SOUTHOLD TOWN BOARD
REGULAR MEETING.
JANUARY 19, 1982
WORK SESSION
Highway bills were audited.
10: 20 A.M. -. Mr. Lyle Meredith, clerk of the works for the weather-
ization of- the Senior/Youth Center met with the Board to bring them
up to date on the work that has been done at the Center . The caulking
above the windows and roof has been temporarily completed; water is
" driving in the louvers--this can be corrected by closure, but he is
looking for a long range solution. Ed Bunce did a first class job .
of weatherstripping the front door; hinges have been received for the
inside door . There is still severe heat loss from ineffective ceiling
insulation, more must be added. There will be two resolutions on the
agenda to hire J. P. Hunter Co. to rearrange and add insulating batting,
and also- to place blown glass insulation into the entire ceiling. ---
Supervisor Pell said the aforementioned insulation has been recommended
by Ran Tech. He also advised the Board that $50, 000 was put aside for
the work at the Center, and about $30, 000 has been used. There will be
$20, 000 left which he would like to use to resurface the parking lot ,
install curbing, basketball courts; bocci courts. ---Councilman Townsend
suggested some of the money be used for transportation to the Center .
Supervisor Pell said he would look into that and contact Pan Tech to
see of the Community Development Funds can be used for that purpose. --
Justice -Edwards recommended additional outside lighting.
The Town Board members made their committee reports.
12: 05 P.M. - Recess for lunch ..
1: 20 P.M. - Work session reconvened and the Board continued reviewing
the agenda .
2: 55 P.M. - Justice Edwards presented and read the following resolution
concerning Robins Island which he wished added to the agenda:
"WHEREAS, the Southold Town Board supports the preservation of
Robins Island in its natural state, and
WHEREAS, the private-efforts of the Save Robins Island Committee
to preserve the Island have been obstructed by the Island ' s owners,
The Southold Development Corporation, and .
WHEREAS, while the Southold Town Board has local jurisdiction
over the future of Robins Island, and has the power to acquire the
Island on its own, the Board believes that the preservation of the
Island is a regional concern and that the Island ' s preservation
would be a benefit to the entire region, and
WHEREAS, the County of Suffolk has established a Nature Trust
for the specific purpose of preserving land like Robins Island,
.which has not yet been utilized on behalf of the people of Suffolk
County,
NOW, THEREFORE, be it
RESOLVED, that the Town Board shall- and hereby does go on
record as favoring and giving its consent to the acquisition of
Robins Island by the exercise of Eminent Domain, and the permanent
preservation of the Island through a limited access Nature Trust. "
Councilmen Murdock and Nickles objected to the resolution being
added to the agenda. ' Councilman Murdock said that resolutions were
not supposed to be added after the agenda was prepared unless there
was an emergency. ---Supervisor Pell said there were several items
on the .agenda still unresolved, therefore, he would call for a
recess after the regular meeting so the Board could go back into
work session and discuss those items, including the Robins Island
resolution.

RESOLVED that the minutes of the January 5, 1982 Organizational Meeting
of the Southold Town Board and" .the minutes of the January 5, 1982 Regular
Meeting of the Southold Town Board be and hereby are approved.

COUNCILMAN TOWNSEND: We had a Police Committee meeting and the
minutes of that meeting will be on record with the Town Clerk.
COUNCILMAN MURDOCK: On Sunday I attended a meeting of the Southold
Town Fire Commissioner' s Association in the Greenport Firehouse at
which time they expressed their concern that we do not have fire
inspectors out making inspections according to our Town Fire Code.
On behalf of the Town Board I expressed an opinion to them that we
would proceed as rapidly as possible to correct that situation.
On last Friday four"of the Town Board members met here at a
meeting on municipal solid waste. It was a general discussion time.
More specifically we will meet again at 10-: 00 A.M. in the Town Hall
on Friday to discuss problems pertaining to a meeting we have to have
on January 26th with the DEC.
COUNCILMAN NICKLES: This' morning at 9: 00 A .M. Councilman Murdock
and I met with the assessing unit of the Town. This was a meeting
of the Committee on Taxation and Finance for the purposes of developing
a better line of communications between that department and the Town
.Board. In the course of that meeting we kind of laid out the ground
work of how we are going to proceed, certainly in the next six months,
relative to the new legislation that passed the legislature and
Assembly, was subsequently vetoed by the Governor . and then overridden.

