MEETING OF JANUARY 4, 1955
The Organization meeting of the Southold Town Board was held
at the office of Supervisor Norman E. Klipp at Greenport, on
Tuesday, January 4, 1955. The meeting was called to order at
1:30 P.M. with ,the following present:, Supervisor Klipp; Justices
Tuthill, Albertson, Clark and Demarest; Superintendent of High-
ways Price, Town Attorney Terry and Town Clerk Booth.
Moved by Justice Clark; seconded by Justice Albertson: '
RESOLVED:. That the minutes of the previous meeting be and hereby
are duly approved as read.
Vote of Town Board-. Ayes-Supervisor Klipp; Justices Tuthill,
Albertson, Clark and Demarest.

RESOLVED: That the .regular monthly audit meeting of this Board
will :qneet at the office of Supervsmsor Norman E, Klipp, at Green-
port , on Tuesday, January 11, 1955, at 1:30 P.M T

RESOLVED:, That the Police Report for the rmnth of December be
accepted by the Town Board and placed on file.

The Supervisor read a letter from Mrs. Eloise Bowden requesting
four weeks vacation through the month of February.

RESOLVED: ;, That the Town Board does hereby grant Mrs . Eloise
Bowden four, weeks vacation as requested, starting as of February
11 1955 through February 14th with pay and a leave of absence
be granted Mrs . Bowden from' February 15 through February 28
without pay.

RESOLVED: That Rensselaer G. Terry, Jr. , Town .Attorney, for the
Town of Southold, be and he- hereby is authoriz.ed.. to obtain such
legal assistance and incur° such expenses as he may deem necessary
in the forthcoming action of. John A. Harvey versus Town of
Southold, etal.

A meeting. of the Southold Town Board will be held at the
Southold Town Dump, at Cutchggwf,. On Tuesday, January 18, 1955
at 1:39 R.M. The purpose of this meeting is to discuss with
Frank McBride the storm damage done at the Towa.. Dump during the
hurricanes this past summer.

RERSOLVED:, That Supervisor Norman E. Klipp be authorized to advert-
ise for sealed proposals to furnish the Town of Southold two (2)
2-door sedan standard model automobiles , According to specific-
ations for use as P olice Cars, said proposals will be opened
at the office of the Supervisor at Greenport, at 2 o 'clock P.M.
on January 25, 1955.

WHEREAS , It is required by Section 27, Subdivision 1 of the Town

WHEREAS , It is required by Section 67, Subdivision 1 of the Social
Welffare Law, that the Town Board shall appoint a Public Welffare Officer
or authorize the Supervisor of the Town to act as such official,
now therefore be it
RESOLVED, That Norman E. Klipp, Supervisor , be and he hereby is
authorized to act as Public Welfare Officer at the pleasure of the
Town Board and be it. further
RESOLVED, that Norman E . Klipp, serve in such capacity without com-
pensation, and be it further
RESOLVED, That the Town Clerk be instructed to file such certificate
with the proper parties as is required by Section 30, Subdivision 39
of the Town Law.

WHEREAS , It is required by Section 148 of the Education Law that
a local Historian shall be appointed by the Supervisor of a Town, and
WHEREAS , The Supervisor has appointed �-dayland Jefferson to act as
Town Historian now, therefore , be it
RESOLVED: That Wayland Jefferson be compensated while acting in such
capacity in the amount of Four Hundred Forty Dollars ($440.00) per
year, payable in regular monthly payments , and be it further
RESOLVED: That the expenses incurred per year by the Town Historian
in the performance of his duties be paid by the Town in an amount
not to exceed One Hundred Fifty Dollars (3$L*x ($150.00) per year ,
and be it further
RESOLVED: That the Town Clerk be instructed to file such certificate
with the proper parties as is required by Section 30, Subdivision 39
of the Town Law.

WHEREAS , it is required under Section 303 of the Multiple Resident
Law that a Building Inspector be appointed, now therefore be it
RESOLVED, That Edwin S. Conklin be and hereby is appointed Building
Inspector for the Town of Southold until January 1, 1956 , and be
it further
RESOLVED, That Edwin S. Conklin be compensated for such services
in the sum of Thirteen Hundred Twenty Dollars ($1,320.00) per year,
payable in -regular monthly payments , and be it further
RESOLVED, That this appointment take effect as of January 1, 19559
and be it further
RESOLVED, That the Town Clerk be instructed to file such certificate
with the proper parties as is required by Section 309 subdivision
3 , of the Town Law.

