SOUTHOLD TOWN BOARD
May '12, 1981
WORK SESSION
9: 00 A.M. - The Board's appointment with Barbara .Townsend .of the
Office of Mental Retardation and Developmental Disabilities, NYS,
was cancelled and tentatively rescheduled for '1 : 30 P,M. , . May 26th.
Ms. Townsend was involved in an automobile accident on the Long
Island Expressway enroute to this meeting.
9: 15 A.M. - The Board began reviewing `,,,the agenda.
10: 15 A.M. - Robert D. Traugott , President and Mike Krug, Vice-
President of Energy Development Corp.. , Norwich, Connecticut ,
made a presentation to the Town Board concerning their proposal
for the disposal of municipal solid, waste for the- Town 'of Southold.
(also present : Dave Newton, Cooperative Extension, and Martin
Garrell) . SUMMARY: Municipal Solid Waste-Southold, NY, Ltd.
(MSW-SNY, Ltd. ) would enter into a 20 year contract with the Town-
ship of Southold, New York to dispose of all ,of the burnable
municipal solid waste generated within the borders of the Township
in return for a tipping fee of $10. 00 per ;ton firm until the
capital plant must be expanded. The expansion is expected. in
1991 and the- adjustment to the tipping fee would be to offset
the eterioration of the value of the dollar caused by inflation
during the intervening years." MSW-SNY, .Ltd, would take certain
liquid wastes depending on their composition and the quantity at
any one time. For example, rotten soggy potatoes could be disposed
of easily if the rate was low compared to the MSW, The tipping fee
would have to be established as the situation presents itself.. As
a guide, the tipping fee would not exceed $80. 00 per ton and could
often be much less.----A transcript of Mr. Traugott ' s presentation
is on file in the Town Clerk's Office,----The Board plans a trip
to Mt. Laurel , New Jersey on June 2, 1981 to witness a demonstration
of a plant , similar to the type proposed for Southold Town, which is
presently in operation.
12 : 15 I .M. - The Board recessed for lunch,
1 : 30 P.M. - Mr. Charles .Randolph from the Eastern Long Island
Branch of the National Association for the Advancement of Colored
People spoke to the Board relative to the adoption, by the Town
of Southold, of an Affirmative Action Plan (for employment , con-
tracting and access to services)': (Mrs. Bessie Swann, Director
of CAST was also in attendance. ) Mr. Randolph stressed that the .
Affirmative Action Plan is a mechanism necessary to increase the
minority representation in the Town' s work force. The Plan sets
goals, objectives and a timetable. The Town is legally obligated
to have such a plan to include minorities, which includes women.
The NAACP would evaluate and monitor the Town to determine whether
they are in compliance under the Plan. The employment should
reflect the percentage of minorities living in a given township.
Supervisor Pell advised Mr. Randolph the proposed- Affirmative
Action Plan will be put back on the Board' s agenda for June. In
the meantime Mr. Randolph will review and assess the Town' s work-
force, and EEO-1 form.
2: 05 P.M. - Mr. Jay Fitzgerald, Senior Real Property Information
System Specialist, New York. State Division of.-Equalization and
Assessment , accompanied .by Assessors Moisa,, Watts and Gordon met
with the Town Board to discuss the Assessment Roll and Levy Module
(ARLM System) . At the present time , 75% to ,80% of the municipalities
in the State of New York are ARLM users. The principle of the system
is to facilitate various assessment functions and to produce the.
final and tentative assessment roll, the tax roll and the tax bills
through a computer-based system, The ARLM system creates, updates
and maintains a master file of real property assessment and levy
data, which includes tax map numbers, sales information, land and