This relates to the various tax assessing problems that confronts
the State of New York and the taxing entities. I would have to
say that in reviewing the bill, in the small amount of time we had
to devote to it this morning, it certainly is complex.
COUNCILMAN MURPHY: Ray Edwards and I traveled to the Town of Windham
yesterday to inspect the incinerator plant that we are interested in
and it was, most interesting to talk to the First Selectwoman--Person.
On the street lights,' the area sales rep for GE is going to ;come
out to explain to the Street Light Committee why they feel we should
stay with the standardization and then we' ll make the decision on the
rejection or acceptance of the street light bids.
On the Inland Waterways, about three quarters of the inspections
have .been done and recommendations have been made by the Town Truste
and Bay Constable.
COUNCILMAN NICKLES: Frank, didn' t we decide to stay with the
standardization at the last Town Board meeting?
COUNCILMAN MURPHY: Yes, but then there was a lot of talk of rejecting
that and going to ITT because of the cost:. One sales rep says, "Yes,
it is much better to stick with G.E. ",, and another- sales rep of. G.E.
said, "No,. you really should have two suppliers" . I don ' t think we
should make a decision right now until we talk to G.E. ' s factory rep.
This is on the recommendation of Jim Homan.
SUPERVISOR PELL: Justice Edwards?
JUSTICE EDWARDS: Nothing.
SUPERVISOR PELL: The only thing I have to report on is that we have
one appointment coming up on the Board of Assessment Review, William
Weinheimer ' s term is up February 22nd. I will ask that resumes be
submitted to the' Town Clerk prior to February 15th, at which time
they be distributed to the Town Board and the selection will be made
on the 23rd of February.
I.I . PUBLIC NOTICES
SUPERVISOR PELL: These are all on file with the Town Clerk -if anybody
cares - to review them.
1. Gerard Galiano/Kathryn Robedee, DEC Notice of Complete Applica-
tion to subdivide into two lots property on Pine Tree Road, Cutchogue.
Comments by February 3, 1982.
2. DEC Notice of Complete Application, Goose Bay Civic Association
to dredge a channel 1100 ft . long by 30 ft . wide to a depth of 4 ft .

3. (a) From the Department of Transportation , N.Y. S . They
scheduled a hearing on. Sunrise Coach Lines bus from Greenpor;t to
New York and also on one from the Hampton Jitney from Greenport to
Manorville. They were scheduled for January 28th. They are both
postponed to March 4, 1982, to be held in the Village of Greenport..
3. (b) Same as above.
4. DEC Notice of Complete Application of Norman C. Boos for
construction of a single family dwelling in . East Cutchogue. Written
comments . by February 3, 1982.
5. Application of Charles DeLuca to the Dept . of the Army,
Corps of Engineers to construct catwalk, ramp and floating dock in
Peconic on Little Peconic Bay. Written comments by February 13, 1982.
. 6. DEC Notice of Complete Application by Stephen Shilowitz to
construct eight condominiums and a boathouse in Greenport. Part of
the land is in Southold Town and part it the Village of Greenport.
. Written comments are due by February 10, 1982.
All these applications are on file with the Town Clerk if. anyybody
cares to review them.
III . COMMUNICATIONS
i
1 . A letter from H2M suggesting that we sit down and meet with
them and go over our difficulties we find ourselves in at the landfill.
A date has been set up and the Town Board will meet with Mr. mbeck
from H2M on Friday of this week.
2. Letter from the Orient Mosquito District telling us of work
they plan to do there (Narrow River Road) and asking the Town what
permits do they require to obtain prior to that. We will respond to
them.

