SOUTHOLD TOWN BOARD .
OCTOBER 5, 1982
WORK SESSION
8: 30 A.M. - The Board audited outstanding bills.
9: 15 A.M. - Began reviewing agenda.
10: 15 A.M. - James McMahon, Youth Coordinator/Grantsman, met with
the Board to, discuss proposed improvements at the Recreation Center.
He has submitted a budget modification to the Community Development
Block Grant funds to resurface and enlarge the parking lot . #2-He
advised the Board that he has submitted a request for an advance for
the 7th, 8th and 9th Street rehabilitation program. #3-He has sub-
mitted the specifications for fencing the sumps and a notice to bidders
is on the regular agenda. #4- Olga Turner from Community Development
Environmental Review Department of Suffolk County will be at the land-
fill on October 6th to do an environmental review. #5- The Section 8
rehabilitation program. Suffolk Community Development Corporation
asked Mr. McMahon to speak to the Supervisor to determine whether the
Town would like to become involved in the program. Mr. McMahon was
advised that people in the Town can and have applied for the rent
subsidy without the Town becoming involved. #6- Mr. McMahon is
beginning to prepare proposed budget for the Year IX .Community
Development Block Grant Funds .
10: 30 A.M. - Chairman of the Board of Assessors Henry Moisa met with
the Board to discuss his opposition to placing the proposed clerk for
the Trustees and Grantsman in the Assessor ' s Office. Mr. Moisa said
the Assessors finally have sufficient working space, after years of
cramped quarters in the old town hall , and would lose valuable space
if a desk and files are moved into their area./ He said there are
often several visitors at a time in the Assessor ' s Office and another
department in the area would create confusion.
10: 45 A.M. - Board discussed off-agenda items: Cedar Beach Inlet
Study, jurisdiction of town dog control officer in the Village of
Greenport .
1.1: 00 A.M. - James McMahon met with the Board again to discuss the
complaint of the Board of Directors of the Southold Town Youth
Projection , Inc. that a number of people involved in activities in
the Peconic Center have expressed concerns about the possible health
hazards at the Center. People have complained of headaches, eye
irritations and. noxious smells. Mr. McMahon has requested the Suffolk
County Department of Health to investigate the problem and they are
sending someone out to check the building. It is suspected the problem
may involve the insulation in the ceiling and vent fans may be needed
to draw the odor out .
11: 10 A.M. - Frank Bear invited the Town Board members to attend. the
League of Women Voters/North Fork Environmental Council public informa-
tion meeting on the proposed moratorium at 8: 00 P.M. , October 28th.
He also asked if the Board would extend an invitation to Mr. Koon,
the head attorney for the Department of State who will not come out
to the meeting unless invited by the Town Board. The Board auth-
orized the Supervisor to write such a letter, but add, as suggested
by Councilman Nickles, that the information meeting is not being
sponsored by the Town of Southold.
11: 15 A.M. - Mrs. Ruth Oliva, President , North Fork Environmental
Council asked if the Bay Constable could vary his hours or have
additional help to catch scallopers who are stashing bushels and
bushels of scallops on Long Beach and returning later in the day
to pick them up. Supervisor Pell said Bay Constable Czelatka would
be advised of the situation.

Board to discuss the Mattituck Movie Theatre #3 and personnel.

A Regular Meeting of the Southold Town Board was held " on
Tuesday, October 5, 1982 at the Southold Town Hall , Main Road, t
Southold, New York. Supervisor Pell opened the meeting at 7: 30
P.M. with the Pledge of Allegiance to the Flag.

SUPEftISOR PELL: Councilman Murdock?
COUNCILMAN MURDOCK: On Saturday I attended a groundwater seminar
which was sponsored by 20 organizations which now call themselves
The Coalition for the Protection of Long Island' s Groundwater. It
was at Farmingdale State University. Probably 350 people were in
attendance. The major speaker of the day was Senator Moynihan who
is sponsoring a bill in the Senate to coincide with a bill that is
sponsored in the House of Representatives by William Carney dealing
with a mechanism for acquiring the Pine Barrens and possibly the
Hither Woods area for water shed protection and recharge of our
sole source aquifer. It was. an interesting day, a little longer
than they planned, but it was an interesting day. One thing of
note, it was also mentioned that these people have considered the
Laurel Wood Lake area of the North Fork as a recharge area or as a
preserve area that might be to the advantage of the people on the .
North Fork. I plan, during the budget sessions , to ask the Board
to try and sit some money aside in case it becomes evident that
maybe the Town should be doing some hydrological surveys. The future
of our area depends on good groundwater. Certainly the Laurel. Wood
Lake section is in the major square mileage of the Town of Southold.

