The meet- ing was called to order at 1:30 P.M. with .the following present: Supervisor Klipp; Justices Tuthill Albertson, 01ark and Demar- est; Superintendent of Highways Price and Town Attorney Terry. The Town Clerk being absent, Justice Albertson was appointed Acting Town Clerk. Moved by Justice Clark; seconded by Justice Demarest: RESOLVED: That the minutes of the meeting of March 8th be and hereby are duly approved as read. Vote of Town uoard: Ayes-Supervisor Klipp; Justices Tuthill, Albertson,EClark and Demarest. Moved by Justice Albertson; seconded by Justice Tuthill: RESOLVED: That the minutes of the meeting of March 15th be and hereby are duly approved as .read. Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill, Albertson, Clark and Demarest. Moved by Justice Tuthill; seconded by Justice. Albertson: RESOLVED: That the regular monthly audit meeting of this Board will be held at the office of Supervisor Norman E. Klipp at Greenport, on Tuesday, April 12, 1955, at 1:30 P.M. Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill, Albertson, Clark and Demarest. Moved by Justice Clark; seconded by Justice Tuthill: WHEREAS, the Town Board has approved the highways known as MADISON STREET and WILMARTH AVENUE EXTENSION, now therefore be it RESOLVED: That inasmuch as the required dedication and deeds for twenty-five (25) foot drainage area having been received, map of same duly filed and the necessary papers signed, the Town Board take over and maintain as public highways, MADISON STREET and WILMARTH AVENUE EXTENSION, situate noftth of the Village of Greenport, in the Town of Southold, County of Suff- olk, State of New York. Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill, Albertson, Clark and Demarest and Superintendent of Highways Price. Moved by Justice Demarest; seconded by- Justice Tuthill: WHEREAS,' a resolution was duly adopted by the Town Board on November 16, 1951+9 that no more highways be accepted by, the Board until January 1, 1955, when new highway specifications will be completed (excepting those highways which were then 1 under consideration and had been given- tentative approval) now therefore be it RESOLVED: That (excepting as otherwise provided) effective as of January 1 1955 all persons dedicating real property to the Town of huthoid for highway purposes, shall abide by the following 'specifications, adopted by the South®ld Town Board on March 22, 1955, supersedes all other highway spec- ifications. Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill, Albertson, Clark and Demarest- and Superintendent of Highways Price. HIGHWAY .SPEC IFICATIONS.. Town of Southold 1. Any person or persons, desibing to. dedicate real estate to the Town of 'Southold for Highway purposes must execute and submit to the Town Board the following: a. A duly acknowledged dedication and release. b. proposed consent of- the Town Board. c. Proposed order 'of the Superintendent. d. A survey map of the property. e. An A ttorney's certificate of title and an abstract of title certified to the Town Beard by an Attorney or a $2000. title policy issued in the n_ame . of the Town of Southold. f. A bargain and sale Ideed with covenant against grantor's acts in the proper form for recording in the County Clerk's Office, together with the recording fees. The foregoing six documents shall be fastened together in , one folder and the dedication and release shall include the signatures of all fee -owners, easementsowners , mortgages, and so forth, and the Attorney's certificate shall certify ,to such. All proposed highways shall be properly surveyed, monumented with concrete monuments - on all points , curves and intersections, with maps'` show&ng a profile at an appropriate scale, cross-section of highway, name of highway, name of all adjacent owners if any, drainage rights of way or leaching areas ,- width and length of highway, scale of map shall not be more than 1" to 200' . '.An add- itional survey map of the property, other than the one in the . Molder shall also be submitted. 2. All highways accepted by the Town as Town Highways must �\ be at least 50 feet in width; such width hereinafter known as the bounds of the highway. 4. All highways terminating at the water shall be a width of -not less than 100' fpr a distance of 100' back from the mean high water mark. All highways 'on water front property must have the same access to the water as above required. 5. . All dead�,4end highways must have a, width of not less than 100' for a distance of 100' back from the. dead-end to provide for a turnaround all of which must be free .from trees, bushes and stumps. 6. The name of such highways may be chosen. by the owner or owners of property dedication such highways bytt the name of such high- ways shall be subject to the approval of the Town Board. 7. A width of 30' shall be hereinafter known as. the highway area from which all trees , brush, rocks and stumps shall be thorough- ly cleared and all such material shall be removed from the bounds of the highway. 