3 , of the Town Law.

WHEREAS, Section 22 b of the Town Law allows the Town Board of any
Town having more than one assessor to establish the office of Chair-
man of Town Assessors who in addition to his regular duties shall
perform such services in connection with assessment and taxation of
property for state, county and town purposes , as the Town Board shall
direct , now therefore be it
RESOLVED , That RAYMOND W. TERRY, be and hereby is designated to hold
the office of Chairman of the Town Board of Assessors until the
first day of _January next succeeding such designation all in accor—
dance with 22b of the Town Law, and be it further
RESOLVED, That compensation for such appointment be fixed at
$1,000-.00 per year, payable in regular monthly- payments. '

except Police which becomes effective January 8, 1955. -

WHEREAS , Section 64 of the Town Law requires the Town Board to
designate by resolution banks of this State in which the Supervisor
or any other officer of the Town shall deposit all monies coming-
into their hands by virtue of their offices , and
WHEREAS ,The Town Board may require any Bank so designated .to deposit
with such Board the Bonds orCertificates of the United States of the •
Stake/bf 'New York or any County, Town, City, Village or. School .Dist -
rict of the State of New York as security for such funds, so deposited
but such bonds or. certificates shall be subject to the approval 'of ' ,
the Town Board and shall be deposited in such place and held
under such conditions as the Town Board may determine , now therefore ,
be it
RESOLVED That the following banks of the Town be and hereby are
designated as depositories for all monies of the Town, and be it
further

WHEREAS , Section 62 of the Town Law requires that every ' own Board
shall meet on or after the 28th day of December, but not later than
the 31st day of December , in each year, and
WHEREAS , There is no other time specified by law when meetings of the
Town Board of ,a Second Class Town should be held, now therefore be it
RESOLVED, That the Supervisor be and hereby is empowered to call all
meetings of the Town Board as may be required for the best interest
of the Town, and be it further
RESOLVED, That the Supervisor designate Tuesday as the day of the
week for calling such meetings , and be it further
RESOLVED, That each member of the Town Board be given at least 2
days notice in advance of such meeting, notice to contain the time and
place where such meeting is to be held.

Moved by Justice Tuthill; seconded by Justice Demarest;
RESOLVED, That the Assessors of the Town of Southold who use their
own automobiles in the performance of their duties for the Town will
be compensated for the use of such automobiles in an amount not to
exceed Eight Cents ($.08¢) per mile.

RESOLVED, That the Suffolk Times , Greenport, New York, and the Long
Island Traveler-Mattituck Watchman, Southold, New York, be and hereby
are designated as the official newspapers to publish the notice
of the Receiver of Taxes that he is in receipt of such tax and assess-
ment roll and warrants , and that the taxes and assessment therein
may be paid to the Receiver at the times and with penalty other
than his principal office when and where he will attend for the receipt
of taxes and assessments in accordance with Section 22 of the. Suffolk
County Tax Act.

Highways, the salaries of the employees of the Town Highway Depart-
ment be increased 10% per hour as per the following schedule,
effective as of January 3 , 1955.

Within sixty (60) days after the close of the fiscal year. the .
Treasurer of each Fire District 'sh all file irf the office of .the
Town Clerk and the State Comptroller a. financial statement setting
forth in detail the receipts and expenditures of the Fire District
for the previous fiscal year . (Section 181 of the Town Law) .
On or before the 1 5th day of January in each year the Commissioners
of each Improvement District shhll .file with the Town Clerk a
financial report for the preceding year . (Section 215, Subdivision..
9, of the Town Eaw) .
The Town Clerk should advise the Town Board as ,to existing con-
tracts , for lighting, garbage collection, fire protection, water
pupply'--; and also leases of any property rented by the Town, and
specify the date of expiration of such contracts . (Section 2 & 19
Section 183 , 104 and 198, subdivision 6,7,8 and 9 of the To�,an Law3 .
The Town Clerk should supply to the executive Secretary of the
Association of. Towns at the Hotel TenEyck, New York, a correct
list of the names and addresses of all Town Officers and the
Supervisor should advise the members that he , the Town Ulerk, Justices
of the Peace, Superintendent of Highways , Assessors , Welfare
Officer, and the Town Attorney will receive copies of meetings,
bulletins , issued by the Town and `'ounty Officers Training School
on subjects of interests and importance to various officers .-
