SOUTHOLD``TOWN BOARD
January 27, 1981
WORK SESSION
9:15 A.M. - Mr. Richard G. Ward of Ward Associates, P. C. , Bohemia,
New York outlined his proposed services to the Town in assisting
the Town to find matching funds for recreation and park improvements.
Mr. Ward presented a proposal in writing for the services which he
will do for a lump sum fee of $2, 500. 00 . (on file in the Town Clerk' s
Office) . The Board posed numerous questions relative to the use of
the funds.
9:40 , A.M. - Marie Tejo and Gladys Csajko of the North Fork Animal
Welfare League, Inc. , contractors of the Dog Pound",, appeared before
the Board to discuss the progress at the pound. Mrs. Tejo stated
the pound is being run in a sanitary condition and they only had
one viral condition which did not spread. Heat has been installed
and they are very happy with it. In November of 1980 Mrs. Tejo was
forced to terminate three CETA workers due to their inefficiencies
and inattention to duty. She has been having some problems with
the Department of Labor over this matter. She is also experiencing
considerable difficulties with Steve Perricone who contracted :to
build additional runs. The runs are not draining properly and
are cracked and the fence is not properly installed. $4250 was
paid to Mr. Perricone and they are unable to get him to correct.
the problems. Mrs. Tejo said she has spoken to Town Attorney
Tasker relative to what legal steps to take and she intends to.
file a law suit against Mr. Perricone.
(Justice Doyen arrived at 10: 00 A.M. )
10: 00 A.M. - Gordon Ahlers and Albert Sacco of Sacco & Ahlers-,
architects of the senior/Youth Center met with the Board to discuss
the frozen pipes and heat deficiencies at the Center. Concerning
the frozen pipes, they will have the plumber insulate the area
with sand and straw and cover with loam. They also stated- ,.:(-
that fill has .beeh placed too high against the utility room which
would cause freezing. There should be a plywood enclosure for
the water tank which should be styrofoam lined to prevent freezing.
The utility room has a hole in the ceiling which should be plugged.
As .for 'the heating system, the heat pumps were overdesigned for
72° inside with 0 outside and 15 mph winds. However, the system
was designed with two partitions inside the building which .have not
be installed. They suggested changing the filters on the heating
system, installing thermal lined drapes .(they are to be put up soon) ,
establish a traffic pattern of using only the front door when a large
number of people are entering the building (this is generally the
case) , refelt all exit doors (front door is being done now) . They
said that a metal building is not the best choice - they recommended
against it initially. The- strip heater was not on. in the bathroom
and Mr. Ahlers turned it on himself; the strip heater is missing
from the kitchen (may have been stored while the cabinets were being
constructed) . Another reason for the building being cold. is the
lack of commercial carpet on. the floor, the original concept of
the building was with carpet, and the concrete floor conducts the
cold.
10: 30 A.M. - Elaine .Kaldor, Auditor asked the Board to consider
hiring a ..grantsaccount clerk. . At present the Town is the recipient
of about seven grants equalling approximately. $600, 000. The grants
must be accounted for separately to each granting agency. -This is
too much for the present staff to handle. She suggested hiring an
account clerk part-time for about three months to put into operation
a bookkeeping system for the grants and train the existing personnel.
The salary of this individual can be taken from the grants as admin-
istrative costs. The Board put the hiring of such an individual on
the agenda.
10: 50 A.M. -' The Board began reviewing the agenda.