3. From The Beachcomber.,,Motel. ' . I-f you -can recall, the last
time ,the Town Board; ..met we had a; group asking. us to place a tax on
room services out here. The TownBoard decline to go along with
this recommendation and the people of The Beachcomber Motel do not-
what a tax _placed upon their accomodations.
4. (a) & (b) Two letters from Dr. Mary J. Mooney-Getoff endorsing
the idea of a two-family home, conversion of the old homes in Town to
make. them two-family homes, and permitting residents to rent out rooms
in single family areas in residential zones to tourists.
5. ' Letter from the East Marion Fire District complaining about
what used to be a sand pit up along the sound banks that different
people are now dumping debris into this. sand pit. The police will
look into it and see what' s going on up there. They .will ha.ve ;to
wait until the snow moves.
6. Letter from Pebble Beach Farms Lot Owners Association, Inc.
asking the Town Board to go on record to oppose the dumping of dredged
material from Mamaroneck Harbor into Long Island Sound. The Town Board
instructed me to contact them and see what they' re going to dump and
where it will be dumped. Long Island Sound is a pretty big area.
7. This is from Long Island" Life magazine asking us to notify
them of any events we would like them to put in their magazine for
the Town. The letter was sent so far to the three chamber of
commerce and it also will be sent to the Rotary Club and firemen
throughout the Town and let them respond directly.
IV. HEARINGS
SUPERVISOR PELL: We have two scheduled at 3: 30 so we will have to
wait for that time. Moving on to Resolutions.
V. RESOLUTIONS
SUPERVISOR PELL: Number 1 was.'.a hearing we h.eld. on January 5th on
a -change of zone (Stephen Shilowitz) . The Town* Board is not ready
to rule on that one yet . It will be on the agenda for the next
meeting.
2. Moved by Councilman Murdock, seconded by Councilman Nickles,
WHEREAS, Country Club Estates has made application to the Town- Board
of the Town of Southold to dedicate a certain road in Cutchogue, New
York, to be known as COUNTRY CLUB -DRIVE, as well as DRAINAGE EASEMENT
and DRAINAGE AREA, as shown on subdivision map entitled "Country
Club Estates" and filed in the Suffolk County Clerk' s Office on
October ,17, '1978 as Map Number 6736, together with release. e xecuted
by the owner thereof, and
WHEREAS, the Southold Town Highway Superintendent has inspected the
said highway and has advised the Town Board that said proposed highway
complies .in all respects with the specifications for the dedication of
highways in the Town of Southold,
NOW, THEREFORE, BE IT RESOLVED that in accordance with Section 171
of the Highway Law of the State of New York, consent be and the same
is given to the Superintendent of Highways to make an Order Laying
Out aforesaid highway, to consist of lands described in said applica-
tion as shown on certain maps attached to said application, and
BE IT FURTHER RESOLVED that the Town Clerk be and she hereby is
authorized and directed to forthwith cause the Dedication, Release
and Deed to be recorded in the Office of the Clerk of the County of
Suffolk, New York.
Country Club Drive , Drainage Easement and Drainage Area 'as
follows: 1. The highway known as Country Club Drive, as shown and
designated on a certain map entitled, "Country Club Estates" filed in
the Office of the Clerk. of the County of Suffolk on October 17, 1978,
as Map Number 6736, together with all of the right, title and interest
of Country Club Estates , of, in and to the 12 foot Drainage Areas
abutting Country Club Drive and Linden Avenue all shown on said Map
No. 6737.
2. The Drainage Easement located between Lots 21 and 22
and the Drainage Area located west of Lots 20 and 21 as shown and
designated on a certain map entitled, "Country Club Estates" and
filed in the Office of the Clerk of the County of Suffolk on October
17, . 1978, as Map Number 6736. _