SUPERVISOR PELL: Thank you. Councilman Nickles.
COUNCILMAN NICKLES: Just a brief report to bring you up to date
on the quest for a traffic light at the intersection of Boisseau
Avenue and Route 25. I 've been working with Senator LaValle and
the Chief of Police on this and the Senator' s office got back to
me today. We were due for a decision the end of September and no
decision has been arrived at and my latest word is that the Depart-
ment of Transportation is going to come out ,here and. meet with the
Chief of Police and myself . It sounds like they 're looking for
alternatives, so when they do come out we ' ll review the alternatives
but I still personally feel that the light is mandatory at the inter-
section and I have the feeling that the store, Thompson ' s Emporium,
which has ingress and egress out on Route 25, they may be looking to
ask that gentleman to close off that egress , but as you' re all aware,
the situation was terrible before that store and we've been seeking
a light for twelve years with or without the store and I don ' t
know that any of their compromise situations are going to meet
with our approval . So, I ' ll keep you up to date as we go along.
SUPERVISOR PELL: Thank you, John. Councilman Murphy.
COUNCILMAN MURPHY: Yes, Bill, tomorrow we ' re meeting with the
people from the county down at the landfill about preparing our
final environmental impact statement for the purchase of land
and equipment down at the landfill . Also, anyone who' s interested
and we should all be very interested concerning our water supply
critique on the findings from the county study that was made will
be done A week from Thursday at 10 o ' clock' in the 4-H building,
Extension Service building in Riverhead. Frank Bear and myself,
members of the committee, will be there and anyone else is welcome.
It ' s one of our most important decisions that we 're going to. have
to make. That ' s it , Bill.
SUPERVISOR PELL: Judge Edwards?
JUSTICE EDWARDS: Two things . One of them is the inner harbor,
West Harbor , Fishers Island is going to have a meeting next Friday
evening, or this coming Friday evening regarding a little better
control over that and we ' ll probably bring something into the Town
laws this winter so we will have control over mooring placements
and so forth in the West Harbor. Secondly, Thursday afternoon the
G. S.A. government people are coming down from Boston to appraise
the naval houses that are going up for sale on the Island. Of
course the Town has first bid on these. I don ' t know whether or
not the Town will be interested but we certainly would like to see
it . They ' re going to be appraised this Thursday, and when the
appraisal comes in I ' ll give the facts to the Supervisor.
SUPERVISOR PELL: Thank you, Judge. The only thing I 'd like to
report is on September 30th I turned in the Tentative Town Budget .
for 1983 to the Town Clerk and in return she distributed it to
the Town 'Board and now the Tentative Budget will be reviewed with

the department heads and the entire Town Board within the next two
weeks.
II . PUBLIC NOTICES - Tonight we have none.
III . COMMUNICATIONS
SUPERVISOR PELL: 1. This is in regards to placing the legal ads
for the Town of Southold, when the Federal Emergency Management
Agency places them, make sure they get in the official Town paper.
2. Copy of a resolution saying that the County of Suffolk
will intervene with LILCO on behalf of the proposed rate increases
when LILCO nuclear plant comes on line.. The rates were supposed
to be cheaper with nuclear energy. The way it looks now when the
nuclear plant does come on line your LILCO. rates will. jump 40 to
50 percent the minute they turn the plant on. The County of
Suffolk is trying to intervene in that on all our behalfs.
3-. Report from Cooperative Extension on development of
groundwater on the east end here. It ' s on fiie with e Town
Clerk if anyone cares to review it .
4. Letter from The American Appraisal Company that by law
we must keep a fixed asset report of all Town property and it ' s
going up from $615. 00 to $660.00. It will be on under resolutions
probably next meeting if required.
5. Letter from Irving J. Johnson, Southold about the' condition
of a sidewalk (on Beckwith Avenue) where somebody fell and got hurt
slightly. Mr. Johnson is notifying us that it is bad.
6. (a) Reference to the dredging of James Creek (Sylvia Pafenyk) .
6. (b) Also with reference to the dredging of James Creek (M.
Boechmann) .

