HomeMy WebLinkAboutTB-03/09/1954 MEETING OF MARCH 9, 1954. Thb Southold Town Board met at the office of Supervisor Norman E. Klipp at Greenport, on Tuesday, March 9, 1954. The meeting was called to order at 1':30 P.M. with the follow- ing present: Supervisor Klipp; Justices Tuthill, Albertson, Clark and Demarest; Superintendent of Highways Price; Town Attorney Terry and Town Clerk Booth. The Board sat at once as a committee on audit to examine claims against the Town concluding the audit work at 2 P.M. Moved by Justice Clark; seconded by Justice Tuthill: RESOLVED: That the minutes of the previous meeting be and hereby are duly approved as read. Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill, Albertson, Clark and Demarest. Moved by Justice Albertson; seconded by Justice Demarest: RESOLVED: That the regular monthly meeting of this Board will be held at the office of the Supervisor , Norman E . Klipp, at Greenport, on Tuesday March 23 , 1954, at 1:30 P.M. Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill, Albertson, Clark and Demarest. Moved by Justice .Albertson; seconded by Justice Clark: WHEREAS , Section 64 of the Town Law requires a Town Board to designate by resolution Banks of this State in which the Supervisor , or any other officer of the Town shall deposit all monies coming into their hands by virtue of their offices , and " WF-7REAS , the Town Board may require any Bank so designated to deposit with such Board the bonds or certificates of the United States , of the State of New York, or any County, Town, City, Village or School -L�istrict of the State of New York, as security for such funds so deposited, but such bonds or certificates shall be subject to the approval of the Town Board, and shall be deposited in such places and held in such conditions as the Town Board may depermine , and WHEREAS ? the Town Board, by resolution dated January 5 19549 . did designate certain Banks as such depositories and sated the amounts of security required of such Bank, and WHEREAS , The North Fork Bank and Trust Company of Mattituck has consolidated with the First National Bank of Cutchobue and the Peoples National Bank of Greenport, and the latter two banks have become branches . of the North Fork Bank & Trust Company, NOW, THEREFORE , BE IT RESOLVED: That the resolution as adopted by the Town Board as of January 5th be amended to read as follows: First National Bank of Greenport, Greenport , N.Y. -$1301000.00 North Fork Bank & Trust Co. of Mattituck, Cutchogue, Greenport, & Mattituck, N.Y. -1 509000.00 Bank of Southold None Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill, Albertson, Clark and Demarest. Moved by Justice Demarest; seconded by Justice Albertson: ' WHEREAS , the developement of a modern highway system is of vital importance to all of the people of our state? and WHEREAS , the Governor and the Legislature of the State of New York have created a Temporary Highway Finance Planning Commission to recommend ways and means to provide for the developement of a modern highway system, and WHEREAS , that Commission has now filed recommendations with the ]Legislature which will permit the creation of such modern highway system, now therefore be it RESOLVED: That we the members of the Town Bo�ird of the Town of Southold do herewith express our commeridat n.n of the said Commission for the difficult task which it has accomplish- ed, and be it further RESOLVED: That we do request the Governor and the Legislature to enact into law the recommendations contained in the said report so as to commence the profram by which a modern high- way system shall be provided as soon as possible , and be it further 34 RESOLVED:. That a. copy of this resolution shall be forwarded at once to our .Assemblyman, to our Senator and tb the Governor. Vote of Town 'Board: Ayes-Super-fisor Klipp; Justices Tuthill, Albertson, Clark and Demarest. Moved by Justice Albertson; seconded by Justice Demarest: RESOLVED: That the Supervisor be authorized to place a full page advertisement in the 17th edition of the Long Island "The Sunrise Homeland" , published by the Long Island Assoc- iation, the text of said advertisement to be determined and approved by the Supervisor. Vote of Town Board: Ayes- Supervisor Klipp; Justices Tuthill, Albertson, Clark and Demarest. . A communication was receited from Arthur Mehl stating that the business section of Cutchogue is in need of a parking field, and stated that his property 90 feet wide and 175 feet deep located between his store and the Catholic parsonage would make a modern parkin g field as it is located in the heart of Cutchogue business section. , Moved by Justice Clar?r; seconded by Justice Albertson; RESOLVED: That the Supervisor be instructdd to take the matter up with Mr. Mehl and report at the next meeting. Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill, Albertson, Clark and Demarest. Moved by Justice Clark; seconded by Justice Albertson: RESOLVED:,,That General Bills in the amount of $3 ,141.08, Lighting istrict Bills in the amount of $1,406. 77, Town Trustee Bills in the amount of $40.00 Fishers Island Ferry District Bills in the amount of $8,28A.65 be and the same are hereby ordered paid. Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill, Albertson, Clark and Demarest. Moved by Justice Clark; seconded by Justice Albertson: RESOLVED: Tdat the Police Report for the month of Feb- ruary be accepted by the Town Board and placed on file. Vote of Town Board;Ayes-Supervisor Klipp; Justices Tuthill , Albertson, Clark and Demarest.. Moved by Justice Albertson; seconded by Justice Demarest: RESOLVED: That Norman E . Klipp, Supervisor , be and he here- by is authorized to transfer the amount of $11 ,120.00* from the Fishers Island Ferry District Account to the Fishers Island Ferry Debt Service Account. Vote of Town Board Ayes-Supervisor Klipp; Justices Tuthill, Albertson, Clark and Demarest. A delegation of residents of P econic appeared before the Board with a written petition opposing the establishment of a labor camp on property of Paul Bedell. The petition stated that the building to be used for the camp was not equipped with electricity, running water or bath facilities : Those who spoke in. opposition to the camp were Walter Sternemann, Frank nobinson, Nelson Axien, Mrs. Florence .Adams , Mrs. Edwin Prellwitz, Edwin Prellwitz, John Bauer, Arnold Larsen, Frederick Halliday, George Stelzer, John Stankewitz. The Board was advised that it was outside the scope of authority of the Board to bar out labor camps , dr to restrict the use of property unless there was a violation of applicable provisions of the Multiple Resident Law or the Trailer Camp Ordinance. Supervisor Klipp stated he would take the matter up with the County Board of Health and the Building Inspector. . The Supervisor reported that in addition to having been absent without leave for a period of one month, Mrs . Eloise Bowden had again been insubordinate and guilty of mis- conduct in that she delayed and withheld certain vital and essential ihformation requested by the Supervisor ' s Office, and had again indicated that she did riot intend to cooperate with the directives of the Supervisor. After considerable discussion of the matter it was concluded that it would be in the best interest of the Town to terminate Mrs . Bowden' s services . Accordingly, on motion of Justine Clark, seconded by. Justice Tuthill, it was RESOLVED,: that the Supervisor be and he hereby is directed to notify Mrs. Eloise Bowden in writing of the reasons for the proposed removal of her from office, and that she will . be given an opportunity to ddfend herself on charges of insubordination and misconduct at a hearing at the Supervisor ' s office on Tuesday, March 23 , 1954, all in accordance with the provisions of Section 22 of the Civil Service Law, and it is further RESOLVED That prior to giving such notice , Mrs. Bowden be given an. opportunity to resign forthwith.