11: 25 A.M. - Abigail Wickham, Attorney, and Richard Mohring 'appeared
before the Board to discuss the reduction of the bond for Highland_
Estates.ate. The Planning Board recommended increasing the present bond
from $200, 000 to $370, 000 based upon engineering study of Lawrence
Tuthill. In reviewing the bond increase proposal' Mr. Mohring. and _
Ms. Wickham have come up with only $200, 00 left on improvements to
be done. They asked the Board' to hold everything in abeyance until
July 1st so Mrs: Mohring will have an opportunity to construct the
roads and improvements in the mid-section of the subdivision. He
also would like to obtain building permits in that area., ' but would
not ask for C.O' s until the work has , been approved on, the roads.
The Board said they would consider his request.
11: 50 A,.M. . - Chief. Carl Cataldo and. Lieutenant Nemschick of the 7th
Squad met with the Board concerning the continued use of the 7th
Squad in Southold Town. Chief ' Cataldo said that as a result of
the meeting at the Mill Creek 'Inn 'by; the Supervisors and Mayors of
the East End there was a meeting of Police Chiefs to discuss the
ramifications of actions that could be taken by switching the tax
burden from the county budget to the east end. It was suggestedlby
. Chief Cataldo that the Town not discontinue the use of the 7th Squad
until the end of 1981. This would allow the Town time. to train
additional detectives and hire additional patrolmen - there should
b_e_a breaking-in period. Southampton Town, Easthampton Village and
Easthampton Town already have functioning detectives and do not
use the 7th Squad. Lieutenant Nemschick handed Board members a
survey of manpower usage by 7th squad between Jan. 1 and 26 in
Southold Town and Greenport Village. One quarter of their time
is spent in Greenport Village. In answer to Supervisor Pell,
Lt . Nemschick stated Article . 12 of the Suffolk County Charter
defines the 7th Squad.

. A regular meeting of the Southold Town Board was held on Tuesday,
January 27, 1981 at the Southold Town Hall , Main Road, Southold,,
New York. Supervisor Pell opened. the meeting at 3: 00 P.M. with
the Pledge of Allegiance to the Flag.

I . REPORTS - SUPERVISOR PELL:
These reports all are on file with the Town Clerk if anybody
wishes to review them. We will accept them at this time.
1. From Judge Doyen for the months of November and December
(1980) .
2. Long Island Cablevision monthly report (December 1980) .
3. Monthly report for Judge Rich (December 1980).
4. Annual report for Judge Tedeschi (1980) .
5. A report from the Town Historian on a committee the Town
Board appointed her to to work on the celebration of the Tercentenary
of the County.
6. Yearly report from my office .(198) . It says the Town
ended up in the blue, not the red.
7. Annual -report for Judge Rich (1980) .
8. Councilman Murdock will report on the disposal area and
what' s going on up there.
COUNCILMAN MURDOCK: - .This is just a committee report . We had a
Disposal Area. Committee meeting with John Nickles and myself, and
absent was Francis Murphy and we met with a Richard Storz, a sales
engineer for Consumat Industries, recommended to us by Merle Wiggins
of Sacco & Ahlers. We took Mr. Storz and inspected the landfill
and surrounding property, the Mattituck-Cutchogue High School, the
Mattituck Inlet area and we discussed possibilities of building
incinerators to burn municipal solid waste and provide energy for
various uses ranging from fish processing to heat. Then we went
and we inspected Greenport Village and municipal facilities , the
railroad dock, the Cooper Fish Company, Shelter Island Oyster.
Company, Pells Dock, Eastern Long Island Hospital , Gull Pond and
Greenport High School, again, with referring to municipal waste
and possible sludge treatment to provide energy for both heat and
processing various fish products. That was the end of our day.
9. The next one not on your agenda is a report I would ask
Councilman Drum if he would fill us in on- the police charge-back
system and whatever else.
COUNCILMAN DRUM: I might say on the 15th of January the East End
Supervisors met , Mr. Pell was the host, host. of the meeting and
with the East End Supervisor, also the police chiefs and various
mayors of towns in the east end to discuss the 7th Squad. The 7th
Squad provides detective services to the east end. The county has
proposed that it will be taking the cost of the 7th Squad, which
provides us with services, which Southold Town is one of the larger
users, and the county proposed that it come out of the general fund
and put into the police district which means that those utilizing
the services of the 7th Squad, east end towns , would pay the full
cost. '
ost It was decided at this East End Supervisor' s meeting, which
all of your Town Board members attended, that a' committee be formed
of each supervisor,. or he select a member, each supervisor and the
police chiefs select one or two representing the villages and the
police chiefs. Our police chief did report to us today 'on this
county charge-back system which we use here as a common name,
referred to on the 7th Squad, and their recommendations were, the
chiefs of the townships and villages, recommend that they discontinue
the use of the 7th Squad on the 31st of December, 1981 . . Now, what