3. On motion of Councilman Murphy, seconded by Councilman Nickles, it was
RESOLVED that pursuant to Article 8 of the Environmental Conservation
Law State Environmental Quality Review and 6NYCRR Part 617, Section
617. 10 and Chapter 44 of the Code of the Town of Southold; notice is
hereby given that the Southold Town Board, as lead agency for the
action described below, has determined that the project, which is
unlisted, will not have a significant effect on' the 'environment.
Description of Action : Application of Joseph J. Lizewski fora change
of zone from "A" Residential and Agricultural District to "B" Light
Business District on certain property - located on the north side of
Main (State) Road, Cutchogue, New' York,
The project has been determined not to have a significant effect
on the environment for the following reasons:
An environmental assessment has been submitted which indicated
that no significant adverse effect to the environment are likely to
occur should the project be implemented as planned.
Because there has been no response in the allotted time from
the New York State Department of Environmental Conservation, it is \
assumed that there is no objection nor comments by that agency.

SUPERVISOR PELL: Number 4 (appointment to the Board of Appeals)
the Board will discuss later on in the day and make their decision,
I hope, before the day is up.
Number 5 is appointment to the Housing Board of Appeals . We
had one resume.
5. On motion of Councilman Nickles, seconded by Councilman Murphy, it was
RESOLVED that the Town Board of the Town of Southold appoint Frank A.
Lekich a member of the Southold Town Housing Board of Appeals, effective
January 9, 1982 through January 9, 1985.

6. On motion of Justice Edwards, seconded by Councilman Murdock, it was
RESOLVED that the application of John C. Tuthill, dated December 24,
1981 '.for permission to maintain a single family trailer on -his
r property located off east side of Elijah' s Lane, Mattituck, New York,
be and hereby is renewed for a six (6) month period.

7. On motion of Councilman Townsend, seconded by Justice Edwards,' it was
RESOLVED that the application of Oscar Goldin, dated December 24,
1981, for permission to maintain a single family trailer on , his
property located at Lot #60, Greenport Driving Park, off south side
Linnet Street, Greenport, New York, be and hereby is renewed for a
six (6) month period.

S. On motion of Councilman Murphy, seconded by Councilman Nickles, it was
RESOLVED that the Southold Town Board declare itself lead agency in
regard to the State Environmental Quality Review Act in the matter
of the application of Cheryl Pagnozzi for a wetland permit Yon 'certain-
property located at Jockey Creek, off south side of Jockey Creek Drive,
Southold, New York:

9. Moved by Councilman Murdock, seconded by Justice Edwards,
WHEREAS, the Southold Town Board at a regular meeting held on
December 2, 1980 adopted- the following resolution :
RESOLVED that the Town Board of the Town of Southold
register their objection with the Suffolk County Legis-
lature relative to -centralization of court facilities of
Suffolk County, citing hardship .and inaccessibility by

Eastern Suffolk residents ;if- such;`a, move should take
place.
AND, WHEREAS, a $500, 000. 00 preliminary study, whcch will draw up
surveys and engineering plans for a Hauppauge Court Complex will
soon be on the County Legislature ' s agenda, and be the first step
towards a change in the entire Riverhead court structure which will
directly affect the economy and availability of services on the East
End, now, therefore , be it
RESOLVED that the Town Board of` the Town of Southold reaffirm their
resolution of December 2 , .1980, and so notify the Suffolk County
Executive and Suffolk County Legislature of their objection to this
plan to centralize the Suffolk County Courts.

On motion of Supervisor Pell, seconded by Councilman Nickles, it was
RESOLVED that a recess be called at 3: 30 P.M. for the purpose of holding
two public hearings :
3: 30 P.M. on the wetland application of Strong' s _Marine
Center, Mattituck, New York.
3: 35 P. M. on the wetland application of. Sal McCarthy,
Mattituck, New York.
Meeting to reconvene following the public hearings.

On motion of Supervisor Pell, seconded by Councilman .Murph.y, it was
RESOLVED that the next regular meeting of the Southold Town Board will
be held at 7: 30 P.M. , February 9, 1982 at -the Southold Town Hall, Main
Road, Southold, New York.