V. RESOLUTIONS
1. Moved by Councilman Murphy, seconded by Councilman Murdock., it was
RESOLVED that the Town Board of the Town of Southold accept , with
regret , the resignation of Valerie Scopaz Shaw' as- a membero.f the
Southold Town Conservation Advisory Council , and extend best wishes
to Mrs . Shaw in her future endeavors.

SUPERVISOR PELL: In regard to that the Town Clerk or myself will
receive resumes to ' fill that position (member of the Conservation
Advisory Council) up until November 3rd at 4 o ' clock in the after-
noon resumes will be received.
Number 2 (Pitney Bowes - resolution of non-appropriation) ,
I 'm going to put a hold on this , we ' re not ready to act upon it at
this time.
3. Moved by Councilman Townsend, seconded by Supervisor Pell , it was
RESOLVED that the Town Board of the Town of Southold authorizes
the advance of $1100. 50 to the Drug Abuse Prevention Control Program
Grant Fund; said advance to be repaid to the Town from the grant .

COUNCILMAN TOWNSEND: Basically that ' s for the publication of three
different booklets on drug abuse -and alcohol to be distributed by
the Police Department.
4. Moved by Justice Edwards , seconded by Councilman Nickles, it was
RESOLVED that pursuant to Article 8 of the Environmental Conservation
Law State Environmental Quality Review and 6NYCRR Part 616, Section
617. 10 and Chapter 44 of the Code of the Town of Southold, notice is
hereby given that the Southold Town Board, as lead agency for the
action described below, has determined that the project , which is
unlisted, will not have a significant effect on the environment .
Description of Action: Application of Enconsultants , Inc. on
-behalf- of Felix Alfano for a Wetland Permit to renovate and expand
existing dock to result in fixed elevated catwalk, hinged ramp and
float , at east side of Harbor Lane on Eugene's Creek, Cutchogue , New
York.

617. 10 and' Chapter 44 of the Code of the Town df Southold, notice is
hereby. given that the Southold Town Board, as lead agency for the
action described below, has determined that the project , which is
unlisted, will not have a significant effect on the environment .
Description of Action : Application of Enconsultants , Inc. on behalf
of Peter Sterling for a Wetland Permit to construct timber dock, cat-
walk, ramp and float at Harbor Lane, on Eugene ' s Creek, Cutchogue, New
York
The project has been determined not to have a significant effect
on the environment for the following reasons:
An environmental assessment has been submitted which indicated
that no significant adverse effect to the environment are likely to
occur should the project be implemented as planned.
Because there has been no response in the allotted time from
the New York State Department of Environmental Conservation, it is
assumed that there is no objection nor comments by that agency.

6. Moved by Councilman Murphy, seconded by Councilman Nickles, it was
RESOLVED that the Town Board of the Town of Southold, in "accordance
with Chapter 38, Section 38-7 of the Code of the Town of Southold,
set a $10. 00 fee for adoption of a dog from the Southold Town Dog
Pound effective October 6, 1982.

(a) RESOLVED that the Town Board of the Town of Southold hereby auth-
orizes the transfer of $250.00 from School Attendance Officer Personal
Services A3660.1 to Public Health Contractual A4030. 4.

(b) RESOLVED that the Town Board of the Town of Southold hereby
allocates $250. 00 from Public Health Contractual Account A4030. 4
to the Town of Southold Blood Program for the purchase of 1000
printed-stamped envelopes .

This resolution was declared duly ADOPTED.
,COUNCILMAN MURDOCK: This Southold Town Blood Program now collects
1000 pints of blood a year in the Town of Southold. It is part of
a blood bank that the 1000 pints are contributed to . Any resident
of the Town of Southold is eligible for blood and blood credits at
participating hospitals in the area. The blood is not sold, the
hospitalization pays the $53 . 00 charge of administering the blood,
and the blood is then donated to whoever the person in the hospital
is who requires that service. People who administer this program
labor very long and hard. There ' s a lot of work involved. They

have four blood-lettings a year and they operate on a very modest
budget . This is probably the major organization for the benefit
of the people of the Town of Southold in immediate effect to every
resident of the Town of Southold and it has been the pleasure of
this Board to help. This is the second time we have bought 1000
envelopes for them which happens to be their major expense.• It
has been the pleasure of this Board to be able to help them for
the last two years .

