WORK SESSION
.9: 00 A.M. - The Board audited the outstanding bills.
EXECUTIVE SESSION
9: 45 A. M. - , The Board met with Charles Graves to discuss the
possibility of engaging his services for the 1983 CSEA and PBA
contract negotiations.
WORK SESSION ;
10: 05 A.M. - ,The Board began reviewing the agenda.
11: 00 A. M. -- Don Sioss, engineer for Holzmacher, McLendon and
Murrell, P. C. met with the Board . to explain the reasons for cost
overruns for the reconstruction of New Suffolk Avenue, Mattituck.
Mr . Sioss explained that the original grant agreement with the
State of New York was entered in to- about. six years ago with
certain set guidelines for construction materials., The costs
have risen considerably since that time and is- a..major reason
for cost overruns. ---The new bid for street lights has been
prepared and after approval. by Town Attorney Tasker, Highway
Superintendent Dean and the Town Board Street . Light Committee
will be advertised by Town Clerk Terry.
11: 25 A .M. - Charles Randall, President; Eastern Long Island Brach
of National Association for the Advancement of Colored People met
with the Town Board to review the proposed Town "of. Southod A±firmative
Action Plan which is on the Town Board agenda for adoption at the
regular meeting. Mr . Randall was satisfied with the proposed plan.
11: 45 A .M. - The Board resumed reviewing the agenda.
Discussed proposed parking lot at Mattituck business
district.
12 : 15 P. M. - Recess for lunch.
2: 00 P.M. - Work Session reconvened and the Board resumed reviewing
the agenda.
3: 00 P.M. - Work Session recessed for public hbae ring on application
of E. M. Kontokosta for Jem Realty Co. for a soil removal permit..
3 : 55 P. M. - Work Session reconvened.
Councilman Townsend suggested that the -Town hire a
consultant to evaluate the proposals received on mun ci:pal 'sol1d
waste management , and evaluation of the 1and"f1T1: 'site and preparation
of a time schedule for the process. He would like to write to several
consultants inviting them to meet with the Board to discuss this.
. Councilman Murdock stated he feels H2M has given the Town that informa
tion in terms of the characteristics of the landfill area. --The Land-
fill Committee will meet to further discuss this.
Councilman Townsend suggested that the Town -Attorney prepare an
agreement to be entered into with the Village of Greenport for the
solution of the scavanger waste problem. Town Attorney Tasker stated
that the Town and Village Boards must first reach an agreement on
specific points of the agreement ,bef ore he can draw such a document .
Councilman Townsend will arrange a meeting between a committee from
the Town and Village Boards.,
4: 30 P.M. - Account Clerk Joan Richter and Youth Director James
McMahon met 'with the Board to review a new program to be initiated
March 1, 1982 - Division of Youth Juvenile Aide Program

4: 35 P.M. - Councilman Murdock submitted and discussed his March 5, -
1982 meeting of the Building, Zone and Planning Committee and made
the following recommendations: (1) Hire a clerk-typist for the
Building Department; (2) Plan to expand the Town Nall on the north-
easterly end and (a ) Temporarily move the Zoning Board of Appeals
into the Councilmen ' s office; (b) Move the Councilmen' s office next
to the Town Historian' s office; (3) Begin the up-date of the Master
Plan; (4) Discuss co-revision costs relative to adopting the Code
changes already worked on under Chairman Drum As well as new .fee
schedules and overall Code changes. After reviewing Councilman
Murdock' s recommendations, it was the decision of the Town. Board
to move the ZoningA 'Board of Appeals into Building Inspector Fisher ' s
office and relocate Mr . Fisher in the outer Building Department
office and enclose his desk with a partition. --'Vith reference to
the Master Plan up-date and Code revisions, planning Board Chairman
Henry Raynor will be requested to contact planning experts to meet
with the Town Board for interviews. Councilman Murdock will set
a date for a meeting with ?epresentatives of the Building Department,
Planning Board and Board of Appeals, as well as Town Attorney
Tasker and the Building, Zoning and Planning Committee to begin
reviewing Code revisions.
5: 40 P. M. - Work Session adjourned.
7: 15 P.M. - The Town Board met with Sybil Mizzi and Paul Fink of
Pan Tech Management Corp. to discuss the 7: 30 hearing for Citizens'
Ideas on the Town of Southold Federal Community Development Block
Grant Funds.