total assessments, exemptions, special district , school districts,
delinquent tax status indicator, taxpayer name and address, and
property locations. ' Ithas the capability to produce the Assessor' s
Annual Report , notices of increased assessments, full disclosure
notice, exemption reports, cross-reference reports, and property
class summary reports. It does not generate real property values .
In the opinion of the Chairman "Moisa,, the physical labor can be
done in-house. The NYS-SDEA will do all the training, programing
and processing. The ARLM processing, including conversion, will
be provided at no charge through January 1, 1982 , except for
required paper chargebacks -which is estimated to be about $300. 00.
The total cost to the Town would be $11, 800. 00 for 1982 and
$10, 900. 00 for 1983. If the Town adopts the ARLM system, the
services of Sandsport Data Processing would not be needed after
December 31, 1981, or any other computer firm, which would be a
considerable savings for the Town. If the Town adopts the system
there will be a $32, 000. 00 reimbursement , -based on 16 , 000 parcels,
for the years 1981-1983. The. Town of Riverhead is already
in the system and there is a possibility., according to Tom Ryan of
Real Property in the County, that a --computer- could be located in
Hauppauge in the future. Presently the computer is located in Albany.
The :entire Board of Assessors recommends that the ARLM system be
instituted in Southold Town. Supervisor Pell, Councilmen Murdock,
Drum and Murphy are in agreement . "Councilman Nickles said he is
apprehensive of anything involved. with the State of New York. He
said that the State Division - of Dqualization and Assessment. has
created the need for the ..system and now the Towns are being forced
to conform with it in order to produce the reports that." are required
by SDEA. Supervisor Pell asked Councilman Nickles to contact
Assemblyman Behan , a former East " Hampton Assessor, and determine
what is viewpoint is of the ARLM system. He asked Chairman Moisa
to contact Town Attorney Tasker to get his opinion on the letter of
commitment that the Town would .be required to sign to carry out the
project with the State. He advised it is the. intent-. of the Town
Board to place the adoption on the ARLM, system on the May 26th agenda.
2: 45 P.M. - The following off-agenda items were discussed: "
1. Letter from Suffolk County Department of Public Works
advising of the availability of approximately $3, 000, 000. 00 under
the Federal Aid Rural Secondary System Program, for highway improve-
ment.s for Suffolk County - eastern. Brookhaven and the .five eastern
towns Preliminary proposals for projects- must be -submitted to the
DPW within 30 days. Highway Superintendent Dean was asked to study
the proposal -and submit proposed projects for the Board' s evaluation.
2.": Justice Doyen has advised Supervisor Pell that he will
contact the- owner of the baseball diamond that was offered to the
Town on Fishers Island and report to the Board at their next meeting.
3. Town Attorney Tasker --is "-working on a solution' for the
proposal of the Town Trustees' that the Code of the Town of Southold
be amended empowering the bay -constable-to' enforce the Code as it
pertains to the Town Trustees' jurisdiction.
4. 8 : 00 P.M. this evening there will be a public informa-
tion meeting by the Suffolk County Department of Public Works con-
cerning the reconstruction of the bridges on New Suffolk Avenue.
5 . The balance in the Federal Revenue Sharing account is
$12 ,700. 00. The Town will not receive their . next payment of
$31, 000. 00 until July 1st. Spending in this area must be curtailed.
6. Highway Superintendent Dean is preparing a punch list'
relative to work done by his department on the Town Hall Addition.
There is $500. 00 left in the account due to Minnesota Construction
Corp. , the general contractor.
7. Councilman Murdock asked if the Beach Committee would look
into the construction of a boat launching ramp on the Sound at
Goldsmith' s Inlet. He was advised there is. presently a dirt ramp -
there,. similar to the one at the Town. Beach! at Arshamomaque.

Pledge of Allegiance to the Flag.

RESOLVED that the minutes. of the May` 5,; 1981 Southold Town 'Board
meeting be and hereby are approved.

This resolution was declared duly adopted.
On motion of Councilman Nickles, seconded by Councilman Murdock, it was
RESOLVED that the next regular meeting of the Southold Town Board
will be held at 3: 00 P.M. , Tuesday, May- 26, 1981 at the Southold
Town Hall, Main Road, Southold, New York;

