore, be it .
RESOLVED: That the .Town Board of. the Tan of Southold approves . this
action of the Commissioners of the Fishers Island Ferry- District.

deem it advisable to enter into a contract with Johnson and. Williams ,
Accountants and Auditors , with offices at 18 Broad Street, New' London,
Connecticut, for services from January 1, 19567 to December 31, 1956,
both dates .inclusive, in the amount of $45.00 per day for services
rendered examining accounts, in -the office of Johnson & Williams
and $50.00 per day for services rendered examining accounts in the
office of the Fishers Island Ferry District at Fishers Island, New
York, now therefore be. it
RESOLVED: That the ToRn Board. of the Town of Southold approves the action
of the Commissioners of the Fishers Island Ferry District.

RESOLVED: That the Southold Town Board approves the action of the
Commissioners . of the Fishers Island Ferry District on entering into
a license contract with. the Department 'of United States Army for a
certain parcel of land fronting 'on Silver Eel Cove approximately
425' by 12511 together with Buildings No 's 50 and T397 located
at Fort H. G. Wright,Fishers Island, New York, and including the non-
exclusive use of certain access roads , all as shown in red on Exhibit
A , which is a map showing Silver Eel Cove and vicinity attached to
and mdde part of •the' license contract for a period. of one year be-
ginning October 1? 1955, and ending September -30, 1956,
both dates inclusive , in . the amount of One Dollar ($1.00) per -year,
payable in advance.

WHEREAS, Under date of January 12, 19539 the Board of Commissioners .
of the Fishers Island Ferry District passed a resolution approved by
the Town Board January 20, 1953, granting -the Purser, Ernest J. Bowles,
an annual increment of $100.00 effective January 15, 1953 and annually
thereafter until maximum salary of $3300.00 is reached, and
WHEREAS, Ernest J. Bowles has attained the maximum annual compensation
of $3300.00 and
WHEREAS, The Board of Commissioners of the Hishers .Island Ferry District
have unanimously agreed to amend this resolution of January 12 1953,
and have agreed to grant. Ernest Bowles an annual increment of 4100.00
per year and annually thereafter until a maximum salary of $3600.00
is reached, and further agreed that this action shall become effective
January 15, 1956, now therefore be it
RESOLVED: That the Town Board of the Twon of .Southold approves the action
of the Commissioners of the Fishers Island Ferry District.

Town Board shall direct, now therefore be it
RESOLVED, That RAYMOND W. TERRY, be and hereby is designated to
hold the office of Chairman of the Town Board of .Addessor.s until
the first day of January next secceeding such designation all in

WHEREAS, Section 62 of the . Town Law requires that every. Town Board
shall meet on or after the 28th day of December, but not later than
the 31st day of December, in each year and
WHEREAS, Thetecis no other time specified by law when meetings of
the Town Board of a Second Class Town should be held, now therefore
be it
RESOLVED: That the Supervisor be and hereby is empowered to call
all meetings of the Town Board as may be required for the best
interest of the Town, and be it further
RESOLVED: That the Supervisor designate Tuesday as the day of the
week for calling such meetings , and be it further
RESOLVED: That each member of the Town Board be given at least 2
days notice in advance of such meeting, "notice to contain the 'time
and place where such meeting is-- to ,be held.

RESOLVED: 'That the Assessors of the Town of Southold who use their
own automobiles in the performance of their duties for tho ,Town will
be compensated for . the. use of such automobiles in an amount not to
exceed Eight .Cents ($.08) per mile.

RESOLVED: That the Suffolk Times, Greenport , New Y_rk, and the Long
Island Traveler-Mattituck Watchman, Southold, New 'York, be and hereby
are designated as the offic&al newspaper to publish the notice of the
Receiver of Taxes that he is in receipt of such tax and assessment
roll and warrants , and that the - taxes and assessments therein may be
paid th the Receiver at the times and places and with penalty other
than his principal office when and where he will attend for the receipt
of. taxes and assessments in accordance with Section 22 of the Suffolk
County Tax .Act.

Within sixty (.60) days after the close of the fiscal year the Treasurer
of each Fire District shall file in the d6fice of .the Town Olerk
and the State .Comptroller a, financial statement setting forth -in
detail the receipts and expenditures of. the Fire District fortthe
previous fiscal year. (Section 181 of the Town Law) .
On or before the 1.5th day of January in each year the Commissioners
of each Improvement District shall file with the Town Clerk a .
financial report- for the preceding year. (Section 215, Subdivision 9,
of the Town Law) .
The Town Clerk should advise the Town Board as to exidting contracts,
for lighting, garbage collection, , fire protection, water supply, and ,
also leases of any property, rented by the Town, and s.pe.cify the ,date .:
of expiration of such cont,r.acts . (Section 64 Subdivision 2 and 19,
Section 183 , 191+ and 198, . Subdivision 6, 7, A and 9 of the. Town Law) .
The Town Clerk should supply to the Executive Secretary of the -
Assoc-iation of-Towns at the Hotel Ten Eyck, Albany, New York, a correct
list of the names and addresses of all Town Officials an.,,' the Supervisor
should advise the members that he, .the Town Clerk, Justices of the
Peace, Superintendent of Highways , Assessors , Welfare Officer, and the
Town Attorney will receive copies of meetings , bulletins , issued by the
Town and County Officers Training School on subjects of interest and
-importance' to various officers.