A Regular Meeting of the Southold Town Board was held on
Tuesday, March 9, 1982 at the Southold Town Hall, Main Road,
Southold, New York. , Supervisor Pell opened the meeting at 7: 30
P. M. with the Pledge of Allegiance to the Flag.

paid: General Fund Whole Town bills in the amount of $54, 027. 1-1;
General Fund Part Town bills in the amount of $26, 073. 48; Highway
Department bills in the amount of $28, 370. 90; Fishers• Island Ferry
District bills in the amount of $38 , 867. 19; Federal Revenue Sharing
bills in ' the amount of $1832. 20; and Delinquency Diversion and
Prevention Project bills in the amount of $351. 94.

COUNCILMAN MURDOCK: May we have that meeting At 7: 30 P:M? I have
come to get a lot more comfortable with 7: 30 meetings. At 3: 00
o' clock meetings we never seem to get the agenda done. We have `y`' '
quite a few subjects still in front of us that haven' t been covered`. ;:
and I find the 3: 00 o' clock meeting has become very uncomfortable
for me. I just don ' t feel that we have time to do a proper days.

COUNCILMAN MURDOCK: Yes;. Bil.l;<;:,I, :.wil,l,: I; got a little bit out
of order since we took it outof' orde'r today. I wouldn' t read
the whole report. I made a report today. We had a meeting of.
the Town Board Committee on Zoning;: the ZBA, Building Department
and Planning Board. I had that meeting on Friday. The meeting
lasted approximately two hours andoI made a report to the Town Board
today which was two pages long which I do not want to read to the
entire membership here tonight . Part of the report was some
recommendations that I made to the Town Board. I will read the
recommendations I made just to give the people an idea of the
scope of the meeting. The recommendations were discussed by the -.
Town Board and I will not say that the. Town Board is going to do
them, .but I . just wanted the public to understand the type of
problems we' re trying to address. One is to hire a clerk-typist
for the Building Department. Number 2 was to plan to expand the
Town Hall, to build on the northeasterly end. 2(a) was to
temporarily move the Zoning Board of Appeals into the Councilmen ' s
Office and (b) move the Councilmen' s Office next to the Town .
Historian' s Office. 3. Begin the update of the Master Plan and
_ 4. To discuss the co-revision costs relative to adopting the Code
changes that were already worked out under Chairman Drum last
year, and new fee schedules and overall Code changes. Those are
a fast summary of what we consider to be very important problems
in the Town and the Town Board did spend- a great deal of time
discussing these problems and in the near future you will see a
few moves made by the Town to try and ameliorate some of the
problems that we have. Thank you, Bill.

II . PUBLIC NOTICES _- COUNCILMAN MURPHY:
1. Application from Mr. Thomas Reeve Sr. , 245 Maiden Lane,
Mattituck and concerns work to maintain a deck and install a
series of floats at Mattituck Creek. This is to the Corps of
Engineers, Department of the Army. This notice and the description
of the whole drawing is on file on the Town Clerk' s Bulletin Board
and anyone interested can see it there. Comments have to be made
to the Corps of Engineers in writing by March 2Oth.
2. Public notice of Mr . Thomas Ryan & Mr. R. Hillman, P. 0.
Box 919, Cutchogue for a bulkhead, dredge, ramps and backfill on
East Creek, Little Peconic Bay, Cutchogue. This is on file in

work and the actual location is on the application.
3. Notice of a Complete Application of S. Chase/ R. T. Buckham
by Enconsultants, Inc. , Southampton and it ' s to create a 2-lot
subdivision, westerly lot is 28, 000 square feet and contains an
existing one-family dwelling, easterly lot is 16,776 square- feet
and the applicant proposes to construct a one-family dwelling and
associated septic system upon it . Applicant request variance from
minimum lot size requirements pursuant to Section 661. 6(5)( ii ) .
Property is located on south side of Olejulane, west of Krause Road,
Mattituck, canal off Great Peconic Bay, Southold. Public comments
no later than March 17th. The lead agency is New York State
D. E. C. Contact man Daniel J. Larkin, Stony Brook. This notice
is on the Town Clerk' s Bulletin Board.
4. ' Public notice, application of Mr. Robert Wissman of 104
Concourse East, Brightwaters, New York for a mooring facility,
bulkhead and dredging at Fordham Canal, Shelter Island Sound, Town
of Greenport . This also is on the Town Clerk' s Bulletin Board and
you may contact Mr. Dennis Santolo, Corps of Engineers. Comments