would this impact have on Southold Town? Our police chief estimated
that perhaps we would need two additional detectives on the Southold
Town Police force and these would be obtained from the ,exist"ing-
experienced town policemen. Ultimately it would mean that we would
have to hire two additional new policemen. Now, this, I might emphasize,
is only the police chief' s recommendation. To my knowledge, as yet ,
we have not been informed that the East End Supervisors and their
representatives committee has not met, and I believe you checked on
that, Bill. They have not met as yet, but this was a recommendation
given us today by Chief Cataldo. '. He is just relating what has happened
among the chiefs. The Town, East End towns, have not met and made a
decision as yet.
II . PUBLIC NOTICES - COUNCILMAN. NICKLES:
1 . Notice from the New York State Department of Environmental
Conservation - Rose Dansker - located at Wells Road on Richmond Creek
and this is a Notice of Complete Application to subdivide . 85 acres
into .42 acres. Response date as indicated on your agenda is
- February llth.
2. Port of Egypt to construct a 20 by 20 ft .- timber dock to
be utilized. as a launching site for pleasure craft via a fork lift
vehicle. This is located on Budds Pond south of Old Main Road,
Main Road, Southold. Response date is also February llth.
Copies are with the Town Clerk if you wish to look at them.
III . COMMUNICATIONS - SUPERVISOR PELL:
1. Streetlight request from William M. Trowbridge. The Town
will turn it over to the Street Light Committee. '
- 2. Reference sales tax revenue sharing; with the different
towns. This one is from Smithtown. We have a resolution on the
agenda like it later.
3. A problem of flooding; un ' in Paradise Shores. Mr. Dean
will look into this and see what can be done, if anything.
4. Request for installation .of street signs in West Creek
Estates. Again this will have .to be checked into.
5. Letter from Gregory Blass- asking the Board' s comments
or thoughts on pre=inspection.`of 'social services rentals We
discussed this at Town Board and will communicate back to Mr.
Blass that we feel that a local law in our township to do this
at this time is not feasible and suggest that it be kept on a
county level.
6. This is something I'm working on. It `s an affirmative
action,_guidel_ ines for Southold, Town. I have a rough draft of
one that is i—n effect in another town. I. asked for it and it
was sent to the Board for us to review. It will be on the agenda
later after we have time to review it ..
7. .Letter from the Mattituck Senior Citizen-9 giving us
thoughts,,, ideas, some ways to better take care of the recreation
building up on Peconic Lane. One of their suggestions was to put
a rubber mat down inside the door so when you walk in on cold
snowy days you don' t slip. Put_ a rug on part of the floor to keep
the floor warmer. When will the drapes be up on the windows? It
should be within a week or ten days, and along these lines. The
Board will respond to this.
8. Again from Legislator Gregory Blass in reference to Peconic
Dunes Camp. Wants to know. what the Town has in the way of thoughts
on how it should be run. As of now we have no complaints on the way
it has been run over the past ,years; not to my knowledge. I will
have to -respond to him.
9. Letter from DEC asking us if we would like to get involved
intbe shellfish transplant again this year and informing us that
a :report will have to be made -as to how effective we thought this
program has been throughout the years it has been going on.
10. From a gentleman who is interested in leasing what I am
going to refer to as "Jack' s Shack" up on Town Beach. It was turned
over to Councilman Nickles who is in charge of Beaches and Parks
Committee and he is in touch with the gentleman.
11. From the Cutchogue-New Suffolk Chamber of Commerce. Down
on the end of Griffin Street in Cutchogue, the gentleman up there
would like to give the Town a strip of land to make--to extend the
mall and make it easier for cars to .turn around in one section of
it . Mr. Dean and I will be in touch with him and get a map drawn
up and see exactly what we are talking about and report back to the
Board next meeting. Letter from John Case, President .