10. On motion of Councilman Townsend, seconded by Councilman Murdock, it l:s
RESOLVED that the Town Clerk be and she hereby. . is authorized -and
directed to .advertise for bids for the purchase 'of five new 1982
Special Police Type automobiles, as per specifications, with alternate
bids for (a) one additional police vehicle with the same specifications,
and (b) factory installed AM radios in all cars. Bid Opening: 10: 00
A. M. , February 8, 1982.

11. On motion of Councilman Murphy, seconded by Justice Edwards, it was
RESOLVED that the Town Board of the Town of Southold hereby appoints
Donald Deerkoski, Vice President of The North Fork Bank and Trust
Company, as Deputy Receiver of Taxes for the Town of Southold, effective
this date through December 31, 1982. Mr. Deerkoski to serve without
compensation in this position.

12. On motion of Justice Edwards, seconded by Councilman Townsend, it was
RESOLVED that the Town Board of the Town of Southold amend their
Resolution No. 23 adopted at the Organizational Meeting held on
January 5, 1982, setting the salaries of Part-Time employees of the
Town of Southold, in particular, the salaries of the Clerks in the
Office of the Receiver of Taxes, to read as follows:
Jean Rogers--------------$30. 00 per day
Carolyn Adams------------$28. 00 per day
Margaret Thompson--------$28. 00 per day '

13- On motion of Councilman Townsend, seconded by Councilman Murphy, it was
(a) RESOLVED that the Town Board of the Town of Southold accept the
proposal of The Specific Heat Co. , Mattituck, New York, to install
window quilt insulation shades and baked enamel valances on ten (10)
windows at the Senior Citizen/Youth Center, Peconic, New York, at . a
cost of. $1, 187. 00.

Councilman Murphy, Councilman Murdock, Councilman Nickles, Supervisor

13. On motion of Justice Edwards, seconded by Councilman Townsend, , it was
(b) RESOLVED that the Town Board of the Town of Southold hereby
authorizes the expenditure of $1, 187. 00 from Community Development
Funds to pay The._ Specific Heat Co. , Mattituck, New York for installa-
tion of window quilt insulation shades and baked enamel valances on
ten (10) windows at the Senior Citizen/Youth Center, Peconic, New York.

14 . On motion of Councilman Murdock, seconded by Councilman Townsend , it was
RESOLVED that the Town Board of the Town -of Southold engage the
services of J. P. Hunter Co. , Kings Park, New York to rearrange-
and add to insulation batting, as needed, in the ceiling of the
Senior Citizen/Youth Center , Peconic , New York, to provide a tight
and solid covering in said ceiling at a cost of $1, 000. 00, to be
paid from General Fund Whole Town--Building Account .

Councilman Murphy, Councilman Murdock, Councilman Nickles, Supervisor
Pell.

15. On motion of Councilman Murphy, seconded by Justice" Edwards, it was
RESOLVED that the Town Board of the Town of Southold engage the
services of J. P. Hunter' Co. , Kings Park, New 'York; to place blown
glass insulation into the entire ceiling of the - Senior Citizen/Youth
Center, Peconic, New York, at a cost of $1, 900. 00; said cost to be
paid from Community Development Funds.

Councilman Murphy, Councilman Murdock, Councilman Nickles, 'Supervisor
Pell.

16. On motion of Supervisor Pell, seconded by Councilman Nickles, it was
RESOLVED that the Town Board of the Town of Southold hereby engage
the services of Jean Schneider, as needed, to close out the Southold
Town Account books, Whole Town and Part Town, for Fiscal Year 1981,
at a salary of $6. 75 per hour . -

17. On motion of Justice Edwards, seconded by Supervisor Pell, it was
RESOLVED that the Town Board of the Town of Southold hereby