Town Board meeting reconvened at 8: 20 P.M.
III . C0MMUNICATIONS
SUPERVISOR PELL: These communications are on file in my office
and also the Town Clerk' s Office if anybody cares to review them.
1. Letter from the Planning Board recommending changes in
our Town Code and asks the Board to review them and see if they
would like to act upon them. We are in the process of reviewing
all the Town Code. It is our intention to come up this spring
or summer with a package to change several parts of our Code that
is outdated and revise it while we are working on the Master Plan
at the same time perhaps.
2. Letter that Councilman Murdock, Chairman of our Landfill
Committee, received concerning a booklet that Resource Technology
Corporation is putting out and how they are going to list Southold
Town and our landfill.
3. Letter from Federal Emergency Management. Ageicy i:n regards
to the wave height on our shores. As you know :there is a fl-ood
plan out for insurance under the Flood P1an. , : .You have to meet
certain requirements and one of the things that they have come
up with is the wave height of the waves in case -of a bad storm;
hurricane. Our Town Engineer disputed some of their facts and
he has been in touch with them and we have been told by this
letter they are going to revise some of them in Southold Town.
4. Letter from the Laurel Elementary School advising us any
money that. the Town makes on interested while it holds the school
district ' s moneys please turn over to them. It is state law that
went into effect this year.
5. Letter concerning the dredging of Cedar Beach Inlet. A
request to have it dredged and an update on the jetty. situation.
Letter is from Paul Birman.
6. Regarding Robins Island from The Nature Conservancy giving
their views.
7. From Gregory Blass our Legislator regarding the camp known
as Pine .Crest Dunes in Peconic.
V. RESOLUTIONS
1. Moved by Councilman Murdock, seconded by Councilman Murphy; it was
RESOLVED that the Town Board of the Town of Southold accept the bid
of Agway Petroleum Corporation, Riverhead, New York for supplying
the Town of Southold with gasoline for the calendar year '1982 at
their bid price.

2. Moved by Councilman Nickles', seconded by Councilman Murdock, it was
RESOLVED that the Town Board of the Town of Southold accept the bid
of Goldsmith & Tuthill, Southold, New York for supply. the Town of
Southold Highway Department and Disposal Area with diesel fuel . for
the calendar year 1982 at their bid price.

RESOLVED that Supervisor William R. Pell, III or Deputy Supervisor
Francis J.. Murphy are hereby designated to represent the Town Board
of the Town of Southold and present, testimony at the public hearing
on March 18, 1982 at the Greenport Village Hall before Administrative
Law Judge F. E. Ueberwassner in the matter of the petitions of.
Sunrise Coach Lines , Inc. and Hampton Jitney, Inc. to the New York
State Department of Transportation for temporary certificates of
public convenience and necessity to operate a bus line between the
Village of Greenport and the City of New York (Sunrise Coach Lines,
Inc. and the Village of Greenport to the hamlet of Manorvi-lle (Hampton
Jitney, Inc. )

4. Moved by Councilman Townsend, seconded by Supervisor Pell,
WHEREAS, a proposed Local Law No. 1 - 1982 was introduced at a
meeting of this Board held on the 9th day of February, 1982, and
WHEREAS, a public hearing was held thereon by the Board on the
23rd day of February, 1982, at which time all interested persons
were given an opportunity to be heard thereon, now, therefore, be it
RESOLVED that Local Law No. 1 - 1982 be enacted as follows:
LOCAL LAW NO. 1 - 1982
Chapter 52 of the Code of the Town of Southold is hereby amended
as follows:
1. By amending Section 52-54 (Heating) by adding thereto a
new subdivision J, to read as follows:
J. Approved Portable Kerosene Heaters . Notwithstanding
any other provisions of this Chapter, approved portable
kerosene heaters, as defined in Artice 7-A of the .Real
Property Law, are permitted provided that such heaters
comply with the provisions of such law.
2. This Local Law shall take effect immediately.

Townsend, Councilman Murphy, Councilman Nickles, Supervisor
Pell. No: Councilman Murdock.