12. Again a request for . astr.eet. light .on the end of East
Road, Cutchogue a:nd sA request 'for 'a` road' sign at the end of the
road. We have to check this out with the Town Code and see what
is there and also checkout with the Chief and see what he recommends.
13. From the Office- of the Aging asking the Town if it would be
interested in getting, involved in a program to use senior citizens
to help other senior citizens at a rate of $3. 75 per hour, they would
be paid. The Town Board did discuss this today. There are two
programs here. I will communicate with them that the Town would.
very much like to see these programs established in Southold Town
and recommend that they go through_ CAST, CAST is aware of this.
They have been working on this and they have the people to administrate
these two grants ,
14. . A letter from the gentleman in the back of the room, Mr.
William F. Mullen talking on the work he did on the insurance for
the Town. Offering his services to continue on a dollar a year basis
if. the Town Board would wish and also seeking a position on the
Planning 'Board or Zoning Board of Appeals, sent his resume in, when
a vacancy occurs.
15. From Lands End Estates. They have a bond they would
like the TownBoard to review it and see if they would be willing
to reduce it.
A public hearing we have 'at 3: 30, we still have a few minutes
to go. We will move on to resolutions.
V. RESOLUTIONS
SUPERVISOR PELL: The first resolution -we have is sales tax sharing.
The Ten Town Supervisors met some time ago and we asked each one of
our town boards to pass a resolution asking the county to share with
the towns some of their sales tax revenue. I believe the Board is
ready at this time to entertain such a resolution.
1. Moved by Councilman Murdock, seconded by Councilman Drum,
WHEREAS, the Towns and Villages of Suffolk County in no way
participate through Revenue Sharing in the sales tax revenue
paid to Suffolk County; and
WHEREAS, in light of threatened cuts to local governments in
Federal Revenue Sharing Programs, the Town of Southold could
lose thousands - of dollars in Federal monies;
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the
Town of Southold does hereby request the Suffolk County
Legislature .to adopt resolutions which would permit the Towns
and Villages of Suffolk County to share in the sales tax
revenue received by the County in proportion to any decrease
in Federal Revenue Sharing Programs and State Aid by the State
of New York imposed upon such Towns and Villages; and
BE IT FURTHER RESOLVED that the Town Clerk be and she is
hereby directed to forward a copy -of this resolution to the
Suffolk -County Legislature, all Town Supervisors, all Village
Mayors, and th.e County Executive.

2. On motion of Councilman Murphy, seconded by Councilman Murdock, it was.
RESOLVED that Building Inspector Curtis Horton be and he hereby
is -granted permission to. attend a Fire Service Seminar sponsored
by the Fire Inspectors Association of Suffolk County on Saturday,
February 7, 1981, using the Town car for travel, and' be it further
RESOLVED that the registration fee of $15. 00 for said seminar be
a legal charge against the Town of Southold.

COUNCILMAN DRUM: I might very .briefly, before making the resolution,
explain that there has been a proposal and a rather large meeting
called by the Suffolk County Legislature about a month ago in
Hauppauge . It , had been proposed that we go to a four payment tax
bill system. The idea being that our schools , their fiscal year
begins in July and whereas our tax bills are basically a 1 January-
May, which requires your schools to borrow money before July before

they receive their money. This would mean to us in Southold .Town
it would more than double the annual cost of operating our tax
collector' s- office. Not only that, in discussing it with the various
schools , rather than save money, the schools are in the advantageous
position out here and throughout the county, of borrowing money-bond
at a very low rate because this means that the buyers of the bonds--
it ' s a tax free. Now, they borrow a large amount of money - I 'm
over-simplifying it - but , borrow :a large amount of money at which
they put what they do not spend in the bank and receive,. say, 17% .
whereas - they are only borrowing at seven' or eight percent . I ,
personally, cannot see any advantages to it and there are many others
that feel the same way as I do „ and I believe our Board feels that
way. We have discussed it at some length.
3. On motion of Councilman Drum, seconded by Councilman Murdock, it was
RESOLVED that the Town Board of the Town of Southold register their
objection with the Suffolk County Legislature relative to . the proposed
amendment of the Suffolk County Tax Act calling for a "One-Bill Four,
Payment System"., citing substantial increased costs to town government
and school districts, due to the change in. schedule for assessing,
billing and payment of pro.perty -:taxes, which would call for additional
personnel, hinder cash flow, increase costs of printing, as well
as an extreme burden and hardship 'on the individual taxpayer.
Vote of the Town Board: Ayes: Councilman Murphy, Councilman
Murdock, `Councilman Nickles, Councilman Drum, Justice Doyen,
Supervisor Pell.

