MEETING OF SEPTEMBER 9, 1954.
The Southold Town Board met at the office of Supervisor
Norman E . Klipp at Greenport, on Thursday September 9,
1954. The meeting was called to order at 1:30 P.M. with
the following present: Supervisor Klipp; Justices Tuthill,
Albertson, Clark and Demarest-
Superintendent of Highways Price;
Town Attorney Terry and Town Clerk
Booth.
The Board sat at once asr-,a committee on audit to examine
claims against the Town, concluding the audit work at
2 o 'clock P.M.
Moved by Justice Albertson; seconded by Justice Demarest:
RESOLVED: That the minutes of the meeting of August 10,
be and hereby are duly approved as read.
Vote of Town Board; Ayes-Supervisor Klipp; Justices Tuthill,
Albertson, Clark and Demarest.
Moved by Jsutice Clark; seconded by Justice Tuthill:
RESOLVED:, That the minutes of the two meetings held on
Fishers Island on August 24th be and hereby are duly approved
as read.
Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuuthill,
Albertson, Clark and Demarest.

RESOLVEDa That the regular monthly meeting of this Board
will be held at the office of Supervisor Norman E. Klipp
at Greenport, on Tuesday, September 28, 1954, at 11:30 P.M.
Vote of Town Board: Ayes-Supervisor klipp; Justices Tuthill,
Albertson, Clark and Demarest.
Supervisor Klipp read a letter from Harold F. Udell,
Shellfish Sanitarian of the New York State Conservation
Department concerning the establishment of an experim-
ental oyster area in Dam Pond, East Marion. This proposed
sight lies in the northwest corner of the pond.
Moved by Justice Albertson; seconded by Justice Clark:
RESOLVED: That Supervisor Norman E. Klipp be authorized
.- to take the aforementioned matter up with the Southold
Town Board of Trustees .
Voke of Town Board: Ayes-Supervisor Klipp; Justices Clark,
Albertson and Demarest.
The following bonds were presented to the Board for its
approval.

RESOLVED:; That Bond No. SM 177818, issued by the American
Motorists Insurance Company in the amount of $500.00 On
behalf of Charles W. Jacobs , be and -the same is hereby
approved as to its form, sum, manner of- execution and
sufficiency of surety therein.
Vote of Town Board: Ayes-Supervisor Klipp; Justices Clark,
Albertson and Demarest.

RESOLVED: That Bond No. SM 177817, issued by the American
Motorists Insurance Company, in the amount of $500.00,
on behalf of Edward S . Brush, be and the same is hereby
approved as to irs form, sum, manner of execution and
sufficiency of surety therein.

Albertson and Demarest.

RESOLVED: That Bond No. 530305 issued by the Glens Falls
Insurance Company in the amount of $1000.00, on behalf
of Theodore B. Howard, be and the same is hereby approved
as to its form, sum, manner of execution and sufficiency
of surety therein.

Indemnity Company in the amount of $500.00, on behalf of

its form, sum, manner of execution and sufficiency of surety
therein.

RESOLVED: That the Police Report for the month of August
be accepted by the Town Board and placed on file.

RESOLVED: That General Bills in the amount of $39801.26,
Lighting Bills in the amount of $1,413.23, Town Trustee

Bills in the amount of ,07,840. 55, be and the smae are here-
by ordered paid.

RESOLVED: That the Southold Town Board approve the action
of the Commissioners of the Fishers Isl&nd Ferry District
on entering into a license contract No. DA-1.9-016-eng-2826!
with the United States Government covering the leasing of
Government facilities located at the foot of John Street,
New London, Connecticut, for the period from October 1,
1953, and ending September 30, 1954, at a yearly rental of
One Dollar ($1.00) in advance.

