EXECUTIVE SESSION
3: 00 P.M. - The Town Board members met to discuss the proposed
201 Wastewater Facility Plan and the Composting- Program.
3: 30 P.M. - Harold Dombeck of Holzmacher, McLendon and Murrell , P.C.
met with the Board to further discuss the proposed 201 Wastewater
Facility Plan and the Composting Program.

Mr. Dombeck advised the Board that he and Mr. Knizek had stopped by
the landfill ,prior to coming to this meeting, to view the composting
operation.
Mr. Sanford reiterated the facts set forth in his letter of November
29th concerning the results of his meeting with Councilman Murphy and
Superintendent of Highways Dean who met with him to discuss the compost-
ing program. He said it was an acceptable interim solution to phasing
out the septage lagoons and reducing the solid waste volume . A tentative
commitment was given by the D.E.C. to provide technical assistance, where
appropriate, with regard to the composting operation and the suitability
of using the resulting material as a final cap for the landfill . How-
ever, Mr. Sanford stressed that the proposed scavenger waste treatment
plant would still be the final solution. Councilman Murphy asked if
the Town would jeopardize their position if they delayed designing the
scavenger waste plant now. Mr. Knizek said the facility plan has been
approved and is only one step away from final approval . If the Town
does anything else except design and construct , the Town will be back
to square one and will lose all funding. His office could not review
a new facility plan until after September 198.4 , and he doubts whether
a plan could be ready for review by that time , and quite possibly the
Town would lose any funding after 1984 or thereafter. ' Councilmen
Murdock and Townsend asked what the technical problem is of handling
septic waste as the Town is doing now with the composting program at
the landfill. Mr. Sanford said there are many negative factors ,
including potential ground water pollution , question about odors,
disinfection, heavy metals. The sludge from the facility plant would
be digested, whereas there is the danger of spread of disease by putting--

raw waste directly into the lagoons and composting. The composting
process as the ultimate solution has never. been done before and their
regulations do not cover it. There would have . to be extensive testing
done before a final plan could be. designed. Mr. Knizek, when asked
what a. delay would do to the Town ' s Spedes Permit , said he could not
answer that---The time .schedule for the Wastewater Facility Plan was
discussed.
Supervisor Pell took an informal vote of the Board members to determine
whether the Town should go forward immediately with approval of the
201 Wastewater Facility Plan . Ayes: Justice Edwards , Councilman
Townsend, Councilman Murphy, Councilman Nickles , Supervisor Pell .
No : Councilman Murdock. A resolution approval the 201 Plan will be
placed on the December 7, 1982 Town Board meeting agenda.

4: 45 P.M. - The Board discussed proposed negotiations with the Village
of Greenport for a parcel of land for the location of the wastewater
facility plant .