RESOLVED that the Town Board of the Town of Southold hereby auth-
orizes the transfer of $1 ,100. 00 from Justice Contractual Account
A1110. 4 to Justice Equipment Account A1110. 2.

for hearings upon the following wetland applications:

on behalf of Paul Birman for a Wetland Permit to resheath in-kind
approximately 40 ft . of bulkhead directly in front of existing bulk-
head and fill space between with clean, trucked-in sand at Sunset
Way, on Canoe Inlet off Cedar Beach Creek, Southold, New York.
3: 35 P.M. upon application of Costello Marine Contracting Corp.
on behalf of Anthony Prisco for a Wetland- Permit to construct timber

10. Moved by Councilman Murphy, seconded by Justice Edwards, it was
RESOLVED that the Town Board of the Town of Southold, in accordance
with Section 4(g) of the Contract Agreement dated July 20 , 1982
between the Town of Southold and the North Fork Animal Welfare
League, Inc. , does hereby authorize the North Fork Animal Welfare
League, Inc. to construct three additional runs at the Southold
Town Dog Pound; said runs to be at the sole expense of the North
Fork Animal Welfare League, Inc. , subject to review of the plans
and final approval of the plans by Councilman" John J. Nickles.

11. Moved by Justice Edwards , seconded by Councilman Nickles,, it was
RESOLVED that the application of the First Baptist Church of
Cutchogue, dated September 25, 1982, for the renewal of a single
family trailer permit at the north side of Middle Road, Cutchogue,
New York be and hereby is granted for a six (6) month period.

Nickles, Supervisor Pell.
This resolution was declared duly ADOPTED.
12. Moved by Councilman Murdock, seconded by Councilman Nickles, it was
RESOLVED that the Town Board of the Town of Southold hereby authorizes
the release of the $142 ,000.00 performance bond for roads and improve-
ments within the subdivision known as Greenbriar Acres at Mattituck,
upon recommendation of the Southold Town Planning Board. A Certificate
of Abandonment was filed on October 31, 1980 for Lots 13 through 32 ,

including all proposed streets .and . roads, recharge basin and park
and recreation area in the:„,'afor`"e-said subdivision.

SUPERVISOR PELL: Number 13 we do not need. (Town Board accepts
the Southold Town Tentative Budget for 1983 as presented by the
Town Clerk. )
14. RESOLUTION APPROVING THE ESTABLISHMENT OF THE SOUTHOLD WASTEWATER
DISPOSAL DISTRICT, IN THE TOWN OF SOUTHOLD, SUFFOLK COUNTY, NEW
YORK, PURSUANT TO ARTICLE 12A OF THE TOWN LAW.
Moved by Councilman Townsend, seconded by Councilman Murdock,
WHEREAS, a map, plan and report have been duly filed in the Town
Clerk' s Office, and
WHEREAS, an order was duly adopted by the Town Board of the Town
of Southold on the 3rd day of August , 1982, reciting the filing
of said map,- plan and report , the boundaries of the proposed Southold
Wastewater Disposal District , the fact that the map, plan and report
are on file in the Town Clerk' s Office for public inspection and
stating all other matters required by law to be stated, and specify-
ing the 7th day of September, 1982, at 8: 00 o ' clock P.M. on that day,
as the time, and the Southold Town Hall , Main Road, Southold, New
York, in said Town as the place where the said ,Town Board would
meet to consider said map , plan and report and the proposed establish-
ment of said District , and to hear all persons /interested in the
subject matter thereof , concerning the same, and to take such action
thereon as is required or authorized by law, and
WHEREAS, such order was duly published and posted as required by
law, and
WHEREAS, a hearing on said matter was duly held by said Town Board
on the 7th day of September, 1982 , at 8: 00 P.M. of said day at the
Southold Town Hall , Main Road, Southold, New York, in said Town ,
and full discussion of the matter have been had, and all persons
desiring to be heard, having been heard, now, upon the evidence
given upon such hearing, it is
RESOLVED AND DETERMINED:
(a) That the Notice of Hearing was published and posted as
required by law, and is otherwise sufficient .
(b) That all property and property owner's within the proposed
Southold Wastewater Disposal District., are benefitted thereby.
. (c) That all property and property owners benefitted are
included within the limits of the proposed Southold Wastewater
Disposal District.
(d) That it is in the public interest to establish said
Southold Wastewater Disposal District .
FURTHER RESOLVED AND DETERMINED that this Board in all respects

