PUBLIC HEARINGS:
7:21 p.m.-Appl.No.5201-RORY KLINGE and CAROL RAND. This is a request for a Variance under
Sections 100-242A and 100-244,based on the Building Department's July 24,2002 Notice of Disapproval,for
permission to construct additions and alterations to an existing dwelling in a nonconforming setback location,and
less than 35'from the front lot line,less than 10'on a single side,and less than 25'for both side yards. Location of
Property:420 Sterling Place,Greenport;Parcel 34-3-17. (Carryover from 11-14-02). New Maps submitted 11-19-
02.
PATRICIA MOORE,ESQ: Good evening. I'm representing Rory and Carol. I've known them many years.
BOARD SECRETARY KOWALSKI: Can you please state your name for the record?
MRS.MOORE: My name is Patricia Moore 51020 Main Road, Southold.
CHAIRMAN: You look very familiar.
MRS.MOORE: I look familiar,don't I? I know they were here before with one particular design that the board
considered,and I believe that the issue was that there is-and I have a photograph here that will help-just a
reminder. You have so many applications,I thought it might be helpful to have a picture. This is the back of the
house which is where the addition is proposed. You can see that the original application was to build right over the
top of the existing structure,but there is a pop out,an old existing pop out dining room area. I know that was
problem to this board so Meryl took another look at this project with Rory and his wife. I know they sent you a
drawing which shows the addition going behind the-if you see the one story level-there is a two story in the front-
the box of the one story,then behind that is a lower pitched roof,and the addition is over the top of that and then
expands toward the more conforming side. This is going to cost them more money,obviously,any time you build
with a new foundation,with an expansion of a new foundation,it costs more,but in order to meet the boards
concerns,they are willing to spend more money. The concern they have is that,this is a second marriage,and Mrs.
Rand is 8 months pregnant with a fourth child for Rory. They have to have room for the whole family. They can't
fit into the existing house if you can see from the photographs the existing house is late 1800's early 1900's. The
character of the neighborhood is equally very tiny lots and the original early development of Greenport and this
really is the only realistic and practical place to expand is towards the back. I also show you in the photograph that
there is a bluestone patio area which is going to be the screened in porch,and it's being built in the same position as
the screened in porch,excuse me,as the bluestone patio. Given the re-design and the difficulty of this property-it's
a very narrow property-and the character of the area which is similarly constrained,we hope you'll consider this
application more favorably.

MEMBER TORTORA: Just to make everything clear. You have removed the 2nd floor addition where that 7" is.
That was removed and also that little one-story addition that was like-
MEMBER ORLANDO: The nursery.
MRS.MOORE: Yes,the nursery,which is on the westerly side of the property.
MEMBER TORTORA: I think it's what the board was asking for. I love the fact that we can just go home and do it
on our computer.
MRS.MOORE: The computer's not the problem,it's the cost afterwards that's the problem. Rory is going to have
to save a little extra money,but we understand the concerns.
CHAIRMAN: We kind of stretched Meryl's request and said,could you kindly get it in by Wednesday. Fortunately
we had this meeting scheduled.
MRS.MOORE: I actually had to ask them 3 times,are you sure?
CHAIRMAN: Vincent,any questions?
MEMBER ORLANDO: No questions,this is exactly what we asked for.

7:27 p.m.Appl.No.5207-GARY and JOANNA CAMPO. This is a request for a Variance under Section 100-
30A.4,based on the Building Department's July 23,2002 Notice of Disapproval,for permission to construct an
accessory garage in an area other than the required rear yard. Location of Property: 350 Three Waters Lane,Orient;
Parcel 15-6-24.
CHAIRMAN: What have you decided to do?
GARY CAMPO: My name is Gary Campo,my wife is Joanna Campo. I have a question. How close can an
accessory building be to a neighbor's property?
MEMBER TORTORA: 3',but if we're giving you a variance for location,if we're giving you a variance to locate it
in a side yard,we're not going to want it 3'from the property line.
MR. CAMPO: Okay.
MEMBER OLIVIA: We had suggested moving it closer to the house.
MR. CAMPO: We've decided to forgo making an apartment upstairs because we looked at it,as you get closer to
the house,it looks terrible. We just won't do that,that's all.
CHAIRMAN: You're just going to leave is where it is.
MEMBER TORTORA: So instead of 52',you're talking,you're going to move it back 60',correct?
MR. CAMPO: 63'I think.
CHAIRMAN: 62.5'.

MEMBER ORLANDO: It almost makes it-if I'm guessing-the same distance from the back of the house to the
garage will almost be the same. The back of the garage and the back of the house will be just about the same.
CHAIRMAN: Be in line.
MR.CAMPO: It lines up the same.
MEMBER TORTORA: So,what will the distance be?
MR. CAMPO: 63'even.
MEMBER TORTORA: And it would be 6'from your neighbor's side yard.
CHAIRMAN: And the upstairs will only be used for storage,is that correct? How high is this Mr. Campo,if you
remember?
MEMBER OLIVIA: 2P wasn't it?
MR. CAMPO: I don't know,it was on the packet.
BOARD SECRETARY KOWALSKI: 21'to the top of the peak.
CHAIRMAN: Vince,any questions?
MEMBER ORLANDO: No questions.
CHAIRMAN: Ruth,any questions? No. Hearing no further questions,I make a motion closing the hearing,
reserving decision until later.
