MEETING OF DUNE 8, 1954.
The Southold Town Board met at the office of Supervisor
Norman E. Klipp at Greenport, on Tuesday, June 8, 1954.
The meeting was called to order at 1:30 P.M. with the
following present: Supervisor Klipp; Justices Tuthill,
Albertson and Demarest; Superintendent of Highways Price;.
Town Attorney Terry and Town Clerk Booth.
The Board sat at once as a committee on Audit to examine
claims against the Town, concluding the Audit work at 2
o 'clock P.M.
Moved by Justice Albertson; seconded by justice Tuthill:
RESOLVED-: That the minutes of the previous meeting be and
are duly approved as read.
Vote of Town. Board: Ayes-Supervisor Klipp; Justices Tuthill,
Albertson and Demarest.
Moved by Justice Tuthill; seconded by Justice Albertson:
RESOLVED: That the regular monthly meeting of this Board
will be held at the office of Supervisor Norman E. Klipp
at Greenport, on Tuesday, June 2.9, 1954 at 1:30 P.M.
Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill,
Albertson and Demarest.

RESOLVED: That the Town flerk be and he hereby is direct-
ed. to request the Long Island Lighting Company to install
four additional aerial street lights in the Cutchogue- New
Suffolk Lighting District, said lights to be placed on
Poles No. 37 No. .6, No. 9, and No. 12 on Old Harbor Road,
New Suffolk.

.Albertson and Demarest.

RESOLVED: That Supervisor Norman E. Klipp be authorized to
advertise for sealed proposals to furnish the Town of South-
old suitable equipment for use at the Southold Town Dump
at-Cutchogue.

Albertson and Demarest.

WHEREAS, It is for the best interest of the Town of Oouthold
to provide for off*street parking,
IOW, THEREFORE, BE IT
RESOLVED: That Supervisor Norman E. Klipp be and he hereby
is authorized to enter into a lease with Arthur Mehl, re-
tiding at Cutchogue, New York, for ALL that tractor par-
cel of vacant land situate, ,lying and being at Cutchogue,
in the Town of Southold, Suffolk `'ounty, New York, ; bounded
and described as follows:
BEGINNING at a point on, the northerly line of Main Road.,
100 feet easterly along said line from the land of Stanley
Kurczowski Estate; running thence in a westerly direction
along said northerly line of Main Road a distance of 100
feet to said land of Stanley Kurczowski Estate; running
thence in a northerly direction along said land. of; Kurcz-
owski a distance of 210 feet, nore or less, to other land
of Arthur Mehl;running thence in an easterly direction
along said land of Mehl a dig-tance of 130 feet to a point;
running thence in a southey direction still along said
land of Mehl adistance of 50 feet to a point; running
thence in a southeasterly direction a distance of 90 feet
to a point; running thence in a southeasterly direction
still along land of Mehl a distance of 122 feet, more or
less , to the point or place of beginning with the privil-
egos and appurtenances for and during the term of two (2)
years from the .l 5th of May, 1954, which term will end May
15th, 1956, for the annytal rent of One Dollar ($1.00) , to
be paid upon the signing of this agreement and annually
thereafter.