BUDGET NOTE RESOLUTION dated September 9, 19547
AUTHORIZING THE ISSUANCE OF A BEDGET NOTE OF THE
TOWN OF SOUTHOLD, SUFFOLK COUNTY, NEW YORK, in
the amount of $20,000. FOR UNFORESEEABLE PUBLIC
EMERGENCY.
BE IT RESOLVED this 9th day of September, 1954, by the Town
of Southold, Suffolk County, New York, as follows :
Section 1. That, pursuant to Subdivisioh l of Paragraph
A of Section 29 of the L6ca1 Finance Law, for the purpose
of paying the cost of extraordinary repairs to Town highways
and other Town property required by an unforeseeable public
emergency in the nature of a hurricane which occurred on
August 31, 195*4, there is hereby authorized to be ' issued
a budget note of the Town of Southold in the principal amount
of $20,000. , which is the maximum cost of such object or
purpose, which note shall mature on February 1st, 1955.
Section 2. That, except as herein specifically prescribed
said note shall be of the date:i terms, form, contents and
place of payment, and at a rate of interest not exceeding
three per centum per annum, as may be determined by the
Town Supervisot, consistent, however , with the provisions
of said Local Finance Law of the State of hew York, and
shall be executed in the name of the Town of Southold by
its Supervisor and the seal of said Town shall be attached
thereto.
Section 3. That said note shall be sold at private sale
by the Town Supervisor at a price of not less than par
value and accrued interest, if any, and upon due execution
and sale of said note ' the same shall be delivered to the
purchaser upon payment by him to the Town Super-Visor of
the purchase price in cash; and the receipt of such Super-
visor shall be a full acquittance to such purchaser who
shall not be obliged to see to the application of the pur-
chase money.
Section 4. The full faith and credit of the Town of
Southold, New York, are pledged to the punctual payment
of principal and interest on said note.
Section 5. This resolution shall take effect immediately.
The question of the adoption of the foregoing resolution
was duly put to a vote which resulted as follows:

Louis M. Demarest, Ralph Tuthill, Lester Albertson,
and Henry A. Clark.
ABSENT. .Justice of the Peace E. Perry Edwards.

The Supervisor thereupon declared that the resolution
was duly adopted.

BUDGET NOTE OF 1954
SPECIMEN NOTE
The Town of Southold, in the County of Suffolk, a munici-
pality of the State of New York, hereby acknowledges itself
indebted and for value received promises to pay to The
Notth Fork Bank & Trust Company, Mattituck, Ndw York,
the sum of Twenty Thousand ($20,000)Dollars , on the lst
day of February, 1955, together with interest thereon
from the date hereof at the rate of 1.9 per centum (1.9%)
per annum, payable semi-annually. Both principal of and
interest on this note shall be paid in lawful money of the
United States of America, at the office of the Supervisor,
Greenport, Suffolk County, New York. The Town of Sothold
shall have the privilege of pre-paying the whole or any
part of the unpaid balance of the principal sum at any
time prior to maturity.
This note may not be converted to registered form.

This note is the only note of a.n authorized issue in the
amount of Twenty Thousand ($20,000) Dollars , . for the purpose
of paying for the cost of extra-ordinary repairs to Town
Highways and other Town property as a result of an unfore-
seeable public emergency on August 31, 1954. This note is
issued pursuant to the provisions of a resolution entitled
"Budget Note Resolution" duly adopted by the Town Board
of such Town of Southold on September 9, 1954.
The faith and credit of such Town of Southold are hereby
irrevocably pledged for the punctual payment of the princ-
ipal of tnd interest on this note according to its terms.
It is hereby certified and recited that all conditions,
acts and things required by the Constitution and statutes
of the State of New York to exist, to have happened and to
have been performed precedent to and in the issuance of
this note, exist, have happened and have been performed,
and that this note, together with all other indebtedness
of such Town of Southold is within every debt and other
limit prescribed by the Constitution and Laws of such
State.
IN WITNESS WHEREOF, the Town of Southold, New York,
has caused this note to be signed by its Supervisor, and
its Corporate Seal to be hereunto affixed and attested by
its Town Clerk, and this Note to be dated ax of the 30th
day of September , . 1954.