SUPERVISOR PELL: - I: would like,- to announce on the meeting also
tonight at 8 : 00 P.M. there will be a meeting here put on by the
-Public Works Department in regards to the New Suffolk Avenue
bridges Next Town Board meeting at 7: 30 at night the Town Board
is going to come back. after dinner and meet with the Robins Island
Advisory Committee to go over their report.
At this time I would like to go away from the prepared agenda.
and go to what we call Resolutions No. 13. If you have an agenda
you can. follow with us.
It seems that I ' ve been on -the Town Board for three years, a
little bit over three years' and this past year we had two heroic
deeds done by citizens in our Town. The first one was the rescue
of a seven year old boy out of the water and right after that we
had an accident occur and a young man was saved from burning to
death by some passers by. At. this time we' would like to honor
the people who thought secondly of their own life and went ahead
and put out the fire and grabbed this young man to safety. He is
received 40% burns and his parents are here with us :today. I °under-
stand he is coming along.
MRS. CURTIS NORKLUN (mother of Michael Miller) : Very very beautifully.
SUPERVISOR PELL: On behalf .-of this we would like to present to the
gentlemen who went ahead and put the fire out and pulled this young
from. t_ he accident with his pickup truck. Councilman Murdock
will read it and then I will ask the gentlemen to come up.
13. Moved by Councilman Murdock, seconded by. Superviso.r Pell,
WHEREAS, the sanctity and value of human life is treasured and
honored as a basic tenet' of American life, and
WHEREAS , .it is in the highest pursuit and maintenance of that
belief that a person should expend all of his knowledge, ability
and efforts toward that goal , even at the risk to his own life
i�"v. and welfare, and
WHEREAS, on April 14, 1981, Michael Miller was involved in a motor
vehicle. accident in East Marion , New York and suffered critical
injuries, -and
WHEREAS, upon arriving at the scene of the accident Frank Brush_ .
and Winston Davids of Cutc_ hogue, without hesitation, pulled Michael
Miller from the burning vehicle, ,at great risk to themselves, and
WHEREAS, Leon Gordon of Greenport , Arthur Ruroede .of Orient and
Kenneth Ketcham of East Marion. _extinguished .the flames in the burn
ing vehicle with their bare hands, without regard for their personal
safety, and
WHEREAS, the life of Michael Miller was saved by the heroic acts.
of these five residents of the Town of Southold, now, therefore , be it

RESOLVED that the Town Board of the Town of Southold does hereby
commend Frank Brush, Winston Davids, Leon Gordon, Arthur Ruroede
and Kenneth Ketcham, and does by this -resolution desire that the
knowledge of their acts be brought to the attention of the community
so that the citizens thereof may be' aware of the courage of these
fine men.

SUPERVISOR PELL: I was thinking today, as you come up here, things
. like this is what makes our Town so great and the Town Board so
proud of our Township.
(Mrs. Norklun expressed her thanks to the Town Board and the
gentlemen who received the commendations. )

Any Councilme.n have anything they wish to report?
COUNCILMAN NICKLES: The Supervisor asked the Beach Committee to
check into. the possibility of having pay phones installed at some
of our beaches. I spoke. to the telephone company and they would
have to do a survey to see if we could have a straight coin operated
phone and a salesman will be` in touch with me on the 14th of this
month. There is another alternative if we do not qualify for a coin
operated. phone. Of course it would be at no charge to the Town. That
would be a phone that we could install on Town property at an
installation fee of $1.45. 00 and the .monthly rental will be
$17. 02, which is the outs:ide, and we would have to build a
protective device to house this instrument. There are A few
other liabilities which I find out would be: we would be
responsible for vandalism, for slugs, for collect telephone calls,
anything that happens to that equipment, I guess we' d be responsible.
They are sending me out the specifications for the protective device.
The salesman will be in touch with me on the 14th " and we can review
the possibilities. Hopefully we can get the free service as opposed
to this service. I might add, on the equipment that we would have
to have installed at the fee of $145 . 00, there is only a one month
minimum service, so we could possibly have it in for three months,
five months or whatever we felt necessary, or in fact- all year long.
I will be getting back to you sometime after the 14th.
SUPERVISOR PELL: Any other Councilman wish to make a report?
The only thing I have to report is I had a very nice trip
to the fishing communities of New England. Supervisor Lang, Super-
visor Fallon, Legislator Wehrenberg, Legislator Rosso and Greg
Blass and his aid. The county exec sent three or four of his
staff. We did tour New England fishing ports and many of the
people were very impressed with the value of putting up the, dock
in Greenport which is a million dollar project , to follow through
on that one, and looking -at the one in Hampton Bays which the
County has committed five hundred thousand dollars to and they
are waiting for EDA to come up with the other matching funds to
put up a dock there. They were very impressed with the amount
of money that comes into a community from outside and it was a
good trig. I had a good time.