4. On motion of Supervisor Pell, seconded by Councilman Murdock, it was
RESOLVED that the Town Board of the .Town of Southold hereby places
the name of Bessie E. Swann in nomination for the Soroptimist
International_ of The North; Fork ."Women Helping Women Award" .

5 . On motion of Supervisor Pell, seconded by Councilman Drum, .it was
RESOLVED that the Town Board of the Town of Southold hereby appoints
Valerie.' M. Scopaz to the Southold Town Conservation Advisory
Council effective February 6, 1981, for a two year term, to expire,
onFebruary 6, 1983.

Supervisor Pell.

SUPERVISOR PELL: Number 6, I announced two weeks ago a vacancy
on the Board of Assessment Review. We had nobody submit resumes ,
therefore we have no action to take at this time. 'Again I will
ask at this time if anybody is interested to submit a resume and
we will probably fill it the last .meeting in February, which will
be February 24th.,
TOWN CLERK TERRY: Until what date will you accept resumes?
SUPERVISOR PELL: Until the Friday before, ,February 20th.

WHEREAS, Burton Potter Post #185, American Legion, Greenport ,
New -York has applied to the Town Clerk for a Bingo License,, and
WHEREAS, the Town Board has examined the application and after
investigation, duly made findings and determinations as required
by law,
NOW, THEREFORE, BE IT RESOLVED that the Supervisor be and he hereby
is authorized and directed to execute on behalf of the Town Board
of the Town of Southold the findings: and determinations as required
by law, and it is further
RESOLVED that the Town Clerk be. and she hereby is directed to
issue a Bingo License to the Burton Potter Post #185, American
Legion, Greenport , New York.

8. On motion of. Councilman Drum-` ' s c-onded by Councilman Murdock, it was
RESOLVED that the application" of John C. Tuthill , dated January 15,
1981, for the renewal of a house trailer permit at the east side
of Elijah' s Lane, Mattituck, New York, ..be and hereby is granted
for a six (6) month period.

Supervisor Pella

9. On motion of Supervisor Pell, seconded by Councilman Murphy, it was
RESOLVED that the application of Frank J, McBride, dated January 15,
1981, for the renewal of a' house trailer permit at the north side
of Oregon Road, Cutchogue, New York, be and hereby is granted for a
six (6) month period.

Murdock, Councilman Nickles, Councilman Drum, Justice Doyen,
Supervisor Pell.
This resolution was declared duly adopted.
SUPERVISOR PELL: Number 10 we' re not ready to act upon. I have
to go back and get some more information for the Board so we can
consider it before we act upon it , so we will wait on that one.
On motion of Councilman Nickles, seconded by Councilman Murphy, it was
RESOLVED that a recess be called at 3: 30 P.M. for the purpose of
holding a public hearin.9 on a proposed local law entitled, "A Local
Law to Provide for the Regulation and .,Use or Recreational Areas in
the Town of Southold" . Meeting to reconvene following the public
hearing.

11. On motion of Councilman Nickles , seconded -by Councilman Drum, it was
RESOLVED that the Town Board of the Town of Southold hereby releases
the $53, 000. 00 bond for roads and improvements in the subdivision-
known as "Sleepy Hollow" located at Southold, New York, in accord-
ance with the recommendation of the Southold Town Planning Board,
Planning Board inspector John .W. Davis, Highway Superintendent Dean
and Town Board Highway Committee.