RUTH OLIVA, President , North 'Fork Environmental Council: First of
all may I ask you just what Resolution 22 was , what was that change?
SUPERVISOR PELL: To submit it to the Planning Board, an area in
Cutchogue.
COUNCILMAN MURPHY: Dick Cron.
RUTH OLIVA: 22 and 23? Oh, one' s lead agency , okay. Then I wanted
to go back two weeks and ask you a question that has been brought to
my attention by several people and that concerns the acquisition of
the land at the landfill. They are asking why the Town Board is going
to pay $180,000. 00 for approximately 18 acres of marginal farmland
when the going rate even for developers is $4,000. 00 to $6,000. 00
and why the Town Board did not go to condemnation proceedings
instead of doing it this way?
COUNCILMAN MURDOCK: Part of it will be. If we had gone to
condemnation we would have to get two appraisals , as I understand
it .
SUPERVISOR PELL: You' re right , you' re right.
COUNCILMAN MURDOCK: And once we got the two appraisals under
condemnation we would have to go for the higher appraisal. Two
years ago the Town hired an appraiser to appraise that property.
As a matter of act it was a smaller amount of the property and
that appraisal came in at $180,000. 00 if I remember. So at that
rate it is evident-.it became evident to the Board that to go the
condemnation route would probably cost us more money then if we
negotiated the price. We probably could have spent the money
and condemned but in light of the fact that the first and only
appraisal we had done did come in at $180 ,000. 00 we felt we were
on safe ground to that amount . That , as I say,,, was for a smaller
area of ground. We have been actually negotating this purchase
on and off for the last two years.
COUNCILMAN TOWNSEND: You said it was farmland. The land has been
.zoned for--it is not farmland, it is industrial land.
MRS. OLIVA: That has been already zoned?
COUNCILMAN TOWNSEND: That ' s got one of the lower zonings in the
Town .
MRS. OLIVA: When was that changed? A long time ago?
COUNCILMAN MURDOCK: From the inception of zoning.
MRS. OLIVA: Most people weren' t aware of this, that ' s why I figure
.. it should be brought out for clarification.
SUPERVISOR PELL: It is industrial zoned property , has been for many
many years. Also we had an appraisal done, two of them done. We
had one done two years ago and one done about six months or. less.
The first one was done a firm in Town and the second one we had a
firm come from Riverhead Township , actually the second one, to compare
the two and the $180,000. 00 we agreed to was less than the second
appraisal and it came in the ballpark with the two appraisals.
As Larry said, if we had to go to condemnation with the expenses
and the time it would have ate it up. So we did check it out with
two different appraisers and this is underneath both of them.
COUNCILMAN TOWNSEND: It was lower than both appraisals by a
. significant amount .

MRS. OLIVA: Maybe the gentlemen from the newspapers will put it
in so it will explain it to the people that have been calling me up.

SUPERVISOR PELL: Anybody else wish to address the Board? Mr.
Frank Bear.
AIR. FRANK BEAR: I just wanted to thank the Board -for it ' s_ agreeing
to support the League of Women Voters and the North Fork Environmental
Council in the meeting which those two organizations are co-sponsoring
and it may be that the North Fork Audubon will join in the sponsorship
for a meeting on the moratorium that has been proposed for developme
pending the update of the Town plan. This meeting is an information
meeting which is going to be held here in Town Hall on Thursday
evening, 8: 00 o ' clock on October the 28th and I just wanted you to
know we appreciate your assistance in this and we hope that people
from all walks of life in Town will come to learn more about what ' s
going on in connection with the update of the Town plan and this
proposal. Thank you.
SUPERVISOR PELL: Thank you. Gentleman over here--
MR. W. B. EVERETT, Cutchogue: Good evening, gentlemen. I 'm here
tonight at the suggestion. of Paul Stoutenburgh whom I contacted
with reference to this idea that has been in the back of my mind
for many many years and to do so I ' d like to read a letter which
I have addressed to the Town Board which will very briefly explain
it and then I will give you the original. "As some of us are old
enough to remember, eelgrass , once so abundant in the Peconic Bays,
was the main breeding ground and year round protection for the
famous Peconic Bay scallop. Prodigious quantities of that bivalve
when eelgrass was at it ' s height provided much seasonal employment
to enrich local -residents and strongly contributed to the financial
welfare of .the State. Struck by a disease which. wiped'-.out eelgrass
beds many years ago, the grass has apparently` overcome''th:at plague.
and is slowly coming back in areas close to the. ocean, ree�8tablish-
ing itself quite nicely in the Orient Point vicinity. A .rer :� ring
thought now being presented to you for your consideration :ems to
hasten the return of the full scallop industry potential by trans-
planting eelgrass to those areas where it once had lush growth.
It is suggested that if undertaken, this operation be on a small
and relatively inexpensive scale; that these transplanted areas be
no larger than 10 x 10 feet; that each be separated from the next
by up to 1000 feet ; that there be not more than 10 or 12 such areas
in each selected bay section. The number of sections and their
location would be decided by those in charge and the project could
extend over a number of years. This matter is now left in your
very good hands for decision and liasion with New York State Depart-
ment of Environmental Conservation or any other agency having
jurisdiction and interest . "
SUPERVISOR PELL: Thank you very much. The Town Clerk will copy it
and distribute it to the Board and we' ll go from there. Thank you

