The Organization Meeting of .the Southold Town Board was- held on

RESOLVED that the next regular meeting .of the Southold Town Board

1. On motion of Councilman. Nickles, seconded by Councilman Murdock,
WHEREAS, it is required by Section 27, Subdivision 1 of the Town : .
Law that the Town Board fix, from time_ to_ time, 'the salaries of
all officers and employees of the Town, whether elected or appointed,
and determine when the same shall be payable, now, therefore, be it
RESOLVED that the annual salary of Marie -Bauer Johnson, Deputy .
Supervisor be and hereby is set at $1,600. 00 per annum effective
as of January 1, 1981 and the same shall be paid in regular semi-
monthly payments.

2. Moved by Supervisor Pell, seconded by Councilman Murdock,
WHEREAS, Section 64 of the Town Law requires the Town Board to
designate, by resolution, banks in the State in which the Super-
visor or any other office of-, the Town shall deposit all .moneys
coming into their , hands by virtue of their offices, and
WHEREAS, the Town Board may require. any bank, so designated to
.deposit with such Board bonds or certificates of the United.
States, of the State of New York, or any county, town, city,
village or school district of the State of New York as .security
for such funds so deposited but such bond or certificate shall • .
be subject to the approval of the -Town Board and :shall be deposited
in such place and held under such conditions as the Town Board may
determine, now, therefore, be it
RESOLVED that the following banks are hereby designated as

regularly published in the 'Town of Southold, which has been entered .
as a second class mail matter, .be and the - same is hereby designated,
effective February 1, 1981, as the official newspaper, of the Town of
Southold for the publication of all notices., resolutions, ordinances
and other matter required to be .published.

4. On motion of Councilman "Nickles, seconded by Councilman Murphy, it was
RESOLVED that The Long Island Traveler-Watchman,, Inc. , Southold,
New York, a newspaper regularly published in the Town of Southold.,
which has been entered as a second class mail matter, be and the
same is hereby designated as an _additional newspaper of the Town of
.Southold for the publication of. all notices, resolutions, ordinances
and other matter required to be published.

RESOLVED that pursuant to. Section 142(la) of the Highway. .Law 'that
the Southold Town 'Superintendent of Highways be and he hereby is
authorized to purchase equipment, tools, snow plows and other
implements and devices without prior approval of the Town Board
in amounts not 'to exceed $1, 500. 00 during the period from January
1, 1981 to December 31; 1981.

RESOLVED. that ' Supervisor. William R. Pell, III be and he hereby is
appointed_Emergency Preparedness Coordinator for the Town -of - Southold
for the term January 1, 1981 through December 31, 1981 to serve in
such capacity -without compensation.

Southold for the term January 1,. 1981 through December 31, 1981,, -
to, serve in such capacity without. compensation.
8. On motion of Councilman Murdock, seconded -by Councilman" Nickles, it was
RESOLVED that_ Supervisor William R. Pell; III be and he hereby is
s3esignated to represent the Town of Southold at the annual meeting .
of the Association of Towns of the State of .New York to be . held..in ,
New York City on February 15, 16, 171 18, and to cast the vote of
the aforesaid Town of Southold pursuant to Section 6 of 'Article III
of the Constitution and- By-Laws of said Association of Towns, and
be it further
RESOLVED that Councilman Henry W. Drum be ..and he hereby is designated
to act as alternate to cast the vote of the Town of Southold at the .
annual meeting of the ,Association of Towns in the absence of Super-
visor William R. Pell, -III.

9: COUNCILMAN NICKLES: I have a question on this one, Bill. I'm just
reading it now and it says, "RESOLVED that. .those officers of the
Town and the implication would be then that any other Town employees
attending this conference .would not be eligible for payment.

On motion of Councilman Nickles, seconded by Councilman Murphy, ,it was
RESOLVED that those officers and employees of the Town of Southold
attending the annual meeting of the Association of Towns .of the
State of New York be and -hereby are allowed $250. 00 per officer
and employee for the actual and necessary expenses to travel , : meals
and lodging incurred while attending said meeting.

