RESOLVED that the Southold Town Board approves. the ,action_, of. the
Fishers- Island Ferry ,District in awarding the .contract , for hauling
the.,M/V Olinda. and doing the necessary work thereon- to Thames,
Shipyard, the lowest bidder, at .$4, 998.00. (Newport Shppyc7rd _

Fishers Island Ferry District in advertising forbids for_ the
hauling and necessary repair. of the M/V Mystic Isle.

Moved by Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that the Town Board accept the bid of Freeport Marine
in the amount of $3 , 600. 00 for two engines for the police boat,
and it is further
RESOLVED that this bid was the only one that met the specifications.

WHEREAS the Board reported that the lowest responsible bidder for
the 4-wheel drive jeep or equal was Greenport Ford-Mercury 6tr$a;.559.62

RESOLVED that Albert Martocchia, Supervisor , be and he hereby is
directed to enter into a contract with Greenport Ford-Mercury for
the purchase of said 4-wheel drive vehicle, as- advertised in the bid,
for use by the Bay Constable.

Moored by Councilman Rich, seconded by Councilman Homan,
WHEREAS Southold Fire Department has requested the use of part of
Bayview Road, Lower Road, Ackerly Pond Lane, Jockey Creek Drive
to form a parade to the Fire House; and part of Boisseau Avenue,
near the railroad tracks to disband a parade. In addition it is
requested that permission be granted to use the driveways and
parking area with the grounds of the Southold Fire House to conduct
the drill. The drill to start upon completion of the parade.
The . Southold Fire Department is holding their Fourth Annual Parade
and Tournament on July 6 , 1974 at 6 :00 P.M. (in the event of rain,
it will beheld July 7th, 1974 at 4:00 P.M. , it is therefore
RESOLVED that said request be granted to the Southold Fire Department.

and Surety Company in the name of George Mellas, Receiver of Taxes,
Town of Southold in the sum of $100, 000.00 be and- the same is
hereby approved. as to form, . manner. of execution. and sufficiency of
sureties therein.

to locate a single trailer on her property at private road, Mattituck,
New York, be and hereby is granted for a period of six (6) months.

Planning Board have prepared official reports and .recommendations
on the application of Isadore P. Krupski for a change of zone
from: ,"A" Residential and. Agricultural District to "B-1". General
Business District,
NOW, THEREFORE, BE IT RESOLVED that a public hearing will be held
by the Southold Town Board at Greenport, New York, . 16 South Street,
on January 22, 1974 at 7 :30 P.M. , on the abovementioned petition, and
that the Town Clerk be and he hereby is authorized and directed to
cause notice of said hearing to be published in the official newspaper
pursuant .to the. requirements of .law..,

investigation, duly made findings and determinations as required
by law,
NOW; THEREFORE, BE IT RESOLVED that the Supervisor be and he -
hereby is authorized and 'directed to execute on behalf of the
Town Board, the findings and determinations required by law, and
it is further
RESOLVED that the Town Clerk be and he hereby is directed to issue
an Amended Bingo License to the Greenport American Legion - Burton
Potter Post #185.

is authorized and directed to execute on behalf of the Town Board,

RESOLVED that General bills in the amount of $14,444.. 90;. Fishers
Island Ferry District bills in the amount of .$65, 803. 20* Highway
bills in the amount .of._$7 , 963. 09, and Lighting District bills. in
the amount of $5, 245.81 .be and the same are hereby ordered paid.

(*Bill in the amount of $51, 512.63 by Thames Shipyard and Repair
against the .Fishers Island Ferry District for engines for the M/V

was found- the engines had been installed and the boat is in operation. )

WHEREAS a petition was .received from William Wickham requesting
a::change of . zone on certain property:,at Arshamomaque,. near
Greenport, said petition for a change of zone from "A" Residential
and Agricultural District to "B" Light Business District,
NOW, THEREFORE, . BE IT RESOLVED that the Town_-:Clerk_of the' Town of
Southold .be and. he _hereby. is directed to transmit this application
to the Planning Board in accordance with Article XVI, Section 1600
of the Building Zone Ordinance of the Town of Southold.

adoption of a fifty miles per hour maximum-speed.. limit,. and-.
WHEREAS Governor Rockefeller has requested the State and its
municipalities to. copperate-in lowering the maximum. speed. limit
to fifty miles -per hour,
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of
Southold hereby requests the Department - of --Transportation to reduce
the maximum speed limit for: all town roads,: not having a speed limit
lower than fifty miles per hour, to fifty miles ,per hour.