Murdock, Councilman Nickles, Councilman Drum, Justice Doyen,
Supervisor Pell.

12. On motion of Councilman Murdock, seconded by Councilman Murphy, it was
RESOLVED that Bond No. 73 S-16367 BCA issued by The Aetna Casualty
and Surety Company in the sum of $200, 000. 00 on behalf of Marie
Bauer Johnson as Deputy Supervisor in the Town of Southold, be and
the same is hereby approved as to form, manner of execution and
sufficiency of sureties therein.

13. On motion of Justice Doyen, seconded by Councilman Murdock, it was" -.
RESOLVED that Bond No. 73 S-16366, BCA issued by The Aetna Casualty
and Surety Company in the sum of $15, 000. 00 on behalf of Marie
Bauer Johnson as Deputy . Supervisor, Custodian of Fishers Island
Ferry District funds . be and the same is hereby approved as to
form, manner of execution and sufficiency of. sureties therein.

14. On motion of Councilman Murphy, seconded by Supervisor Pell, it was
RESOLVED, that the application of Edmond Bokina, dated December 30,

WHEREAS, the Suffolk County Chapter of th.e National Reye' s
Syndrome Foundation is campaigning a public awareness program
to the residents of the Town of Southold on Reye' s Syndrome, and.
WHEREAS, ..the Suffolk County Chapter of the National Reye's
Syndrome. Foundation, which was formed this past September by
parents whose children. contacted Reye's Syndrome, is presently
.working on two programs to combat this' dreaded childhood disease, and
WHEREAS, the public awareness program consists of (1) financial
support for research; and (2) awareness programs- alerting the
community about Reye's Syndrome, and
WHEREAS, through the use of the news media and school districts,
the Suffolk County Chapter of the ..National Reye' s Syndrome
Foundation is able to inform parents about this disease and
what symptoms a parent should be alerted to; now, therefore, be it
RESOLVED that the Town Board of the Town of Southold declares the
week of March 1, 1981 as REYE' S SYNDROME WEEK. -

following proposed legislation to the New York State Senate and
New York State Assembly requesting the following amendment to the
Criminal Procedure Law: "AN ACT to amend the Criminal Procedure
Law in relation to the peace officer status of the bay constables
of the Town of Southold" , which would read as follows:
The People of the State of New York, represented in Senate
and Assembly do enact as follows:
Section 1. Subdivision eighteen of Section 2. 10 of the
Criminal Procedure Law is amended to read as follows:
18. Bay constables of the towns of Hempstead, Oyster Bay,
Southampton, Southold, . Islip, Shelter Island, Brookhaven, Babylon'
and North Hempstead: provided, however, thatcnothing in this

subdivision shall b&' deemed to'`"'authorize the bay constables in
the towns of Brookhaven, Babylon , Islip and Shelter Island to
carry, possess, repair or dispose of a firearm unless the

place all interested persons will be given an opportunity to be
heard upon the following matter: "A Local Law in -relation to
authorizing the _issuance of appearance tickets by public servants
of the Town of Southold" , which reads as follows:
BE IT ENACTED by the Town Board of the Town of Southold as
follows - -
Section 1. The purpose of this Local Law is to authorize
public servants of the Town of Southold to issue and serve appearance
tickets in connection with violations of state statutes , local laws,
ordinances, or rules and regulations_ of, the Town of Southold which
the public servants are authorized or required to enforce.
Sectibn 2. The following public servants of the Town of Southold
are hereby authorized to issue and serve an appearance ticket with
respect to the violation of'�'a state statute, local law, ordinance,
rule or regulation of the Town of Southold that such public- servants
are, respectively, required to enforce, to wit : .
(a) Constables and Bay Constables - any statute, local law,'
ordinance, rule or regulation involving the public health,
safety and welfare.