III . COMMUNICATIONS - SUPERVISOR PELL:
1. From the Board of Trustees inquiring perhaps looking into
a Code change empowering the Bay Constable to be the enforcement
officer for the Town Trustees under_ their jurisdiction. The Town
Attorney is working on that .
2. Request from property owners to remove. . fill that ' s already
in the basin. That will be turned over to the Trustees to evaluate
and get back to us. (Reydon Shores Property Owners Association) .
The Trustees have the ruling of the body of the land underneath
the water and we have the funds.
3. From Mr. Mullen who advises my office on insurance problems.
He has given us some advise that we evaluated (re : public official
liability coverage) .
4. Mattituck-Cutchogue School Ding-a-Ling funds wish to donate
$200. 00 to the -Peconic Youth Centex - Southold Town Youth Projection,
Inc. and they will be donating $200: 00 towards that. fund which will
go directly to the youth.
5. The _State has been here auditing the Town books for the
last several weeks, two or three months, and they are about ready
to wind up with one phase of:-:it and he requests a meeting with the
Town Board to go over some of the things that he will put in his
final report (10: 45 A.M. , Tuesday, May 19, 1981 ) .
6.. A letter from the county attorney to the county exec
,regarding the State Comptroller Regan' s viewpoint on the charges
of the Seventh Squad. To be short , the county attorney did not
reinterpret the law the way that Mr. Caputo does or Mr. Regan does .
and there' s a slight difference of opinion and. we are sitting tight
on that one.
IV. HEARINGS & DECISIONS (none)
V. RESOLUTIONS
1. On motion of Councilman Murphy, seconded by Councilman Nickles, it was
RESOLVED that the application of George A. McCarthy, dated April
14, 1981, for permission to maintain a single one family trailer
on Private Road off south side Main Road, Laurel, New York, be and
hereby is renewed for a six (6) month period.
Vote of the Town Board: Ayes: Councilman Murphy, Councilman
Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell.
This resolution was declared duly adopted.
2. On motion of Councilman Nickles, seconded by Councilman Murphy, it was
RESOLVED that pursuant to Article 8 of the Environmental Conservation
Law State Environmental Quality Review and (NYCRR Part 617, Section
617. 10 and Chapter 44 of the Code of the Town of Southold, notice is
hereby given that the Southold Town Board, as lead agency for the
action described below, has determined that the project ; which is
unlisted, -will not have a significant effect on the environment .
Description of Action: Application of Nicholas Fontana for a wetland,
permit . Permission is requested to construct a dock 40 ft. by 3 ft .
o-n property located at north side Cox Neck Road on Mattituck Creek,
Mattituck, New York.
The project has, been determined not to have a significant
effect on the envirnment for the following reasons:
--- � - - - An environmental assessment' has been submitted which indicated
that no significant adverse effect to the environment are likely to .
occur should the project be implemented as planned.
Because there has been no response in the allotted time from
the New York State Department of Environmental Conservation, it is
assumed that there is no objection nor comments by that agency.

3. On motion of Councilman_ Drum, seconded by Councilman Murdock, it was
RESOLVED that the Town Board of the Town of Southold supports Home
Rule Request from the New York State Senate, Senate bill no. 249-B,
entitled "AN ACT to allow persons in public employment on .August
sixteenth nineteen hundred seventy-three or their executor, admin-
istrator or. personal representative who did not file a membership
application with the New York state employees' retirement system_
to file a request for retroactive membership with the state
comptroller" , and be it further
RESOLVED that the Town Clerk be and 'she hereby is authorized and
directed to complete the Home Rule Request forms and forward them
to the New York State Senate.

4: Moved by Supervisor Pell, seconded by Councilman Drum,
WHEREAS, the Salvation Army has served the people of the United
States for 100 years, .and
WHEREAS, its service extends to all people, regardless of race,
creed or ethnic background, and
WHEREAS, its programs serve the whole individual: mind, body and
soul, and r
WHEREAS, its methods are in touch with the changing times, now,
THEREFORE, I, William R. Pell, III , Supervisor of the Town of
Southold do proclaim May 10 - 16 , 1981 as NATIONAL SALVATION ARMY
WEEK in the Town of Southold and urge those who live in this
community to join me in recognizing the year-round efforts of
this Christian organization and its long and honorable history
in this nation.

5 . On motion of Councilman Murdock, seconded by Councilman Drum, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes those elected or appointed officials -of the Town
w o are not members of the Southold own .A. , and who meet
the minimum salary base of $5, 000. 00 per annum OR minimum work
week of at least 30 hours, to join the Suffolk County Civil
Service Employees Association Benefit Fund by contributing one
half of the annual cost of said- fund, effective May .15, 1981

Murdock, Councilman Nickles;.. Councilman Drum, Supervisor Pell.

6 . On motion of Councilman Nickles, seconded by Councilman Murphy, it was
RESOLVED that the Town. Board of the Town of Southold accepts the
Performance Bond in the amount of $78 000. 00 issued by United
tates Fidelity and Guaranty Company (Bond No. 53 0120 103,97 81 3)
for roads and improvements in .the subdivision known as "_Honeysuckle
Hills", owned by Walter, Gatz, Mattituck, .New York.