8. The purtion known as the highway area shall be plowed, disc- harrowed, rolled and graded to a uniform surface to the long- itudinal grade as shown on the final map. 9. WheEe the surface is sandy, either naturally or by virtue .of grading to the elevations established, loam free from all veg- etable matter shall be used for a depth of six, inches below the finished grade on the road section. C 8 1, 10. Where cuts and fills are necessary in order to bring the highway to' the proper grade and cross sections , the cut or fill shall meet the abutting surface with a 1 on 2 slope. Where the slope or fill extends beyond the fifty feet, the necessary releases., easements or deeds must be- obtained from the property owner or owners. 11. Where necessary, construct storm sewers or leashing basins or lea)kching aregs , and where necessary to prevent undue washouts, in the road area from rain storms , curbs and gutters as approved by the Superintendent of Highways shall be.. constructed. 12. After. the roads have been properly graded, rolled and shaped to the approval of the Superintendent bf Highways, an application of one half gallon of SC-1 (Bituminous Cut Back) per square yard shall -be applied to the twenty foot section in the center of the highway area. After the oiling ,has been completed, all oil- shall be covered with sufficient sand to absorb all excess oil. Within two months, and not less than one month, after the first application, the road section shall be rolled and properly pre- pared to receive a second application .df one half gallon of EIC-1 (Bituminous Cut Back) per square yard with sufficient sand to absorb the excess oil. In case of dry weather, the subgrade must be wet down before the oil is applied. 13. On both sides of the oiled surface or section of the Highway area , there shall be a five foot shoulder which has -been. graded, shaped, rolled and free 'from all debris of all kind. : 14. Before any such highway .can be maintained by the Town, there must be and exist an assessed valuation of real property, in- cluding both sides of the highway, . of not less than $20,000.00 per mile or proportioned at that rate if more"or less than a mile. 15. Where it is necessary to have a drainage area beyond the fifty foot bounds of the highways, such area must be deeded to the Tows, the same as the highway with all easements thereto. 16. Sidewalks shall be a standard. four foot width, four inches thick except in driveways where they must be not less than six inches. thick. All curbs and gutters to be built to standard forms as may be directed by the Superintendent of Highways. On existing Town Highways the Town will furnish the necessary engineering, grading, fill, sand, gravel and labor; the property owner or owners to furnish the necessary cement as directed by the Superintendent of Highways., The amount of sidewalk c6nstruction throughout the Town will be governed by the budget appropriation., 17. Whenever in the opinion of the Superintendent of Highways he feels that for the best interest of the Town, alterations or modifications should be made to the above specifications , rules and regulations , such alterations or modifications may be made on the recommendation of the Superintendent of High- ways to tnd with the approval of the Town Board. Klipp, Supervisor, be and herhereby is authorized to advertise for sealed proposals for the oper- ation of the Southold sown Beach, Arshamomaque , Town of South- old, New York, and the concession stand thereon, for the term of five years commencing on May 311' 1955, and ending on October 1, 1959. Vote of Town Board: Ayes-Supervisor Klipp; .Justices .Tuthil;, Albertson, Clark and Demarest. Moved .by Justice Tuthill; seconded by Justice Demarest: RESOLVED: That on the recommendation of Harold Price, Town Superintendent of Highways in the G4%4&14 of Southold, the Southold Town Board does hereby approve the recommendation to purchase one 1955 international Dump Truck according to specifications. Vote of Town Board: .Ayes-Supervisor Klipp; Justices Tuthill, Albertson, Clark and Demarest; and Superintendent of Highways Price. Moved by Justice Dearest; seconded by Justice Tuthill: RESOLVED: That on the recommendation of Harold Price , Town Superintendent of Highways, the Southold flown Board does hereby approve the recommendation ,to purchase of one 1955 two-ton Dump Truck, according to . specifications, to be used on Town Highways at Fishers Island. Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill, Albertson, Clark and Demarest and Superintendent of Highways Price. Moved by Justice Demarest; seconded by Justice Tuthill: RESOLVED: that on the recommendation of Harold' Price, Town Superintendent of Highwaysq the Southold Town Board does hereby approve the recommendation to purchase a one half or three quarter Crawler type Crane with Drag Line Bucket complete. Vote of Town Board: Ayes-Supervisor Klipp; Justice Tuthill, Albertson, Clark and Demarest. , and Superintendent of Highways Price. Adjournment was at 5:45 P.M. Ralph P. Booth Town Clerk