WORK SESSION - 4: 01 P.M.
Councilman Nickles reported that he had looked into the request of
the- Orient Mosau i to ni�tr i et to install a- drain off Narrow River
Road, Orient . A permit will not be necessary from the Town Trustees,
as they only have control. of the bottomland and not the water . It
appears the Mosquito District will not .need any Town permits to install
the drain.
Proposed Resolution No. 4 = appointment' to the Southold Town .Board
of Appeals was discussed. Councilman Murphy proposed the name of
Halsey Staples, saying he has worked in Town government , serving
very well as a Town Trustee and ran as a Councilman" and lost. Mr.
Murphy is glad Mr. Staples has not lost an-interest in Town government .
Supervisor Pell said he would support Mr. Staples.--Councilman Townsend
proposed the name of John Dorman.. Councilman Murdock proposed Scott
Harris and Councilman Nickles said he would vote for Mr. Harris.
Councilman Townsend then withdrew his support for Mr. Dorman and
proposed Robert. Douglass. Justice Edwards voiced his support of
Mr. Douglass. Supervisor Pell determined that there was not a
candidate with enough support to be appointed to the Board. of Appeals
and declared that Robert Douglass will continue to serve as a holdover.
Councilman Townsend suggested that an item be placed on the next Town
Board agenda to interview the interested candidates.

Supervisor . Pell brought forth Resolution No. 18 - hire Susan. Long.
for the position of Clerk-Typist. The position in the Planning Board
where Mrs. Long presently is situated is a Clerk-Stenographer. Mrs .
Long has failed to pass the Clerk-Stenographer civil service test, but
has passed the Clerk-Typist test. Supervisor Pell proposed to down-
grade the position to Clerk-Typist and appoint Mrs'. Long to- the
position. Councilman. Murdock and Councilman Nickles objected to
downgrading the position to Clerk-Typist. Supervisor Pell said he
would place the resolution on the February 9th agenda and invite
Planning Board Chairman Henry Raynor to that meeting to discuss it.
Pending decisions on the unsafe building hearings held earlier
in the day were discussed. The Board decided to adopt resolutions
after the meeting reconvenes, requiring that the property of Frederick
Reese and Harold Reese (Mallard Inn) be secured by boarding up the
doors and windows of the building and shoring up the porches to be
made safe or removed, within 30 days from this date. In the matter
of the unsafe building hearing of Mattituck Shores Associates, the
Board decided that within 30 days from this date the buildings must
be demolished and the debris removed and the foundation hole filled
in.
OFF AGENDA ITEMS:
There wi'll- be a seminar in ,Riverhead on January 26th concerning
computerization of records. Supervisor Pell will attend and suggested
Councilman Nickles might like to attend. .
Letter from the Southold Town Baymen.' s Association concerning
proposal for county 'easing of local' bay b'ot'toms was discussed.
Supervisor Pell will place it on. the February 9th agenda for a
resolution.
Letter from Town Attorney Tasker to Building Inspector Fisher
relative: to kerosene heaters was discussed. -Town Attorney Tasker
will draft a Local Law for the Boardrs consideration.
The certificate of :d'epo'sit placed with the Town Clerk as a bond
for performance of work at ' the Senior/Youth Center by Federal
Conservation Group was discussed. They must assign the CD to the'..
.Town before their bid deposit can be returned or payment for the
work can be made.
The Board studied the proposed' 'parking' 'field west of Love Lane,
Mattituck. Supervisor Pell, Councilman Nickles and Highway Superin-
tendent Dean will meet with North Fork Bank & Trust Co. President John
Kanas and surveyors Young and Young to discuss the layout of the
proposed .lot .
The proposed Robins 'Isl:and. resolution which was offered by Justice
Edwards just prior to the regular meeting, was brought forward for
discussion. . Councilman Murdock expressed his objections to the
resolution. It was brought forth without time for discussion and .
there may be other people in the Township who may wish to be heard
in opposition to the resolution. Frank bear stated the people have
had .an opportunity to express themselves by petitions and then
through a questionnaire which was sent to all registered voters of
the Town, and more than . 26% responded; 84. 6% in favor of preservatio
and 11% preferred development. Councilman Murdock questioned Justice
Edwards and Councilman Townsend on the manner in which they were told
about the proposed resolution.. Justice Edwards said he had heard of
a meeting of the Save Robins - Island Committee which was held the
previous night and asked if he could attend so he could . learn more
about the Robins Island issue. Councilman Townsend learned of the
meeting through Frank Bear, although he did not invite him, and only
at the last minute decided to attend. The question was raised by
Councilman Murdock and Councilman Nickles as to why they were not
informed of the proposed resolution'. . (Councilman Murdock said he
had seen a copy of it some time back but was asked to keep i.t- in
confidence and was not told when it would be introduced..) Councilman
Nickles said he had never seen the resolution and knew nothing about
it coming before the Board today. Mr. Robert Pike, attorney for
the Save Robins Island Committee, said Councilman Nickles had been
advised of the pending resolution earlier in the week. Councilman
Nickles strongly protested Mr. Pikes statement, inferring he, was
being called a liar. He reiterated that he had no knowledge of
the proposed resolution. Councilman Nickles said he did not feel
Councilman Townsend and Justice Edwards had had sufficient time to
study all sides of the issue. The matter had been debated since
. January 1980 and the files were voluminous. . He asked that the

