MEz"STING OF MARCH 8, 1955.
The Southold Town Board met at the office of Supervisor Norman
E. Klipp at Greenport, on Tuesday, March 8, 1955. The meeting
was called to order at 1:30 P.M. with the following present:
Supervisor Klipp; Justices Tuthill, Albertson' Calrk and Demarest;
Superintendent of Highways Price; Town Attorney Terry and Town
Clerk Booth.
The Board sat at once as a committee on Audit to examine claims
against the Town, concluding the Audit work at 2 o'clock P.M.
Moved by Justice Albertson; seconded by Justice Clark:
RESOLVED: That the minutes of the previous meeting be and hereby
are duly approved as .corrected.
Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill,
Albertson, Clark and Demarest.
Moved -by Justice Tuthill; seconded by Justice Demarest:
RESOLVED: That the regular monthly meeting of this Board will
be held at the office of Supervisor Norman E. Klipp at Greenport,
on Tuesday, March 22 1955, at 1:30 P.M.

John Wickham and Harold R. Reeve, Sr. , appeared before the
Board, having been approached to act on the zoning commission.
They were desirous of obtaining some knowledge on zoning before
they would accept such appointment. . Supervisor Klipp explained
the zoning problem to them.
J'. M. Johnson appeardd before the Board stating that several
inches of water stood on a private road in the Greenport Homes
developement of which he is the owner. He wanted to know if
the Town could do something to correct the situation. The
Supervisor explained to him tha the Superintendent of High-
ways has no authority to take his highway equipment on private
property. Mr. Price suggested to him if he would clear debris
from the drainage grate, it might correct the situation.
George M. Percy, Jr. , Esq appeared before the Board represent-
ing the Southold-Peconie Civic Association and requested the
Town Board to amend the House Trailer Camp Ordinance so as to
bring Labor Camps within the jur;Adiction of the House Trailer
Camp Ordinance. The Supervisor stated he would call a ppecial
meeting of the Board to consider the amendment to the Ordinance.
Harold Tuthill appeared before the Baord representing his son
Kenneth stating that during a rain storm the water flows on
Youngs Ave. from the North and from the South, then overflows
to the East onto Kenneth Tuthill's farm land which causes
damage to his farm crops and suggested that the Town purchase
a parcel of land 50 byl 50 feet of Kenneth Tuthill for drainage
purposes.
Moved by Justice Albertson; seconded by Justice Tuthill:
RESOLVED: That Norman E. Klipp, Supervisor of the Town of
Southold, be and hereby is authorized to contradt for and
purchase from Kenneth L. Tuthill a parcel of land 50 by 150
feet for the sum of Seven Huhdred and Fifty Dollars ($750.00)
to be used for a leaching basin, and the Supervisor was further
instructed to ask the County of Suffolk to share the cost.

Albertson, Clark and Dmmarest.

WHEREAS; it is the opinion of the Department of Audit and Control
that the Superintendent of Highways should have Town Board approval
by resolution of all purchases. f' rm. the 'Machinery Fund ..
NOW, THEREFORE, BE IT RESOLVED:' ,hat the -Superintendent oP. High-
ways of the Town of Southold be and he hereby is authorized to
purchase any piece of equipment or any part thereof ,at a cost not
to exceed One Thousand Dollars ($1,000Q00) from March 1, 1955 to
January 1, 1956.

Albertson, Clark and Demarest.
The following Bonds were presented to the Town Board for its
approval:

on behalf of Otto L. Anrig, be' and the same is hereby approved

surety therein.

RESOLVED: That Bond No. SM177990, issued by the American Motorists
Insurance Company, in the sum of Five Hundred Dollars ($500.00)
on. behalf of He Y. King, be and the same is hereby approved
as to its form, sum, manner' of execution and sufficiency of
surety therein.

RESOLVED: -'That Bond No. SM177991, iedued by the American
Motorists Insurance company, in the sum of Five Hundred Dollars
4500.00) on behalf of Janes f. Kelly, be and the same is hereby
approved as to . its form, sum, manner of execution' and sufficiency
of surety therein.

RESOLVED: That the Police Report forlhe month of February.-be
accepted by the Town Board and placed on- file.

Albertson, Clark and Demarest.
At 2 o'clock P.M. in accordance with a notice published according
to law, bids were opened for proposals to construct 'a dog kennel
at the Southold Town Dump in accordance with plans and specifi-
cations. .
The following bids were submitted:
Harold R. Reeve & Sons $1,640.00
George W. Smith & Sons 19749.00
Moved by Justice Clark; seconded by Justice Tuthill:
WHEREAS, the lowest bid was submitted by Harold R. Reeve , &. Sons,
therefore be it
RESOLVED: That Norman E. Klipp; Supervisor, be authorized to enter
into a contract with Harold R. Reeve & Sons for the construction
of a dog kennel at'. the Southold Town Dump, in accordance with
plans and specificaton for a total price of One Thousand Six
Hundred and Forty Dollars ($1,640.00) .

BE IT RESOLVED this 8th day of March, 1955, by the Town of
Southold, Suffolk County, New York, as follows:
Section 1. That, pursuant to the provisions of Subdivision 2
of Paragraph a and Paragraph a of Section. 29 and Section 108
of the Local Finance Law, Section 93 of the Social Welfare Law
and Section 114 of the Town Law, for the purpose of paying the
cost of home relief expenditures for which insufficient provision
was made in the annual budget for the year, 1955, there is here-
by appropriated as a supplemental appropoiation_ for home relief
the sum" of $5,000.00 and there is hereby authorized to be issued
a budget note of the Town of Southod in the principal amount of
$5,000.00 which is the maximum cost of such object or purpose,
which note shall mature on March 8th, 1956.
Section 2. That, except as herein specifically prescribed, said
note shall be of the date, terms , form, contents and place of
payment, and at a rate of interest not exceeding three per centum
per annum, as may be determined by the Town Supevisor , consistant,
however' with the provisions of said Local Finance Law of the
, State of New Yorks and shall be executed in the name of the
-Town of Southold by its Supervisor and the seal of said Town
shall be attached thereto.
Section 3. That said note shall be sold at private sale by the
Town Supervisor at a price of not less than par value and accrued
interest, if any, and upon due execution and sale of said note
the same shall, 'be delivered to the purchaser upon payment by
him to the Town Supervisor of the purchase price in cash; and
., the receipt of such Supervisor .shall be a full acquittance to
such purchaser who shall not be obliged to see to the application
of the purchase money.
Section 4. The full faith and credit of the Town of Southold,
New York are pledged to the punctual payment of principal and
interest on said note.
Section 5. This resolution shall take effect immediately.