SUPERVISOR PELL: Number 22 is the appointment to fill the Tax
Assessors spot . We had .several names submitted for review. The
Board this morning discussed them and we got down to three names
which were discussed at different points and now the Town Board
is ready to act. We had some very good qualified people submit
resumes and of course as we only have one vacancy, it is a shame
that we can' t appoint everybody who submitted, because they are
qualified and they are people who are dedicated to the Town.
After discussing them all this morning, I think the Board is now
ready to come up with one name.
22. On motion of Councilman Nickles, seconded by Councilman Drum, it was
RESOLVED that the Town Board of the Town of Southold hereby appoints-
Frederick E. Gordon Southold Town Assessor, effective February 1,
1981, at a salary of $17, 000. 00 per annum, to fill the unexpired
term of -Melville A. Kelsey, Jr. ,- to December 31, 1981.
COUNCILMAN NICKLES: I would like to point out that the Town Board
met with the State Equalization Department yesterday and we discussed
our assessors with them and I got the feeling after talking to these
four gentlemen that we have a kind of unique situation. here in our
Town in terms of the effective jobs that our three elected, lately
departed one gentleman, are doing for our taxpayers.

WHEREAS, they and their families have been deprived of each
others love' and companionship for 444 days, now, therefore, be it

supposed to be seven but Fishers Island has not come in yet with
their nominee, to set up along with the Fire Code, a Review Board.

COUNCILMAN NICKLES: I would like to make one comment on this before
the roll is called and that is to say- it is somewhat discouraging
after all the hullabaloo about , getting a fire code passed,, that
the Deputy Fire Inspectors. aren' t- functioning- under the- mistaken
belief that this Board that I just put in motion here, they were
waiting for that appointment . I don' t know where this confusion
came from. This Board that we are creating here - is similar to the
-Zoning Board of Appeals where if someone cannot conform to the law
they_ can_go for relief _and Iam quite upset, as I think other Board
members were to find out sometime in December, that since the
inception of the Fire Code in September that nothing was happening
relative to the Deputy Fire Inspectors.

Peconic, New York, for the purchase of a parcel of land to be used
for drainage purposes, containing 38, 949 sq. ft . on Bridge. Lane
and Main (State) Road, Cutchogue.' New York, at a purchase price
of $15, 000. 00; funds to come from Federal Revenue Sharing Funds .
COUNCILMAN MURDOCK: In offering this resolution, I would also like
to say that this is hopefully going to be able to satisfy our need
on Bridge Lane where we have a constant water and icing problem.
It took a lot of negotiations. Highway Superintendent was instrumental,
and our Supervisor was instrumental and it took may be a year and' a
half but finally we are going to make it safe to drive.

We have the auditors here auditing the Town books and it is their
recommendation today to the Town Board that we consider taking
on an account clerk to handle all these grants that the Town is
involved in. We have .possibly six federal funded grants that
will be taking place this year, grants that have been applied
for two years ago, last year and auditing people said today it
. is too much work at this time for ,our present bookkeeping staff
to handle. :

I would like to' annou.nce that there is a vacancy on the
Planning Board when Mr. Gordon takes the job as Assessor---
I will accept resumes for the Planning Board position I anticipate
there will be a vacancy, resumes to the Town Clerk by February 6th,
the next Board meeting is February loth and we can fill that vacancy
at that time.
The floor is open to the public. Does anybody wish to address

MR. HENRY LYTLE: Mr. Pell, I ' d like to refer to Item 8 on the
communications, a letter from Gregory Blass about Peconic Dunes.
The last I- saw in the paper about this was that Suffolk County ,
had decided not to spend a great amount of money on upgrading
that park. Has there been any further action there or are they
just going to go along with the way it is?
SUPERVISOR PELL: What the Board has directed me to do today is
to contact Greg Blass, ask him exactly what is going on with it ,
report back to the Board at the next Board meeting. We read what
you did, but yet the bottom line of his letter says, "but I 'm not
sure if any aspects of the operation is satisfactory to the Town. "
We want to know exactly what he is talking about . I will 'be sending
. him a letter and a telephone call tomorrow and have him get back to
us. Also, one of the Councilman says, what other alternatives are
available if it is not going to be a camp, in our discussion today.
These are some of the questions we want; to ask Greg, Legislator
Blass.