7. On motion of Councilman. Murphy, seconded by Councilman Murdock, it was ;:.:
RESOLVED that the Town Board of the Town of Southold hire Eileen
Carey as a Seasonal Clerk for the Town of Southold effective May
18, 1981 through September 30, 1981 at an hourly salary of $4. 00.

Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell.

SUPERVISOR PELL: Number 8. We have a -Rick Ryan who has attained
the rank of Eagle Scout and the Board. has a proclamation they would
like 'to give him on his achievement .

WHEREAS, through diligence and hard work in. your daily living you
have set high standards for yourself, and
WHEREAS, the basis for development for your own personal code of
conduct could not provide a better guidance and will contribute
to a more meaningful life, and

RESOLVED that the Town Board of the Town of''Southold authorizes:
payment of. $444. 95 to Holzmacher , McLendon. ..an.d Murrell . P.C_, for
professional engineering services rendered to date i.n. conn.ection
with the Southold Town Regulatory and Warn.i,ng. Sign Project.. - Pay-
ment shall be made from HUD funds received for this protect.

10. Moved by Councilman. Nickles, seconded by Councilman Murphy,*
WHEREAS, the Fi.shers Island Ferry District has been requested by
the United States P. & I . Agency to-pay--the sum of $750. 00 to
Walter Duguid in exchange for an executed release by which he
gives up his right to further claims stemming from an injury to
his left leg on or about August 20, 1980, and
WHEREAS, Walter Duguid has verbally agreed to execute said
release, and
WHEREAS, the monies to be tendered and to be reimbursed by the
theirinsurer, now, therefore; be it
RESOLVED that the Town Board of the Town of Southold authorizes
the Board of Commissioners of the Fishers Island Ferry District
to issue a check in the amount of $750. 00 payable to Walter
Duguid in exchange for an executed release.

11. On motion of -:Councilman Murphy, seconded by Councilman Drum, it was
RESOLVED that the Town Board of the Town of Southold hire Beach
Attendants , to be specified by the Supervisor, at a salary of
$3. 75 per hour and the Supervisor is authorized to hire additional
Beach Attendants as needed.

Murdock, Councilman Nickles, Councilman Drum; ,.Supervisor Pell.

12. On motion of Councilman Nickles, seconded by Councilman Drum, ' it was
RESOLVED that the Town Board of the Town of Southold hire the
necessary Lifeguards for the summer season, names to be specified
by the Supervisor, at the following salaries commensurate witIp
their experience : Year One - $3. 50 per hour; Year Two - S3. 65

is something we have been working .on through this program we just
talked about in purchase of a car for.

WHEREAS, the Youth Services Coordinator for the Town of Southold
Delinquency Diversion and Prevention Program has proposed that the
Town Board - authorize a Community -Service Sentencing Program under
the terms of which individuals who have been sentenced to probation
by the Town Justice Court may, as a condition of such sentence, be
assigned to perform community service work for the Town, and
WHEREAS, the Town Board believes that it is in the public interest
to authorize such a program provided that the same -is permitted by
existing law; properly supervised; adequate insurance protection is
provided; and funds are available therefor,
NOW, THEREFORE, IT IS RESOLVED that the Town Board does hereby
authorize a Community Services Sentencing Program pursuant to which
individuals who have been sentenced t:o probation by the Southold
Town Justice Court may, as a condition to such sentence, be assigned `
to perform community service work for the Town, subject, however, to
the following terms and conditions, to wit :
1. That such assignments will be under the direct supervision
of the Supervisor.
2. That no such assignments shall be accepted by the Super-
visor unless and until adequate Workmen' s Compensation,..Insurance
and Public Liability Insurance is provided.
3. That such. program shall comply with all state and federal
laws and regulations.

pressure control programs- are making a difference nationally in
public knowledge about hypertension and .in lowered death rates
for hypertension-related .diseases, and
WHEREAS, a 1979 national survey of public knowledge about high
blood pressure showed that almost three-quarters of Americans
now believe high blood pre-sure is a very serious disease, with ,
significantly more recognizing that treatment must continue through .
life , amd
------, -.-WHEREAS, high blood pressure is still .a leading cause of death and
disability, contributing to more than 8.53, 000 deaths from cardio-
vascular and related diseases annually, and
WHEREAS, about- 60 million Americans have high blood pressure of
some degree, many of them unaware of the disease' s presence because
it is symptomless; and millions more. are -aware ' of having the disease t4.
but are not under treatment , or do not have adequate blood pressure
control, and
WHEREAS, untreated or in_ade?quately treated high blood pressure
increases the risk of pr-emature illness or death from coronary
heart disease, stroke, and heart or kidney failure, while hyper-
tensives effectively under blood pressure control can lead normal,
healthy lives, and
WHERAS, hundreds of Americas major private, professional, voluntary,
state and Federal organizations- work together in an effort called
the National High Blood Pressure Education Program to encourage
extension of existing high blood pressure programs, and to .est ablish
new long-term programs throughout this country, in order to make a
lasting difference in. the number of local hypertensives under
recommended blood control., :