10. On motion of Supervisor Pell, seconded by Councilman Murdock, it was
RESOLVED that any Town official elected or appointed who is required
to use his own automobile in the performance of duty, be compensated
for travel expenses necessarily and actually incurred in carrying
out the duties of his office, at, a rate not to exceed twenty ($.20)
cents per mile,.

11. On motion of Councilman Murdock, seconded by Councilman Murphy,
WHEREAS, Section' 123 of the Town Law provides that town officials
and employees who receive and disburse moneys of the Town shall
on or before January 20th account to the Town Board for .all. moneys
received and disbursed by them in the previous fiscal year, unless
the Town shall engage the services- of a certified-public -accountant
or public accountant prior to January 20th,. and
WHEREAS, the Town Board deems it necessary to engage" a public
accountant to prepare the aforesaid annual account for all Town
officers and employees, now, therefore, be it _; ,:
RESOLVED that the Town Board of the Town of Sout,hol.cf ongage the
service of Elaine F. Kaldor, C.P:A. , P.C. to makethe.;.annual audit
of the books and records of officers and employees.".6f.. the 'Town of
Southold for the fiscal year 1980� at a contract fee of $2,400. 00,
said audit- to be completed within .60 days after .the close .of- the
198p fiscal year.

12. Moved by Councilman Drum, seconded by Councilman Murdock,
WHEREAS, Section 11 of the General Municipal Law provides that.
the Town Board may authorize the Supervisor, the chief fiscal
officer of the town; to invest monevs. not required for immediate
expenditure, now, therefore, it is
RESOLVED that the Supervisor is hereby authorized. to deposit or
invest moneys not required for immediate expenditure in special
time deposit accounts, or certificates of deposit issued by a
bank or trust company located .andlauthorized to do business in
this state, provided, however, ' that such time deposit accounts
or certificates of deposit shall 'be payable within such time
as the proceeds shall be needed to meet expenditures for which
such moneys were obtained, .and-.provided further that such time
deposit -accounts .or certificates ;of deposit be secured in the
manner provided in Section ll-'of the 'General Municipal taw.'

WHEREAS, it is required by Section., 27, . Subdivision 1 of the Town
Law that the Town Board fix, from time to time, the salaries of
all' officers and employees of the Town, whether elected or appointed,
and determine when the same shall .be payable and that the salaries
of the members of the Town Board, and elected Town Clerk and an
elected Superintendent of Highways shall not be fixed in an amount
in excess of the amounts respectively specified in the notice of
hearing in the preliminary budget published pursuant to Section
108- of the Town Law, now, the.refore, ,be it

RESOLVED that the -salary of Raymond Jacobs, Deputy Superintendent
of Highways of the Town of Southold be and hereby is set at $21, 200. 00
per- annum effective January 1, 1981 and the same shall be paid in
regular semi-monthly payments. .

15. . Moved by Councilman Murdock, seconded by Councilman Drum;
WHEREAS, Section 22B of the Town Law allows the Town Board of any
town having more than one assessor to establish the office .of
Chairman of the Town Assessors, who in addition to his regular
duties shall perform such services in connection with a-sessment
and taxation of property for State, County and Town purposes as .:
the Board shall direct, now, therefore, be it
RESOLVED that Assessor Henry F: Moisa be -'dnd he hereby is designated
to hold the office of Chairman of the Board of Assessors until the
first day of January next succeeding such designation, at the
pleasure of the Town Board, all in accordance with Section 22B
of the Town Law, and be it further
RESOLVED that the compensation for such appointment be. fixed at
$1,'000. 00 per year payable in regular semi-monthly payments .

and determine when the same shall be payable, now, therefore, be it
RESOLVED that the annual salary of Robert W. Tasker, Town Attorney,
be and hereby is set at $22, 800. 00 per annum effective as of
January 1, 1981 and the same shall be paid in regular semi-monthly
payments.

