ME:"TING OF JANUARY 5, 1954.
The Organization Meeting of the Sotuhold Town Board was
held at the office of Supervisor Aorman E. Klipp at Green-
port, on Tuesday, January 5, 1954. The meeting was called
to order at 1:30 P.M. with the following present: Supervisor
Klipp; Justices Tuthill, Albertson, Clark and Demarest;
Superintendent of Highway Price; Town Attorney Terry and
Town Clerk Booth.
The Board- sat at once as a committee on Audit to examine
claims against the Town concluding the audit work at 2 of
clock P.M.
Moved by Justice Clark;: seconded by Justice Tuthill:
RESOLVED: That the minutes of the previous meeting be and
hereby are duly approved as .read.
Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill,
Albertson, Clark and Demarest.
Moved by Justice Albertson; seconded by Justice Clark:
RESOLVED: That the regular monthly meeting of this Board,- '
be held at the office of the Supervisor at Greenport, o ,,
Tuesday, January 26, 1954, at 1: 30 P.M.
Vote of Town Board: Ayes-Supervisor Klipp; Justices Tuthill,
Albertson, Clark and Demarest.
Moved by Justice Albertson; seconded by Justice Tuthill:
RESOLVED: That Supervisor_Normanc'E. Klipp be designated
to represent the Town of Southold at the Annual Meeting
of the Association of Towns of the State of New York, to
be held at New York, N.Y. on February 8th, 9th and loth,
1954, and to cast the vote of the aforesaid Town, pursuant
to Section 6 of Artical 111 of the Constitution and By-Lawa
of said -Association, and that Justice Henry A. Clark be des-
ignated as Alternate to cast the vote of said Town in the
absence of Supervisor Klipp.

Albertson, Clark and Demarest.

RESOLVED: That Town Officials -that desire to attend the
Annual Meeting of the Association of Towns of the State
of New York, to be held at New York, N.Y. on February 8th,
9th, and loth, 1954, be and hereby are authorized to attend,
and be it further
RESOLVED: That the necessary expenses incurred while attend-
ing said meeting is a legal charge against the Town.

RESOLVED: That Rensselaer G. Terry, Jr. , Town Attorney,
Edwin S. Conklin, Building Inspector for the Town of Southold,
and the Justice of the Peace who wish to attend, be and
they are hereby authorised to attend a Public Hearing on
the State:�Building Code, held by the New York State Build-
ing Code Commission to be held at Albany, N.Y. on Jan. 18,
1954, and at New York, N.Y. on Jan. 19, 1954, and be it
further
RESOLVED: That the necessary expenses incurred while attend-
ing said meeting is a legal charge against the Town.

The following Bonds were presented to the Board for approval.

WHEREAS , it is the opinion of the Department of Audit and
Control , that the Superintendent' of Highways should have
Town Board approval by resolution of all purchases from the
Machinery Fund,
NOW, THEREFORE , BE IT RESOLVED: That the Superintendent of
Highways be and hereby is authorized to purchase any piece
of equipment or any part thereof at a cost not to exceed
one thousand dollars ($1,000.00) from January 5, 1954 to
January 1, 19 '�5.

RESOLVED: hat in accordance with Section 284 of the Highway
Law the agreement for the expenditure of Highway moneys ,
made by and between Harold Price, Town Superintendent,of
Highways and the Southold Town Board for the year 1954,
be and the same is hereby approved by Town Board, subject
to the approval of the County Superintendent of Highways.

Section 30, Subdivision 3 , of the sown Law.

E. Perry Edwards and Harold J. Baker as Sub-Registrars of V
Vital Statistics subject to the approval of the State

ingg in such capacity in the amount of Four Hundred Dollars
($400.00) per year , payable in regular monthly payments ,

RESOLVED: That the expenses incurred per year by the Toim fir.