WHEREAS, The Southold Town Board feels it is in the best
interest of not only the people of this vicinity but the
best interest of all the people of Long Island, that a
safe, efficient and economical railroad service is vital
to the continued welfare and prosperity of Long Island,
NOW, THEREFORE, BE IT
RESOLVED: That the Southold Town Board unanimously approves
the resolution of the Board of Supervisors of the County
of Suffolk, adopted June 7, 1954, relative to a plan to re-
habilitate the Long Island Railroad, and be it further
RESOLVED: That a copy of this resolution be filed with our
State Legislators Senator, S. Wentworth Horton, Assemblyman,
Elisha Barrett and Assemblyman Edmund Lupton, and a copy
be filed with the Suffolk County Board of Supervisors.
Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill,'
Albertson and Demarest.
A letter was read from Irving L. Price, Jr. , Esq. in behalf
of W. Harry Lister, stating that Mr. Lister would like
some financial assistance from the Town Board in dredging
the entrance to Wickham's Creek, at Cutchogue.
Moved by Justice Albertson; seconded by' Justice Tuthill:-,
BESOLVED: That Supervisor Norman E. Klippp be and he hereby
is authorized to contribute the sum of $475.00 towards
the cost of dredging the entrance to Wickham's Creek at
Cutchogue, Town of Southold, New York.
Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill,
Albertson and Demarest.
Moved by Justice Demarest; seconded by Justice Albertson:
WHEREAS, The Town Board feels it is in the best interest
of the people of. the Township to alter present tax bills
and method of extending taxes, and
WHEREAS, In order to accomplish this it is absolutely
necessary that an additional Model M 215 Special Tax
Extension Machine be purchased from the Burrough's
Adding Machine Company, at this time in order that
delivery will be made by the time taxes are to be extended,
now, therefore, be it
RESOLVED: That Norman E. Klipp, Supervisor, be and he
hereby is authorized to order such a mmchine, immediately,
at a cost not to exceed $3,900.00.
Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill,
Albertson and Demarest.
The Town Board granted the request of Father BEennan, pastor
of' the R. C. Church at Mattituck, to have "NO PARKING" signs
placed on the east side of Reeves Avenue, extending 500
feet from Route 25.
Moved by Justice Albertson; seconded by Justice Tuthill:
RESOLVED: That Supervisor Norman E. Klipp be instructed to
obtain permission of the County 5uperfntendent of Highways
to have a caution light installed at the intersection of
Peconic Lane and Route 27A.
Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill,
Albertson and Demarest.
Moved by Sup 't. of Highways Price; seconded by Justice
Albertson:
RESOLVED: That on the recommendation of the Superintendent
of Highways, the salaries of the employees of the Town
Highway Department be increased ten cents per hour, effective
as of June 7, 1954.

RESOLVED: That the Police Report for the month of May be
accepted by the Town Board and placed' on file. f

RESOLVED: That General Bills in the amount of $10 480.667
Lighting District Bills in the amount of $1,414.69, Town
Trustee Bills in the amount of $70.00 Fishers Island Ferry
District Bills in the amount of $7,991.76, be and the same
are hereby ordered paid.

WHEREAS , It has been recommended by the Board of Commission-
ers of the Fishers Island Ferry District that a Jr. Clerk
be appointed, now therefore be it
RESOLVED: That Alice Treadwell Oswald be and she hereby is
appointed Junior Clerk of the Fishers Island Ferry District,
and be it further r
RESOLVED: That the compensation for such position be fixed l
at One Dollar ($1.00) per hour, payable in regular monthly
payments but not to exceed the sum of Seven Hundred Dollars
($7O0.003 per annum, and be it further
RESOLVED: That this appointment take effect as of May 28,
19 54.

WHEREAS , The Commissioners of, the Fishers Island Ferry
District have recommended the purchase of certain property
owned by the New York New Haven and Hartford Railroad
Company, lmcated at the foot of State Street and adjacent
thereto at New London, Connecticut, and
WHEREAS, Tha Southold Town Board approved of. the purchase
of this property, now, therefore be it
RESOLVED: That the outhold sown Board authorizes Supervior
Norman E. Klipp to issue the following checks necessary to
close this transaction:
1. $6 000.00 (certified) payable to The New York, New Haven
anA Hartford Railroad Company. Full purchase price.
2. . $ 238.00 (not certified) payable to New York, New Haven
and Hartford Railroad Company. For Tax adjustment.
3. $ 187.00 (not certified) payable to Title Guarantee
and Trust Company, being for title insurance on Railroad
property.

WHEREAS , the residents of Nassau Point through the. Nassau
Point Club Association, Inc. have requested that a 25 mile
speed zone be established throughout Nassau Point, now,there-
fore be it
RESOLVED: That the Southold Town Board make application to
the New York State Traffic Commission for an order establish-
ing such speed zone.

