Special Meeting

Chairman Orlowski: I'd like to call this Special Meeting to order.
MAJOR AND MINOR SUBDIVISIONS, LOT LINE CHANGES AND SET
OFF APPLICATIONS
Chairman Orlowski: Adamowicz/Fraser- This proposed minor subdivision will
subdivide a 2 acre improved lot from a 71.4 acre parcel. Suffolk County will purchase
fee title on 59 acres and the Town of Southold will purchase the fee title on 10 acres.
The property is located s/o the fork of C.R. 48 and Sound Avenue in Mattituck.

What is the pleasure of the Board?
Mr. Caggiano: Mr. Chairman, I'll offer the following resolution:
WHEREAS, this proposed 3 lot minor conservation subdivision will subdivide a 71.42
acre parcel into 3 lots where Lot 1 equals 10 acres of which the Town of Southold will
purchase100 percent fee title, Lot 2 equals 2 acres with development rights intact and
Lot 3 equals 59.42 acres of which Suffolk County will purchase 100 percent fee title

excluding an existing LIPA easement. No development is proposed on either Lot 1 or
Lot 3; and
WHEREAS, the parcel is located within a R-80 Zoning District and the proposed action
conforms to the R-80 minimum zoning requirements; therefore be it
RESOLVED, that the Southold Town Planning Board, acting under the State
Environmental Quality Review Act, do an uncoordinated review of this unlisted action.
The Planning Board establishes itself as lead agency, and as lead agency, makes a
determination of non-significance and grants a Negative Declaration.

BE IT FURTHER RESOLVED, that the Southold Town Planning Board grant sketch
plan approval on the maps dated August 8, 2003.
Mr. Cremers: Second the motion.
Chairman Orlowski: Motion made and seconded. Any questions on the motion? All
those in favor?
Ayes: Mr. Orlowski, Mr. Caggiano, Mr. Cremers, Mr. Sidor.
Chairman Orlowski: Opposed? The motion carries.
Mr. Caggiano:
BE IT FURTHER RESOLVED, that the Southold Town Planning Board set Tuesday,
October 14, 2003, at 6:00 p.m. for a final public hearing on the maps, dated as revised
March 20, 2003.
Mr. Cremers: Second the motion.

Chairman Orlowski: Holly Park - This proposed application made to the Town of
Riverhead proposes to subdivide from 529.52 acres three lots: one lot being for the
newly constructed Jamesport Substation on 5.01 acres, a second lot for the existing
emergency communications tower on 11.39 acres and the final large lot which is
proposed to be used as open space and agriculture on 497.63 acres within the Town of
Riverhead and 31.89 acres within the Town of Southold with a total of 529.52 acres to
be preserved. SCTM#s0600-3-1-2.3 and 1000-120-1-1.1
This is a motion to approve our little sliver which is only 31 out of the 529 acres. It's on
the east side of the property. There it is right there. We looked at this a few months
back and had absolutely no problem with it. We're preserving all of the land in our town.
The problem is that when it got ready to be filed and they went down to file the map, the
clerk would not take it unless we signed it. I'm asking the Board, as a resolution, to have
permission to sign this map and, to be honest, I signed it already but I'd like to have a
resolution to do that.
I make the following motion:
WHEREAS, MarketSpan, a KeySpan Energy Delivery Company, did submit to the
Town of Riverhead Planning Board an application for approval of a subdivision, Holly
Park, which premises are located in both Riverhead and Southold at Sound Avenue,
Jamesport and Mattituck, NY, more particularly known as SCTM#0600-3-1-2.3 and
SCTM#1000-120-1-1.1; and
WHEREAS, the application made to the Town of Riverhead was to subdivide from
529.52 acres three lots: one lot being for the newly constructed Jamesport Substation
on 5.01 acres, a second lot for the existing emergency communications tower on 11.39
acres and the final large lot which is proposed to be used as open space and
agriculture on 497.63 acres within the Town of Riverhead and 31.89 acres within the
Town of Southold with a total of 529.52 acres to be preserved; and
WHEREAS, the Southold Town Planning Board did review the proposed map of Holly
Park which was submitted to the Town of Riverhead Planning Board, and has no
jurisdiction over the matter; and
WHEREAS, no action or development was proposed within the Town of Southold; and
WHEREAS, the acreage in the Town of Riverhead required approval from the
Riverhead Planning Board for subdivision of the existing structures referred to above,
which subdivision was granted by resolution on September 4, 2003 (resolution
- attached), however, the acreage in the Town of Southold required no action by the
Southold Town Planning Board; and
WHEREAS, the Town of Southold Planning Board supports the preservation of the
parcel in the Town of Southold. The subdivision and proposed conveyance of the land

to the State is consistent with the Town of Southold goals for the preservation of open
space and continuation of agriculture; and
WHEREAS, the Town of Southold supports the efforts of Governor Pataki and the State
of New York in the preservation of this magnificent jewel on the North Fork; and
WHEREAS, even though no action was taken by the Planning Board in the Town of
Southold, the Southold Town Planning Board Chairman's signature on the map is
technically required in order to file the subdivision map in the Office of the Suffolk
County Clerk in accordance with Real Property Law Section 335; therefore, be it
RESOLVED, that the Southold Town Planning Board authorized its Chairman to sign
the map of Holly Park on September 25, 2003.