COUNCILMAN TOWNSEND: Bill, I ' d like to comment on this. At the
hearing -we received communications from both building 'inspectors
and there' s been some other letters written in opposition .to this
and they had some good points. There' s some danger in the use of
kerosene heaters but it was thought that since the New York State
Building Code was amended to allow portable kerosene heaters and
since they were in such common use in Southold Town that it was
really useless for us to continue to have in our law under our
present Local Law. The fact is that it does allow some people to
have inexpensive heating and in that sense I think in the long
run it will be a greater advantage to Southold Town than a threat.
I think that ' s why the Town Board moved to include the kerosene
heaters in their approved methods of heating.
COUNCILMAN MURDOCK: At that rate with Joe' s explanation I feel in
light of how I voted I should also say that I am deeply distressed,
with the communications from the Building Department that none of
the suppliers of kerosene as fuel for these stoves will certify
that they are serving, for this area, K-1 fuel. Without the K-1
fuel these heaters put off a lot more carbon monoxide and a lot
more danger to the public and with all due respect to the rest
of the state using heaters that are approved in this fashion I
find no fault with the heaters but I do if I cannot get the people
of this Town kerosene that is sufficient to be burned safely. That
one fact bothers me more than all the others. But I am still not
at peace and I believe that that - is probably the major consideration
that most of the fire chiefs and fire departments inthe Town of
Southold are against these heaters being used unvented. And I
wish there was some way we could force suppliers to give to this
Town that which we in the Town believe we are paying for. The
persons who receives the fuel from his supplier and sells it to
the homeowner in all honesty believes he is getting K-1 fuel .and
that' s what he buys and he' s paving for and that ' s what we the
public pay for, but the supplier will not verify and will not
attest to the fact that he supplies K-1 fuel and I think that ' s a
very important item for the safety of the people of . this Town.

WHEREAS, ' Enconsultants, Inc. on behalf of Neil Simon applied to
the Southold Town Board for a permit under the provisions of the,
Wetland Ordinance of the Town of Southold, application dated
November 16, 1981, and
WHEREAS, said application was referred to . the Southold Town Trustees
and Southold Town Conservation Advisory Council for, their findings. :
. and recommendations, and
WHEREAS, a public hearing was held by the Town Board withrespect
to said application on the 23rd day of February, 1982, at which .
time all interested persons were given an opportunity to be heard,
now, therefore, be it
RESOLVED that Enconsultants, Inc . on behalf of Neil Simon be
granted permission under the provisions of the Wetland Ordinance
of the Town of Southold to construct 190 lin. ft. of timber bulk-
head generally above line - of MHW, except on southerly side where
it will tie into the corner of existing bulkhead. Construct a 10
ft. return on the northerly side. Approximately 220 cu., yds. of
clean fill will be trucked in for backfill. Location of property:
terminus of Harbor Lights Drive on man-made basin off Southold Bay,
Southold, New York.

WHEREAS,. Enconsultants, Inc. on behalf of Willam LaMorte applied
to the Southold Town Board for a permit under the provisions of
the Wetland Ordinance of. the Town of Southold, application dated
December 2, 1981, and
WHEREAS, said application was referred to the Southold Town Trustees
and Southold Town Conservation Advisory Council for their findings
and recommendations, and
WHEREAS, a public hearing was held by the .Town,.Board with respect
to said application on the 23rd day of February', 1982, at which
time al°1" interested persons were given an opp'or.tunity to be heard,
now, therefore , be it
RESOLVED that Enconsultants, Inc. on behalf of William LaMorte be
granted permission under the provisions of the Wetland Ordinance
of -the Town of Southold to maintenance dredge and.p'lace resultant
fill behind - proposed upland retaining wall to be" constructed on the
southerly" part of parcel off. North Bayview Road, on- Jockey Creek
and Southold Bay, Southold, New York.

