A-: sipecial meeting of the Southold Town Board was -heldi:-.d
at the office of Supervisor Norman E. Klipp at Greenport,
on Wednesday, April 145 1954, The Meeting was called to
order- at 1:30 P.M. with the following present:Supervisor
Klipp; Justices Tuthill, Albertson, Clark and Demarest,
Town Attorney Terry and Town Clerk Booth.
We, the undersigned, being the Supervisor and Justices of
the Peace of the Town of Southold, DO HEREBY WAIVE all
notice of the Special meeting of the Town Board of the Town
of Southold to be held at the office of the Supervisor at
16 South Street, Greenport, New York, on April 14, 19549
at 1:30 P.M. in the afternoon and we do hereby agree and
consent that such meeting be held and that all such busin-
ess may be transacted thereat as may lawfully come before
said meeting. Norman E. Klipp, Supervisor , Henry A . Clark,
Ralph W. Tuthill, Lester M. Albertson, Louis M. Demarest,
Justices of the Peace , Ralph P. Booth, Town Clerk.
The Board was advised that an order had been granted dis-
continuing the proceedings brought by Eloise Bowden for
the purpose of obtaining an order of prohibition; that the
order further vacated the stay of proceedings contained
in the order of March 24, 1954, and that the Board was now
at liberty to consider the charges against Mrs . Bowden.
The statements of Supervisor Norman E. Klipp relative to
the charges and the answer submitted by Mrs . Bowden were
carefully considered by the Board. After lengthy deliber-
ation, the Board found Mrs . • Bowden guilty of charges 1 and
Land upon
Motion by Justice Albertson; seconded by Justice Tuthill,
it was
RESOLVED: That there be imposed upon Eloise Bowden a pun-
ishment of suspension for a period of two months , effective
March 15, 1954, and expiring on May 14, 1954, and be it
further
RESOLVED: That a. copy of the record of the proceedings be
filed with the Suffolk County Civil Service Commission.
Vote of Town Board:Ayes-Supervisor Klipp; Justices Tuthill ,
Albertson, Clark and Demarest.
Moved by Justice Albertson; seconded by Justice Demarest :
WHEREAS , it is deemed to be to the best .interests of the
Town of Southold that effective supervision of personnel
employed by the Town be continuously maintained and that
responsibility therefore be delegated to the Supervisor
NOw, THEREFORE , BE IT RESOLVED: That Supervisor Norman
F . Klipp be a.nd he hereby is authorized and directed to
act in the capacity of Director of Personnel, and to issue
such reasonable rules and regulations and directives as he
may deem necessary for the proper discharge of such duties ,
including , without limitation, the determination of working
hours qnd days , and the granting of leaves and vacations
of all personnel employed by the Town excepting those under
the jurisdiction of the Superintendent of Highways , and be
it further
RESOLVED: That he shall serve in such capacity without
additional compensation.
Vote of Town 1�oard: Ayes-Supervisor Klipp; Justices Tuthill,
Albertson, Clark and Demarest.
Moved by Justice Clark; seconded by Justice Albertson:
RESOLVED: That effective as of April 17, 1954, the salaries
of the outhold Town Police Department be set at the
following amounts :