resolution be tabled:"`- He did 'not `_come" to' the' meeting prepared to
speak on- Robins Island. He wished sufficient time- for Councilman
Townsend and Justice Edwards to study the Town Board minutes and
petitions and other issues involved with Robins Island and thoroughly
discuss the issue as a Board. Justice Edwards said he would be
willing to hold, but not for long, the proposed resolution. He
admitted he had only heard one side of the issue, that of the Save
_ Robins Island Committee. Mr`. Pike told the Board that even if they
adopted the resolution today, it would take two years for it to be
processed through the County. Mr. Bear asked the. Board' s favorable
adoption of the resolution as soon as- possible so .the proposal can
be put before the County Legislature. Without Town Board approval, .
they cannot go any further. Supervisor Pell said that since there
would be long and lengthy discussion by the Board on the Robins .
Island matter, he would .schedule a special Work Session of the Town
Board for 3: 00 P.M. , Monday, February 8th, and the resolution would .
be placed on the February 9th agenda for a vote.
Regular Town Board meeting reconvened at 5: 25 P.M.
SUPERVISOR PELL: The first item is Resolution No. 4, the appointment
to the Southold Town Board of Appeals. There are four resumes sub-
mitted and a straw vote taken during the working session of the Board
indicated there were two votes for Staples, two. votes for Scott Harris;
two votes for Robert Douglass. i,Therefore not receiving a majority
of the Board for any one individual, of four votes, Mr. Douglass
will remain as a holdover appointment as a member of the Town Board
of Appeals.
Resolution No. 18 , the position recommended by the Southold
Town Planning Board Chairman, Mr. Henry Raynor, to hireSusan Long
as a Clerk-Typist, downgrading the position in that office from
Clerk-Stenographer, the Board did discuss it and postponed any
decision until February 9th. It was put on that agenda and Mr.
Raynor will be invited to attend the meeting.
On the two unsafe building hearings that were held. today, the
first one was on Frederick Reese and Harold Reese on what - is referred
to as Mallard Inn. Testimony was given to the Board by Mr. - Reese'
representative Mr. Hudson and the Board is ready to make a decision
.on that one.

Road, East, Marion, New York, which was determined to be structurally
unsafe and dangerous by Building Inspector Curtis W. Horton, now,
therefore, be it
RESOLVED that as a result of said hearing on January 19, 1982, the
Southold Town Board agrees with Building Inspector Horton that the
structure owned by Harold Reese and Frederick Reese on the south
side of Main (State) Road, East Marion, New York is structurally
unsafe and dangerous and as such constitutes a hazard to safety by
reason of inadequate maintenance, dilapidation and abandonment. In
particular the roof was completely destroyed by fire, windows and
doors have been removed, the interior of the building is basically
gutted, and the exterior walls are in disrepair and unsafe, and
be it further
RESOLVED that within 30 days from the date of the hearing, January
19, 1982, the doors and windows of the building must be boarded up
and the porches must be shored up and made safe or removed.