WHEREAS, Enconsultants, Inc. on behalf of Walter Silbernagel applied
to the Southold Town Board for a permit under the provisions of the
Wetland Ordinance of the Town of Southold, application dated Dec-
ember 29, 1981 , and
WHEREAS, said application was referred to the Southold Town Trustees
and Southold Town Conservation Advisory Council for their findings
and recommendations, and
WHEREAS, a public hearing was held by the Town Board with respect
to said application on the 23rd day of February, 1982, at which
time all interested. persons were given an opportunity to be heard,
now, therefore, be it
RESOLVED that Enconsultants, Inc. on behalf of Walter Silbernagel be
granted permission under the provisions of the Wetland Ordinance of
the Town of Southold to construct-a timber dock, elevated catwalk,
hinged ramp and floating dock secured by two pilings at Broadwaters
Road, on Broadwaters Cove, Nassau Point, Cutchogue, New York, with .
the CONDITION that the length of the dock will 'be determined by. a
maximum depth of 3 ft... at low water at the end of . the dock, but' not
to exceed the footage requested. Construction. is not to begin until
after staking -and review .by the Town Trustees, which will take place
after thawing..

WHEREAS, Enconsultants, Inc. on behalf of Strong' s Marine Center
applied to the Southold Town Board for a permit under the provisions
of the Wetland Ordinance of the Town of Southold, application dated
December 29, 1981, and
WHEREAS, said application was referred to the Southold Town Trustees

following Affirmative Action Guidelines:

AFFIRMATIVE ACTION PROGRAM
The guidelines have been prepared to assist the Town of
Southold to better familiarize themselves with. good Affirmative
Action practices. These guidelines should be used when adding;
staff personnel who are to be employed by the Town.
The Town will comply with Federal Executive Order No. 11246 '
as amended; Title VI of the Civil Rights Act of 1964 as amended;
42 U. S.G. 2000 a-d; Section 109 of the Housing and Community
Development Act of 1974.
AFFIRMATIVE ACTION OFFICER
For the purpose of the Town Program until further notice ,
the Supervisor wibl act as the Affirmative Action, Officer (AAO).
THE AAO' S 'DUTIES WILL INCLUDE, BUT NOT BE LIMITED TO, THE FOLLOWING:
(a ) Provide technical advice on Affirmative Action related
issues and activities;
(b) Recommend procedural and policy changes to further the
objectives of the Federal Regulations governing Affirmative Action
procedures;
(c ) Monitor compliance with all Regulations.
(d ) Coordinate Affirmative Action activities throughout the,
activity area;
(e) Receive and act upon employee complaints of discrimination
in accordance with the complaint procedures described hereafter .

RECRUITMENTS
When recruiting for a vacant Town position, the following
Affirmative Action procedures are suggested:
The Town shall maintain a . broad based, aggressive recruitment
program designed to attract well qualified individuals. Special
emphasis will be placed on locating minority and female candidates,
particularly for job categories where they are currently absent or
under represented .
Efforts will be made to locate and use those media which serve
the minority community.
Minority, female and handicapped staff will be encouraged to
actively participate in the recruitment and pr.omotion' process.
The Town is committed to exploring the feasibility "of making
the Civil Service process more responsive to the problems of employ-
ing disadvantaged peoples.
The Town will review all publications and recruitment literature
to assure that no discrimination is implied through its contents.
The phrase "Equal Opportunity/Affirmative Action Employer" will
appear on all employment advertising and recruitment literature.
SELECTION/UPWARD MOBILITY
When selecting personnel for entry level and promotional
positions, job qualifications and ability will be the normal
selection criteria. However, they will be especially aware of
minority and women candidates where suitable.
All hiring authorities will conduct .interviews in an unbiased
manner. and will limit questions to job-related factors ensuring.
selection on individual merit and eliminating irrelevant consider-
ations based on assumptions, generalizations and stereotypes about
minorities and women.
The Town will continue to encourage female and minority staff
to take course work under the various educational programs available
to improve their opportunities for promotion and upward mobility.
ANALYSIS
The Town' s AAO will develop and maintain a..pr.ogram to
statistically monitor the sex and ethnic composition for the
existing staff, as well as to prepare information... needed for
evaluation and planning.
The Suffolk County Civil Service Department will be solely
responsible to review the assignment of salary grades- to all proposed
job titles to ascertain the appropriateness of .salary in terms of
skills and experience required and to recommend warranted changes.
TRAINING
Where applicable, Affirmative Action principles will be`.included
as• part of the cirriculum in all training programs.
The ,Town will review their positions to determine what jobs
might be .filled by individuals in accordance with Section 55-b of
the- Civil; Service Law. This information in accordance with the AAO,
who in turn will notify the Civil' Service Department for their
reference in placing qualified handicapped individuals.
THE PLAN
CONTRACT COMPLIANCE
The Town of Southold will ensure that non-discrimination
clauses supporting the tenet of Equal Employment Opportunity. be
included in all bid specifications, contracts, leases and all
similar documents with outside agencies. Violations of the above
statement will be brought to the attention of the Affirmative
Action Officer and the Town Attorney.
The' Town' will attempt to comply with the applicable Federal.
and State Laws regarding Labor. Standards and Contract Compliance
as they specifically relate to Affirmative Action procedures.
PROCESSING OF COMPLAINTS OF DISCRIMINATION
Any complaint concerning" alleged unlawful discriminatory
practice based on race, color, creed, national origin or sex,,
affecting the employment- or potential employment. of any individual
under the Town of Southold may be .heard through the following
procedure, in addition to or in substitution of the procedures
provided by the State Law:
The aggrieved employee or employment candidate will send a
written complaint to the Affirmative Action Officer describing in
detail the alleged discriminatory employment incident. The com-
plaint will be further researched through investigation of, relevant
documents and conferences with all involved personnel. A finding
.will be made within sixty .(60) days.
If a resolution to the complaint is reached, the agreed upon
appropriate action will be - implemented. . The Affirmative Action
Officer will be required to state -in writing; that the complaint"
has been resolved to the satisfaction of- all parties and describe
the action taken. This correspondence will be made available to.