declare the month of MAY 1981 as NATIONAL HIGH BLOOD PRESSURE MONTH.
We strongly urge all civic, scientific, medical , educational , voluntary
and health care organizations and professionals to join us in utilizing
this month--and the months and years to come--to educate the public,
patients, and health care professionals in the detection , treatment ,
and control of high blood pressure, and
IN ADDITION, we strongly urge our fellow citizens to have their blood
pressure checked regularly, as well as the blood pressure of members
of their families. If blood pressure is high, they should seek and
follow their physician' s advice.

COUNCILMAN NICKLES: I would like to say that the Town Board, back
in February, instituted a screening:5program for blood pressures
within our Township. I understand that we are the first town in
New York State to do so and I checked the machine yesterday and
after three months and some odd days, we* ..have done 2350 blood
pressure readings.
SUPERVISOR PELL: Number 19 represents down at Gull Pond we are
going out to bid on a project there to rebuild the bulkhead.

and directs the Town Clerk to publish New York State Department of
Environmental Conservation - Notice of Complete Application - applica-
tion of the Town of Southold for a permit under the Tidal Wetlands,
Protection of Water and Water Quality, for permission to construct
an 18 ,ft. timber jetty extending seaward from existing bulkhead on
westerly shore of Gull Pond. Entrance Channel. Project site on
Orient Harbor at Norman E. Klipp Town Park, ' Town of Southold, Suffolk.
Public comment no later than June 3, 1981 to the New York State
Department of Environmental Conservation.

regret , the resignation of Muriel Tolman, Secretary to the Southold
Town Planning Board, effective May 31, 1981 , and be it further
RESOLVED that a letter be sent to Muriel Tolman expressing the
Board' s appreciation for her dedication .to her job since her -
employment on December 1, 1973 and her constant concern for- the
best interests of the. Town of Southold, and wishing Mrs. Tolman
good health and much happiness and success in the years ahead.

services of Pier-e G. Lundberg as the Town Board Representative
on the Arbitration Panel for the P.B.A. contract , at a fee of

expenses on any occasion he would be required to go elsewhere
than the Southold Town Hall.

COUNCILMAN MURPHY: Just one thing. There .was a news release
from the Commissioner of Health Services and that many children
in Suffolk County will not be able to enter or re-enter school in
the fall because they are not adequately immunized. The state law
requires that all children be immunized against diphtheria, measles,
mumps, rubella and polio before they may attend school. And they
are providing, the County is providing, clinics and there is nothing
out on the east end and I think maybe we would write to them and
ask them to have a clinic out here.
SUPERVISOR PELL: If the Board so directs I will do it.
COUNCILMAN MURPHY: . I think it would be a good idea.
SUPERVISOR PELL: Any objections. to it? (none) .
TOWN CLERK TERRY: Don ' t they have the one at the Methodist Church
any more? The Well-Baby Clinic?
SUPERVISOR PELL: Not that I know of. I think that died. If it' s
not in the Greenport Methodist Church, it used to be there, I will
send' a letter requesting that one -be held out here.

MR. HENRY LYTLE: On the worksession agenda at 2: 00 P.M. you had a
'State Board of Equalization and Assessment. -m?eting. Anything new
on 1-00% assessment?
SUPERVISOR PELL: Sure. What we talked about I 'm going to ask
Councilman Nickles, I guess, or Drum, one of .,you to fill him in.
COUNCILMAN DRUM: The legislature, as you know, is still discussing
it, the' law. We have not taken any stand whatsoever.

COUNCILMAN NICKLES: I think our position is still the same as
it was in late summer or early fall of 1979, and we' re waiting
for the legislature to get their act together, and as you know,
with all their budget problems I don.' t know how thoroughly they
are going to address it this spring. Our meeting today was relative
to what they call the ARLM System which has to do with the assessment
roll, has to do with developing rates for equalization , retrieval
of information for reports that the assessors must provide. . And
that' s what we discussed.