RESOLVED: That effective as of June 8, 1954, all persons
dedicating real property to the Town of Southold for high-
way purposes shall abide by the following specifications.
BE IT FURTHER RESOLVED: That the Highway Specifications
adopted by the Southold Town Board on June 8, 1954, super-
sedes all other highway specifications.

HIGHWAY SPECIFICATIONS
Town of Southold
1. .Any person or persons desiring to dedicate real - estate
to the Town of Southold for highway purposes must execute
and submit to the Town Board the following documents:
a. A duly acknowledged dedication and- release.
b. Proposed consent of- the Town Board.
c. Proposed order of the, Superintendent of
Highways.
d. A survey map of the property.
e. An Attorney's certificate of title or/and
an abstract of title certified to the Town
Board by an .Attorney or a title policy issued
in the name of the Town of Oouthold.
The foregoing five documents shall be fastened together
in one folder and the dedication and release shall in-
clude the signatures of all fee owners, easement owners,
mortgagees, and so forth, and the Attorney's certificate
shall certify to such.
f. A bargain and sale deed in proper form for
recording in the County Clerk's Office to-
gether with the recording fees.
An additional survey map of the property, other than the
one contained in the folder, shall also be submitted.
2. .All highways acceppted by the Town as town highways
must be at least M feet in width; such width here-
inafter Known as the bounds of the highway.
3. All proposed highways shall be properly surVeyed, , map-
ped, and standard concrete monuments placed at the ex-
pense of the property owners or owner dedicating such
highway.
4. All highways terminating at water shall be a width of
not less than 100 feet for a distance of 50 feet back
from the mean high water mark.
5. All deadend highways must have a width of not less than
100 feet for a distance of 50 feeA back from such degd-
end or an equivalent thereof for a turnaround. -
6. The names of such highways maybe chosen by the owner
or owners of property dedicating such highway, and the
name of such highway shall be subject to the approval
of the Town Board. The owner or owners of property
dedicated for highway purposes shall furnish for such
highways wooden street signs in accordance with the
attached sketch and as directed by the Super intendent
of Highways. The Town Superintendent of Highways will
erect such signs where they may lawfully be erected, and
they shall remain at these points until such time as
the Town replaces same with its standard metal sign
posts.
7. A width of 30 feet shall be hereinafter known as the
highway area.
8. All trees, brush, roots, rocks, and so forth, shall be
thoroughly cleared from the highway area and all such
material shall be removed from the bounds 6f the highway.
9. The portion known as the highway area shall be plowed,
disc-harrowed, properly graded, proper drainage pro-
vided and shaped to the satisfaction of the Superinten-
dent of Highways.
10. Highways accepted by the Town as town hi hways will not
be surfaced until there exists at least9.20,000.00 assess-
ed valuation per mile of highway accepted, or fraction
. thereof, or the cost of material needed for surfacing
such highway is paid for by the property owner or owners
adjacent to such highway.
11-i Sidewalks shall be a standard )+ feet width, )+ inches
thick except in driveways; such driveways shall be 6
inches thick. Curbs and gutters to be built to standard
forms as may be directed by the Superintendent of High-
ways. The Town will furnish the necessary engineering,
grading, fill, sand, gravel and labor. The property owner
will furnish the necessary ceftnt as directed by the
Superintendent of Highways. The amount of constructmon
of sidewalks, curbs and gutters throughout the Town will
be governed by the badget appropriation.
.12. Whenever in the opinion of the Superintendent of High-
ways he feels that for the best interests of the Town
alterations or modifications should be made to the above
specifications, rules and regulations, such alterations
or modifications may be made on the recommendation of
the Superintendent of Highways; such recommendations
being subject to. the approval of the Town Board.
Read and approved by the Southold Town Board June 8, 1954,
to take effect immediately.