RESOLVED: THat Edwin S . onklin be compensated for such
services in the sum of Eighty-five Dollars ($85.00) per
month, payable in regular monthly payments , and be it further

of any Town having more than one assessor to establish the
office of Chairman of Town .Assessors who in addition to his
regular duties shall perform such services in connection
with assessment and taxation of_property for state, county
and town purposes , as the Town oard shall direct, now
'therefore be it
RESOLVED: That Raymond W. Terry, be and hereby is designated.
to hold the office of chairman of the Town Board of .Assessors
until the first day of January next succeeding such designat-
ion all in accordance with 22b of the Town Law, and be it

WHEREAS , Section 64 of the Town Law requires the Town Board
to designate by resolution banks of this State in which
the Supervisor or any other officer of the Town shall de-
posit all monies coming into their hands by virtue of their
offices , and
WHEREAS , The Town Board may require any Bank so designated
to deposit with such Board the Bonds or Certificates of the
United States of the State of New York or any County, Town,
City, Village or School District of the State of New York
as security for such funds so deposited but such bonds or
certificates shall be subject to the approval of the Town
Board and shall be deposited in such place and held under
such conditions as the Town 'oard may determine,. now there-
fore be it
RESOLVED: That the following banks of the Town be and hereby
are disignated as depositories for all monies of the Town,
and be it further

WHEREAS:, Section 62 of the Town Law requires that every Town
Board shall meet on or after the 28th day of December, but
not later than the 31st day of December , in each year , and
WIEREAS'7 There is no other time specified by law when meetings
of the Town Board of a Second Class Town should be held, now
therefore be it r
RESOLVED: That the Supervisor be and hereby is empowered to
call all meetings of the Town Board as may be required for
the best interest of the Town, and be it further
RESOLV'�:D: That the Supervisor designate Tuesday as the day
of the week for calling such meetings , and be it further
RESOLVED: That each member of the Town Board be given at
least 2 days notice in advance of such meeting, notice to
contain the time and place where such meeting is to be held.

RESOLVED: That the Assessors of the Town of Southold who
use their own automobiles in the performance of their duties
for the Town will be compensated for the use of such auto-
mobiles in an amount not to exceed Eight Cents ($.08) per
mile.

RESOLVED: That the Suffolk Times , Greenport, New York, and
the Long Island Traveler-Mattituck Wgtchman, Southold, New
York, be and hereby are designated as the . official news-
papers to publish the notice of the Receiver of Taxes that
he is in receipt of such tax and assessment roll and warrants ,

and that the taxes and assessments therein may be paid to the
Receiver of Taxes at the times and with penalty other than
his principal office when and where he will attend for the
receipt of taxes and assessments in accordance with Section
22 of the Suffolk County Tax Act.

The following members of the town Voard are assigned by the
Supervisor to the following committees :
Parks , Beaches and Recreation - Judge Clark & Judge Tuthill
Inland Waterway Improvements - Judge Clark & Judge Tuthill
Police - Judge Albertson & Judge Clark
Taxation & Finance - Judge Albertson & Judge Demarest
Highway - Judge Demarest & Judge Tuthill
Supervisor Klipp - Ex officio member of all Committees.
Within sixty (60) , days after the close of the fiscal year
the treasurer of each Fire District shall file in the office
of the Town Clerk and the State Comptroller a financial state-
ment setting forth in detail the receipts and expenditures
of the Fire District for the previous fiscal year.
(Section 181 of the Town Law) .
On or before the 1 5th day of January in each year the Comm-
issioners of each Improvement District shall file with the
Town Clerk a financial report for the presiding year.
(Section 215, Subdivision 9, of the Town Eaw) .
The Town Clerk should advise -the Town Board as to existing
contracts , for lighting , garbage collection, fire protection,
water supply, and also leases of any property rented by the
Town, and specify the date of expiration of such contracts.
(Section 64, Subdivision 2 and 19, Section 183 , 194 and 198,
Subdivision 6,7,8 and 9 of the Town Law) .
The Town Clerk should supply to the executive Secretary of
the .Association of Towns at the Hotel TenEyck, Albany, New
York, a correct list of the mames and addresses of all Town
Officers and the Supervisor should advise the members that
he , the Town Clerk, Justices of the Peace, ouperintendent of
Highways , Assessors , Welfare Officer , and the Town Attorney
will receive copies of meetings , bulletins , issued by the
Town and ounty Officers Training School on subjects of
interest and importance to various officers.