WHEREAS a petition was received from Richard C. Wilton and John C.
Clanton requesting a change of zone on certain property at Greenport,
New York, said petition for a change of zone from ".A" Residential
and .Agricultural District to "M-l" General Multiple Residence District
and "A" Residential and Agricultural District to "B" Light Business
District,
NOW, THEREFORE, BE IT RESOLVED that the Town Clerk of the Town of
Southold be and he hereby is directed to . transmit this application
to the Planning Board in accordance with Article XVI, Section 1600
of the Building Zone Ordinance of the Town of Southold.

RESOLVED that Supervisor Albert M. Martocchia be and he hereby is
authorized to engage Terrance Kissman as director for youth
activities and director of the narcotic coulcil effective Januaryl,
1974, at a salary of $13 , 500. 00 to be paid in semi-monthly payments.
Such appointment shall be held at the pleasure of the Town Board.,
and as long as funds are . available from the County grant.

The following requests and reports were ,handled as follows :
An interim report was received from Philip -Kenter on the CATV contract
study.
A letter was received from Frederick P. Wiedersum„archi.tect for
the proposed new Town Hall, requesting that the Town Board move
forward on the town hall project, as costs are rising rapidly.
The option check on the Donahue property was returned to the Town
Board as the option could not be consumated.
A letter was received from Gary F. Olsen relative to "Laurelwood"
subdivision. Additional information is needed and the Higay
Committee will study same.
A letter was received from Edward Bage Re; "S1.Q#ehtesLA.nsuhd&&irsi6n.
More study is needed before the bond can be released.

Letter from John Wickham relative to "Elijah's LaneEStates" is being
held for study by the Highway Committee.
With reference to a letter from A. I. Messinger Assoc. about C.P.F.
Land Corp. , the matter will go to the Planning Board for -a. .
discussion and they will be asked to abandon the entire subdivision.
In repoly to request of Walter K. Butterfield for funds for the Boy
Scourts, it is the opinion of the Town Board that the sponsoring
organization should bake care of the obligation.
A letter from Jody Adams relative to the animal shelter was
referred to the committee for the new shelter.
A letter from Robert Sturdy relative to dredging was referred to
Councilman Homan for study and recommendation.

In reply to a request from Mrs. Margaret Bush re: a ski trip for
youth, the 'Board cannot go along with such a request at this time.
As to a request from Custer Institute for assistance, the Board will
consider it if possible within the year and try to help them.
With reference to a letter from Lawrence Tuthill regarding feels,
the Board referred the matter to the Planning Board for consideration.
A letter from Kennedy Associates relative to beach problems at
Fleets Neck is being studied.'
Mr. Samuel Market spoke to the Board about the chain link fence
at the Rath property on Bayview Road, Southold. - He also mentioned
the insufficient setbacks of the confort stations at Kenneys Beach. -
Mr. Market brought up for discussion the use of beach buggies on
Towibeachesw,hich are causing erosion. - He also asked the Town Board
how soon they would be in progress with the Town Hall.
Mrs. Jean H. Tiedke read the following letter to the Board:
"To the Southold Town Board
From the League of Women Voters of Riverhead-Southold
Memon on zoning revision
Having . attended .mapy Planning Board meetings and studied the
question of town planning for a long period, we have a suggestion
for your consideration:
We think that a revision. of the Town 's zoning ordinance to
include the following concept would be very useful--
Within the one house-one acre zoning for AR land, multiple
housing could be included as one alternative : . .
for example - on 100 acres, 80 houses on acre lots - "normal"
100 acres, 80 houses on 1/2 acre lots - cluster
100 acres, '80 units on one half of the total piece
(minus roads) . .cluster
Thus a builder could have 20 buildings with 4 units per building,
or 10 buildings with 8 units
or 4 buildings with 20 units
or variations thereon, such. as some multiple units
and some single houses.
This serves the purposes of maintaining open space, providing
multiple housing for those who may wish it, cuts down on roads and
utilities, provides more variety of housing.
We would appreciate your comments on this suggestion.

Mrs. Tiedke also asked for information as to whether it is permissible
to' dig a hole for a foundation before acquiring a building permit.
She was advised the building permit covered the building only.
-- Mrs. Tiedke also stated the road should be properly marked on
the curve leading to the bridge at Laughing Water.