RESOLVED that pursuant to Section 272 of the Town Law,. Henry E.
Raynor, Jr. is hereby designated Chairman of the Southold Town
Planning Board for the calendar year 1981, and be it further
RESOLVED that the Chairman of the Southold Town Planning Board
be paid a salary of $2, 000. 00 . effective as of January 1; 1981, and
the same shall be paid in regular semi-monthly payments.

RESOLVED that .pursuant to Section 267(1) of the Town Law, Charles
Grigonis, Jr. is hereby desiknated. ,Chairman of the 'Southold Town
Board of Appeals for the calendar year 1981, and be it further
RESOLVED that the Chairman of the So7thold Town Board of Appeals be
paid a salary of $2, 000. 00 effective as of January 1, 1981, and the,
same shall be paid in regular semil monthly payments."

SUPERVISOR PELL: I would 1-ike to note in the record that the
salaries set for CSEA and PBA ate the same as last. /year. We
are in negotiations with both -units so .they •will be the same as
last year until the contracts. are settled' and_ they will' be advised
and into the minutes.
COUNCILMAN NICKLES : Is that why the Chief.'s salary isn' t on here?
SUPERVISOR PELL:, Yes., Judy, did we leave our your Deputy Clerk?
TOWN CLERK TERRY: No, she was appointed when I took office last
year.

hereby is established.

SUPERVISOR PELL: Inland Waterways Committee I will appoint on
January 13th when we meet . Councilman Drum will be sitting down,
who will be on that- committee, will sit down and go over it with
myself the' Town Trustees.
COUNCILMAN MURDOCK: . . Before you go. on,. Bill, I ' d like to ask the
Town Attorney one question. relat.ive to the Mattituck Inlet Advisory
Board as well as the Youth Projections. Since both these gentlemen
are now my alternates, if we are both in attendance at the meeting;
at the same time, would we both be . considered eligible to cast a
ballot in terms of a quorum of members in attendance or as long .as
I am there, I 'm the only one? ;
TOWN ATTORNEY TASKER: Only in the absence , of you can your alternate
vote.
SUPERVISOR PELL: I did that Larry, because sometimes they meet both
the same night and you can' t be in both places at the same time.
COUNCILMAN MURDOCK: I just wanted to clarify the situation. Some-
times we have trouble getting quorums.
SUPERVISOR PELL: I' d like to announce that we have on the Conservation
_Advisory Committee two terms expiring and on the Housing -Board one

term. The Housing ;Board is fo`r a` :three year appointment and the
Conservation is for a two year appointment. As I said the last
time the Town Board met, I will make the recommendation to the
Board on January 13th. I will say January 9th will be the cut-off
time for resumes anybody wish to submit them. January 9th is a
Friday and we can distribute them. over the weekend. The Board
meets on the 13th and we will make the appointment at that time.
Mr. Kelsey' s replacement I will ask for resumes to be submitted
to the Town Clerk to be into the Town Clerk' s office by January 23rd.
The Town Board will meet on January 27th and make the appointment.
I would also like to appoint Justice Doyen to all Standing
Committees representing Fishers Island.
Gentlemen, what else do you have to bring up? Larry? We
have one resolution yet we will go through with. Hank? John?

WHEREAS, this Board has learned with deep sorrow of the -death_ ,
of Melville A. Kelsey, Jr. , Chairman of the Southold- Town Board
of Assessors, and
WHEREAS , in his service to the people of the Town of Southold as
Assessor since August 1973 and Chairman of the Board of Assessors
since January 1, 1978, Mr. Kelsey has distinguished himself as a
dedicated and conscientious public servant, now, therefore, be it
RESOLVED that the Town Board of the Town of Southold hereby gives
formal expression of its loss in the death of Assessor Melville A.
Kelsey, Jr. , a man esteemed by his associates and respected by
all, and be it further
RESOLVED that when the Town Board adjourns this day;. it do so out
of respect to the memory of Assessor Melville A. Kelsey, Jr. , and
be it further
RESOLVED that a copy of this resolution : be spread upon the -minutes
of this Town. Board meeting and a copy be transmitted to the family
of Assessor Kelsey that we may extend to them our sincere sympathy.
