SETTING OF THE NEXT PLANNING BOARD MEETING
Chairman Orlowski: I would like to call this meeting to order. The first order of business
is for the Board to set Tuesday, October 14, 2003 at 6:00 p.m. at the Southold Town
Hall, Main Road, Southold, as the time and place for the next regular Planning Board
Meeting.
Mr. Edwards: So moved.

Chairman Orlowski: 6:00 p.m. - Nicokim - This proposed minor subdivision is for 3 lots
on 27.2 acres located on Little Neck Road, 92.76' south of Eugene's Road, with 201.78'
of frontage on Skunk Lane in Cutchogue. SCTM#1000-97-8-(31.2-31.4)
Are there any questions on this minor subdivision? Hearing none, are there any
questions from the Board? (There were none.) I'll entertain a motion to close the
hearing.

Mr. Sidor:
WHEREAS, this proposed subdivision is for three lots on 27.2 acres located in the R-80
Zoning District; and
WHEREAS, two of the lots are greater than 80,000 sq. ft. and the third is improved and
contains an 80,095 sq. ft. building envelope exclusive of a larger lot from which 21.235
acres of Development Rights were sold to the Town of Southold on March 3, 1986; and
WHEREAS, The Town of Southold Town Trustees issued a letter of non jurisdiction on
October 23, 2001 for the action; and
WHEREAS, On May 12, 2003 the Southold Town Planning Board established itself as
lead agency and as lead agency granted a Negative Declaration for the Unlisted Action;
and
WHEREAS, the Suffolk County Department of Health issued a permit for the action on
July 24, 2003; and
WHEREAS, the Suffolk County Water Authority issued a letter of water availability on
July 2, 2003; therefore be it

RESOLVED, that the Southold Town Planning Board grant conditional final approval on
the maps, last revised on May 3, 2002, subject to the following conditions. These
conditions must be met within six (6) months of the resolution:
1. The Planning Board reviewed the park and playground requirement. As per
Section 106-38 of the Subdivision Regulations, the amount to be deposited with
the Town for park and playground services is now $5,000 per lot for each vacant
lot in the subdivision. A Park and Playground Fee of$10,000 will be required
prior to any endorsement of the subdivision by the Planning Board.
2. The submission of 5 paper and 3 mylar maps approved by the Suffolk County
Department of Health.

construct a 2,520 storage building and office in a contractor's yard on a 1.1 acre parcel.
The property is located on the north side of CR 48, at 260 Cox's Neck Lane, Mattituck.

The hearing is being held open. We don't have all the information we need to proceed.
I'd like to make a motion to hold this hearing open unless anybody has any comment on

20.8211 acres. The property is located on the south side of Main Road, 150'west of
Sigsbee Road in Mattituck. SCTM#1000-122-7-9.
This is tied up in the moratorium. No waiver has been granted.

MAJOR AND MINOR SUBDIVISIONS, LOT LINE CHANGES, SET-OFF
APPLICATIONS - STATE ENVIRONMENTAL QUALITY REVIEW ACT
Lead Agency Coordination:
Chairman Orlowski: Oregon Landing - The proposed major subdivision involves the
subdividing of a 25.79 acre parcel (SCTM# 1000-83-2-9.1) into five lots where Lot 1 =
81,039 sq. ft., Lot 2 = 81,016 sq. ft., Lot 3 = 75,738 sq. ft., Lot 4 = 70,383 sq. ft. and Lot
5 = 18.28 acres of which 15.97 acres is proposed for a Development Rights Sale.
The property is located n/o Oregon Road, between Cox's Lane and Bridge Lane, in
Cutchogue. SCTM#1000-83-2-9
This has been scratched from the agenda because there is no contract on the
Development Rights as of yet.

acre building envelope. The property is located north of the intersection of Old North
Road and CR 48 and south of Sound View Avenue in Southold in the A-C Zoning