entity, or organization so request nk"it.
If an agreement cannot be- reached or implemented, the Affirma-
tive Action Officer will notify the involved parties of . such in

Division. of Human Rights. This complaint procedure in no way
limits the employee' s rights to take his/her complaint to the
County' s Human Rights Commission and/or the State Division of
Human Rights at any time during the process.

Town under previous years Community Development Block Grant Programs,
as follows: The period of the agreement is extended to include,, as
deemed necessary and appropriate by the Supervisor, the Southold.
Community Development Block Grant Program approved by HUD under the
Suffolk County Community Development Consortium FY181 (Year Seven)
Application. All services required under this agreement shall be _
furnished on the same terms as are stated in the present contract
and said continuing services shall be furnished to the Town without
interruption, and can be terminated by either party upon _thirty (30)
days notice.

action described below, has determined that the project which- is
unlisted, will not have a significant effect on the environment.
Description of Action: Application of Enconsultants, Inc. on behalf
of Friedrich Krug for a wetland permit to 'replace approximately 58
lin, ft . of timber bulkhead in the same location and configuration
and backfill with 25 cu. yds. of clean sand fill to be ,trucked in
from upland source at Budd' s Pond, off Budd'-s Pond Road, ' Southold,

The project has been determined not to have a significant
effect on the environment for the following reasons:
An environmental assessment has been submitted which indicated
that no significant adverse effect to the environment are likely to

has shown a remarkable amount of alertness in spite of .a couple
of slips here tonight and of course Ruth Oliva and I have been
here most of the time too but that ' s something else. There' s
something that came up today that I' d like to comment on if I
may and that is the matter of a grant application for federal
funding assistance for the Airport Site Selection Master Plan
Study in the Town of Southold. This came up as a result of a
letter from PRC Speas which was chosen to represent the Town
in this matter back in September of 1980 and this letter then
was referred to the Chairman of the Southold Airpark Committee
David Spohn to prepare a response to that and he did prepare
this response because he is a person who has been behind the
effort to get an airpart in the Town of Southold since approx-
imately the year One. This, as I understand from the Work
Session today, was to be used as a response from the Town to
PRC Speas to renew the effort for funding. The letter from PRC
Speas has said it' s quite clear that whatever federal moneys will
be available for airport planning and construction will be limited.
All indications are that an extension of the current AP legislation
will be passed making 450 million dollars available .for airpark
development nationwide. Competition among municipalities for these
funds will be great, and so on. I ' d like to point out that this
effort toward getting an airpark for the Town has been going on
without any real public participation now for a few years and after
the action taken in September of 1980 to appoint PRC Speas I wrote
a letter to the. Board in which I said, " I urge the Southold Town
Board to arrange for public participation in relation to the Town
proposed Airpark Master Planning/Site Selection Study. " You' ll
note that says, "Airpark Master Planning/Site Selection" . The
word feasibility does not appear. In my letter I said, "The public
can be involved in two ways: (1) At public meetings conducted by
the Town Board and (2 ) through a citizens advisory committee. This
committee could work ..in cooperation with the consulting firm of. . . .
Speas. . . " which would give the public an opportunity to participate
early. Until now as stated in the' letter the- only public involvement
in terms of this proposal for a Southold Town Airpark has been by
local flying enthusiasts who call themselves the Airpark Committee
and they are David C.. Spohn and John Duell who are airline pi.-lots