WILLIAM R. TOOKER, Mattituck Patrol Coordinator, United States
Coast Guard Auxiliary: Thank you, Supervisor Pell . I 'm Bill
Tooker, Immediate Past Captain of the Coast Guard Auxiliary Division
18 out here in Eastern Long Island. Back the beginning of this
year you as Supervisor with your Town Board behind you requested
additional assistance and Coast Guard presence in Mattituck Inlet
area-Long Island .Sound. The beginning of this year the Auxiliary
Division in cooperation with other Coast Guard authorities started
a project , a project which has gone on over the past . summer, highly
successful , in our opinion , from the prior year activity. Tremendous --
increase in the effort . The effort so far has amounted to about
3000 man-hours of work on weekends , holidays , covering 37 days this
past summer— We 've had 37 patrol boats on duty in Mattituck Inlet
to handle search and rescue activites that may come up. Now this
was not all the effort of a few people in a back corner someplace.
One reason why I asked to be here tonight to address the Board.
This effort was the cooperative effort of everyone concerned. The
thing that impressed me as a Coast Guard Auxiliary Officer was the
way .this Town Board went to work and said we' ll back you in whatever
has to be done to get more presence in the inlet to handle emergency
situations. The Town Board, employees of the Town, proceed to make '
things easy, easier than they had been in the past , so that we. could

accomplish the mission we ' d been trying to do for more than five
years. Something that we';d just never been able to get all .the
forces together. I 'm here tonight to say thank you to the Town
Board, thank you to you Supervisor Pell. .I ' d like to specifically
also thank Councilman Murphy who did a lot of leg work for us . He
handled a lot of details that had to be handled. . The Chief of Police,
Mr. Winters, most helpful individual , most cooperative. Ray Dean,
the Superintendent of Highways. Without him our job never could have
gotten done. Finally the other man who did all the leg work, sitting
in back of me, a member of the Mattituck Inlet Advisory Committee , Mr.
Pete Coleman. Whenever I had a problem I went to Mr. Coleman and
said, help me out . One way or another the job got done. The end
result was we had a successful season, we feel that search and rescue
presence in the inlet has been improved to the point where it ' s now
noticable. Twenty-five -boats were assisted, amounting , to something
like $480,000. 00 worth of property was assisted. In the vicinity of
80 people on board their vessels. This was the result of the cooperativ
effort of everybody. I really appreciate it , I 'm looking forward to
another season, the same if not better. For your information, we are
planning on a permanent facility in the inlet with will minimize the
problems we've had this year of bringing in boats from outside. the
area. We hope to have a boat docked in the inlet next season or the
beginning of the season until the end of it , not only to handle week-
ends and holidays , but to also handle the weekdays, the night time,
whatever may come up. That is our goal in this and we need the Town
Board' s support and help like you did this past year. As a token of
our appreciation I have this certificate, Supervisor Pell , that I ' d
like to present to you on behalf of the Board. It reads as follows :
"United States Coast Guard Auxiliary, Third District , Northern Region,
Certificate of Appreciation, presented to the Southold Town Board for
outstanding cooperation and assistance in furthering the purposes and
principles of the Coast Guard Auxiliary. Presented this, 5th day of
October, 1982. " It ' s signed by our Division Captain Van Field.
SUPERVISOR PELL: Thank you very much, thank you, Commander. The first
time I heard the Commander speak and knew of the Coast Guard' s work
out here was one night up at Soundview Restaurant at the Southold
Town Aviation meeting they had up there. . I . went up there and he ' s
done a fine job there. Then Pete got involved in this and it came
to reality. On behalf of the Town Board we thank you, all of you,
for all the effort and all the work and dedication for giving of
your personal time for the benefit of our community and especially
the boaters in our area. Thank you very much, Commander.