WHEREAS, the applicant proposes to subdivide a 27.0309 acre parcel into 3 lots where
Lot 1 equals 40,575 sq. ft.; Lot 2 equals 46,565 sq. ft and Lot 3 is comprised of a
22.5227 acre Development Rights Sale and a 2.5083 acre building envelope; and
WHEREAS, the applicant has submitted an agreement, executed on March 21, 2002,
between the applicant and the County of Suffolk to purchase Development Rights on
Lot 3 (23± acres); and
WHEREAS, the action, as submitted, meets the 75% preservation threshold as
specified in Local Law No. 3 of 2002, Local Law No. 3 of 2003 and Local Law No. 13 of
2003; therefore, be it
RESOLVED that the Southold Town Planning Board, acting under the State
Environmental Quality Review Act, establishes itself as lead agency, and as lead
agency, makes a determination of non-significance and grants a Negative Declaration.

Chairman Orlowski: Petrolino/Graseck -This proposal is to amend the lot line between
SCTM#1000-78-8-16.2 (Parcel 1) and SCTM#1000-78-8-17.2 (Parcel 2) and transfer
0.255 acres of Parcel 1 to Parcel 2 where, after the transfer, Parcel 1 would equal
0.918 acres and Parcel 2 would equal 1.063 acres. The property is located 375' east on
N. Bayview Road from Cedar Avenue in Southold.
Mr. Caggiano: Mr. Chairman, I'll offer the following:
WHEREAS, the applicant proposes to amend the lot line between SCTM#1000-78-8-
16.2 (Parcel 1) and 1000-78-8-17.2 (Parcel 2) and transfer 0.255 acres of Parcel 1 to
Parcel 2; and
WHEREAS, after the transfer, Parcel 1 would equal 0.918 acres and Parcel 2 would
equal 1.063 acres; and
WHEREAS, following the transfer, both lots will conform to the R-40 Zoning District; be
it therefore
RESOLVED, that the Southold Town Planning Board, acting under the State
Environmental Quality Review Act, do an uncoordinated review of this Unlisted Action.

SITE PLANS - STATE ENVIRONMENTAL QUALITY REVIEW ACT
Determinations:
Chairman Orlowski: Mattituck Self Storage - This proposed site plan is for a 7,500 sq.
ft. second floor addition to an existing building on a 1.697 acre parcel in the LI Zone
located at 885 Wickham Avenue, 100' south of CR 48, in Mattituck. SCTM#1000-140-2-

Mr. Caggiano: Mr. Chairman, I'll offer the following:
WHEREAS, the applicant proposes a site plan for a new 7,500 sq. ft. 2nd floor addition
with renovation of an existing 22,996 sq. ft. building and maintenance of a 14,184 sq. ft.
metal storage building on a 1.697 acre parcel in the LI Zone located approximately 100'
south of Route 48 in Mattituck, SCTM#(s)1000-140-2-9; and
WHEREAS, on June 30, 2003, a formal site plan application was submitted for
approval; and
WHEREAS, on July 14, 2003, the Southold Town Planning Board started the lead
agency coordination process on this Unlisted Action; and
WHEREAS, on July 29, 2003, the Suffolk County Department of Public Works
responded with no objection to the Town of Southold Planning Board assuming lead
agency status; and
WHEREAS, on August 7, 2003, the Suffolk County Department of Health responded
with no objection to the Town of Southold Planning Board assuming lead agency
status; therefore, be it
RESOLVED that, on September 8, 2003, the Southold Town Planning Board, acting
under the State Environmental Quality Review Act, performed a coordinated review of

WHEREAS, on August 11, 2003, the Southold Town Planning Board started the lead
agency coordination process on this Unlisted Action; therefore, be it
RESOLVED that, on September 8, 2003, the Southold Town Planning Board, acting
under the State Environmental Quality Review Act, performed a coordinated review of
this Unlisted Action. The Planning Board establishes itself as lead agency, and as lead
agency, makes a determination of non-significance and grants a Negative Declaration.

Greenport. SCTM#1000-43-3-2