and some assistants to them. I' d like to say also or point out that
in that letter I said, "The unofficial ' Airpark Committee' has in-
fact superseded the Town Airport Committee which came into being in
January 1979, with Town Board authorization. That officially appoint-
ed committee has not. been consulted or informed at any time of the
' Airpark Committee' s' negotiations with the Town Board. . . . . The
official Town Airport Committee made a study of costs and conditions
for the possible establishment of a Town airport. Its assignment
did not include the question of feasibility. That matter was expected
to be addressed by the Tri-State Planning Commissioner, " which was
going to make a study of the need for airports on Long Island. Now,
we pointed out in there that it would be necessary to "purchase `80'
to 100 .acres of land needed for the airport, at" a cost of $1, 045, 000
to $1, 165 , 000, " of which 95'% or possibly more at that time would
have been funded by federal and state governments. . But they did not
include such costs "as !.an estimated $160, 000 for a possible eventual
office-terminal, or the unestimated annual expenses of maintenance,
snow removal and liability insurance. " Now again"the Southold Town
Development Plan does not include the plan that now exists, does not
include or provide for an airport at all. In fact, a proposal by
the consulting firm` of Raymond and May that the plan include an
airport was deleted before the plan' s adoption. . . . because of opposition
both from town officials and the public. In this connection, the
Town Planning Board was then, now still is, taking "steps to revise
and update the town plan," Now, how am I to"separate Airport
Master Planning/Site Selection Study relate to a new master plan.
for the entire town?" I wind up by saying, "Let us not assume now, . . . .
that a Southold- Town airport is feasible and desirable. " "Neither
should we assume now that Southold should not have an airport. Just
let us be certain. . . . . . . . that .what is done is what we- need.. . . . .
Citizen participation now will help find an objective and publicly
acceptable answer. " I think that I ' d also like .to ,.point out that
Councilman Drum who was the Chairman" of that committee in a report
to the Town Board on March the 13th 1979 pointed.'.out-,--that are certain
requirements that are . layed down before you can-` qualify for federal
funds. An engineering study is necessary, environmental assess-
ment . The bill is very specific when it says an airport project
may not be approved without a public hearing for the 'purpo.se of
considering economic , social and environmental effects of an
airport location. Now here we are, this is now-:1982, quite a
long time later and the so-called Airpark Committee has been work-
ing with the Town Board in an attempt to get an airport going and
here we go again and I think some of the points which. I made at
that time about the necessity for public participation early in
the game, not later, would tend to offset the possibility of a
lot of difficulties later on .the public and otherwise and possibly
provide for input which would be helpful. I think feasibility is
something which has not been addressed and should be addressed
before we go too far. I do hope that this Town Board will take
into consideration these points which were made in September. of
1980, as well as what I am trying to say today, that we should not
be moving forward to get an airport on a site study before we
determine a feasibility of an airport for the Town of Southold.

MR. LYTLE: It ' s not necessary, just the general sentiments.
COUNCILNSAN NICKLES: This is to Supervisor William Pell regarding
Peconic Dunes Camp. "To the Honorable Supervisor and Members of
the Town Board: Please. be advised that a decision has not yet
been made by the County as to whether the above facility will
operate as a camp during the summer months of 1982. The County .
Purchasing Department is on the verge of sending out to public
bidding- a proposal for operation of the camp by a private
contractor. When the bidding proposals are received from the
general public, the County will be in a position to decide the
Camp' s status for this summer. Accordingly, such a decision is
expected by -the end of. March. In, the meantime, plans for the .

operation of the Outdoor Learning Loratory by SCUPS will not

be disturbed for this Spring. Continuation of the Outdoor Learn-
ing Laboratory in future years is still under consideration.
